THAT'S A MIX OF ZONING IN THE AREA THAT SURROUNDS IT.
UH, YOU HAVE THIS R THREE PIECE, A LITTLE

UM, THERE ARE SOME RESIDENTIAL RECOMMENDATIONS, UH, ABIDING THIS PROPERTY, AND IT'S ALSO A COMMERCIAL RECOMMENDATION ACROSS ST MATTHEW'S LANE AND SOME PRIME ECONOMIC DEVELOPMENT RECOMMENDATION JUST TO THE NORTH OF THE SITE.
SO THERE ARE A VARIETY OF LAND USE, UH, DESIGNATION RECOMMENDATIONS IN THIS AREA.
UM, BUT THEY ARE PHOTO SORT OF FEATURES THE HOUSE CENTRALLY LOCATED ON IT.
AND SOME SORT OF REALLY, UH, SOME LOW DENSITY AND WOODED, UM, UH, USES OR PROPERTIES IN CLOSE PROXIMITY TO THIS PROPERTY, AS FAR AS WHAT THEY'RE PROPOSING, UH, THEY, THE PUBLIC SEMI PLACE, THEY ARE LIMITING THE NUMBER OF GUESTS TO 100, THAT'D BE THE MAXIMUM.
AND THAT WOULD ESPECIALLY BE, UM, RELATE TO THE OUTDOOR EVENTS.
UH, THERE WOULD BE A LIMIT OF 49 EVENTS FOR ANY INDOOR ONLY EVENTS.
UM, THEY'VE INDICATED IT WOULD BE PRIMARILY A WEDDING AND EVENT VENUE TARGETING GROUPS OF UP TO 110 DAYS.

A SMALLER ACTIVITIES COULD TAKE PLACE WITHIN THE BUILDING.
UH, THE SITE IS ABOUT 4.08 ACRES, AND IT IS A TWO AND A HALF STORY, A 3,200 SQUARE FOOT BUILDING, BUT JUST A LITTLE BIT OF A BACKGROUND ON THE BUILDING.
IT WAS ORIGINALLY CONSTRUCTED IN 1958 AS A SINGLE FAMILY DWELLING IN 2001, UH, ST.

THEY DID GET PUD APPROVAL TO USE THE BUILDING FOR CHURCH GATHERINGS.
UM, THEY INDICATED IT WAS USED FOR MEETINGS AND KID CAMPS AND HEALING CENTER.
UM, THERE WAS SITE WORK THAT WAS RELATED TO THAT AND INCLUDING CONSTRUCTING A ONE LANE BRIDGE THAT CONNECTS THIS PROPERTY TO THE CHURCH, IT WAS VEHICLE RATED TO CARRY VEHICLES.
UM, THAT BRIDGE IS STILL THERE.
DON'T KNOW IF IT STILL HAS THE VEHICLE RATING, BUT IT'S STILL A PLACE.
UH, CURRENT APPLICANT OBTAINED THE PROPERTY IN 2018.
UM, AND IT CURRENTLY SERVES AS A SINGLE FAMILY DWELLING, UM, DUE TO THE PREVIOUS USE AS BOTH THE SINGLE FAMILY DWELLING.
AND IT SORT OF AS FOR THE GATHERINGS, UM, WE DO ANTICIPATE, UM, AS THEY MOVE FORWARD WITH, IF THIS IS APPROVED THERE, IT WOULD REQUIRE MINIMAL CHANGES TO THE BUILDING.
THEY MIGHT HAVE TO MAKE SOME, A COST, SOME HANDICAP ACCESSIBILITY ACCOMMODATIONS, BUT THAT WOULD NOT REQUIRE A LOT OF CHANGES TO THE BUILDING.
THEY WOULD HAVE TO MAKE SOME IMPROVEMENTS TO THE SITE.
UM, THE PRIMARY ISSUES WOULD REVOLVE AROUND PROPER PARKING AND ACCESS THAT WOULD NEED TO CREATE A PARKING AREA, A MINIMUM OF 25 SPACES, AND THAT WOULD INCLUDE HANDICAPPED SPACES AND DRIVE ISLES.
UM, WHEN I SHOW YOU THAT CONCEPT, SO PLAN IN A MOMENT, UM, THE APPLICANT INDICATED THAT WHILE IT SHOWS UP AS A GRASS FIELD, NOW THERE IS A HEART SORT OF A GRAVEL BASE THERE THAT USED TO BE USED AS PARK FOR THE CHURCH ACTIVITIES.
UM, BUT THAT WOULD NEED TO BE IMPROVED TO ME IN OUR CURRENT REQUIREMENTS AND ALSO ON ACCESS THEY WOULD NEED TO PROVIDE FOR THE HANDICAP ACCESSIBILITY, UM, UH, THE MOVEMENT OF THE EMERGENCY VEHICLES AND ALSO FOR LOADING AREA.
SO THERE WOULD BE SOME, SOME SITE IMPROVEMENTS THAT WOULD BE REQUIRED.
LOOK AT THE EXCEPTIONAL PLAN THEY SUBMITTED.
IT IS VERY GENERAL IN NATURE, UH, BUT IT DOES SHOW THE HOUSE AND, UH, THE AREAS THAT HAVE SHOWN FOR THE CEREMONIES AND FOR THE TENTS, THAT IS A, UM, A SOMEWHAT LEVEL AREA.
IT DOES SLOW DOWN AS YOU GET CLOSER TO THE CREEK.
UM, THERE THERE'S A HANDICAPPED, UH, SYMBOL, WHICH I ACTUALLY ADDED JUST TO SHOW WHERE THE APPLICANT INDICATED THE HANDICAPPED PARKING WOULD BE LOCATED.
UM, AND THEN WHERE THE PARKING AREA SHOWED THAT'S, UM, HAVE A PICTURE OF THAT LATER ON AND SORT OF SHOWS UP AS A FIELD.
BUT I SAID, THEY APPLICANT THAT THERE'S A GRAVEL BASE THERE, CAUSE IT USED TO BE USED FOR PARKING, A COUPLE OF PICTURES, JUST TWO SLIDES ON PICTURES.

THE CREEKS HAD MENTIONED THAT IS A PROMINENT FEATURE, BOTH VISUALLY.AND THEN WHEN YOU'RE STANDING ON THE SIDE, YOU CAN LIKE HEAR THE BABBLING BROOK.
UH, SO IT DOES PROVIDE US OR NON BEYONC, UM, TO THAT, UH, THE, THE, THERE HAS BEEN, UH, INDICATIONS OF THAT AREA DOES FLOOD.
UM, IT IS SORT OF A RAVINE THERE AND YOU GET, UH, THE PICTURES FULLY SHOWS THAT, BUT IT'S A BIT AS A PREDOMINANT CREEK THERE.
AND THEN SOME PICTURES OF THE INTERIOR, UH, JUST TO SHOW THE STAGING OF THE INTERIOR, A COUPLE OF MORE PICTURES, JUST, UH, WHERE THE PARKING AREA SORT OF SEE THE GRAVEL SORT OF DISAPPEARS INTO THE GRASS, UM, WHICH WOULD INDICATE CERTAINLY POSSIBLY THERE WAS A PARK HAD DONE THERE BEFORE.
IT JUST AN AREA IS SHOWING YOU ONE OF THE EVENT AREAS THAT, THAT, THAT IS A LITTLE MORE LEVEL.
UM, BUT THAT IT DOES DROP OFF.
AND THAT'S SORT OF THE AIR, ONE OF THE AREAS, UH, BETWEEN THE STRUCTURE AND THE CREEK, UH, THE COMPREHENSIVE PLAN DOES RECOMMEND SOME SEMI PUBLIC, UM, WHILE THIS MAY NOT FULLY COMPLY WITH THAT, SOME OF THE PUBLIC, SOME OF THE, SOME OF THE USES THAT ARE OTHERWISE INCLUDED IN THE DESIGNATION WOULD INCLUDE PRIVATE SCHOOLS AND CHURCHES, WHICH ARE SIMILAR ACTIVITIES TO WHAT'S BEING PROPOSED HERE.
UH, THE ONE OUTSTANDING ISSUE, UM, THE BUILDING CAPACITY IS LIMITED BY THE BUILDING CODE TO 49 PEOPLE.
UM, AND TALKING WITH THE HEALTH DEPARTMENT, THEY, IT HAS A PRIVATE SEPTIC SYSTEM AND THE HEALTH DEPARTMENT HAS NO RECORD OF THE CAPACITY OF THAT SEPTIC SYSTEM.
UM, AS WE ANALYZE THAT SEPTIC SYSTEM, THE CAPACITY, AND WE'LL SEE THIS CONDITIONS LATER ON, IT WILL BE LIMITED TO THE LESSER NUMBER, THE SMALLER NUMBER OF VIA THE 49 OR WHATEVER THE SEPTIC CAPACITY IS.
SO WE DON'T HAVE A NUMBER AND WHAT THAT IS.
UM, IF THAT NUMBER IS LOWER THAN 49, WHICH IN LIKELIHOOD IT WILL BE, UM, IF IT IS LOW IN THE 49, THE APPLIQUE WOULD HAVE OPTIONS AVAILABLE TO THEM.
UH, THEY WOULD BE LIMITED TO THAT CAPACITY, WHATEVER THE HEALTH DEPARTMENT SAYS IT IS, OR THEY COULD UNDERTAKE CONSTRUCTION TO APPROVE THE, THE SIZE OF THE, THE CAPACITY OF THE DRAIN FIELD.
THEY COULD WORK WITH THE HEALTH DEPARTMENT TO GET APPROVAL, TO HAVE PORTA-POTTIES AND OTHER FACILITIES, SANITARY FACILITIES BROUGHT DURING EVENTS OF THE PRIVATE IS ACTUALLY LOCATED IN THE TCSD.
SO THE APPLICANT WOULD HAVE THE OPTION OF CONNECTED TO THE UTILITY SYSTEM.
SO THIS IS, UH, SORT OF UNRESOLVED.
WE DON'T HAVE A FINAL ANSWER ON WHAT THAT WILL BE.

UM, IN SUMMARY, THE, THEY DID WANT TO MAKE, SORT OF MAKE IT CLEAR THAT THEY HAVE THEIR OWN ACT OR ACTIVITIES, AND THEY WANT TO MAKE IT KNOWN THAT THE NOISE COULD POTENTIALLY ATTACK THE VENUE.
AND BECAUSE THEY HAVE SUFFICIENT PARKING AREA, THEY JUST WANTED TO MAKE SURE THAT IT'S UNDERSTOOD THAT THE CHURCH PARKING IS FOR THE CHURCH USES AND THEY WOULD HAVE TO BUY THEIR OWN SEPARATE PARKING.
ANYWAY, THEY'RE GONNA BE REQUIRED TO PROVIDE A MINIMUM OF 25 SPACES AND ALSO IDENTIFY A, UM, OVERFLOW PARKING AREA.
THOSE ARE OUR NORMAL REQUIREMENTS FOR THESE TYPES OF USES, AND THAT'S, THAT'S IN THE CONDITIONS HERE.

OUR FIRST CONCERN IS ABOUT NOISE AND SOUND, AND IT'S NOT ONLY OUR NOISE AND SOUND, BUT THE NOISE AND SOUND THAT MAY BE COMING FROM THE WIND FROM THE VENUE, UH, AS EVERYONE KNOWS, MOST OF OUR WORK AND OUR SERVICES ARE DONE ON, UH, HOWEVER, WE DO HAVE EVENTS ON OTHER DAYS OF THE WEEK, SOMETIMES SATURDAY, SOMETIMES FRIDAY, SOMETIMES OTHER DAY, SOMETIMES DURING THE DAY, SOMETIMES AT NIGHT.
AND IF WE'RE OUTSIDE, JUST LIKE THIS PAST WEEKEND ON HALLOWEEN, WE HAD TRUNK OR TREAT.
WE HAD HALLOWEEN MUSIC BLARING AWAY.

UH, IT GOES BOTH WAYS, UH, WHEN THEY'RE HAVING A WEDDING AND THE RECEPTION IS GOING ON IN ONE OF THE TENTS, EVEN THOUGH THE MUSIC IS IN A TENT AND PLAYING, WE COULD STILL HEAR IT.
IF WE'RE TRYING TO HAVE CHURCH SERVICES OR A FUNERAL IS GOING ON IN A CEMETERY RIGHT NEXT TO THE CHURCH.
SO THAT'S OUR CONCERN ABOUT NOISE AND SOUND.
THE OTHER CONCERN IS PARKING, AS THEY TALKED ABOUT, UH, THE ORIGINALLY THE GRAVEL PARKING LOT AT THE VENUE, IT WAS GOING TO BE 25 SPACES.
I NOTICED IN THE SLIDE, IT SAID 35 SPACES.
WE DON'T WANT INDIVIDUALS PARKING IN THE CHURCH PARKING LOT, AND THEN WALKING THE 600 FEET DOWN ST.
DON'T KNOW IF YOU'RE FAMILIAR WITH ST MATTHEW'S LANE, BUT IT'S NOT VERY WIDE.
THERE ARE NO DITCHES, VERY DANGEROUS ROAD TO BE WALKING DOWN.
THERE'S NO WAY THAT THEY CAN REALLY WALK THROUGH THE WOODS.
YOU ALL WERE TALKING ABOUT THIS FOOTBRIDGE AND THE PARKING LOT OF THE CHURCH COMES OUT.
AND THEN THERE'S ABOUT A 25 TO 30 FOOT DROP STRAIGHT DOWN TO THESE WOODS AND WOODS GO.
THERE IS THE FOOT BRIDGE ACROSS THE CREEK.
THE CHURCH BUILT SEVERAL YEARS AGO.
AND IT WAS PARTICULARLY FOR THAT A FOOT FOOTBRIDGE TO TRY TO GO FROM CHURCH PROPERTY OVER THE CREEK TO, UH, WHAT WE CALLED THE SPIRITUAL LIFE CENTER, WHICH WAS THE HOUSE.
UH, RIGHT NOW THE WOODS HAVE LOTS OF, UH, BINDS AND OVERGROWTH, BUT WE DO CLEAR THAT OUT EVERY SO OFTEN.
SO WE WOULDN'T WANT INDIVIDUALS OVERFLOW PARKING TO TAKE PLACE AT THE CHURCH, INDIVIDUALS PARKING IN THE CHURCH, PARKING LOT DUE TO LIABILITY REASONS, DAMAGE TO THE PARKING LOT TRASH LEFT IN THE PARKING LOT OF THE CHURCH.
AND SO WE HAVE CONCERNS ABOUT, UH, INDIVIDUALS PARKING THERE, UH, AND WALKING THROUGH THE WOODS OR ALONG ST.
