IT IS LOCATED ON A GENERAL BUSINESS PARK PROPERTY BEING ONE, UM, TO THE NORTH END TO THE WEST OR M ONE PROPERTIES TO THE SOUTH AND TO THE EAST
UH, THIS IS AN AERIAL OF THE PROPERTY.
UM, YOU CAN SEE THE, UH, THE BUILDING IN THE CENTER, UM, SORT OF, SORT OF, SORT OF TOWARDS THE SOUTHERN PART OF THE PROPERTY, UH, WOULD NOTE THAT IF YOU NOTICE IN THE NORTHERN AND EASTERN PORTION OF THE, OF THE BUILDING, THERE IS A OUT OUTSOUR OUTSIDE AREA THAT IS, UM, THE EXERCISE AREA, UM, FOR THE ANIMALS.

UM, AS YOU KNOW, REESE, OVER RECENT YEARS, WE'VE MODIFIED SOME OF THE STANDARD CONDITIONS RELATED TO CERTAIN USES AND, UM, ANIMAL ANIMAL KEEPING, UM, AND COMMERCIAL KENNEL OR ONE OF THOSE.
UM, I WOULD NOTE AS REVISED TO THE STANDARD CONDITIONS THAT DID WANT TO NOTE THAT THE EXISTING CONDITION FOUR AND THE CONDITION SEVEN HAVE BEEN MODIFIED, UM, FOUR WOULD BE TO NOW GO FROM FOUR TO 10.

AND THEN THE STANDARD LANGUAGE THAT WE TYPICALLY, UM, ADD AS A CONDITION WITH MOST CASES REGARDING THE TRANSFER OF THE PROPERTY AND THE PERMIT.

UM, WE FELT LIKE THAT CONDITION DURING THE DAYLIGHT HOURS THAT IT OPERATES, IT'S REALLY HARD TO ENFORCE.
AND SO WE THOUGHT IT WAS APPROPRIATE TO REMOVE THAT REQUEST OR THAT CONDITION FURTHER.
HAVE YOU HAD ANY COMPLAINTS FROM NEIGHBORS? UM, AND NOW, UH, THERE'S BEEN NO COMPLAINTS RECEIVED.
UM, AND AGAIN, THE NEIGHBOR THAT'S PROBABLY HAS THE BEST VISIBILITY INTO THE SITE, ATTENDED THE MEETING AND ALWAYS SUPPORT THE CASE.

IS THERE AN AGRICULTURALLY AND THAT'S NOT WITHIN THE INDUSTRIAL PARK, UH, THE, UM, THE COMPREHENSIVE PLAN RECOMMENDATION THAT CORRESPONDS TO THE ZONING OF THE SUBJECT PROPERTY AND THE PROPERTIES TO THE NORTH AND SOUTH AND TO THE EAST AND INDUSTRIAL PARK.
THOSE ARE ALL RECOMMENDED FOR INDUSTRIAL USE OF THE PROPERTY TO THE WEST, UM, WHICH IS THEN AN AGRICULTURAL IS RECOMMENDED FOR FLEXIBLE USE IN THE, UM, CONFERENCE PLAN, LOOK AT THEIR PHOTO OF SORT OF STARRED THE APPROXIMATE LOCATION OF THE TOWER.

BUT WHEN YOU SEE THE CON THE SITE PLAN THAT I'LL SHOW YOU LATER IN THE PRESENTATION, IT, YOU WILL SEE A LARGER BUILDING ON THE SITE.
NOW, THE PROPOSAL, UH, FCI TOWERS OPERATES OFFICE AND WAREHOUSE AT THIS LOCATION, AND THEY PROVIDE TRAINING AND WAREHOUSING AND OTHER SERVICES FOR THE TELECOMMUNICATIONS INDUSTRY.
UH, THEY PROPOSING A MONOPOLE STALL TOWER.
IT'D BE THE TOWER, BE 150 FEET IN HEIGHT WITH THE LIGHTENING ROD ON TOP.
UH, THE TOWER WOULD BE LOCATED WITHIN A FENCE COMPOUND.
UH, THEY'VE INDICATED THE TOWER TO BE USED FOR, UH, TOWER CLIMBING TRAINING, AND IT WOULD PROVIDE THE POTENTIAL FOR WIRELESS CARRIER COLOCATIONS ON THE FACILITY.
UM, IT IS DESIGNED TO ACCOMMODATE AT LEAST THREE ADDITIONAL CARRIERS, UH, BUT THE APPLICANT HAS NOT IDENTIFIED A POTENTIAL CARRIER FOR THE TOWER AT THIS TIME, AS MENTIONED EARLIER, UM, WHAT WE HAVE IS A, THIS, THE SITE PLAN SORT OF SEE THAT THE BUILDING IS LARGER THAN WAS SHOWN IN THE AIR, A PHOTO, UM, THEY'RE IN THE, UH, SORT OF CIRCLED IN RED HASH LINES ARE THE, THE FENCE COMPOUND AREA.
AND, UM, IT DOESN'T SHIP EASILY ON HERE, BUT I'LL MENTION THIS A LITTLE BIT LATER.
THERE IS A PROFFERED BUFFER BACK HERE THAT CORRESPONDS WITH THAT LINES, JUST SO THAT THE, THE TOWER AND THE FENCED AREA ARE OUTSIDE OF THAT, UM, THAT BUFFER, UH, THERE'S A PHOTO SIMULATION.
THEY DID HAVE A BALLOON TEST ON THE SITE, AND THAT'S A PHOTO SIMULATION OF WHAT THE TOWER WILL LOOK LIKE.
UM, ON THIS, THE PROPOSED TOWER WOULD LOOK LIKE I JUST WANTED TO BRING ONE THING TO THE COMMISSION'S ATTENTION IN OUR PRELIMINARY REVIEW.
SO I MENTIONED THERE IS A, UH, WHEN LINEAR INDUSTRIAL PARK, WHEN THE ZONING WAS APPROVED, THERE WAS A REQUIREMENT FOR THERE TO BE A 50 FOOT BUFFER AROUND THE PERIMETER OF THE SITE.
UM, THERE'S A, UM, UH, LANDSCAPING REQUIREMENT IN THAT BUFFER.
OUR INITIAL EVALUATION SHOWS THAT THE PROPERTY, A LITTLE SLIGHT ON THE LANDSCAPING REQUIRED IN THERE, BUT WHEN WE, THEY ARE REQUIRED TO GET A PRD REVIEW AND IS A PART OF OUR PEER REVIEW, WE'LL BE WORKING WITH THEM TO MAYBE IDENTIFY A FEW MORE TREES TO BE LOCATED WITHIN THE BUFFER.
UH, THEY DID ASK ME MEETING IN JULY, UM, BOARD MEMBER, MR. SHARP AND COMMISSIONER, MR. PATEK AND STAFF ATTENDED, UH, THEY GAVE A BRIEF DESCRIPTION OF WHAT THEY WERE PROPOSING.
UM, UH, THERE WAS NO OPPOSITION, NO ONE FROM THE PUBLIC ATTENDED.
AND I MENTIONED EARLIER, THEY DID HAVE A BALLOON TEST IN AUGUST.

UH, THE FIRST CONDITION WOULD ALLOW THE COMMUNICATION TOWER ON THE PROPERTY.
UH, THE SECOND ONE WOULD REQUIRE THEM TO COMPLY WITH ACCEPTS A PLAN THAT THEY SUBMITTED WITH THE APPLICATION.
UH, THE THIRD ONE WOULD REQUIRE THEM TO HAVE A PLAN AND DEVELOPMENT.
UH, NUMBER FOUR WOULD LIMIT THE TOWER HEIGHT TO 154 FEET.
UH, THE FIFTH ONE WOULD REQUIRE THEM TO COMPLY WITH ANY REGULATORY AGENCIES, ESPECIALLY STATE OR FEDERAL AGENCIES.
UM, THE SIXTH ONE WOULD REQUIRE THEM TO SECURE THE TOWER, UM, WITH A FENCE AND IT WOULD PROHIBIT BARBARA WIRE.
THE SEVENTH ONE WOULD PROHIBIT THE, ANY INTERFERENCE WITH ANY OTHER COMMUNICATION SYSTEMS. UH, EIGHT WOULD REQUIRE THEM TO UTILIZE A NEUTRAL NON-REFLECTIVE COLOR ON THE TOWER.
UM, THE NINTH ONE WOULD REQUIRE THEM TO MAINTAIN A BUFFER, UM, WHICH IS REQUIRED WITH A TOWER AT THE BASE OF THE TOWER.
UH, NUMBER 10 WOULD REQUIRE THEM TO ALLOW THE COUNTY TO, UH, TO SEE IF THERE'S A CO-LOCATION POTENTIAL FOR COUNTY FACILITIES ON THE SITE.
UM, THE NUMBER 11 WOULD REQUIRE THEM TO COMMENCE CONSTRUCTION WITHIN TWO YEARS, UM, OF THE APPROVAL OF THE, UM, CP, UM, 12 WOULD REQUIRE THEM TO HAVE INTERNAL PROVIDED INTERNAL ACCESS.
UM, 13, IF THE TOWER WAS NO LONGER IN USE THAT WOULD RE PROVIDE A TIME LIMIT OF TIMELINE FOR THEM TO, UM, TO REMOVE THE TOWER.
UM, IF IT'S, UM, IT'S NO LONGER IN USE.
AND THEN THE LAST ONE IS SORT OF OUR STANDARD TRANSFER LEASE, UM, CONDITION FOR, UH, CPS.
