UM, LITTLE HAWK EQUINE OFFERS A NUMBER OF VETERINARIAN SERVICES, INCLUDING MEDICINE, BOARDING, BREEDING, AND OTHER RELATED, UM, SERVICES THAT C P WAS GRANTED TO THE PREVIOUS OWNER.
AND A C CONDITION PROHIBITS ITS TRANSFER.
UM, THE VETERINARY PRACTICE IS CURRENTLY OWNED BY KATIE HUFFMAN.
UH, THE APPLICANTS PURCHASED THE PROPERTY IN MARCH OF 2022, MARCH OF THIS YEAR.
JUST, UM, WANT TO GO OVER THE, SPEND A FEW MINUTES.
THERE'S A COUPLE OF DIFFERENT ASPECTS OF ZONING THAT APPLIED TO THIS, UH, PROPERTY.
UM, IT IS OWNING AGRICULTURALLY, UH, AS IT RELATES TO EQUINE RELATED USES THAT ARE A COUPLE THAT ARE PERMITTED BY RIGHT.
UH, THAT WOULD INCLUDE HORSE BOARDING AND HORSE BREEDING STABLE.
AND THERE ARE SEVERAL THAT REQUIRE APPROVAL OF C P THAT WOULD INCLUDE A VETERINARY SERVICE, EQUESTRIAN SCHOOL AND HORSE RIDING STABLE.
AND I HAVE HORSE RIDING STABLE WITH AN ASTERISK BECAUSE IT HAS ITS OWN DEVELOPMENT STANDARDS, WHICH I'LL GET TO IN JUST A MOMENT.
IN WHAT, UH, THESE DIFFERENT USES ARE DEFINED BY THE CODE.
UM, THE HORSE BREEDING OR BREEDING STABLE, YOU KNOW, IT'S DESIGNED FOR THE BOARDING OR BREEDING OF HORSES OR PONIES.
UH, THE HORSE RIDING STAPLE IS, IS, UH, FOR, UH, TYPICALLY HORSES OR PONIES THAT CAN BE PRINTED TO BE RIDDEN BY THE GENERAL PUBLIC.
UM, AND THE QUESTION, SCHOOL IS A FACILITY WHERE STUDENTS ARE TRAINED, UM, TO RIDE HORSES.
AND A NOTE, THE, THE FIRST ONE, THE HORSE BREEDING, UH, AND AVOIDING STABLE IS PERMITTED BY RIGHT.
THE HORSE RIDING STABLE REQUIRES A C P AND THE EQUESTRIAN SCHOOL REQUIRES C P I MENTIONED EARLIER THERE ARE DEVELOPMENT STANDARDS THAT APPLY TO HORSE RIDING STABLE.
UM, THERE ARE DEVELOPMENT STANDARDS THAT APPLY TO THE OTHER ONES.
THEY'RE EITHER ALLOWED BY RIGHT OR REGULATED BY THE C P, UH, CROSSED OUT THE FIRST ONE ONLY BECAUSE IT DOES NOT APPLY TO THIS APPLICATION.
UM, THE SECOND ONE DOES, IF THERE'S THREE OR MORE HORSES, THE STABLE MUST BE LOCATED ON AT LEAST FIVE ACRES, WHICH IT SATISFIES THAT REQUIREMENT.
THE THIRD ONE THAT SAYS NO PART OF ANY BUILDING CAN BE WITHIN 100 FEET OF THE NEAREST PROPERTY LINE OR WITHIN 100 FEET OF A ROAD.
IT MEETS THE ROAD SETBACK REQUIREMENT.

THERE ARE OTHER STRUCTURES AS A DWELLING AND OTHER STRUCTURES, BUT THESE ARE THE MAIN ONES RELATED TO THE, UH, QUESTION ACTIVITIES.
UM, THE OUTPUT INDICATED THAT THERE WERE NO NEW BUILDINGS PLANNED, UH, FOR THE PROPERTY.

SUBSEQUENT TO THAT MEETING, STAFF HAS RECEIVED ONE EMAIL AND ONE LETTER AND SUPPORT OF THE APPLICATION.
NOW, IF BLACKLINE, A LOT OF THESE CP CONDITIONS, EVEN THOUGH IT IS AMENDMENT, BECAUSE THE PREVIOUS ONE, PREVIOUS CP ONLY INCLUDED THREE.
SO THESE ARE A LOT OF THESE MORE CONTEMPORARY, UH, CONDITIONS THAT WOULD APPLY TO THE, THE VETERINARY SERVICE OR THE EQUINE ACTIVITIES.
UH, THE FIRST CONDITION DOES ALLOW THE VETERINARY SERVICES, THE QUESTION SCHOOL AND THE HORSE RIDING STABLE, UH, TO BE PERMITTED WITH APPROVAL OF THE C.
UM, THE SECOND ONE WOULD ALLOW, UM, NO NEW BUILDINGS TO BE WITHIN 150 FEET OF THE PROPERTY LINE.

UH, AGAIN, A CARRYOVER THAT NO SMALL ANIMALS WOULD BE TREATED BORDER ON THE PREMISES.
UM, SORT OF TAKE A SECOND THAT, UH, UH, BLACK LINE, THAT'S THE PROHIBITION THAT THE, THE, UH, THAT WOULD PROHIBIT THE TRANSFER OF IT.
SO THE RECOMMENDATION IS TO DELETE THAT.
UM, UH, THAT PROHIBITION, UH, NUMBER 12, THAT IS THE NEW CONDITION THAT STAFF WAS RECOMMENDING.
WHEN THIS CAME OUTTA YOUR STAFF REPORT, THERE WAS NO, UM, RECOMMENDATION FROM EXPIRATION DATE, BUT AS IT IS OUR POLICY TO, YOU KNOW, THAT'S FURTHER CONSIDERATION SINCE IT IS OUR POLICY TO PUT A FIVE YEAR EXPIRATION ON NEW CS, THEN WE WOULD WANNA PUT THE, THE FIVE YEAR EXPIRATION ON THIS BECAUSE THEY ARE REQUESTING THE T NEW USES.
UM, AND THEN THE LAST ONE IS OUR STANDARD, UH, TRANSFER OR LEASE CONDITION.

TYPICALLY, WE KEEP THE PROHIBITION OF TRANSFER ON ALL CS WHEN WE DO 'EM RIGHT AT THE END OF EVERY C P WE HAVE THIS ITEM 13 WHERE IT'S NON-TRANSFERABLE.

THE PROPERTY WILL BE PROTECTED WITH ITS INTENTION, THE USE THAT WE INTENDED IT FOR.

THIS IS SORT OF THE MIDDLE LINE IN THE SUPPLY CHAIN.
THIS IS A FACILITY THAT, UH, PACKAGES, UH, TRUCKLOADS WOULD COME IN TYPICALLY FROM THE PORT AND OTHER AREAS WOULD COME TO THIS FACILITY.
THE ITEMS WOULD BE SORTED, UM, AND THEN THEY WOULD GO OUT TO A LAST MILE FACILITY.
THE LAST MILE FACILITY IS WHERE YOU SEE THE VANS AND THE TRUCKS THAT ARE PICKING UP TO DELIVER TO, UH, HOMES.
THAT'S NOT WHAT OCCUR WOULD OCCUR HERE.
SO THIS IS ALL TRUCK TRAFFIC, THE MIDDLE, MIDDLE PART OF THE SUPPLY CHAIN.
AND THEN IT WOULD GO TO THE, THE LAST MILE FACILITIES.
SO WHAT IS BEING PROPOSED IS THE 650,000 SQUARE FOOT DISTRIBUTION CENTER.
UH, IT WOULD INCLUDE 55 LOADING DOCKS, 414 TRUCK, TRAILER PARKING, UM, PARKING, UH, FOR 1,720 EMPLOYEE PARKING SPACES.
UM, WHILE THIS IS A VERY LARGE BUILDING, UH, IT WOULD ONLY HAVE EMPLOYEES AND OFFICE AREAS ON THE FIRST FLOOR.
THE REST OF THE FACILITY WOULD NOT BE STORIED.
IT WOULD BE, UM, OPEN ATRIUM TYPE SPACES WITH PLATFORMS AROUND.
AND THAT'S WHERE ALL THE ROBOTIC EQUIPMENT WOULD BE HELD TO SORT, UH, THE, UH, PRODUCT AT THE FACILITY.
UM, THE APPLICANT HAS INDICATED THAT THERE WOULD BE ABOUT A THOUSAND EMPLOYEES WORKING THERE.
UM, IT WOULD BE TWO SHIFTS A DAY, AND THE FACILITY WOULD BE OPERATING 24 HOURS SEVEN DAYS A WEEK.

THERE WAS A COMMUNITY MEETING HELD ON MAY 24TH.UH, BOARD MEMBERS, MR. SHARP, PETERSON SPOON, HOWARD AND LASETTE ATTENDED.
UM, ALSO PLANNING COMMISSION MEMBERS, MR. PATAK, MR. MEYERS ATTENDED, AND THERE WAS ABOUT 20 RESIDENTS WHO, UM, ALSO PARTICIPATED IN THE COMMUNITY MEETING.
THE APPLICANT EXPLAINED THE PROPOSAL.
UM, SOME OF THE QUESTIONS WERE RELATED TO, UH, THE DISTANCE TO ADJACENT PARCELS, THE SQUARE FOOTAGE OF THE FACILITY, UM, THE DAILY VEHICLE COUNT AND SOME OF THE TRANSPORTATION ISSUES.
UM, NO ONE SPOKE IN SUPPORT OF OUR POSITION AT THAT MEETING.
IT WAS MORE OF JUST A QUESTION AND ANSWER TYPE OF SITUATION.
SO ASHLYN ROAD IS LOCATED HERE, SO TO GET YOUR BEARING STRAIGHT 64 WOULD BE FURTHER DOWN TO THE SOUTH AND THE MAR, EXCUSE ME, AND THE MARTIN MARIETTA, UH, QUARRY WOULD BE LOCATED DIRECTLY TO THE SOUTH.
THE WAY THE FACILITY WOULD WORK IS IT WOULD BE AN ENTRANCE OFF OF ASHLAND ROAD.
UM, THIS WOULD BE A DIVIDED MEDIAN ENTRANCE.
UH, THEY WOULD HAVE SOUND WALLS BUILT INTO THAT FACILITY TO ADDRESS SOME OF THE NOISE OF THE TRUCK TRAFFIC.
SO ALONG ASHLAND ROAD, YOU'D HAVE SOME GREEN SPACE WITH A, UM, STORE WATER MANAGEMENT PLAN.
UM, THERE IS A RESIDENCE THAT IS RESIDENCE THAT IS LOCATED RIGHT HERE.
UM, THE APPLICANT HAS DESIGNED IT SO THAT THERE'S NOT A LOT OF IMPACT DIRECTLY TO THAT PROPERTY WITH HAVING SOME OPEN SPACE THERE.
THIS WOULD BE A GATED ENTRANCE FOR WHERE THE TRUCKS WOULD GO.
SO THE TRUCKS WOULD COME IN, THERE'S A STAGING AREA FOR THE TRUCKS, AND THEN THE LOADING DOCKS WOULD BE ALL LOCATED ALONG THE REAR OF THE PROPERTY THAT WOULD BE ADJACENT TO THE ROCKVILLE COMMERCE AREA.
AND THEN THE TRUCKS WOULD COME BACK OUT AROUND TO ASHLAND ROAD.
THE EMPLOYEES WOULD COME IN OFF ASHLAND ROAD AND COME DOWN PAST THAT AND THEN PARK IN THE FACILITY HERE.
AND JUST ANOTHER VIEW OF THE CONCEPT PLAN THERE, UM, I WANTED TO SHOW THIS ONE BECAUSE IT DOES SHOW THAT THERE IS SOME A TWO PROPERTY BACK HERE.
HOWEVER, THERE IS A CREEK HERE, AND SO NOTHING WOULD BE DEVELOPED ON THAT SIDE AS WELL.
SO THERE ARE SOME PROTECTIONS TO THAT.
UH, HERE'S A, A CONCEPTUAL ELEVATION OF WHAT THE PROPERTY WOULD LOOK LIKE.
AND THEN THEY DID ALSO PROFFER A, UH, PLANTING PLAN, UM, THAT IS SHOWN HERE, UM, AND INCLUDES THE, THE SOUND WALL AND THE BMP AND ALL OF THOSE FACILITIES.
SO THE REQUEST IS CONSISTENT WITH THE COUNTY'S COMPREHENSIVE PLAN.
UM, THE NORTHWEST QUADRANT OF THE COUNTY IS THE ASHLAND ROAD CORRIDOR THAT HAS ALWAYS BEEN IDENTIFIED AS THE COUNTY'S INDUSTRIAL CORRIDOR FOR THE, UH, FOR DEVELOPMENT.
THE REQUEST IS ALSO CONSISTENT WITH THE COUNTY'S ECONOMIC DEVELOPMENT STRATEGIC GOALS, WHICH IS ENCOURAGED, UH, INDUSTRIAL DEVELOPMENT NEAR OUR I 64 INTERCHANGES.
UM, THE COMP PLAN ALSO DIRECTS GROWTH TO AREAS WHERE THERE ARE EXISTING UTILITIES AND INFRASTRUCTURE.
UM, THERE ARE CURRENTLY UTILITIES IN THE ASHLAND ROAD CORRIDOR AND, UM, THERE IS ALSO A, UH, COUNTY TRANSPORTATION PROJECT, UM, WHERE WE BE, UM, INVESTING SIGNIFICANT INVESTMENT IN THE IMPROVEMENTS TO THE INTERCHANGE.
AND I'LL COVER THAT IN JUST A FEW MORE SLIDES.
THE APPLICANT ALSO HAS A COMPANION REQUEST, UH, FOR THIS PROPERTY TO BE INCLUDED IN THE TUCKAHOE CREEK SERVICE DISTRICT.
SO I'M GONNA REVIEW SOME OF THE TRANSPORTATION IMPACTS.
THE APPLICANT DID PREPARE A TRAFFIC IMPACT ANALYSIS.
UM, WHAT WE HAVE DISCOVERED THROUGH THAT IS THAT ALMOST ALL OF THE TRUCK TRAFFIC IS PROJECTED TO USE THE INTERCHANGE.
UM, SO IT WOULD NOT BE HEADING DOWN ASHLAND ROAD TO THE NORTH.
EVERYTHING WOULD GO TO THE, SORRY, SORT OF NORTHEAST, UH, NORTHWEST.
IT WOULD BE GOING TO THE INTERCHANGE.
UM, THE HOURS OF THE TRUCK TRAFFIC IS GENERALLY BETWEEN 8:00 PM AND 4:00 AM.
UM, SO THAT IS NOT A TIME WHEN THERE, THERE'S, UH, CAPACITY ISSUES ALONG ASHLAND ROAD.
UM, AND THEN THE TRAFFIC STUDY ALSO INDICATED THAT ABOUT 80% OF THE EMPLOYEE TRAFFIC WOULD ALSO HEAD TOWARDS THE INTERCHANGE, NOT THE OTHER DIRECTION TOWARDS ASHLAND ROAD.
UH, THERE WILL ALSO BE STAGGERED SHIFTS FOR THE EMPLOYEES TO SPREAD OUT THE TRAFFIC VOLUMES.
THE, UM, I WANT TO EXPLAIN WHAT THE COUNTY'S, UH, IMPROVEMENTS FOR THE ASHLAND ROAD CORRIDOR ARE.
UM, THERE IS A PROPOSAL TO CREATE A DIVERGENT DIAMOND INTERCHANGE.

SO THAT IS, UH, YOU'LL, HE, ME SAY THE WORD DDI FOR SHORT.UM, AND I HAVE A SLIDE EXPLAINING THAT.
UH, WE DO BELIEVE THAT THE DDI WILL GREATLY REDUCE THE EXISTING CONGESTION THAT WE SEE AT THE INTERCHANGE.
UM, AND THE DDI PROJECT IS FULLY FUNDED.
WE JUST GOT THAT FULLY FUNDED, UH, ABOUT 60 DAYS AGO.
AND, UM, WE'LL BE STARTING, UH, VDO WILL BE STARTING, UM, ENGINEERING, UM, AND DESIGN, UM, HOPING TO HAVE THAT COMPLETE BY, UH, TOWARDS THE END OF 2023 AND ALL THE ROAD IMPROVEMENTS COMPLETE BY 2028.
SO HERE'S A LOOK AT WHAT THE, UH, DDI, UM, IS PROPOSED TO LOOK LIKE, UM, WHEN, UH, VDOT AND THE COUNTY HAVE BEEN WORKING FOR THE LAST SEVERAL YEARS ON HOW TO ADDRESS THE CAPACITY ISSUES AT THIS INTERCHANGE.
UM, THERE WERE A VARIETY OF THINGS THAT VDOT HAD CONSIDERED.
ONE OF THE CONSIDERATIONS WAS AROUND ABOUT HERE AND AROUND ABOUT HERE.
UM, WE LOOKED AT MAKING THIS A FULL CLOVER RELIEF, WHICH IS MORE OF A TRADITIONAL INTERSECTION.
UM, AND FINALLY, WHAT VDOT HAD DETERMINED TO MEET THE, THE NEEDS, THE BEST FOR THE CAPACITY AND THE AVAILABLE LAND.
THERE IS THIS DIVERGENT DIAMOND, UM, BECAUSE IT TAKES UP LOT LESS, UH, RIGHT OF WAY THAN A, A FULL CLOVE RELIEF, WHICH WOULD IMPACT OUR ECONOMIC DEVELOPMENT AREAS FOR THAT CORRIDOR.
SO THE, IF YOU'VE BEEN TO ZION'S CROSSROAD, THAT IS A DIVERGENT DIAMOND.
UM, THIS WOULD BE A TWO-LANE, THE TWO-LANE BRIDGE OVER 64 WOULD REMAIN.
UM, AND WHAT OCCURS WHEN YOU GO THROUGH THE, UH, DIVERGENT DIAMOND IS YOU GO, UH, ALONG THE ROADWAY AND THEN YOU ACTUALLY SWITCH TO THE LEFT HAND SIDE OF THE ROAD WHEN YOU'RE TYPICALLY ON THE RIGHT HAND SIDE.
AND, UH, SO YOU COME ALONG, YOU WOULD GO ON THE OTHER SIDE OF THE ROAD AND THEN COME BACK ACROSS.
UM, AND, UM, THAT HAS BEEN SUCCESSFUL AT SCIENCE CROSSROAD AND IT'S TYPICALLY THE TYPE OF INTERCHANGE THAT VDOT IS RECOMMENDING NOW.
UH, AND THIS IS AT A COST OF $17 MILLION AND WE DO HAVE IT FULLY FUNDED, UH, TO ADDRESS THE CONCERNS OF THE, UH, UH, TRAFFIC WITH THAT WOULD BE ATTRIBUTED TO THIS DEVELOPMENT.
THE APPLICANT HAS PROFFERED A NUMBER OF, UH, ROAD IMPROVEMENTS.
UM, I'M GONNA GO OVER 'EM HIGH LEVEL AND THEN I DO HAVE A SLIDE OF EACH ONE OF 'EM.
UM, SO WHAT THEY'RE PROPOSING IS A TRAFFIC SIGNAL AT THE INTERSECTION OF THE PROPOSED SI SITE DRIVEWAY AT ASHLAND ROAD, SOME IMPROVEMENTS TO THE ASHLAND ROAD ITSELF, UH, A TRAFFIC SIGNAL AT, UH, ASHLAND ROAD IN THE 64 EASTBOUND RAMP.
AND THEN ALSO A, A REVIEW OF THE EXISTING INTERSECTION, UM, AT ASHLAND ROAD AND 64.
SO LET ME REVIEW THEM IN A LITTLE MORE DETAIL.
SO THE FIRST ONE IS THE TRAFFIC SIGNAL AT THE INTERSECTION OF THE SITE DRIVEWAY ON ASHLAND ROAD.
UH, SO THE SITE IS LOCATED HERE, 64 IS LOCATED JUST OFF THE MAP HERE.
UH, THIS IS CURRENTLY THE LUCK MAINTENANCE FACILITY FOR THE LUCK FACILITIES.
THEIR ACCESS DRIVE IS CURRENTLY THIS RIGHT HERE WHERE THIS IS SCRATCHED OUT, THIS BLUE AREA HERE, THE APPLICANT HAS WORKED WITH LUCK AND, UH, LUCK HAS AGREED TO ALLOW THEM TO RELOCATE THE ENTRANCE FOR THE LUCK FACILITIES AND FOR LUCK PROPERTIES IN THIS MANNER.
THIS WOULD THEN BECOME A SIGNALED INTERSECTION, UM, WHICH WOULD GIVE LUCK A VIABLE OUT PARCEL WITH A, A SIGNALED INTERSECTION, CREATING A CORNER PIECE THERE.
UM, AND THEN THIS WOULD BE A SIGNALED INTERSECTION.
UM, THEY ALSO WOULD BE WIDENING ASHLAND ROAD AT THE SITE ENTRANCE.
UH, THEY'D BE PROVIDING TWO LEFT TURN LANES INTO THE SITE FOR NORTHBOUND TRAFFIC AND A RIGHT TURN LANE INTO THE SITE FOR A SOUTHBOUND TRAFFIC.
THIS IS WOULD BE THE RIGHT HAND TURN LANE TO GO INTO THE FACILITY.
UH, A DOUBLE LEFT GOING INTO THE FACILITY.
SO I THINK THE TRUCKS AND, UH, EMPLOYEES COMING FROM 64 WOULD HAVE A DOUBLE TURN LANE.
UM, AND THEN THERE'D BE SOME WIDENING, UM, AND IMPROVEMENTS IN FRONT OF THE SITE AS WELL.
UH, THE NEXT ONE WOULD BE A TRAFFIC SIGNAL AT THE INTERSECTION OF 6 23 AND 6 64.
THIS WOULD BE A TEMPORARY, UH, FIX, UH, SINCE THE, UH, THE DDI WOULD NOT BE IMPROVED TILL 2028.
THE CONSTRUCTION COMPLETE, CURRENTLY THEY HAVE THE EXISTING TRAFFIC SIGNAL HERE IF YOU'RE GOING WESTBOUND ON 64.
UM, BUT WHEN YOU COME OFF EASTBOUND, THERE IS NOT AN TRAFFIC SIGNAL AND MAKING THAT LEFT IS OFTEN VERY DIFFICULT.
UM, SO TEMPORARILY THEY WOULD ADD A TRAFFIC SIGNAL,

THEY ALSO SET THE BUILDING PRETTY FAR BACK FROM ASHLAND ROAD, UM, WHICH WILL HELP WITH THAT MASSING OF THAT BUILDING.
AND THEN YOU CAN ALSO SEE, UH, THIS IS THE ENTRANCE AND THE PROPOSED SOUND WALLS HERE.
UM, AND AS I SAID THAT RESIDENTS IS LOCATED JUST OFF THE MAP HERE.
SO THE SITE HAS BEEN DESIGNED TO PROVIDE THE SUBSTANTIAL LANDSCAPING ALONG ASHLAND ROAD AND, UM, THEY'VE ALSO UTILIZED THE EXISTING CONTOURS OF THE SITE TO HELP, UH, REDUCE THE MASSING AND SCALE.
IN FACT, THE BUILDING IS ACTUALLY GONNA FIT, SIT ABOUT 20 FEET BELOW THE PROPERTY TO THE NORTH, WHICH IS ROCKVILLE COMMERCE.
UM, AND THAT THEY WERE ABLE TO DO THAT BECAUSE OF THE WAY THE TOPOGRAPHY FELL ON THE PROPERTY.
SO THE C CONDITIONS ARE CONDITIONS THAT, UM, STAFF HAS DEVELOPED AND, UH, WOULD BE IMPOSED ON IT IF IT WAS A CASE WAS APPROVED.

THERE IS NO DOUBT RESIDENTS OF PARKSIDE VILLAGE OF 55 AND OLDER COMMUNITY WILL EXPERIENCE GRIDLOCK WILL BE TRAPPED BETWEEN TWO TWO LANE THOROUGH FARS, ASHLAND ROAD AND POUNCEY TRACK.
TO BE CLEAR, THE TRAFFIC STUDY DID NOT ANALYZE HOW THIS WOULD IMPACT THE INTERSECTION AT ASHLAND ROAD AND POUNCEY TRACK THE ADDED STRESS IT WOULD PLACE ON POUNCEY TRACK, NOR DID IT CONSIDER THE AMOUNT OF CUT THROUGH TRAFFIC THAT WILL BE GENERATED THROUGH OUR NEIGHBORHOOD.
THESE ARE MAJOR OMISSIONS, ESPECIALLY SINCE WE KNOW MORE DEVELOPMENT IS BEING PLANNED ALONG POUNCEY TRACK.
I WOULD ARGUE THAT THESE OMISSIONS ARE SO GLARING THAT THE TRAFFIC STUDY SHOULD NOT BE DEEMED RELIABLE OR COMPLETE.
PREVIOUSLY CONNECTIVITY AS IT PERTAINS TO THE ROADWAYS HAS BEEN A MAJOR STICKING POINT BY THE COUNTY AS DEVELOPMENT HAS OCCURRED, CITING RESPONSE TIMES OF EMERGENCY SERVICES TO THIS QUADRANT OF THE COUNTY WITH THIS PROPOSAL, ECONOMICS SEEM TO OUTWEIGH THIS CONCERN.

THE FIRST IS THE TRAFFIC IMPACT ON ASHLAND ROAD AND THEIR SURROUNDING AREAS.
ASHLAND ROAD ALREADY HAS SIGNIFICANT HEAVY TRUCK TRAFFIC SERVICING THE LANDFILL AND THE THREE QUARRY OPERATIONS ACCESSED OFF OF AB ASHLAND ROAD WITH BOTH TRACTOR TRAILERS AND HEAVY DUMP TRUCKS.
THE TRAFFIC IMPACT ANALYSIS, WHICH WAS JUST REVISED THIS JULY, NOTES ON PAGE NINE OF THAT, THAT SOUTHBOUND AND EASTBOUND ASHLAND CURRENTLY OPERATES AT LEVEL OF SERVICE F THE WORST POSSIBLE DURING THE PEAK HOURS IN THE MORNING AND THE EVENING.
THE KIMLEY HORN STUDY, WHICH HAS JUST CAME OUT, UH, RECENTLY NOTES THAT THE MORNING LINE WAS AT 3,200 FEET AND THE EVENING LINE WAS AT 3,900 FEET.

UM, I DO BELIEVE THE APPLICANT, I MEAN THE OPERATOR DOES OPERATE SLIGHTLY LESS NUMBER OF TOURNAMENTS THAN 12.
UH, THE FIELDS ARE ALSO MADE AVAILABLE TO THE PARKS AND RECREATION DEPARTMENT, AS WELL AS SCO AND UNITED SOCCER ASSOCIATION.
UM, I'M MUTUALLY AGREEABLE TO TERMS, SO THERE IS THE ABILITY FOR THE PUBLIC TO USE, I MEAN, FOR THEIR COMMUNITY TO HAVE ACCESS TO THESE FIELDS.
THE TOURNAMENT TRAFFIC MANAGEMENT AND EMS ARE RESPONSIBILITY, ARE RESPONSIBILITIES OF THE APPLICANT.
THERE'S ALSO A CONDITION INSIDE THE CONDITIONAL USE THAT SAYS IF THAT'S NOT BEING, UM, DONE PROPERLY OR THERE FEELS LIKE THERE'S A PUBLIC SAFETY, UM, CONCERN FROM THAT, THE USE COULD BE SHUT DOWN UNTIL THE, UM, ISSUES ARE RESOLVED.
UM, WE HAVE NOT HAD THAT EXPERIENCE.
UH, TOURNAMENTS AT THE FACILITY DO GENERATE INCOME AND REVENUE INTO THE REGIONAL ECONOMY, UM, BECAUSE IT IS A, UH, TOURIST ACTIVITY.
PEOPLE TRAVEL TO THE GAMES TO THESE TYPE OF TOURNAMENTS.
UM, SO THERE ARE HOTEL STAYS IN THE REGION AS WELL AS REGIONAL RETAIL AND RESTAURANT SALES.
HOWEVER, UM, THIS, THE USE AS IT OPERATES AND CURRENTLY AND DOES NOT COMPLY WITH WHAT THE COMPREHENSIVE PLAN CALLS FOR IN THIS AREA.
THIS IS PRIME ECONOMIC DEVELOPMENT LAND.
IT'S INTENDED TO ATTRACT CORPORATE INVESTMENT, GENERATE JOBS, INCREASED AND EXPAND THE, THE COUNTY TAX BASE AND PROVIDE FOR VERY HIGH QUALITY DEVELOPMENT.
UM, SO THE LONG TERM USE AND INVESTMENT IN THIS PROPERTY SHOULD BE REEVALUATED OVER TIME, GIVEN DUE CONSIDERATION TO WHAT WE THINK THE ECONOMIC IMPACTS ARE, THE IMPACTS OF THE USE, UM, HOW IT AFFECTS OUR TAX BA TAX BASE, REGIONAL GOALS AS FAR AS, AND ALSO COUNTY'S GOALS IN REGARDS TO THE ECONOMIC DEVELOPMENT AND ALSO RETURN ON THE SIGNIFICANT UTILITY AND OTHER TYPE RE RESOURCES THAT HAVE BEEN COMMITTED TO THE AREA BASED UPON THE CURRENT LIKE LIMITED SITE INVESTMENT.
THE ONGOING CONCERN WITH THE MAINTENANCE OF THESE, OF THESE, UM, PARKING FACILITIES, WHICH ARE UTILIZED NOT ONLY BY THE APPLICANT, I MEAN BY THE OPERATOR FOR THE SOCCER TOURNAMENTS, BUT ALSO, UM, OTHER USERS AROUND THERE ALSO WILL SHARE THOSE PARKING FACILITIES, UM, ARE INCONSISTENCY WITH THE LAND USE GOALS FOR THIS AREA.
UM, WE'RE TALKING ABOUT LOCATED USE THAT'S AT THE INTERSECTION OF WEST CREEK PARKWAY IN 2 88 AND ALSO RECOGNIZE DEVELOPMENT PRESSURES IN THE REGION.
UM, STAFF IS PROPOSING AT THIS TIME A FIVE YEAR RENEWAL.
NOW THIS DOESN'T PRECLUDE THE APPLICANT TO COME BACK AND SEEK IN FIVE YEARS, UM, TO BE RENEWED, UM, AS REALLY THE THE STAFF, UM, PROPOSAL FOR THIS IS TO REALLY, UM, ALLOW TO CONTINUE AS, AS IT IS OPERATED IN THE PAST AS AN INTERIM USE.
BUT TO GIVE US ANOTHER TIMELINE SHORTER TO COME BACK AND REVISIT THE USE, UM, FOR THE LONG TERM, UH, GOALS OF THE COUNTY AND FOR THE AREA.
UM, A COMMUNITY COMMUNITY MEETING WAS HELD, UM, IN MAY OF 2022.
UM, MR. UCK, MR. MYERS WERE IN ATTENDANCE ALONG WITH ONE CITIZEN GOOD NEWS THAT CITIZEN DID EXPRESS THEIR SUPPORT FOR THE RENEWAL.
UM, STAFF HAS NOT RE RECEIVED ANY, UM, COMMENTS REGARDING THIS APPLICATION.
SO WHAT WOULD HAPPEN WITH THE APPROVAL THAT WE'RE PUTTING FORWARD TONIGHT? WE'D RENEW THE, THE CONDITIONAL USE UNTIL THE END OF AUGUST AND 2027.
ALL OTHER PREVIOUS CONDITIONS WOULD BE RETAINED.
UM, WE CAN GO THROUGH THOSE CONDITIONS QUICKLY.
UM, LIMITATION ON TOURNAMENTS, UH, THE, WHAT I MENTIONED ABOUT TRAFFIC CONTROL AND EMS SERVICES, ADULT SUPERVISION TO BE MAINTAINED, OF COURSE IS A USED SOCCER FACILITY.
LIGHTING PROHIBITION ON PARKING LOT PRACTICE AND TOURNAMENT FIELDS, NO PERMANENT OR TEMPORARY LIGHTING.
UH, THEY ARE LIMITED TO ONE SIGN THE FIELD SETBACKS AND YOU COMPLY WITH THE SETBACK FOR WEST CREEK PARKWAY.
THERE IS, UM, PROVIDED A RESTROOM FACILITY, UM, THE USE HAS OFFERED AND THEY ARE USED, UM, USED, UM, BY, UH, GLAND PARKS AND REC AND BY GLAND UNITED.
THERE IS THE PUBLIC SAFETY PROVISION I REFERENCED BEFORE, JUST TO MAKE SURE THAT THE EMS SERVICES ARE BEING TAKEN CARE OF PROPERLY.
UM, MINIMIZES THE IMPACT ON OUR SERVICES.
UM, THE COUNTY SERVICES AS WELL, BUT IT'S ALSO PUBLIC SAFETY MEASURE.
UM, DOES HAVE THE PROVISION ABOUT TRANSFER OF OWNERSHIP, WHICH WE'VE DISCUSSED ON TWO OTHER CASES TONIGHT.

UH, THE RICHMOND STRIKER STOCKER CLUB HAS BEEN OPERATING FOR 15 YEARS, AND YOU KNOW, WHAT YOU'RE GONNA GET IS EXACTLY WHAT YOU'VE GOTTEN FOR THE LAST 15 YEARS.
SO OBVIOUSLY THIS, UH, HAS BEEN APPROVED, UH, FOR FIVE YEARS INITIALLY, WHICH IT MAKES TOTAL SENSE WHEN IT WAS AN UNKNOWN ENTITY.
AND HOW WAS IT GOING TO OPERATE? WHAT WAS THE IMPACT AT FIVE YEARS? THE SECOND TIME IT WAS APPROVED WAS FOR A 10 YEAR STANDPOINT.
AND THIS HAS BEEN A, A PRETTY SUBSTANTIAL IMPACT FOR BOTH RECREATION, UH, CREATING, UH, A NICE FACILITY AS WELL AS FOR SPORTS TOURISM.
AND WITH THE TOURNAMENTS THEMSELVES, UH, I DO THINK THEY'RE HAVE PROVEN THEMSELVES AS A VERY GOOD OPERATOR.
UH, THEY WOULD LIKE TO, UH, APOLOGIZE ABOUT THE, UH, PARKING.
THEY'D NEVER HEARD THAT COMMENT BEFORE AND THAT THERE WAS ANY CONCERN IT WILL BE RECTIFIED.
UH, THEY DO, YOU KNOW, IF THERE'S ANY ISSUES WITH RESPECT TO MAINTAINING FOR THE ORDINANCE.
MOST PARKING FIELDS ARE USED BY A NUMBER OF FOLKS AND HAVE A NUMBER OF FOLKS IN, AND WE'LL GET THAT STRAIGHT.
AND AGAIN, THAT THERE WASN'T, WE DIDN'T NOT AWARE OF ANY COMPLAINT OR A A VIOLATION OTHERWISE.

MARQUE GETS SOMEONE AND IT'S BEEN WELL KNOWN, UH, BETWEEN THE OPERATIONS AND THE, AND THE RELATIONSHIP BETWEEN THE, UH, TWO ENTITIES, MARQUE AND RICHMOND STRIKERS.
IF SOMEONE COMES IN AND THEY WANNA BRING SOMEONE FORWARD, UH, THAT LEASE ENDS AND CAN LEASE IMMEDIATELY WITH 30 DAYS NOTICE ON, ON THE MONTH TO MONTH LEASE.
SO, UH, IT'S NOT, CERTAINLY NOT PREVENTING AND THE FACT THAT IT'S A FIVE YEAR VERSUS A 10 YEAR RENEWAL, IT'S NOT GOING TO KEEP, UH, FROM AN ECONOMIC DEVELOPMENT STANDPOINT, A NEW USER TO COME IN AT THAT.
UH, WE THINK IT'S JUST A GOOD BENEFIT TO THE AREA AND WOULD LIKE TO HAVE THAT AND JUST AVOID HAVING TO COME BACK IN EVERY FIVE YEARS.
UH, THE 10 YEARS HAS ALREADY BEEN ESTABLISHED AND FROM AN OPERATIONS, THEY'RE CERTAINLY WILLING TO WORK WITH THE COUNTY AND CONTINUE TO WORK WITH THE COUNTY FROM THAT STANDPOINT.
SO A 10 YEAR VERSUS A FIVE YEAR MAKES NO DIFFERENCE IN HOW YOU GUYS GO FORWARD WITH YOUR DEALINGS WITH STRIKER AND MARKEL? NO, SIR.
AND THEN MARKEL CAN TAKE OVER THE PROPERTY AT ANY TIME.
AGAIN, IF, IF THEY WANT TO FLIP THE PROPERTY AND SELL IT FOR, UH, FOR A PARTICULAR USER OR, OR DEVELOP IT FOR A PARTICULAR USE OTHER THAN OURS AS WELL.
