UM, WHEREAS THE UNTIMELY DEATH OF SUPERVISOR DONNY SHARP ON SEPTEMBER 17TH, 2022, CREATED A VACANCY ON THE BOARD OF SUPERVISORS FOR DISTRICT FOUR.
AND WHEREAS THE BOARD IS AUTHORIZED BY VIRGINIA CODE 24.2 DASH 22 8 TO APPOINT BY NOVEMBER 1ST, 2022, A QUALIFIED VOTER OF DISTRICT FOUR TO FILL A VACANCY.
AND WHEREAS AFTER ADVERTISEMENT OF THE OPPORTUNITY DELIBERATIVE SELECTION PROCESS, THE BOARD HAS SELECTED CHARLES B OTTERS, WHO IS QUALIFIED VOTER OF DISTRICT FOUR, WILLING TO SERVE IN THIS CAPACITY.
AND WHEREAS THE APPOINTEES TERM SHALL BEGIN UPON TAKING THE OATH OF OFFICE AND QUALIFYING, THE APPOINTEES TERM CONCLUDES WHEN THE CANDIDATE IS ELECTED ON NOVEMBER 7TH, 2023, AND QUALIFIES FOR THE OFFICE.

UH, OUR CLERKS, UH, 40 YEARS OF SERVICE TO THE CITIZENS GOON COUNTY.
UH, WERE RECOGNIZED TODAY, UH, AS WELL AS OUR PURCHASING DIRECTORS, 30 YEARS OF SERVICE, UH, TO THE CITIZENS GOON COUNTY.
UH, IT SAYS A LOT ABOUT SOMEONE WHEN THEY WILL GIVE YOU THAT LEVEL OF COMMITMENT AND SERVICE, AND THE CITIZENS ARE WELL SERVED BY THAT.

SHE PROVIDES SUPPORT AND ASSISTANCE THAT IS REPLY RELIED ON, NOT ONLY BY THE COUNTY ATTORNEY'S OFFICE, BUT REALLY ALL COUNTY DEPARTMENTS.
UH, SO IT SAYS A LOT WHEN, WHEN YOUR PEERS RECOGNIZE YOU ON A STATEWIDE LEVEL LIKE THAT.
AND THEN FINALLY, MEMBERS OF THE BOARD WANNA WRAP UP.
UH, THIS PAST SATURDAY, WE HAD, UH, THE ANNUAL FALL FESTIVAL THAT WAS HELD OUT BEHIND HERE.
UH, HAD A GREAT DAY, GREAT WEATHER, GREAT TURNOUT.

SO THERE ARE TWO SOLUTIONS TO THIS.
ONE IS THAT YOU FOLKS ARE PROBABLY GONNA OPPOSE IS YOU GO AHEAD AND YOU GET A COMMUNICATIONS DIRECTOR WHO RUNS AROUND THE COUNTY TO JACK UP TURNOUT THE SAME WAY THEY'RE DOING IN DAND NUMBER TWO, I UNDERSTAND YOU PROBABLY OPPOSE THAT.

WE ARE LOOKING TO EVANGELIZE AND REACH OUT.
UH, MR. CARPENTER, IF YOU'RE AWARE OF ANY CHANNELS WE MIGHT BE TAPPING INTO THAT WE'RE UNAWARE OF, WE WOULD DEARLY LOVE TO GET THE MESSAGE OUT TO PRODUCERS THAT THERE IS MONEY AVAILABLE TO IMPROVE THEIR OPERATIONS AND IMPROVE THE CONSERVATION HERE.

MAINTENANCE ITEMS, POTHOLE REPAIR, JUST NORMAL ORDINARY MAINTENANCE STUFF, PIPE REPAIR AND INSTALLS, DITCHING AND SHOULDER REPAIRS AND TRASH PICKUP.
WE DID COMPLETE OUR DRY RUNS FOR SNOW REMOVAL, UH, JUST LAST WEEK.
UM, EQUIPMENT IS IN GOOD SHAPE.
ALL OF OUR BUILDINGS ARE FULL OF MATERIAL, UH, FOR ANY TYPE OF SNOWSTORM.

UH, WE DID MEET WITH, UH, THE HODGES GROUP TO REVIEW SOME COMMUNITY ENGAGEMENT, SOME COMMUNITY COMMUNITY ENGAGEMENT AND BRANDING PLANS TO HELP, UH, SORT OF FOLKS UNDERSTAND THE DIFFERENCES BETWEEN THE THREE VERY SIMILAR ORGANIZATIONS THAT THE GENERAL ASSEMBLY OF SET UP, UM, FROM A C VT A PERSPECTIVE, THE CENTRAL VIRGINIA TRANSPORTATION AUTHORITY, UH, WE HAD, WE DID VOTE ON, UH, RESUMING OUR EXECUTIVE DIRECTOR SEARCH.
UH, THERE IS A LOT OF CONVERSATION ABOUT THE SCOPE OF THAT ROLE AND, AND HOW, UH, WHAT EXACTLY THE RULES AND RESPONSIBILITIES WILL BE AS THAT ORGANIZATION IS TASKED WITH DIS DISTRIBUTING FUNDS, UH, TO THAT ARE COLLECTED FROM GASOLINE AND SALES TAX, UH, THROUGHOUT THE REGIONS.
SO A VERY IMPORTANT ROLE IN, UM, THE C BT A DID VOTE ON HIRING A SEARCH FIRM THIS TIME, AS WELL AS WORKING WITH THE HR ROUNDTABLE, WHICH IS A REPRESENTATIVE OF DIRECTORS FROM THE LOCALITIES

SO, UH, VERY GLAD AND APPRECIATIVE OF THE PARTNERSHIP THAT HAS KEPT THAT PROJECT ON THE, THE RADAR, SO THAT AS WE'VE WORKED TO SECURE THE FUNDING, AT LEAST FROM OUR END, NOW WE HAVE THE SMART SCALE PROCESS TO GROW THROUGH.
BUT THAT, UM, WE WILL BE, THEY ARE, UH, UNDERSTANDING THE IMPORTANCE OF THAT PROJECT WITH OUR ECONOMIC DEVELOPMENT EFFORTS.

THE FIRST ONE WOULD MAKE PROCEDURAL CHANGES TO THE APRIL 22ND BUDGET RESOLUTION, WHICH ALLOWED THE, UH, ADMINISTRATOR AND THE SCHOOL SUPERINTENDENT TO MAKE A LINE ITEM TRANSFERS WITHIN GENERAL FUNDS FOR UP TO $7,500.
UH, THESE CHANGES WILL RAISE THE THRESHOLD OF AUTHORITY NOW TO 25,000 FOR THE ADMINISTRATOR AND 10,000 FOR THE SUPERINTENDENT.
IT'LL ALSO ALLOW BOTH TO MAKE NON BUDGETED REVENUE INCREASES OF SIMILAR DOLLAR THRESHOLDS IN ORDER TO BETTER ACCOUNT FOR GRANTS RECEIVED.
DOES NOT CHANGE THE BOTTOM LINE OF THE BUDGET.
UH, THE SECOND LINE IS ACCEPTS A GRANT OF $178,044 AND AMENDS THE SHERIFF'S BUDGET ACCORDINGLY TO REFLECT A RECEIVED GRANT FROM THE DEPARTMENT OF CRIMINAL JUSTICE SERVICE TO THE SHERIFF'S OFFICE FOR THE PURPOSE OF PROVIDING SCHOOL RESOURCE OFFICERS.
UH, THE THIRD ITEM TRANSFERS $4,055 FROM C V FUNDS TO C I P FUND FOR THE HOCKET ROAD REALIGNMENT.
THE FOURTH ITEM REFERS TO THE PLANNING COMMISSION AND AMENDMENT TO THE PLANNING ORDINANCE CLARIFYING BUILDING HEIGHT REQUIREMENTS IN M TWO DISTRICTS.
THE FIFTH ONE REFERS TO THE PLANNING COMMISSION AND AMENDMENT TO THE PLANNING ORDINANCE TO ALLOW SMALL CONTRACTOR STORAGE BY CONDITIONAL USE PERMIT IN A ONE AND A TWO DISTRICTS.
THE SIX ITEM REFERS THE PLANNING COMMISSION AND AMENDMENT TO THE ZONING ORDINANCE THAT CHANGES WHEN SIDEWALKS AND STREET TREES NEED TO BE INSTALLED.

UM, AS YOU ALL KNOW, THE GLAND CHRISTMAS MOTHER PROVIDES NECESSARY ITEMS TO QUALIFIED INDIVIDUALS THAT LIVE HERE IN THE COUNTY TO ASSIST THEM WITH PURCHASING FOOD AND CLOTHING AND TOYS, OTHER ESSENTIAL ITEMS FOR THEIR FAMILIES DURING THE HOLIDAY SEASON.
WE ARE A 5 0 1 C THREE NON-PROFIT ORGANIZATION.
AND, UM, JUST TO GIVE YOU A LITTLE BIT ABOUT WHO WE SERVE AND HOW WE SERVE THEM, APPLICANTS HAVE TO MEET BOTH OF THE FOLLOWING QUALIFICATIONS.
THEY MUST BE A RESIDENT OF GUCCI AND COUNTY, AND THEY MUST MEET CERTAIN, UH, INCOME REQUIREMENTS THAT I'LL DISCUSS HERE IN A FEW MINUTES.
APPLICANTS ALSO MUST BE ALSO FAMILIES WITH CHILDREN, SENIOR CITIZENS WHO ARE 60 OR OLDER OR HAVE A DOCUMENTED DISABILITY.
SO IF YOU HAVE A DOCUMENTED DISABILITY, WE WILL SERVE YOU NO MATTER WHAT YOUR AGE IS.
SO OUR PROCESS, WE HAVE JUST COMPLETED OUR APPLICATION PROCESS FOR THE YEAR.
WE HAD TWO SATURDAYS THAT WE HOSTED APPLICATION TAKING IN THE HIGH SCHOOL.
SO WE ALWAYS APPRECIATE OUR PARTNERSHIP WITH THE SCHOOLS IN SO MANY WAYS, BUT PARTICULARLY WHEN WE'RE DOING OUR APPLICATION TAKING.
UM, WE HAD A BOOMING DAY OUR FIRST SATURDAY.
WE WORKED FROM NINE TO 12 AND HAD TONS OF PEOPLE JUST FLOWING IN OUR DOORS.
AND OUR SECOND SATURDAY WASN'T NEARLY AS EXCITING.
UH, I THINK EVERYBODY THOUGHT THAT THINGS WERE GONNA RUN OUT IF WE WEREN'T, IF THEY WEREN'T THE FIRST ONES THERE.
BUT OF COURSE, WE ALWAYS FIND A WAY TO SERVE ANYONE AND EVERYONE WHO NEEDS OUR ASSISTANCE.
UM, AND SO JUST TO GIVE YOU A LITTLE BIT ABOUT THE APPLICATION PROCESS, UH, THE APPLICATION, UH, CONSISTS OF NAME, ADDRESS, NUMBER OF ADULTS AND CHILDREN THAT ARE LIVING IN THE HOME.
ADDITIONALLY, INCOME, INFORMATION, WAGES, SOCIAL SECURITY, ANY OTHER INCOME THAT OUR APPLICANTS MAY HAVE.
AND THEN WE ALSO ASK THEM INFORMATION ABOUT WHETHER OR NOT THEY ARE CURRENTLY ON OTHER FORMS OF GOVERNMENT ASSISTANCE.
THAT REALLY IS SIMPLY A QUESTION THAT WE ASK ONLY BECAUSE THAT HELPS US TO GO THROUGH THEIR APPLICATION A LITTLE BIT MORE QUICKLY WITH SOCIAL SERVICES.
AND THIS IS THE INCOME SCALE THAT WE'RE USING, UH, THIS YEAR.
IT CHANGES ANNUALLY, BUT IT, AS YOU CAN SEE, A FAMILY OF FOUR QUALIFIES AT A MONTHLY INCOME OF THAT $4,753 OR LESS.
AND WE WORK WITH SOCIAL SERVICES AND THEIR INCOME REQUIREMENTS TO, UM, TO COME TO THESE NUMBERS.
SO THIS ISN'T SOMETHING ARBITRARY.
IT IS WHAT SOCIAL SERVICES USES, UM, REGULARLY AND THEIR DETERMINATION OF GOVERNMENT ASSISTANCE PROGRAMS. SO EVERYBODY WANTS TO KNOW WHEN THEY CALL AND SAY, OR SEE ME OUT IN THE COMMUNITY, THEY WANNA KNOW HOW CAN I GET INVOLVED? BUT ALSO, HOW DOES THE GLAND COUNTY CHRISTMAS MOTHER ASSOCIATION SERVE THESE FAMILIES? AND I KNOW THAT MOST OF YOU CAN REMEMBER THAT IN YEARS PAST, WE'VE HAD DAYS WHERE WE'VE ALL GONE OUT AND SHOPPED FOR FAMILIES, AND THEN WE HAVE WRAPPED PRESENTS IN THE CULTURAL ARTS CENTERS, UM, CENTRAL HIGH SCHOOL GYM.
BUT NOW, YOU KNOW, THE PANDEMIC HAS CHANGED EVERYTHING.
AND WE ARE NOT THE ONLY CHRISTMAS MOTHER ASSOCIATION IN THE GREATER RICHMOND AREA THAT HAS MADE THESE MAJOR CHANGES TO OUR PROGRAM.
SO WE ARE, FOR THE FORESEEABLE FUTURE, GOING TO CONTINUE TO PROVIDE EACH FAMILY A FOOD LION GIFT CARD.
AND THAT DOLLAR AMOUNT OF THE GIFT CARD DEPENDS ON THE NUMBER OF FAMILIES THAT WE SERVE ACCORDING TO OUR BUDGET.
AND SO WE GENERALLY TAKE THE BUDGET AND DIVIDE BY THE NUMBER OF FAMILIES THAT WE ARE SERVING IN THE YEAR.
AND THEN THAT'S HOW WE DETERMINE THE, THE FOOD LINE AMOUNT SOMEWHERE, USUALLY IN THE BALLPARK OF 130 TO $150 PER FAMILY.
AND THEN EACH MEMBER OF THE FAMILY RECEIVES A WALMART GIFT CARD, AND THAT DOLLAR AMOUNT IS ANNUALLY DETERMINED BY THE CHRISTMAS MOTHER BOARD.
AND OF COURSE, THIS YEAR WE ARE INCREASING OUR INDIVIDUAL WALMART GIFT CARDS TO REFLECT, UH, OBVIOUSLY WHAT'S GOING ON IN THE ECONOMY IN AFL, IN INFLATION RIGHT NOW.
ADDITIONALLY, EACH FAMILY RECEIVES A BOX OF NON-PERISHABLE SHELF STABLE FOOD THAT ASSISTS WITH THEIR HOLIDAY MEAL.
AND OF COURSE, WE ARE ABLE TO PROVIDE THAT BY SO MANY OTHER

GROUPS, CIVIC ORGANIZATIONS, THE SCHOOLS IN PARTICULAR, OUR FOOD DRIVES THAT WE HAVE AROUND THE COUNTY NEIGHBORHOODS THAT HELP US WITH FOOD DRIVES.ALL OF THOSE ARE COLLECT THOSE, THOSE FOOD ITEMS ARE COLLECTED AND THEN PUT INTO THESE BOXES FOR OUR FAMILIES.
SO THIS YEAR WE ARE SERVING 230 FAMILIES BY THE CHRISTMAS MOTHER PROGRAM.
JUST TO GIVE YOU AN IDEA OF, YOU KNOW, HOW LARGE OUR REACH REALLY IS AND HOW MUCH NEED THERE IS IN OUR COMMUNITY, WHAT CAN YOU GUYS DO TO HELP US? HOPEFULLY EVERYONE WHO'S WATCHING ONLINE TOO, UH, IS, IS SEEING THIS AND, AND CAN ACCESS THESE SLIDES SO THAT THEY CAN CLICK ON WHAT I HAVE AT THE END.

AND THEN OF COURSE, FOOD DRIVES AND, UM, VOLUNTEERING FOR THE OTHER OPPORTUNITIES THAT WE HAVE IN THE CHRISTMAS MOTHER ASSOCIATION FOR OUR, UH, RESIDENTS HERE IN GLAND COUNTY TO BE INVOLVED.

SO, AS I MENTIONED 50 YEARS AGO, UM,

THERE WAS AN IDEA THAT THERE WOULD BE A WHAT WAS THEN CALLED THE HENRICO RICHMOND AREA COMMUNITY COLLEGE.UH, AND THIS LETTER IS ACTUALLY FROM THE FOUNDING CHANCELLOR OF THE COMMUNITY COLLEGE SYSTEM, UH, LETTING THE WIDOW OF JAY SERGEANT REYNOLDS COMMUNITY COLLEGE KNOW THAT THE LAST COLLEGE IN THE COMMONWEALTH, THE LAST COMMUNITY COLLEGE WOULD BE NAMED AFTER JAY SERGEANT REYNOLDS, UH, THE, UM, LIEUTENANT GOVERNOR WHO DIED VERY YOUNG TRAGICALLY.

UM, WHEN J SERGEANT REYNOLDS WAS IN OFFICE, UH, HE TALKED ABOUT THE CREATION OF THE COMMUNITY COLLEGE BEING THE, UH, GENERAL ASSEMBLIES, FINEST ACTS AND FINEST HOURS IN THIS CENTURY.
UH, AND I WOULD AGREE AS THE COM, THE COMMUNITY COLLEGE IS SUCH A UNIQUELY AMERICAN INVENTION IN THAT IT CAME TO VIRGINIA.
SO WE'RE GONNA DO A LOT OF FUN THINGS LOOKING BACK THIS YEAR, UH, ON ALL THE FUNNY HAIRSTYLES, THE GREAT TECHNOLOGY THAT WE ONCE TO USE.
AND WE'RE GONNA CELEBRATE ALL OF THE MINDS MILESTONES.
BUT I'M MORE INTERESTED IN PROGRESS.
WHERE ARE WE GOING IN OUR NEXT 50 YEARS? WE WILL CELEBRATE THE MILESTONES.
BUT WHERE ARE WE GOING? WHAT DO THE NEXT 50 YEARS HOLD FOR US? WELL, WE BEGIN BY UNDERSTANDING WHO IT IS THAT WE'RE SERVING.
UH, IF YOU LOOK AT THIS SNAPSHOT HERE, UH, 89% OF OUR STUDENTS ARE NOW ENROLLED IN AT LEAST AN ONLINE COURSE.
UM, 70% OF OUR STUDENTS DEPEND ON SOME SORT OF FINANCIAL ASSISTANCE TO BE ABLE TO PAY FOR COLLEGE.
UH, WHEN YOU LOOK AT THE AGE RANGE OF OUR STUDENT POPULATION, UH, 31% IS UNDER 18 YEARS OLD.
35% IS 25 YEARS OR OLDER, 34%, UH, 18 TO 24 OR TRADITIONAL.
SO OUR STUDENT BODY IS REALLY CHANGING, AND THAT MEANS WE HAVE TO CHANGE WITH THAT.
AND WE'VE BEEN DOING A LOT OF WORK.
WE'RE HEAVILY FEMALE, 61% THAT, BY THE WAY, UH, FRIENDS IS, UM, UH, A PHENOMENON ACROSS THE COUNTRY WHERE, UH, FOLKS ARE ASKING WHERE ARE THE MEN? WHERE ARE THE MEN ATTENDING COLLEGE? UM, 64% OF OUR STUDENTS ATTEND PART-TIME.
SO WHY IS THAT IMPORTANT TO UNDERSTAND? BECAUSE THAT MEANS THAT FOR MANY OF OUR STUDENTS, THE WORD STUDENT IS ABSOLUTELY NOT THEIR FIRST IDENTITY.
IF 64% OF OUR STUDENTS CANNOT ATTEND FULL-TIME, THAT MEANS THEY'RE WORKING.
THEY'RE LIKELY PARENTS, THEY'RE TAKING CARE OF FOLKS AT HOME.
WHY IS THAT IMPORTANT FOR US TO UNDERSTAND? BECAUSE WHEN LIFE GETS IN THE WAY, IT'S THE STUDENT PART OF THEIR IDENTITY, WHICH IS NOT THE FIRST PART OF THEIR IDENTITY.
AND SO UNDERSTANDING THE LIVED EXPERIENCE OF EVERY INDIVIDUAL WHO STEPS THROUGH OUR DOORS PHYSICALLY OR VIRTUALLY UNDERSTAND WHAT'S GOING ON WITH THEM SO THAT WE CAN ENSURE WE HAVE THE APPROPRIATE SUPPORTS.
BUT WE ALSO HAVE A VERY LARGE TRADITIONAL COLLEGE POPULATION THAT EXPECTS THE FULL COLLEGE EXPERIENCE.
UH, AND WE'RE DOING A LOT OF WORK TO REALLY BOLSTER THAT UP SO THAT WHEN STUDENTS STEP FOOT ON THE CAMPUS, THEY KNOW THEY'RE IN THE RED HAWK HOUSE, THEY SEE THE, UM, THE MASCOT THAT WE HAVE, AND WE HAVE ALL OF THE KINDS OF THINGS THAT TYPICAL COLLEGE, TRADITIONAL AGE STUDENTS WOULD COME TO EXPECT FROM THEIR COLLEGE.
SO I WOULD LIKE TO THINK THAT WHERE EVERYTHING THAT VCU AND UVA HAS, BUT WITHOUT THE RESIDENCE HALLS, THANK THE LORD.
BECAUSE I STARTED MY CAREER IN RESIDENCE LIFE, AND I DON'T WANNA GO BACK TO THAT, UH, BUT I WOULD LIKE TO TALK TO YOU WHEN WE TALK ABOUT PROGRESS, WHERE WE ARE REALLY LEANING IN, AND WE HAVE BEEN FOR THE LAST, UH, BETTER PART OF THE DECADE, AND THAT IS THE WORKFORCE MISSION OF OUR COLLEGE.
THERE'S NEVER BEEN MORE FOCUS ON WORKFORCE, NOT JUST FROM OUR COLLEGE, BUT THROUGHOUT THE COUNTRY.
AND CERTAINLY HERE IN VIRGINIA.
YOU KNOW, UH, THE GOVERNOR HAS TALKED A GREAT DEAL ABOUT WORKFORCE DEVELOPMENT AND MEETING THE NEEDS OF EMPLOYERS AND HAVING LIFE READY STUDENTS COMING OUT OF THE HIGH SCHOOLS, BUT ALSO COLLEGES.
THIS IS WHERE WE'RE DOING A LOT OF WORK, SPECIFICALLY IN THE AREAS OF HEALTHCARE, OF TECHNOLOGY AND THE SKILLED TRADES WE ARE, UM, REHABBING AND, AND, UH, TRULY, UM, UH, MODERNIZING ALL OF OUR FACILITIES FOR THESE HIGH DEMAND PROGRAMS. WE ARE NOT STANDING UP NEW PROGRAMS THAT DO NOT LEAD INTO JOB OPPORTUNITIES THAT ARE IN OUR REGION.
WE UNDERSTAND WHAT OUR LOCAL EMPLOYERS NEEDS, OUR CURRICULA AND OUR PROGRAMS HAVE GOT TO REFLECT WHAT THE EMPLOYER NEEDS ARE.
UM, AND IT'S, WE DELIVER ON OUR EMPLOYERS, BUT WE ALSO DELIVER TO OUR STUDENTS THE PROMISE THAT AN EDUCATION IS STILL WORTHWHILE.

UNDERSTANDING THAT TECHNOLOGY IS A PART OF EVERY SINGLE INDUSTRY ANYWHERE, UH, THAT YOU, THAT YOU LOOK, UM, PROUD TO LET YOU KNOW THAT OUR COLLEGE WAS SELECTED TO BE A PART OF THE ACHIEVING THE DREAM NETWORK.
300 NETWORK COLLEGES ACROSS THE COUNTRY COMMITTED TO IMPROVING STUDENT OUTCOMES.
IT WAS LONG, FOUR YEARS TO GET US PREPARED TO BE AND ACHIEVING THE DREAM COLLEGE.
AND WE BECAME ENGAGED THIS SUMMER DURING THE KICKOFF.
AND WE'RE REALLY PROUD OF THAT WORK.
IT TOOK A LOT OF WORK FOR US TO BE ABLE, UM, UH, TO POSITION THE COLLEGE TO BE ABLE TO USE DATA, UH, VERSUS ANECDOTE, TO USE DATA, UH, FOR OUR PLANNING AND UNDERSTANDING HOW WELL OUR STUDENTS ARE DOING OR NOT DOING.
SO I WANNA SHARE WITH YOU A LITTLE BIT, SINCE WE'RE GLAND COUNTY TODAY, UH, WHAT A LITTLE SNAPSHOT OF WHAT OUR STUDENT POPULATION LOOKS LIKE IN GLAND COUNTY.
SO FALL 22, WE HAVE 290 STUDENTS REGISTERED FOR CLASSES AT REYNOLDS.

UM, THIS YEAR ALONE, THIS PAST ACADEMIC YEAR, WE AWARDED OVER $300,000 IN AID AND SCHOLARSHIP ASSISTANCE TO STUDENTS FROM GLAND COUNTY.
AND THE STUDENTS ARE ACCESSING US THROUGH DUAL ENROLLMENT.
THEY'RE ACCESSING US ONLINE, THEY'RE ACCESSING US, ACCESSING THE COLLEGE IN PERSON, BUT OVER $300,000 IN JUST ONE YEAR FOR, UH, SUPPORT AND AID FOR GLAND COUNTY STUDENTS.
STUDENTS LIKE KAIA, UH, WHO WAS AN ACA STUDENT, GRADUATED FROM REYNOLDS COMMUNITY COLLEGE A COUPLE OF WEEKS BEFORE SHE GRADUATED FROM HIGH SCHOOL, AND THEN DECIDED THERE'S MORE OPPORTUNITY AT MY LOCAL COMMUNITY COLLEGE.
AND IN DECEMBER, SHE WILL BE GRADUATING FROM REYNOLDS AGAIN THIS TIME FROM OUR REGISTERED NURSE PROGRAM ASSOCIATE OF SCIENCE IN NURSING.
UH, AND SHE WILL BE SITTING FOR AN NEX EXAMINATION.
SO AN ACA SUCCESS STORY, A DOUBLE RENTAL SUCCESS STORY, UH, SCHEDULED TO GRADUATE AND, AND, AND, UH, JOIN THE HEALTH PROFESSIONS WORKFORCE AS A REGISTERED NURSE.
SO YOU CAN BE VERY PROUD OF THE KINDS OF STUDENTS THAT ARE COMING OUT OF GLAND COUNTY.
SPEAKING OF DUAL ENROLLMENT, THIS YEAR, WE HAVE 285 STUDENTS ENROLLED IN OUR ADVANCED COLLEGE ACADEMY.
THESE ARE STUDENTS AGAIN, WHO, WHEN THEY COMPLETE THE PROGRAM, WILL BE GRADUATING FROM COLLEGE WITH AN ASSOCIATE'S DEGREE BEFORE THEY GRADUATE FROM HIGH SCHOOL, BEFORE THEY ATTEND THEIR HIGH SCHOOL GRADUATION.
WE HAVE 198 TOTAL GLAND ACA GRADUATES.
JUST SINCE THE PROGRAM BEGAN, 200 OF YOUR STUDENTS GRADUATED FROM COLLEGE BEFORE THEY GRADUATED FROM HIGH SCHOOL.
AND I WANT YOU TO CONTEMPLATE THE SAVINGS FOR THESE FAMILIES.
UH, WHEN THEY TRANSFER AS FULL JUNIORS WITH THE FIRST TWO YEARS OF COLLEGE, COMPLETELY UNDER THEIR BELT.
AND BECAUSE THESE ARE HONOR STUDENTS, THEY GO ON TO UVA, TO WILLIAM AND MARY TO VCU TO, UH, THEIR DUKES AT JAMES MADISON.
THEY TRANSFER ALL OVER WITH THEIR CREDITS IN TOW.
UM, AND AN ADDITIONAL, WE'RE EXPANDING DUAL ENROLLMENT BECAUSE NOT EVERY STUDENT, NOT EVERY HIGH SCHOOL STUDENT CAN GRADU CAN TAKE ON A FULL COLLEGE LOAD THEIR JUNIOR AND SENIOR YEAR.
BUT MAN, OH MAN, COULD THEY ABSOLUTELY BENEFIT FROM HAVING 10, 12, 15 COLLEGE CREDITS? UH, THEY CALL IT THE PASSPORT PROGRAM, WHERE YOU TAKE SOME GENERAL EDUCATION COURSES AND THEY TRANSFER WITH YOU.

SO WE'RE REALLY EXCITED THAT OUR DUAL ENROLLMENT IS GROWING OUTSIDE OF THE ACADEMIES AND REALLY EXPOSING MORE STUDENTS EARLY ON TO THE POSSIBILITY OF COLLEGE AND A POST-SECONDARY CREDENTIAL.
SO WE'RE DOING A LOT WITH OUR GLAND STUDENTS.
WE'RE HOPING TO DO MORE WITH OUR GLAND CAMPUS.

AND REYNOLDS COMMUNITY COLLEGE IS A PART OF THAT WINNING GRANT, UH, WITH THE PHARMACEUTICAL MANUFACTURING IN PETERSBURG AND RESEARCH AND DEVELOPMENT IN RICHMOND.
UH, OUR PORTION OF THE GRANT IS A DEEP STUDY INTO THE, THE NEEDS FOR LAB TECHNICIANS.
WHAT KIND OF PROGRAMS SPECIFICALLY IN THE ART AND D SIDE THAT IS JUST GROWING AND GROWING AND GROWING IN OUR REGION.
UH, SO WE'RE EXCITED TO GET STARTED IN THAT WORK OF REALLY UNDERSTANDING WHAT ARE THE SKILLS, WHAT'S THE CURRICULUM, THE SPACE NEEDS, ET CETERA, UH, FOR THAT.

BY THE SCHOOLS.AND AS YOU MAY OR MAY NOT KNOW, THE REASON FOR THIS PUBLIC HEARING IS BECAUSE WE ARE REQUESTING TO ADJUST THE BOTTOM LINE BUDGET BY MORE THAN 1% OF THE PREVIOUSLY ADOPTED BUDGET.
SO THEIR REQUEST TONIGHT IS FOR A TOTAL OF $2.1 MILLION.
AND IT, THAT'S A COMBINATION OF A LITTLE OVER 513,000 OF SCHOOL TURNBACK FUNDS, WHICH ARE LOCAL FUNDS GIVEN TO THE SCHOOLS, RETURN TO THE COUNTY AT THE END OF THE FISCAL YEAR.
AND THEN THEY'RE ASKING TO BE GIVEN THAT FOR USE IN FY 23.
AND, UM, TO HIT ON A FEW ITEMS THAT THEY'LL USE THIS FOR.
AND YOU HAVE THIS ALL ON YOUR BOARD PACKET, BUT THOUSAND OF THAT TURN BACK MONEY TOWARDS THEIR NEW GUC AND ELEMENTARY SCHOOL PROJECT.
UM, ANOTHER LARGER AMOUNT IS 183,000 FOR A PIECE OF, UM, STAFF BONUSES.
THE OTHER PART WILL BE FUNDED BY STATE AND OR FEDERAL GRANTS.
UM, AND THE REMAINDER ARE VARIOUS, VARIOUS PROJECTS JUST TO FIX UP THE SCHOOLS.
AND IT'S BROKEN BETWEEN ADMIN INSTRUCTION, MAINTENANCE TECHNOLOGY.
UM, THE LARGER PIECE OF THE 1.65 MILLION ARE STATE AND FEDERAL GRANTS.
UM, THE BIGGEST PORTION OF THIS THAT I WANTED TO POINT OUT FOR THE PUBLIC IS A SCHOOL CONSTRUCTION ALLOCATION, WHICH IS ABOUT 1.2 MILLION.
AND IT'LL BE GIVEN, UM, IT'S GIVEN TO THE SCHOOLS FOR WHICHEVER PROJECT TO USE.
UM, AND IT IS SCHEDULED FOR USE OF THE GUCCI ELEMENTARY SCHOOL PROJECT.

WHAT WE'RE ASKING OF YOU THIS EVENING IS $150,000 FROM TURN BACK TO BE ALLOCATED TOWARDS A NEW GES $550,000 THAT ARE LEFTOVER FUNDS FROM THE GUCCI MIDDLE SCHOOL HIGH SCHOOL PARKING PROJECT TO BE ALLOCATED TOWARDS A NEW GUCCI ELEMENTARY SCHOOL FOR A TOTAL OF 700 GRAND.
UH, THE $1.2 MILLION ARE FUNDS THAT WERE RECEIVED BY THE SCHOOL DIVISION THAT WE'D LIKE TO TURN BACK TO YOU TO BE USED FOR CAPITAL PROJECTS.
AND IT'S MY UNDERSTANDING THAT THOSE FUNDS HAVE BEEN BUDGETED IN FY 23 AND F Y 24 FOR SCHOOL DIVISION'S, CAPITAL PROJECTS.
SO THE MONEY COMES TO US, WE'D LIKE TO GIVE THAT BACK TO YOU OR ULTIMATELY OUR CAPITAL PROJECTS, BUT I WOULD LIKE TO MAKE THAT AVAILABLE FOR COUNTIES.

IT'S A DISTRICT ONE PROPERTY OFF OLD FREDERICKSBURG ROAD.
AND YOU CAN SEE BOTH FROM THERE AND FROM THE BLOW UP THAT IT'S SURROUNDED BY BLUE PROPERTY, MEANING TAXED AND GOLAND.
AND THAT PROPERTY WOULD BE COMING OVER TO, UM, THE TAX ROLLS FOR GOLAND.
AGAIN, WE'RE NOT MOVING ANY PROPERTY, BUT CHANGING THE TAX ROLLS.
THE SECOND GROUPING, THE REST ARE ALL NOW IN DISTRICT TWO.

AND THE ORIGINAL PROPOSAL FROM STAFF WAS THAT THIS PARCEL HERE IN BLUE WOULD ACTUALLY BECOME LOUISA PROPERTY AND THEN THE LINE WOULD JAG OUT THIS WAY AROUND THOSE TWO PROPERTIES.
UM, MR. HODGES HAD BEEN VERY ACTIVE IN GUC LINDA OVER HIS LIFETIME, ESPECIALLY WITH THE, UM, GLAND VOLUNTEER FIRE RESCUE.
AND SO HIS REQUEST WAS, COULD YOU PLEASE ACTUALLY TAKE THE OTHER PARCEL AND MOVE IT INTO GLAND SO THAT BOTH MY PROPERTIES WOULD BE IN GLAND RATHER THAN HAVE ME MOVE INTO LOUISA AND SENSE THAT STILL TAKES CARE OF THE ISLAND.
STAFF AGREED TO PUT THE PROPOSAL BEFORE YOU THAT THE BOUNDARY WOULD GO HERE AND HIS TWO PROPERTIES WOULD, WOULD BE IN GLAND THIS YELLOW ONE MOVING INTO GLAND AND THE ONE HE RESIDES IN, WHICH HAS BEEN TAXED IN GLAND.
SO WE MADE THAT CHANGE IN WHAT WE'RE PROPOSING TO YOU.
AND THEN IN THE FOURTH AREA, WE HAD ANOTHER CHANGE THAT WAS MADE.
THIS IS THE HIGH GROVE SUBDIVISION.
AND HERE, IN FACT, THIS WOMAN, THE THE WOMAN THAT, UH, MS. COLE LIVES IN THIS PROPERTY RIGHT HERE, ATTENDED THE MEETING WOULD BE COMING INTO GLAND.
BUT THE GENTLEMAN HERE ON THIS GREEN IS IN MR. HOPKINS.
AND HE SAID, I'VE LIVED IN LE BORN AND RAISED IN LOUISE, AND MY FAMILY'S IN LOUISA.
I REALLY WOULD RATHER NOT COME INTO GLAND, BUT HE ALSO OWNS THIS DARK BLUE PARCEL BEHIND HIM.
AND HE SAID, IF YOU TAKE THAT ONE INTO LOUISA, WE STILL CAN BRING THE BORDER AROUND THOSE TWO PROPERTIES AND HAVE A ONE CONTIGUOUS LINE FOR A BORDER.
AND SO STAFF AGREED, BUT LOUISA AND GOLAND STAFF AGREED TO PUT THAT IN THE PROPOSAL BEFORE THE BOARD SO THAT TWO OF THE RESIDENTS THAT WERE AFFECTED BY WHAT WAS ORIGINALLY PROPOSED BY STAFF MADE A REQUEST TO NOT HAVE THE CHANGE GO THROUGH AS ORIGINALLY PROPOSED, BUT ALSO PROVIDED STAFF THE OPPORTUNITY TO ELIMINATE ALL ISLANDS.
AND SO JUST HAVE THE ONE BORDERLINE GO DOWN.
AND SO THAT IS WHAT IS BEFORE YOU, UM, IN THE BOUNDARY LINE AGREEMENT TODAY, THE PROPOSAL ACHIEVES THE GOAL OF ELIMINATING ALL THE ISLANDS ALONG THE BORDER AND THE PROPERTY OWNERS WE'VE HEARD FROM, UM, SUPPORT IT, WHETHER IT'S THE MR. HODGES AND THE MR. HOPKINS WHO ACTUALLY HAD CONVERSATIONS WITH US OR THE COMMUNITY MEMBER WHO ATTENDED.
UM, WE HAVE NOT HAD ANYONE IN OPPOSITION AND WE DID RECEIVE ONE EMAIL IN SUPPORT, SOMETHING THAT ALSO WENT TO THE BOARD.
SO WHAT'S BEFORE YOU TONIGHT IS TO APPROVE THE AGREEMENT TO, TO CHANGE THE TAXING STATUS OF THESE PARCELS.
AND JUST SO YOU KNOW, WHAT WOULD HAPPEN FOR THE NEXT STEPS, THE AGREEMENT WE'RE ASKING FROM YOU TONIGHT IS CONTINGENT UPON THE LOUISA BOARD OF SUPERVISORS ALSO APPROVING THE SAME PROPOSAL THAT WILL BE BEFORE IT ON ITS MEETING NOVEMBER 7TH.
AND AGAIN, THAT'S SIMILAR WHAT WE DID LAST TIME, LOUISA APPROVED IT, WE APPROVED IT AT OUR JOINT.
EACH SEPARATE MEETINGS THEN WE'RE REQUIRED BY LAW TO SEND THE NOTICE OF THE APPROVAL OF THAT AGREEMENT TO THOSE SAME 10 PROPERTY OWNERS AND THEN FILE A JOINT PETITION WITH THE CIRCUIT COURT ASKING THE CIRCUIT COURT TO ENTER A ORDER APPROVING THE BOUNDARY LINE.
THAT IS WHAT, UH, JUDGE SAND HAD DONE FOR US IN 2019 AND WE FILED THAT WITH SECRETARY OF THE COMMONWEALTH.
THAT IS WHAT AFFECTS THE CHANGE IN THE BOUNDARY.
AND THEN, THEN I WOULD COME BACK BEFORE YOU TO ACTUALLY AMEND YOUR ELECTION DISTRICT ORDINANCE BECAUSE WHEN WE DID THE REDISTRICTING BOTH FOR US AND IN LOUISA, WE ACTUALLY CAME OUT AND AROUND THOSE LITTLE PARCELS.
AND SO WE WOULD SIMPLY BE AMENDING THOSE PORTIONS OF THE ORDINANCES THAT WENT AROUND AND AROUND THOSE 10 PARCELS AND ALL THAT, UM, WOULD COME BEFORE YOU AND BE DONE IN ORDER THAT

IN THE SPRING IS WHEN I EXPECT TO BE ABLE TO GET TO THE ELECTION DISTRICT ORDINANCE.UM, BECAUSE OF COURSE WE HAVE PRIMARIES THAT START IN JUNE, WHICH INCLUDE PRIMARIES EVEN FOR LOCAL OFFICES.
AND SO WE WANNA BE HAVE EVERYTHING STRAIGHT FROM THAT TIME.
THE, UM, CENSUS WOULD PICK UP THE CHANGE TO THIS BE BORDER IN THEIR NEXT ANNUAL UPDATE.

AND SO THEY, THEY WOULD CONTINUE TO GET THOSE SERVICES.
UM, THEY DO VOTE, UM, IT WON'T MATTER FOR THIS ELECTION BECAUSE BOTH OF THESE AREAS ARE IN THE SAME, UH, HOUSE OF DELEGATES.
SO IT WON'T, WON'T MATTER THAT THEY WILL BE VOTING WILL THEY BE, BUT THE REGISTRARS WILL PICK THEM UP FOR THE LOCAL ELECTIONS FOR NEXT YEAR.
THEY'LL BE IN THE APPROPRIATE PLACE.
THEY'LL ACTUALLY BE ABLE TO VOTE FOR THE PEOPLE WHO ARE TAXING THEM, UM, WITHIN THEIR JURISDICTION AS WELL.
UM, AT SCHOOLS, THERE ACTUALLY ARE NO STUDENTS, UH, CURRENTLY OCCUPYING ANY OF THESE HOMES.
UM, AT ONE POINT IN TIME WE BELIEVE THAT THERE WOULD BE, BECAUSE MR. HOPKINS HAD A STUDENT IN HIS HOUSE AND WE WERE CONCERNED ABOUT THE FACT THAT WE GOT THE TAX REVENUES AND THEN LOUISA COUNTY WAS STILL PROTECTS EDUCATING HIS CHILD.
AND I KNOW THE COUNTY ADMINISTRATOR SPOKE TO YOU ALL ABOUT WHETHER YOU'D BE WILLING TO, UM, PAY THE, JUST THE MINIMUM AMOUNT THAT ANY SCHOOL CHANGE CHARGES THE LOCAL AMOUNT IF THEY HAVE SOMEBODY FROM OUT OF DISTRICT.
WHEN MR. HOPKINS THEN CAME FORWARD AND ASKED IF HE COULD STAY IN LOUISA, WE NO LONGER HAVE A STUDENT IN ANY HOUSE THAT'S CHANGING.
SO THIS IS A, AN OPTIMAL TIME TO CHANGE FROM THAT PERSPECTIVE BECAUSE NEITHER THEIR BOARD WOULD PICK UP OR, OR, UH, CHANGE ANY, ANY CHILD WHO'S IN SCHOOL, UH, OR HAVE A COST ASSOCIATED WITH THAT.
DO, DO YOU KNOW HOW MANY HOMES ARE IN THE HIGH GROWTH SUBDIVISION? I DO NOT OFF THE TOP OF MY HEAD KNOW HOW MANY HOMES, LIKE 48 OR 40 HOMES WILL BE IN ONE SUBDIVISION COVERED BY THEIR HOMEOWNERS ASSOCIATION EXCEPT FOR THIS PART.
IS THAT CORRECT? UM, THIS IS STILL COVERED BY THE COVENANTS IN THE SUBDIVISION BECAUSE THE COVENANTS, IF YOU REMEMBER, ARE, YOU KNOW, PERSONAL TO THE HOMEOWNERS THERE.
