I AM GOOCHLAND COUNTY ATTORNEY TERRA, MCGEE, AND I'M HERE TODAY TO GIVE THE VERY FIRST, UH, PRESENTATION OF THE COUNTIES, UH, ELECTION DISTRICT, REDISTRICTING COMMUNITY MEETING, UM, MANY RESIDENTS WHO HEAR THE WORD REDISTRICTING AUTOMATICALLY THINK ABOUT SCHOOL ZONE ATTENDANCE, BUT THIS OF COURSE IS ELECTION DISTRICT REDISTRICTING ABOUT WHO WE VOTE FOR IN THE ELECTION DISTRICTS HERE IN CHESTERFIELD, EXCUSE ME.

IN GOOCHLAND COUNTY.

YEAH.

UM, IS THE PROCESS OF DRAWING THE NEW ELECTION DISTRICT BOUNDARIES BECAUSE THE FEDERAL GOVERNMENT, EVERY 10 YEARS, DOES THE CENSUS COUNTING THE POPULATION ACROSS THE NATION.

AND THEN THEY CHANGE THE CHANGES ARE MADE TO THE ELECTION DISTRICTS AT THE FEDERAL STATE AND LOCAL LEVEL.

AND THE REASON WE REDISTRICT IS BECAUSE POPULATION CHANGES UNEVENLY OF COURSE, AN EQUAL POPULATION IS A DESIRED TO SUPPORT OUR CONSTITUTIONAL REQUIREMENT OF ONE PERSON.

ONE VOTE EVERYBODY'S VOTE IS EQUAL.

AND SO TO DO THAT, THEY TRY AND HAVE AN EQUAL NUMBER OF RESIDENTS LIVING IN AGE ELECTION DISTRICT.

SO REDISTRICTING IS THE PROCESS BY WHICH WE, UM, REDRAW ELECTION DISTRICT BOUNDARIES TO EQUALIZE POPULATION.

AGAIN.

NOW THESE ARE OUR CURRENT AS I, AND WHAT I MEAN, THOSE ADOPTED AFTER THE 2010 ELECTION DISTRICTS IN GOOCHLAND COUNTY, THE COUNTY THEN HAD A POPULATION OF 21,715.

AND EACH DISTRICT AT THAT TIME WAS CREATED WITH ROUGHLY 4,300 RESIDENTS.

THOSE ARE THE FIVE ELECTION DISTRICTS IN GOOCHLAND COUNTY, OUR LOCAL ELECTION DISTRICTS.

AND IN THOSE DISTRICTS VOTERS ELECT CANDIDATES TO OUR BOARD OF SUPERVISORS, AS WELL AS TO OUR SCHOOL BOARD.

THIS NEXT MAP SHOWS THE SAME 2010 ELECTION DISTRICT BOUNDARIES.

BUT NOW WITH THE 20 10 20 20, EXCUSE ME, CENSUS POPULATION TO SHOW WHAT THE POPULATION IS IN EACH DISTRICT.

NOW, EVERY MAP THAT I'M SHOWING HERE TODAY IS AVAILABLE ON THE WEBSITE AND THEY ARE POSTED HERE IN THE, IN THE ROOM AS WELL, BECAUSE OBVIOUSLY LOOKING AT THE POWERPOINT SLIDES, PROBABLY THE WORST WAY TO SEE THE DETAIL THAT YOU NEED, BUT THAT'S ALL RIGHT, BECAUSE I'M GOING TO TELL YOU MORE ABOUT IT.

AS WE GO THROUGH GOODWILL COUNTY'S POPULATION INCREASED BY 12%.

IN THAT THAT DECADE, THE TOTAL POPULATION IS 24,727 RESIDENTS.

HOWEVER, WE DO NOT USE TOTAL POPULATION IN VIRGINIA, NO LOCALITY CAN FOR REDISTRICTING IN VIRGINIA.

THERE'S A STATE LAW THAT REQUIRES THAT THE MEMBERS OF THE, UH, FEDERAL AND STATE, EXCUSE ME, CORRECTIONAL FACILITIES, BE REALLOCATED BACK TO THEIR HOME DISTRICTS AS OPPOSED TO BEING COUNTED, WHERE THEY ARE INCARCERATED.

SO WE HAVE AN ADJUSTED POPULATION AND THAT NUMBER IS 24,149.

AND THAT IS THE POPULATION THAT WAS USED FOR REDISTRICTING.

THAT LEADS TO A GOAL OF POPULATION IN EACH DISTRICT OF ABOUT 40, UH, EXCUSE ME, 4,830 IN EACH OF OUR FIVE DISTRICTS.

NOW I WILL COME BACK TO THIS MAP AND THE DETAILED NUMBERS IN A FEW MINUTES, BUT LET ME MAKE SURE THAT I GO THROUGH WHAT THE REDISTRICTING LEGAL REQUIREMENTS ARE AND THE OTHER CRITERIA THAT WERE USED BY THE REDISTRICTING TEAM.

AND A LITTLE BIT ABOUT THAT PROCESS.

THE NUMBER ONE REQUIREMENT FOR ELECTION DISTRICTS IS THAT THEY BECOME SUBSTANTIALLY EQUAL IN POPULATION AND SUBSTANTIALLY EQUAL UNDER THE LAW MEANS EACH DISTRICT IS PLUS OR MINUS 5% FROM THE OTHER DISTRICTS.

THE SECOND REQUIREMENT FROM THE FEDERAL CONSTITUTION AND FEDERAL LAW IS THE DISTRICTS BECOME TEQUILAS AND COMPACT CONTIGUOUS ADJACENT ALL ONE PIECE AND COMPACT NOT SPREAD OUT OR, UM, ODDLY SHAPED THE THIRD REQUIREMENT BY FEDERAL LAW IS THAT RACE CAN NOT BE THE PREDOMINANT FACTOR IN DRAWING ANY DISTRICT.

AND BY THAT WITH THE LAW STATES IS YOU CANNOT DRAW A DISTRICT SPECIFICALLY TO DILUTE THE NUMBERS OF MINORITY VOTERS.

AND YOU CAN NOT DRAW DISTRICTS SPECIFICALLY FOR THE PURPOSE OF CREATING A MAJORITY OF MINORITY VOTERS IN ANY ONE DISTRICT FOURTH.

EACH DISTRICT HAS TO HAVE CLEARLY OBSERVABLE BOUNDARIES AND THAT'S ROADS, RIVERS, HIGHWAYS, SOME OTHER WATER FEATURES WHAT ACTUALLY ENDED UP MATTERING THE MOST AS WE WERE DRAWING THE PROPOSED REDISTRICTING MAP OR THE CENSUS BOUNDARIES, THE, UM, CENSUS BLOCKS CENSUS BUREAU DREW 730 CENSUS BLOCKS IN GOOCHLAND COUNTY AND THE BLOCKS EACH USE A CLEARLY OBSERVABLE BOUNDARY, BUT WE ARE NOT ENTITLED TO EVER BREAK UP A BLOCK.

SO WE HAVE TO JUST PUT TOGETHER THE BUILDING BLOCKS TO CREATE THE OVERALL DISTRICT LINES.

SO THAT'S WHAT MATTERED THE MOST AS WE WERE CREATING DISTRICTS AND FIFTH, THERE IS A STATE LAW REQUIREMENT HERE IN VIRGINIA, NOT A FEDERAL LAW REQUIREMENT THAT WE CONSIDER THE STATE ELECTION DISTRICT LINES.

AND I CAN EXPLAIN THAT A LITTLE BETTER AS I MOVE INTO THESE REQUIREMENTS, WHICH HAVE TO DO WITH PRECINCTS AND POLLING PLACES.

SO ELECTION DISTRICTS ARE THE MOST SIGNIFICANT PART OF REDISTRICTING, BUT THE SECONDARY PART THAT'S INCLUDED IS THE CREATION OF PRECINCTS, WHICH ARE SUBGROUPINGS WITHIN EACH DISTRICT.

GOOCHLAND CURRENTLY HAS TWO PRECINCTS IN EACH DISTRICT THAT IT HAS FOR A TOTAL OF 10.

AND THE PROPOSED REDISTRICTING MAP CONTINUES THAT WITH 10 PRECINCTS TWO IN EACH DISTRICT, PRECINCT REQUIREMENTS ARE BASED ON THE REGISTERED VOTERS NOT POPULATION.

SO FOR THAT DATA, WE WENT TO OUR REGISTRAR AND PULLED IN THE ADDRESSES OF GOOCHLAND REGISTERED VOTERS.

WHEN CREATED THE PRECINCTS HAVE TO FOLLOW THESE RULES, INCLUDING THE FIRST ONE WITH NUMBERS BETWEEN 105,000 REGISTERED VOTERS.

UH, THE POLLING PLACE OF COURSE, IS WHERE YOU GO TO CAST YOUR BALLOT AND THE NUMBER EIGHT, NO SPLIT PRECINCTS.

THAT'S WHERE THE STATE ELECTION BOUNDARIES BECOME IMPORTANT.

NO PRECINCT CAN BE SPLIT BETWEEN, UH, FED TWO DIFFERENT FEDERAL DISTRICTS OR TWO DIFFERENT STATE ELECTION DISTRICTS.

I CAN TELL YOU NOW THAT THE VIRGINIA SUPREME COURT HAS ADOPTED THE BOARD, THE LINES, THE BOUNDARIES FOR THE STATE'S NEW ELECTION DISTRICTS, AND THERE IS ONLY ONE STATE ELECTION DISTRICT BOUNDARY THAT GOES THROUGH GOOCHLAND.

THE BOUNDARY LINE BETWEEN THE STATE HOUSE OF REPRESENTATIVES DISTRICTS 56 AND 57.

AND IT GOES THROUGH OUR DISTRICT FOUR WE'D LOOK AT THE DISTRICT FOUR I'LL SHOW YOU HOW WE'VE INCORPORATED THAT STATE ELECTION DISTRICT MAP.

AND THEN FINALLY THE CRITERIA USED BY THE REDISTRICTING TEAM ARE ONES THAT ARE LEGALLY PERMITTED, BUT THEN WERE APPROVED AND DIRECTION FROM OUR BOARD TO USE THESE.

AND THAT INCLUDES MOVING THE FEWEST NUMBERS OF VOTERS SO THAT PEOPLE COULD CONTINUE TO VOTE WHERE THEY HAVE HISTORICALLY KEEPING THE SAME BASIC SHAPE OF THE DISTRICTS, WHICH ARE GETTING, WOULD ALLOW VOTERS TO GENERALLY RETAIN THE SAME DISTRICT THAT THEY'RE IN.

WE ALSO DECIDED TO KEEP RESIDENTS WHO LIVE IN THE SAME SUBDIVISIONS IN THE SAME DISTRICT, TO THE EXTENT WE COULD, AND THAT JUST MINIMIZES VOTER CONFUSION, NEIGHBORS EXPECT TO BE VOTING FOR THE SAME

CANDIDATES.

AND THAT JUST HELPS TO MAKE THAT EASIER.

WHAT'S CROSS THROUGH DOWN THERE UNDER NUMBER 13 IS A LEGALLY PERMISSIBLE CRITERIA THAT THE BOARD REJECTED.

AND THAT IS THE PROTECTION OF INCUMBENCY, MAKING SURE THAT PEOPLE WHO CURRENTLY LIVE IN A DISTRICT REMAIN IN THAT DISTRICT.

IF THEY'RE ELECTED TO A POSITION IN THE DISTRICT, THE BOARD DIRECTED STAFF TO REDISTRICT WITHOUT ANY CONSIDERATION OF CURRENT OFFICE HOLDERS FOR THE BOARD, UM, FOR THE BOARD OF SUPERVISORS OR THE SCHOOL BOARD.

AND SO WE DID NOT COLLECT OR REVIEW THAT DATA.

SPEAKING OF THAT, LET'S TALK JUST BRIEFLY ABOUT WHAT THE PROCESS HAS BEEN.

AND I WILL TELL YOU THAT THE GOALS OF THE PROCESS HAVE BEEN COMMUNITY INPUT AND TRANSPARENCY.

THE REDISTRICTING TEAM WAS LED BY THE ESTEEMED, UH, COUNTY ADMINISTRATOR, MANUEL ALVAREZ.

UH, I WAS ON IT, UH, DEPUTY COUNTY ADMINISTRATOR FOR COMMUNITY AND ECONOMIC DEVELOPMENT.

JOANNE HUNTER SERVED ON THE REDISTRICTING TEAM AS DID OUR GENERAL REGISTRAR, RYAN MULLIGAN, AND THEN GIS STAFF, JONATHAN WORLEY, AND DIVYA GEORGE ALSO.

AND WE'RE ALL HERE TONIGHT, SINCE WE ALL HAVE SOME PIECES OF INFORMATION THAT WE CAN HELP, BUT WHAT'S IMPORTANT FOR RESIDENTS TO KNOW IS THAT WE ARE THE ONLY PEOPLE IN THE COUNTY WHO PARTICIPATED IN DRAWING THE PROPOSED REDISTRICTING MAP, NO MEMBER OF THE BOARD OF SUPERVISORS, SCHOOL BOARD, OR THE ELECTORAL BOARD PARTICIPATED, PROVIDED ANY INPUT OR KNEW ANYTHING ABOUT IT.

THERE'S NOTHING ABOUT THIS.

THAT'S A POLITICAL PROCESS.

LET ME SHOW YOU AGAIN, THE MAP OF OUR CURRENT ELECTION DISTRICTS THAT SHOW THE 2020 POPULATION, BUT HERE'S WHAT I WANT TO FOCUS YOUR ATTENTION ON.

AND THAT IS WHAT THE CURRENT ADJUSTED POPULATION IS IN THOSE DISTRICTS EQUALIZING THE FA POPULATION.

THE FIVE DISTRICTS MEANS ABOUT, UM, 4,830 RESIDENTS PER DISTRICT.

THIS TABLE, EACH DISTRICT THAT CURRENTLY EXISTS TODAY AND HOW THE ITS POPULATION VARIES FROM THAT TARGET OF 4,830.

SO THIS IS WHAT WE STARTED WITH.

YOU CAN SEE THAT WE HAVE THREE DISTRICTS WITH SUBSTANTIAL NEEDS TO CHANGE IN POPULATION, BOTH TO ADD AND DECREASE.

AND THOSE OCCUR IN THE CENTRAL AND WESTERN, EXCUSE ME, EASTERN PART OF THE COUNTY.

ONE MORE THING I WANT TO LET YOU KNOW ABOUT THE PROCESS IS HOW WE DID IT.

WE HAVE REDISTRICTING SOFTWARE.

YEAH, THESE ARE PRETTY TERRIBLE EASELS.

UM, WE HAVE REDISTRICTING SOFTWARE.

AND THE FIRST THING WE DID WAS ESTABLISHED THE FIRST FIVE LEGAL REQUIREMENTS THAT I WENT ON IN THE FIRST SLIDE.

AND WE ACTUALLY HAD THE SOFTWARE CREATE A BASE MAP.

THAT'S WHAT IT STARTED WITH.

THEN THE REDISTRICTING TEAM REVIEWED THAT MAP AND MADE ADJUSTMENTS BASED ON THE BOARD'S APPROVED CRITERIA.

YOU'LL HEAR ME DESCRIBE AS I GO THROUGH HOW THE DISTRICTS CHANGED THAT SOMETIMES IT WAS TO KEEP A SUBDIVISION TOGETHER.

THEN FINALLY WE REVIEWED THE PRECINCT LEGAL REQUIREMENTS, DREW THE PRECINCT LINES AND IDENTIFIED POTENTIAL POLLING PLACES.

SO THAT'S WHAT WE DID IN ORDER TO CREATE THIS, THE PROPOSED REDISTRICTING MAP.

IT WAS POSTED TO THE COUNTY'S WEBSITE ON DECEMBER 17TH AND HAS BEEN AVAILABLE NOW TO THE RESIDENTS FOR MORE THAN TWO WEEKS TO REVIEW HERE IS THAT SAME CHART.

NOW WITH THE DATA FROM THE PROPOSED REDISTRICTING MAP, THE ADJUSTED POPULATION IS STILL THAT 4,830 PER DISTRICT.

EACH DISTRICT YOU CAN SEE IN THE FAR RIGHT COLUMN IS WITHIN PLUS OR MINUS OF 5% OF THE GOAL.

AND THEN I CAN GO THROUGH EACH DISTRICT INDIVIDUALLY SHOWING YOU A SPECIFIC DISTRICT MAP.

AND THAT ALSO INCLUDES THE PRECINCTS.

AND AGAIN, ALL OF THE DATA I'M GOING THROUGH TODAY IN THIS POWERPOINT WILL BE POSTED TO THE WEBSITE AS WELL.

BUT THE DATA IS ALSO IN THE WEBSITE ALREADY.

SO PROPOSED DISTRICT FIVE, THIS SHOWS WITH SHADING, THE TWO DIFFERENT PRECINCTS WITH 5 0 1 ON THE LEFT AND 5 0 2 ON THE RIGHT, GIVEN THAT THE MAJORITY OF THE POPULATION INEQUALITY WAS IN THE EASTERN AND CENTRAL PART OF THE COUNTY.

WE ACTUALLY STARTED WITH DISTRICT FIVE.

WE STARTED IN THE EASTERN PART DISTRICT FIVE NEEDED TO DECREASE ITS POPULATION BY 768 RESIDENTS.

NOW DISTRICT FIVE, THE SOUTHERN AND EASTERN BOUNDARIES CAN'T BE CHANGED BECAUSE THEY'RE THE COUNTY BORDERS.

SO WE COULDN'T CHANGE THOSE.

THEN WE NEEDED TO RETAIN THE DISTRICT FIVE WESTERN BORDER, THE JAGGED LOOKING THING THERE ON THE WEST, BECAUSE THAT IS ACTUALLY PART OF THE STATE ELECTION DISTRICT LINE BETWEEN DISTRICTS 56 AND 57.

SO THE EASIEST THING FOR US TO DO WAS TO KEEP THAT AS THE BORDER OF DISTRICT FIVE, BECAUSE THEN WE WOULD NOT HAVE A, WE WOULDN'T HAVE TO BE WORRIED ABOUT SPLITTING.

SO MEANT THAT THE ONLY WAY WE COULD CHANGE 768 RESIDENTS WAS BETWEEN THE DISTRICT OF THE BOOT ON THE BORDER WITH FOUR.

SO THE ONLY THING WE COULD DO WITH MAKE SWITCHES BETWEEN

FOUR AND FIVE, AND THERE WERE THREE MAJOR CHANGES WE MADE AROUND THE BOUNDARY WITH FOUR, WE MOVED SOME OF THE CENSUS BLOCKS INTO DISTRICT FOUR TO KEEP ALL OF THE KINLOCK SUBDIVISION TOGETHER BECAUSE IT HAD GROWN IN AND BEEN SPLIT IN THE PAST 10 YEARS BETWEEN DISTRICTS FOUR AND FIVE.

WE MOVED A FEW CENSUS BLOCKS FROM FOUR TO FIVE TO KEEP ALL OF THE MOSAICS SUBDIVISION TRACKS TOGETHER BECAUSE MOSAIC'S A NEWER SUBDIVISION DIDN'T EXIST IN 2010, BUT IT WOULD HAVE BEEN SPLIT BY THE DISTRICT LINES ON THE EASTERN BORDER.

ACTUALLY EAST OF 2 88, WE HAD ONE CENSUS BLOCK THAT WE TRANSFERRED FROM THAT HELPED US TO DECREASE THE POPULATION, TO GET RID OF, TO GET DOWN TO THE 768 WE NEEDED TO LOSE.

SO WHEN YOU LOOK AT THE DATA FOR DISTRICT FIVE, NOW YOU'VE GOT AN ADJUSTED POPULATION OF 4,857, JUST JUST A HALF A PERCENT OVER WITH OUR TARGET POPULATION WAS THE PRECINCTS HAVE ROUGHLY EVEN NUMBERED OF REGISTERED VOTERS.

NOW THAT'S NOT A LEGAL REQUIREMENT TO HAVE AN EVEN NUMBER OF VOTERS, BUT IT MAKES THE MOST SENSE FOR RUNNING THE ELECTION AS RYAN WOULD LET US KNOW.

AND FOR VOTERS, UM, YOU KNOW, TO BE ABLE TO USE POLLING PLACES, TO HAVE THE SAME NUMBERS AT EACH ONE.

SO THAT WAS THE GOAL THAT WE HAD FOR EACH OF OUR PRECINCTS, FOR CONVENIENCE, THE PROPOSED POLLING PLACES AND ALL POLLING PLACES ARE ONLY PROPOSED.

WE'RE STILL TALKING, GETTING AGREEMENTS SIGNED AND TALKING TO THE ELECTORAL BOARD, WHICH HAS, IT WAS WAY IN WHAT IS A POLLING PLACE, BUT THEY'RE ALL PROPOSED.

HERE ARE THE PROPOSED TO REMAIN THE SAME WITH DOVER BAPTIST AND ST.

MARY'S EPISCOPAL.

SO LET ME MOVE ON TO DISTRICT FOUR.

THIS IS THE DISTRICT FORMAT, THE TWO PRECINCTS FOR A ONE ON THE LEFT AND 4 0 2 ON THE RIGHT.

IT NEEDED TO DECREASE ITS POPULATION BY 1,009 RESIDENTS.

IT'S NORTHERN AND EASTERN BOUNDARIES ARE THE ONES THERE'S THE COUNTY BORDERS.

SO WE CAN'T CHANGE THOSE.

I JUST EXPLAINED HOW WE CHANGED THE BORDER BETWEEN FOUR AND FIVE.

THAT MEANT THAT ESSENTIALLY THE MAJOR CHANGE IN FOUR HAD TO COME FROM ITS EASTERN BORDER.

AND SO, EXCUSE ME, IT'S WESTERN BOUNDARY.

IT'S WESTERN BOUNDARY MOVED EAST CONSIDERABLY USED TO BE WEST OF OILVILLE AND NOW IT'S AT SHALLOW WELL ROAD.

SO THAT'S A BIG CHUNK OF VOTERS THAT HAVE CHANGED, BUT THAT'S ALSO BECAUSE DISTRICT THREE IS WE'LL DISCUSS IN A MINUTE NEEDED TO GAIN OVER 1200 RESIDENTS IN ITS DISTRICT.

SO THAT'S PART OF HOW WE COULD ACCOMPLISH THAT.

THE PRECINCT BOUNDARY IN FOUR IS ACTUALLY BASED ON THAT STATE ELECTION LINE, GOING, CONTINUING UP BISECTING THE COUNTY, YOU REMEMBER ELECTION LINES CAN CROSS THROUGH A DISTRICT, JUST NOT THROUGH A PRECINCT.

SO WHEN YOU LOOK AT THE DATA FOR THE PRECINCTS, AGAIN HERE, YOU SEE THAT IT'S WITHIN THE 5% OF THE TARGET POPULATION.

THESE PRECINCTS ARE MUCH MORE SKEWED THAN THE LAST DISTRICT I SHOWED YOU WITH ONLY ABOUT 1200 REGISTERED VOTERS AND 4 0 1 AND OVER 3,402.

AND THAT WAS DONE BECAUSE OF THE STATE ELECTION LINE.

SO THAT'S LEGALLY APPROPRIATE, UM, AND CAUSED BY THAT STATE ELECTION LINE, THE PROPOSED POLLING PLACES IN DISTRICT FOUR ALSO HAVE NOT CHANGED FOR PROPOSED DISTRICT THREE.

WE'VE GOT SAME THING, THE SHADING FOR 3 0 1 ON THE LEFT AND 3 0 2 ON THE RIGHT NOW DISTRICT THREE NEEDED TO GAIN THE MOST NUMBER OF RESIDENTS HAD THE MOST SIGNIFICANT CHANGE OF ANY DISTRICT.

IT HAD TO GAIN, UH, 1,231 RESIDENTS.

SO AGAIN, WE WERE USING A STATE ELECTION BOUNDARY NOW THAT THE STATE ELECTION BOUNDARY ISN'T THERE, WE WENT AHEAD AND TRANSFERRED THOSE DISTRICTS, THOSE CENSUS BLOCKS INTO DISTRICT THREE BECAUSE WE ENDED UP WITH AN APPROPRIATE POPULATION AND ESSENTIALLY A MORE CONTIGUOUS AND COMPACT DISTRICT.

SO WE MADE THAT CHANGE ON THREES, UM, WESTERN BOUNDARY.

SO THE INFORMATION FROM PROPOSED DISTRICT THREE, IT HAS, UM, WITHIN THE 5% OF, UH, MAJESTIC POPULATION, THE REGISTERED VOTERS ARE FAIRLY WITH 3 0 1 HAVING JUST UNDER 2300 REGISTERED VOTERS AND 3 0 2 HAVING JUST OVER 1500 IN THIS DISTRICT, WE PROPOSE TWO NEW POLLING PLACES, THE GOOCHLAND COUNTY ANIMAL SHELTER, WHICH IS A PUBLIC BUILDING.

AND THAT'S ENCOURAGED FOR POLLING PLACES AND RANDOLPH ELEMENTARY SCHOOL.

WE HAD TALKED TO SCHOOLS BEFORE WE STARTED THE PROCESS AND THEY HAD AGREED TO ALLOW SCHOOLS TO BECOME POLLING PLACES.

AND CHILDREN WILL NOT ATTEND SCHOOL ON ELECTION DAY, UM, FOR FUTURE YEARS SO THAT THEY CAN BE POLLING PLACES.

THEN LET ME MOVE INTO PROPOSE DISTRICT TO THIS MAP AGAIN, WITH THE SHADED PRECINCTS TWO, UH, ONE IS THE DARKER PRECINCT COLOR AND 2 0 2 IS THE LIGHTER SHADE DISTRICT.

IT'S POSITIVE 3.29% FROM THE TARGET.

THE PRECINCTS ARE REALLY CLOSE TO EQUAL IN NUMBER, WHICH IS A CHANGE FOR DISTRICT TWO.

THERE ARE TWO PROPOSED NEW POLLING PLACES, THE CHIEF CORNERSTONE BAPTIST CHURCH FOR PRECINCT 2 0 1 AND THE COUNTY CENTRAL HIGH SCHOOL CULTURAL AND EDUCATIONAL CENTER FOR PRECINCT TWO, TWO.

AND FINALLY, WE GET TO THE PROPOSED DISTRICT ONE, WHICH NEEDED THE LEAST CHANGE IN HIS POPULATION.

IT NEEDED TO GAIN ONLY 132 RESIDENTS.

NOW DISTRICT ONE, IT'S NORTHERN SOUTHERN AND WESTERN BOUNDARIES ARE ALL THE COUNTY BORDERS.

AND THE DISTRICTS IS WHEN STAFF LOOKED AT THE DEMOGRAPHIC DATA OF THE COUNTY AND WITHIN EACH DISTRICT.

AND HERE, LET ME JUST TELL YOU THAT ALL OF THE INFORMATION ABOUT DEMOGRAPHICS

WHEN THE VIRGINIA AGENCY REALLOCATED THE PRISONER POPULATIONS, THEY DID NOT INCLUDE THE DEMOGRAPHICS OF THE PRISONERS THAT THEY WERE REALLOCATING.

SO TRYING TO USE THE ADJUSTED POPULATION, IT DOESN'T MATCH WITH THE DEMOGRAPHIC DATA.

SO FOR D FOR DEMOGRAPHICS, WE'RE LOOKING AT THE TOTAL POPULATION, BUT TO BE FAIR, THE NUMBERS AREN'T THAT DIFFERENT FOR GOOCHLAND BETWEEN THOSE TWO, BETWEEN THE TOTAL POPULATION AND THE ADJUSTED POPULATION.

SO I'M STARTING WITH THE 2010 COUNTYWIDE DATA FROM THE 2010 CENSUS, WHICH IS WHY IN 2010, THE CENSUS ONLY REPORTED DEMOGRAPHIC DATA AS WHITE, BLACK, OR OTHER.

AT THAT TIME, THE COUNTY HAD ALMOST 17,000 RESIDENTS THAT REPORTED AS WHITE, ESSENTIALLY 77.5%.

AND IT HAD ALMOST 4,200 RESIDENTS WHO REPORTED AS BLACK, ROUGHLY 19.2%.

AND THEN THE OTHER IS JUST OVER 3%.

AND I CAN SEE NOW THAT THE RED I'VE USED A TOTAL UP, SORT OF THE MINORITY POPULATIONS IS A LITTLE HARD TO READ, BUT THE TOTAL NONWHITE POPULATION OF GOOCHLAND COUNTY FROM THE 2010 CENSUS WAS JUST AT ABOUT 22.5%.

AND THAT'S HELPFUL BECAUSE THE 2020 CENSUS INCLUDES A VAST NUMBER OF DEMOGRAPHIC CATEGORIES.

AND SO IT'S REALLY HARD TO MAKE A COMPARISON UNLESS YOU ADDED UP THE 2020 CENSUS DATA REPORTED OVER 150 DIFFERENT DEMOGRAPHIC CATEGORIES BECAUSE IT NOT ONLY INCLUDED WHITE, BLACK, HISPANIC, ASIAN, AMERICAN, INDIAN, HAWAIIAN, IT ALSO ALLOWED MULTI-RACIAL CATEGORIES.

YOU COULD CHOOSE TWO OR THREE THAT YOU ASSOCIATED WITH OR IDENTIFIED AS FOR GOOCHLAND, WE'VE CHOSEN TO REPORT THE DEMOGRAPHIC CATEGORIES THAT REPRESENT AT LEAST 2% OF OUR RESIDENTS.

AND SO BASED ON THAT, 2% FLOOR WERE REPORTING WHITE, BLACK, HISPANIC, ASIAN, AND THEN ALL THE OTHER CATEGORIES ARE IN THE OTHER.

AND THE 2020 CENSUS, THE COUNTY'S WHITE POPULATION GREW IN NUMBER BY ABOUT 2,500 RESIDENTS, BUT THE PERCENTAGE OF WHITE POPULATION IS FAIRLY STEADY.

IT WAS 77.5 IN 2010.

AND TODAY IT'S 78.1% OVERALL, THE COUNTY'S POPULATION OF RESIDENTS IDENTIFYING AS BLACK DECREASED FROM 4,180 TO JUST 32 67, JUST LESS THAN A THOUSAND RESIDENTS WHO IDENTIFY AS BLACK OR 19% OF THE POPULATION IN 2010 TODAY, THEY REPORTED 13% OF THE COUNTY POPULATION.

HOWEVER, KEEP IN MIND THAT THE NUMBER OF RESIDENTS REPORTING AS BLACK COULD HAVE DECREASED IN PART, BECAUSE RESIDENTS NOW IDENTIFYING THEMSELVES IN ONE OF THE MULTI-RACIAL CATEGORIES WE HAVE AS OF YET BEEN UNABLE TO BREAK DOWN THE REST OF THE 150 CATEGORIES TO DETERMINE HOW MANY THERE ARE IN THE MULTI-RACIAL CATEGORIES.

THAT IS SOMETHING WE'RE HOPING TO DO.

BUT OVERALL WHAT'S IMPORTANT IS THAT YOU CAN SEE THE TOTAL OF THE NON-WHITES, UM, RESIDENTS IN GOOCHLAND COUNTY IS 21.9%, WHICH IS PRETTY DARN CLOSE TO THE 22.5% FROM 2010.

AND I JUST WANT TO NOTE THAT THERE HAS NOT BEEN A DISTRICT IN THE COUNTY IN WHICH NONWHITE HAS BEEN A MAJORITY POPULATION FOR SEVERAL DECADES, BECAUSE THE POPULAR, OVERALL LOW PERCENTAGE OF MINORITIES THAT LIVE IN THE COUNTY THE LAST TIME THERE WAS A, UH, NON-WHITE MAJORITY DISTRICT WAS IN 19 91, 30 YEARS AGO, AS, AS IT WAS CREATED FOR THE PROPOSED ELECTION DISTRICTS.

THAT'S A SPECIAL MEETING SOLELY FOR THE PURPOSE OF STAFF TO PRESENT ALL THE PUBLIC COMMENTS, TO HAVE ANALYZED OR REVIEWED THOSE COMMENTS.

WHEN I SAY STAFF, IT'S THE REDISTRICTING TEAM.

AND IF THERE ARE THINGS THAT WE THINK SHOULD BE CHANGED OR SUGGESTIONS, WE'LL BE PRESENTING THAT TO THE BOARD AS WELL FOR THEIR CONSIDERATION AT THAT MEETING, IF THERE ARE ANY CHANGES MADE, THEN A REVISED REDISTRICTING MAP WOULD BE CREATED AND POSTED TO OUR WEBSITE AND UNDER STATE LAW, THAT WOULD HAVE TO BE UP FOR PUBLIC COMMENT FOR 15 DAYS, BECAUSE OF COURSE, NOW, IF YOU'VE CHANGED SOMETHING, YOU WANT EVERYBODY TO BE ABLE TO COMMENT ON THE PROPOSED CHANGES, BUT ULTIMATELY WE INTEND FOR THE BOARD OF SUPERVISORS TO BE ABLE TO ADOPT NOT ONLY THE PROPOSED MAP, BUT ALSO THE ORDINANCE THAT GOES ALONG WITH IT AT A PUBLIC HEARING, ANOTHER SPECIAL MEETING ON MARCH 15TH AT SIX O'CLOCK.

AND THAT'S BECAUSE THE MAP AND ORDINANCE BECOME EFFECTIVE 30 DAYS AFTER BEING ADOPTED.

AND THAT WOULD BE ABOUT APRIL 15TH TAX DAY, AS MANY OF US THINK OF IT, BUT ABSENTEE VOTING FOR THE JUNE 21ST PRIMARIES, IF THEY REMAIN ON THAT DATE AS SCHEDULED WOULD START ON MAY 6TH.

SO WE WOULD BE GETTING THIS DONE SHORTLY BEFORE THE ENTIRE ELECTION SEASON THAT THE ELECTORAL BOARD AND, UM, RYAN WOULD BE HANDLING.

SO NEXT WE HAVE THE OPPORTUNITY FOR QUESTIONS.
