MAYBE THAT WE'RE ABOUT HALFWAY THROUGH, UH, THIS PLAN PROCESS.

UM, BEFORE WE GET STARTED, I'D LIKE TO, UM, UH, UM, CALL OUT A FEW OF OUR SPECIAL GUESTS.

WE HAVE, UH, MR. SPOON HAUER, WHO IS THE CHAIRMAN OF THE BOARD OF SUPERVISORS, ALONG WITH MS. REPRESENTING THE BOARD ON THE FIRST DISTRICT.

WE ALSO HAVE PLANNING COMMISSIONER, MR. PATHAK, WHO IS REPRESENTING THE FOURTH DISTRICT WHERE, UM, CENTERVILLE IS CURRENTLY LOCATED.

UM, WE DO ACTUALLY HAVE, UH, TWO OF OUR TWO PEOPLE FROM ADMINISTRATION.

WE HAVE, UH, MR. VICK CARPENTER, OUR COUNTY ADMINISTRATOR, AS WELL AS JOANNE HUNTER, DEPUTY COUNTY ADMINISTRATOR.

SO THE REASON WHY WE'RE HERE.

OH, UH, WHO DID I MISS? WHO DID I MISS? I'M SORRY, BUT MR. LYLE, I'M SORRY.

UH, WE ALSO HAVE JONATHAN LYLE REPRESENTING THE MONICA DISTRICT, BUT YOU ALL, UH, WHAT ELSE ARE YOU? IS THAT GOOD? OKAY.

CAUSE I KNOW THAT YOU HAVE, YOU PLAY A FEW ROLES, JONATHAN.

I WANT TO GET THEM ALL RIGHT.

UM, SO THE REASON WHY WE'RE HERE IS, UM, THE COUNTY HAS HIRED SOME CONSULTANTS TO HELP US THROUGH, UM, TWO VILLAGE PLANS.

UM, THE 2035 COMPREHENSIVE PLAN IDENTIFIED TWO OF OUR MAJOR VILLAGES, CENTERVILLE BEING ONE COURTHOUSE, BEING THE OTHER AS THE AREA WHERE GROWTH SHOULD OCCUR.

UM, AND SO THE REASON WHY WE ARE NOW STUDYING THESE PLANS IN MORE DETAIL IS BECAUSE AS YOU KNOW, UM, USUALLY THE COUNTY HAS BECOME VERY POPULAR AND WE ARE, UM, HAD A LOT OF DEVELOPMENT PRESSURE.

WE WANT TO MAKE SURE THAT AS GROWTH COMES TO THE COUNTY AND TO THE DESIGNATED AREAS, IT'S DONE RESPONSIBLY, WE WANT IT TO BE, UM, A WAY THAT REPRESENTS, UM, YOU KNOW, BASICALLY THE COMMUNITY SO THAT WHEN OUR REPRESENTATIVES ARE MAKING DECISIONS, IT REFLECTS, YOU KNOW, WHAT THE COMMUNITY WANTS AS WELL.

UM, THE LAND USE PLAN, THE PLAN WE'LL LOOK AT A NUMBER OF THINGS, INCLUDING LAND USE AND DENSITY, DENSITY, UH, VISUAL CHARACTER, AND AS WELL AS LOOKING AT THE CURRENT BOUNDARIES OF EACH OF THE VILLAGES.

UM, AS I MENTIONED, WE'RE ABOUT HALFWAY THROUGH THE PROCESS.

AND, UM, WHAT I WANNA, UH, JUST TO STATE IS THAT THE STUFF THAT YOU WILL BE SEEING TONIGHT IS CONCEPTUAL.

WE'RE ABOUT HALFWAY THROUGH THIS.

THIS IS JUST GETTING SOME IDEAS OUT THERE FOR YOU ALL TO REACT TO AND OVER THE NEXT MONTH OR SO, THE PLAN WILL GET MORE DETAILED AND BECOME A LITTLE BIT MORE, UH, UH, REAL SOMETHING FOR YOU ALL TO REALLY ENGAGE IN.

UM, SO YOUR INPUT IS VITAL TO THE SUCCESS OF THIS PLAN.

UH, WE, AS I MENTIONED BEFORE, WE WANT, UH, THIS PLAN TO REPRESENT, UH, THE DESIRES OF THE COMMUNITY.

SO OUR COUNTY LEADERS DO MAKE DECISIONS BASED ON, UM, YOUR, YOUR DESIRES.

SO TONIGHT WE'RE GOING TO HAVE A PRESENTATION FROM OUR CONSULTANTS.

WE'RE GOING TO ASK THAT WE HOLD QUESTIONS UNTIL THE BREAKOUT SESSION.

UM, UH, AND SO TONIGHT WE'RE GOING TO, UH, OUR, OUR AGENDA IS, UM, ROSS IS GONNA SUMMARIZE ALL THE PUBLIC ENGAGEMENT THAT'S GONE ON OVER THE LAST FEW MONTHS.

UH, MANY OF YOU PARTICIPATED IN THE COMMUNITY SURVEY, UH, AND DURING THAT TIME WE WILL, WE KIND OF MAPPING AND GATHERING ALL KINDS OF INFORMATION ON THE EXISTING ECONOMICS.

AND, UH, AND WE'VE PROPOSED TONIGHT SOME DRAFT PLANNING ALTERNATIVES.

SO TONIGHT WE CALL THIS OUR MIDWAY MEETING.

WE'RE ABOUT HALFWAY THROUGH AFTER TONIGHT WITH YOUR COMMENTS, WE WILL REVISE WHAT YOU SEE ON THE DESIGN SIDE AND, AND ON THE BRAND.

UM, MAJORITY OF THE RESPONSES, UH, ARE IN THAT DARKER COLOR, WHICH IS OVER IN THE EASTERN PART OF HOUSTON COUNTY OVER IN CENTERVILLE AREA, BUT THERE WERE SOME RESPONSES KIND OF SCATTERED ABOUT THROUGHOUT THE, THE GENERAL REGION, UM, AND IN DIFFERENT PARTS.

UM, THERE'S WERE KIND OF SPORADIC AND NOT ONLY A FEW HERE AND THERE.

UM, SO THE, THE FIRST QUESTION WE ASKED WAS, WAS, UH, HOW MANY OF YOU ALL LIVE IN BOUCHER COUNTY AND MORE THAN HALF ARE ACTUALLY LIVE IN THE COUNTY.

UM, AND THEN A GOOD, A GOOD PORTION OF A VIEW ALL LIVE IN THE ACTUAL CENTERVILLE VILLAGE BOUNDARY.

UM, SO YOU KNOW, THAT THE RESPONSES THAT YOU ARE GETTING IN THE, IN THE FEEDBACK WE GOT IS MOSTLY FROM YOU ALL, UM, UH, HOW POSITIVE IMAGE DO YOU HAVE OF THE, OF THE REGION, THIS ONE, UM, AROUND THE NEUTRAL TO SOMEWHAT POSITIVE RANGE.

UM, SO NOT, NOT TOO NEGATIVE THERE.

UH, AND THEN WE ALSO ASKED YOU ALL TO GIVE US SOME WORDS THAT BEST DESCRIBE, UM, THE WAY YOU FEEL THE CHARACTER IS IN THE CENTERVILLE VILLAGE.

AND AS YOU SEE HERE ON THE SCREEN, UM, THE WORDS THAT WERE GIVEN THE MOST RESPONSES ARE, ARE LARGER, WHEREAS THE ONES THAT KINDA, UM, THAT WERE GIVEN LESS OFTEN, BUT IT'S STILL IMPORTANT ARE SMALLER LETTERS DOWN BELOW.

UM, IT'S CONVENIENT, IT'S GOT A SMALL TOWN FEEL IT'S ACCESSIBLE TO HIGHWAYS AND, AND OTHER AMENITIES.

SO, UM, JUST, JUST THINGS LIKE THAT, IT'S RURAL, UM, YOU KNOW, NICE SCREEN SPACE AND PLACE SCENIC VIEWS AND THAT KIND OF THING.

UM, SO THEN WHAT WE DID WAS WE ALSO ASKED SOME QUESTIONS ON SOME SPECIFIC PLACES, AND THIS IS A MUCH LONGER LIST.

UH, AND THEN AS FAR AS THE LAND USE GOES, SOME OF THE TOP RATED RESPONSES YOU ALL GAVE US WERE MIXED USE AND THEN PUBLIC AND RECREATIONAL SPACE.

CAUSE I KNOW YOU ALL LACK SOME OF THAT OVER IN THE CENTERVILLE VILLAGE BOUNDARY, UH, LAST AND THE NEXT ONE IS TOP RATED ASPECTS OF QUALITY RELATED TO QUALITY OF LIFE.

THOSE INCLUDE CENTERVILLE'S A PLACE TO LIVE AND RAISE A FAMILY, HAVE CHILDREN.

AND THEN IN GENERAL, THE OVERALL ECONOMY AND ECONOMIC DEVELOPMENT OPPORTUNITY, UM, SOME OF THE TOP RATED ASPECTS TO THE BUILT ENVIRONMENT, INCLUDING THE INFRASTRUCTURE INCLUDES THE UTILITIES, ELECTRICAL INFRASTRUCTURE, SEWER WATER, AS WELL AS THE QUALITY QUALITY OF RESIDENTIAL DEVELOPMENT AND SUBDIVISIONS.

SOME OF THE TOP RATE ASPECTS OF THE ECONOMIC ENVIRONMENT INCLUDE QUALITY OF BUSINESSES AND SERVICES, DINING, AND SHOPPING OPTIONS, AND THEN ATTRACTIVENESS TO VISITORS.

UM, AND THEN BOUTIQUE SHOPS, THE SMALL AMOUNT OF POP TYPE SHOPS, I THINK IS SOMETHING YOU ALL ARE INTERESTED IN.

YOU HAVE HIGHER EDUCATION LEVELS THAN MOST OF THE COUNTIES THAT SURROUND YOU.

AND YOU'RE A LITTLE BIT OLDER, UM, THAN MOST OF THE COUNTIES THAT SURROUND YOU.

SO THAT'S SIGNIFICANTLY HIGH.

UM, IT'S NOT THE HIGHEST THAT WE'VE EVER SEEN BY ANY STRETCH OF THE IMAGINATION, BUT IT'S SOMETHING THAT WE NEED TO BE AWARE OF BY THE SAME TOKEN.

IT'S NOT JUST RENTERS WHO CAN BE COST-BURDENED HOMEOWNER.

IT'S SOMEBODY THAT HAS A $700,000 HOME CAN ABSOLUTELY BE SPENDING BEYOND THEIR MEANS AS WELL.

BUT 18% OF YOUR HOMEOWNERS ARE SPENDING MORE THAN 30% OF THEIR INCOME ON HOUSING COSTS.

18% ARE CONSIDERED TO BE COST BURDEN.

THAT'S KIND OF SIMILAR.

IT SOUNDS LIKE A LARGE NUMBER, NEARLY A FIFTH OF OUR HOMEOWNERS ARE COST BURDEN.

UM, AND THAT IS A HIGHER NUMBER, BUT IT'S NOT SOMETHING THAT IS OUT OF THE ORDINARY THAT I SEE IN COMMUNITIES LIKE YOURS.

BUT AGAIN, THINGS THAT WE JUST NEED TO BE AWARE OF.

WE ALSO LOOKED AT RETAIL AGAIN, TONS, MORE DETAIL ON THESE BOARDS.

WHEN WE FINISH UP HERE, THE MAIN STUDY WITH RETAIL AND COMMERCIAL IS A SUPPLY AND DEMAND STUDY.

WE CALL IT RETAIL LEAK.

THEY'RE GOING OUT TO OTHER AREAS BECAUSE THAT PARTICULAR GOOD OR SERVICE ISN'T LOCATED HERE IN, IN THIS COMMUNITY, UM, WITHIN YOUR LOCAL TRADE AREA THAT I WAS TALKING ABOUT BEFORE, UH, THAT, THAT 15 MINUTE DRIVE TIME, EVEN WITH PROBABLY ONE OF THE MAJORS, NOT THE MAJOR COMMERCIAL MAGNET AND ALL THE, UH, RICHMOND METRO BEING THE SHORT PUMP ISH AREA, YOU KNOW, THAT AREA, UH, THAT'S KIND OF COMING OVER HERE IN THIS PART OF EIGHT EASTERN GOOCHLAND COUNTY IN THAT LOCAL TRADE AREA, $650 MILLION LAST YEAR LEAKED.

THAT MEANS CONSUMERS ARE HAVING TO GO OUTSIDE OF THAT AREA FOR THOSE PARTICULAR GOODS AND SERVICES, BECAUSE THEY'RE NOT HERE NOW, SOME OF THE KEY CATEGORIES, UM, THAT I CAN'T REALLY SEE, HOLD ON.

UM, WE KNOW THAT THAT'S THE NAME OF OUR VILLAGE.

WE THINK IT'S IMPORTANT FOR US TO DRIVE THAT NAME HOME LET'S SOLIDIFY.

CENTERVILLE IS THE PLACE THAT PEOPLE ARE IN.
