THE PROPERTY IS ZONE BUSINESS GENERAL.
THE PROPERTY TO THE SOUTH IS AGRICULTURAL LIMITED.
UM, THERE IS SOME ADDITIONAL COMMERCIAL, UM, ACROSS THE STREET TO THE EAST, AND THEN THERE'S ALSO RESIDENTIAL ACROSS THE STREET AS WELL.
THE COMPREHENSIVE PLAN DOES DESIGNATE THIS PROPERTY FOR COMMERCIAL USE.
THIS IS AN AERIAL OF THE PROPERTY.

THAT WAS, UM, THE, UM, MEDICAL OFFICE ON BROAD STREET.
UM, SO THAT, THAT WAS ONE OPTION THAT THEY COULD HAVE OR THE OPTION IS TO GET A CONDITIONAL USE PERMIT, DO NOT DO ANY, UM, REMAIN IN, UM, THE FLOOD FRINGE.
UM, BUT WE COULD THEN IMPOSE CONDITIONS THAT WOULD PROTECT THE FLOOD AWAY FROM IF THERE WAS ANY, UM, WEATHER EVENT THAT WOULD CAUSE, UH, FLOODING THE APPLICANT HAS CHOSEN TO, UM, TO, TO STAY IN THE FLOOD FRINGE.
AND, UM, THAT'S WHY THE, THE CONDITIONS ARE IMPOSED AND YOU'LL, I'LL GO INTO DETAIL ABOUT THAT IN A SECOND.

UM, A CONDITIONAL USE PERMIT WAS ISSUED FOR, UH, YARD WORKS BACK IN 2012 IN ORDER TO OPERATE A LANDSCAPING SUPPLY BUSINESS ON THE PROPERTY.
UH, THIS PROPERTY IS WITHIN THE, UH, PATTERSON AVENUE, UH, UH, RIVER ROAD, UH, OVERLAY DISTRICT.
SO, UM, THEY DID HAVE TO GET A CON, UM, A CERTIFICATE OF APPROVAL BACK IN 2012 BEFORE THEY COULD, UM, UH, HAVE THEIR P D APPROVED.
UM, THE PERMIT WAS ISSUED FOR 10 YEARS, SO 2012.
THE USE IS CONSISTENT WITH THE COMPREHENSIVE PLAN, AND THEY ARE NOT PLANNING TO DO ANY OPERATIONS INTER ANY DIFFERENTLY THAN THEY HAVE OVER THE LAST 10 YEARS.
UM, SO AS PART OF THE RENEWAL PROCESS, THE APPLICANT DID APPLY TO, UM, HAVE THIS RENEWED PRIOR TO THE DEADLINE DATE FOR THEM TO MAKE THE APPLICATION.
BUT WHEN STAFF WENT OUT TO THE SITE TO DO JUST AN INSPECTION, WE DID NOTICE THAT THERE WERE SOME INCONSISTENCIES WITH, UM, THE, UM, WHAT WAS ON THE GROUND AND WHAT WAS APPROVED IN FOR THE P O D BACK IN 2012.
UM, THEY WERE ABLE TO ADDRESS THOSE VERY QUICKLY.
SO, UM, WE WERE ABLE TO COME UP WITH, UM, UH, AN, AN OPPORTUNITY FOR THEM TO CONTINUE THE OPERATION, UM, IN THE SAME MANNER THAT THEY ARE DOING, BUT AT THE SAME TIME PROVIDE SOME ADDITIONAL PERFECT PROTECTIONS TO THE FLOODWAY.
AND THAT IS WHAT IS ON THIS PLAN THAT YOU CANNOT PROBABLY READ.
UM, IT IS, HAS BEEN REDLINED, BUT IT IS CONSIDERED AN EXHIBIT BECAUSE THIS IS WHAT THEY'RE GONNA BE REQUIRED TO DO.
SO, UM, JUST A LITTLE BIT OF BACKGROUND AS TO SOME OF THE CONCERNS THAT BOTH THE, UM, THE STAFF HAD, BUT ALSO THE, UM, THE BUSINESS OWNER ALSO BROUGHT TO OUR ATTENTION.
SO THE WAY IT IS A VERY, VERY TIGHT SITE, UM, MY CURSOR IS SHOWING YOU WHERE THEY WOULD ENTER THE SITE FOR PAT OFF PATTERSON AVENUE.
THE BERM IS RIGHT HERE, AND THEY HAD, UH, ALLOWED FOR, UM, AN ENTRANCE INTO THE BERM THAT WAS LEFT OPEN.
UM, THEY DID HAVE SOME PROTECTION MEASURES IN PLACE, BUT THIS WAS NOT CONSISTENT WITH WHAT WAS APPROVED ON THE PLAN.
AND SO THE REASON FOR IT BEING IS THAT SINCE IT IS SUCH A TIGHT SITE, IT ACTUALLY IS QUITE DANGEROUS THAT THEY DON'T HAVE AN OPPORTUNITY TO PROPERLY TURN THE TRUCKS AROUND AND COME BACK, UM, BACK OUT OF THE SITE.
SO, UM, WHAT, UH, WE DID COME UP WITH SOME STANDARD OPERATING PROCEDURES AND SOME IMPROVEMENTS TO THE, THE ENTRANCE TO THE BERM, UM, TO THE, TO THE BACK PART OF THE PROPERTY, WHICH IS ACTUALLY THE FLOODWAY, WHICH IS NOT TO BE DISTURBED.
UM, AND I WILL SHOW YOU A LITTLE BIT ABOUT THAT IN A IN A SECOND.
SO, YEAH, SO AS YOU CAN SEE ON THE, ON THE EXHIBIT ON THE SCREEN NOW, UM, THE PROPERTY WHERE, UM, THE BERM IS LINES RIGHT UP TO WHERE THE FLOOD FRI UH, THE FLOOD FRINGE IS NOT, UM, SHADED.
THE FLOOD WAY IS SHADED, AND THE FLOODWAY IS WHAT IS ULTIMATELY MEANT TO BE PROTECTED ALONG WITH, UM, ANYTHING DOWNSTREAM.
SO, UM, WHAT WE DECIDED IS LIKE THEY'RE GOING TO BE, UM, UH, CONSTRUCTING A, UM, A BERM, UM, NEXT TO THE BERM.
IT'S A RAMP, EXCUSE ME, A RAMP THAT WILL BE TWO FEET TALL THAT WILL ALLOW THEM TO CROSS OVER WITH THEIR LARGE TRUCK SO THEY CAN GO BACK AND TURN AROUND.
THEY'RE NOT GONNA BE STORING ANYTHING BACK THERE.
THE TRUCKS AREN'T TO BE PARKED BACK THERE.
THEY'RE LITERALLY JUST COMING TO TURN AROUND.
UM, THAT ADDITIONAL, UH, TWO FEET WILL PROVIDE LIKE THE, THE BASE FOR, UM, THE REST OF WHAT WE ARE REQUIRING THEM TO DO.
SO THEY'RE GONNA NEED TO PROVIDE A BARRIER ON SITE.
THE, THEY'RE GONNA HAVE TO HAVE A JERSEY WALL, UH, PROPER STONES AND THE EQUIPMENT TO MOVE THE JERSEY WALL AND STONES IN THE EVENT OF A FLOOD, UM, A FLOOD EVENT.
SO, UH, IN ADDITION TO THAT, THEY ARE

REQUIRED TO MONITOR THE WEATHER.UM, AND IN THE CONDITIONS THERE'S VERY SPECIFIC AS FAR AS, UH, WHAT THE STONE IS AND THE TIMING AS FAR AS LIKE WHAT THE WEATHER, IF THEY CALL FOR A CERTAIN TYPE OF WEATHER.
UM, THEY'RE ALSO, UM, IS SOME SOPS, SOME STANDARD OPERATING PROCEDURES FOR THE ENTRANCE ON PATTERSON AVENUE AS WELL.
SO WE DON'T WANT THE, THE FLOOD COMING ON TO THE PROPERTY AND THEN IMPACTING POTENTIALLY THE FLOODWAY.
UM, AND ALSO LASTLY, ALL STRUCTURES THAT ARE ON THE PROPERTY NEED TO BE, ARE SECURED AND NEED TO REMAIN SECURED, AND ANY NEW NEED TO BE ANCHORED TO THE GROUND.
SO AS IF THERE IS A FLOOD OF IT, IT WOULD NOT BE WASHED IN THE, UM, FLOODWAY AND THEN ULTIMATELY COULD DAMAGE PERSON OR PROPERTY DOWN THE DOWN THE, UM, CREEK.
SO THERE WAS A COMMUNITY MEETING HELD BACK IN MARCH, UM, PLANNING COMMISSION MEMBER MR. PUCK, AND THERE WERE TWO OTHER CITIZENS IN ATTENDANCE.
UH, THE CITIZENS DID NOT HAVE ANY CONCERN ABOUT THE OPERATION.
UM, AND IN THE LAST 10 YEARS, UM, I JUST LOOKED BACK AT ALL OF OUR RECORDS.
UH, WE DID NOT FIND THAT THERE WAS ANY COMPLAINTS ON THE PROPERTY SINCE 2012.
SO IN FRONT OF YOU ARE THE CONDITIONS, A MAJORITY OF THEM ARE EITHER ELIMINATING CONDITIONS THAT NO LONGER PERTAIN OR BRING THEM KIND OF INTO LINE WITH OUR CURRENT, UH, CONDITION STANDARDS.
SO I WILL GO THROUGH THEM, UH, QUICKLY.
UH, THE FIRST ONE ALLOWS FOR THE LANDSCAPING BUSINESS TO AND SUPPLY BUSINESS TO OCCUR ON THE PROPERTY UNDER THESE CONDITIONS.
PLANET DEVELOPMENT WOULD NEED TO BE APPROVED, UM, BEFORE, UM, MOVING FORWARD WITH THE THE NEW PLAN.
SO THESE ARE THE STANDARD OPERATING CONDITIONS.
UM, THEY DO, UM, REQUIRE A MONITORING OF THE NATIONAL WEATHER SERVICE.
WHENEVER WE HEAR THAT THERE'S LIKE A STORM COMING, THEY WOULD RE REQUIRE TO, TO, UM, FOLLOW, UM, THE INSTRUCTIONS UP THERE.
UM, AND THEN IN THE EVENT THEY ARE REQUIRED TO, TO MITIGATE, UM, ANY IMPACT THEY'RE NEEDING TO PLACE THE JERSEY WALL.
I MEAN, BASICALLY THE, THE THINGS THAT I DISCUSSED BA THE WALL, CERTAIN TYPES OF, UM, DEPTH AND TYPES OF STONE AS WELL AS, UM, YOU KNOW, UH, HAD THE, HAD THE EQUIPMENT ON SITE RIGHT THERE.
AND THAT'S, THAT WORKS BECAUSE THEY ARE A LANDSCAPING SUPPLY BUSINESS.
SO THEY DO HAVE ALL THE EQUIPMENT THAT, UM, IS THERE ON A DAILY BASIS.
UM, AND THEN I HAD MENTIONED THEY WOULD ALSO, UH, BE REQUIRED TO, UM, UH, PROVIDE THE SAME SORT OF PROTECTION ON PATTERSON AVENUE AS WELL AS TIE DOWN ANY, UH, ANY NEW STRUCTURE.
UH, THEY MUST CONTINUE TO FOLLOW THE, UH, CONDITION, UH, CERTIFICATE OF APPROVAL.
AND THEN THERE'S SOME LIMITATION ON SIGNAGE, UH, 32 SQUARE FEET.
AND THEN LASTLY, OUR, UH, TRANSFER LEASE WHERE IF THEY WERE TO SELL THE PROPERTY OR TO LEASE IT TO SOMEBODY ELSE, THEY WOULD NEED TO NOTIFY THE COUNTY AND THEN ALSO NOTIFY THE, THE NEW OWNER OR L OF THE CONDITIONS.

UM, WE WEREN'T ABLE TO MEET THE DEMAND IN CENTRAL VIRGINIA.

UM, STATE CODE REQUIRES LOCALITIES THAT WE ALLOW THESE BY, RIGHT? THESE ARE THE ONES THAT ARE UP ON THE ROOF TOP, A HOUSE, UM, ROOFTOP OF AN, UM, INDUSTRIAL FACILITY OR WHATEVER WHERE YOU'RE ALLOWED TO PRODUCE SPECIFICALLY, UM, FOR YOUR SITE.
THEY'RE DESIGNED TO SERVE THAT SITE.
THEY'RE NOT DESIGNED TO, WELL, WE'RE GONNA PRODUCE JUST ENOUGH FOR OURSELVES, BUT WE'RE GONNA SEND 50 MEGAWATTS TO THE, UH, TO THE GRID.

THEIR INTERCONNECTED WITH THE DISTRIBUTION SYSTEM DOES HAVE A MAX CAPACITY OF 1.5 MEGAWATTS, AND YOU CAN'T USE MORE THAN 25% THE CONTIGUOUS LAND OWNED OR OPERATED BY THE FARM.
SO REALLY THIS IS IN A SOLAR ENERGY FACILITY WHOLESALE.
THIS IS JUST A LITTLE BIT ADDITIONAL THAT YOU CAN GAIN, UM, IN AN AGRI AGRICULTURE OPERATION.
UM, AGAIN, THIS IS WHAT'S TYPICAL THAT YOU SEE MOST OFTEN ACCESSORY IS PEOPLE PUT, UH, SOLAR PANELS ON THE TOP OF OUR HOUSE.
THAT'S THE TYPICAL ACCESSORY OPERATION, UH, WHERE WE'RE TALKING ABOUT SUPPLEMENTARY, UM, SOLAR ENERGY, SUPPLE, SUPPLEMENTARY, SORRY, IT TONGUE TWISTER.

UM, THE DEFINITION WOULD REALLY LIMIT IT TO, UM, 10% OF THE PROPERTY IN WHICH IT'S LOCATED.
UM, THE FACILITY MAY BE UTILIZED FOR ONSITE CONSUMPTION AS WELL AS FOR THE WHOLE GEN, WHOLESALE GENERATION OR DISTRIBUTION OF

ELECTRICITY.UM, ONE OF THE LIMITATIONS THAT COMES ABOUT WITH THIS IS THAT WHEN YOU FOCUS ON THE 10% OF THE PROPERTY, IS THAT WE WANT THOSE INDUSTRIAL PROPERTY UTILIZED.
AS I SAID, FOR THE INDUSTRIAL USE OR THE JOBS AND THE LIKE, OUT OF THEIR ACREAGE, THEY CAN TAKE 10% AND TURN IT OVER TO SOLAR PANELS.

SO IF THEY HAVE A LARGE, UM, INDUSTRIAL BUILDING, UM, AND THEY WANT TO ADD THE SOLAR ON TOP OF THAT TO BE USED BY BOTH BY THEMSELVES AND POTENTIALLY GO THE GRID, THAT'S FINE.
IF THEY WANT TO HAVE ONSITE SOLAR CAPABILITIES FOR PANELS, FOR OTHER TYPES OF USES, IT'S LIMITED TO 10%.
UM, JUST GAVE AN EXAMPLE, UH, BEING SIMPLE MATH FOR ME.
UM, YOU'RE TALKING ABOUT YOU HAVE A 25 ACRE SITE.
THEY WANT TO UTILIZE THEIR EXISTING STRUCTURE, UM, WITH THE PRINCIPLE USE FOR THAT, THEY'D BE ALLOWED TO HAVE 2.5 ACRES OF FREESTANDING SOLAR ARRAY, AND HOPEFULLY THEY WOULD ALL BE THAT SIMPLE IF THEY CAME FULL.
UM, THE NEXT IS, UH, THE BIGGER USE THAT'S OUT THERE IN WHICH YOU HEAR ABOUT CONTINUOUSLY IN THE NEWS SURROUNDING COMMUNITIES, ESPECIALLY IN RURAL LOCALITY CONCERNS AS A SOLAR ENERGY FACILITY PRINCIPLE.

WHAT WE'VE TAKEN INTO ACCOUNT THIS POLICY IS A LOT OF LESSONS LEARNED FROM THE, THE BROADER VIRGINIA COMMUNITY AND SOLAR, UM, THINGS THAT YOU ALSO HEAR MOST OFTEN WHEN YOU

HAVE CONVERSATIONS WITH CITIZENS OR DEVELOPERS OR ANYONE ABOUT WHAT THE SOLAR, UM, I WILL SAY AS, AS I'VE, I'VE WORKED ON AN ORDINANCE PREVIOUSLY ON THIS AS WELL AS, UM, GOING TO TO WORK WITH MY PEERS ACROSS DIFFERENT COLLEAGUES.WHAT'S IN OUR POLICY IS PRETTY MUCH A LOT OF COMMONALITY WITH WHAT OTHERS ARE ASKING FOR.
A LOT OF IT HAS TO DO WITH, UM, EROSION CONTROL AND A LOT OF, UM, PROTECTION OF VIEW SHEDS.
I THINK THAT'S ALWAYS BEEN A, A LITTLE BIT OF CONCERN, UM, OF PEOPLE.
AND A PROMOTION OF, UM, WHICH IS GENERALLY A PRETTY QUIET USE, ESPECIALLY THE SOLAR ENERGY FACILITIES PRINCIPLES, THE LARGER ONES.
UM, A LITTLE BIT OF, UM, OUTTA SIGHT, OUTTA MIND FOR PEOPLE.
UM, BUT I THINK THEY'VE NOTICED AT THE SCALE OF THESE THAT YOU DO HAVE TO TAKE, UM, PRETTY GOOD CONSIDERATION ABOUT DIFFERENT IMPACTS IN COMMUNITIES.
WONDERING, I ASKED WAS THAT I HAVE A PIECE OF PROPERTY IN MECKLENBURG COUNTY.
AND I WAS JUST, I MEAN, I DON'T KNOW WHY I DIDN'T, WELL THERE'S ALSO WASN'T VERY CLEAR AS TO WHY THEY DID IT.
THERE'S, THERE'S ALSO A CONSIDERATION OF LAND VALUE.
UM, IF IT CONSIDER THERE'S, IT'S, IT'S WHAT'S, WHAT'S RETURNED OFF OF THAT LAND, ALLOW THE SMALLER LOCALITIES, UM, ESPECIALLY WHEN IT, IT WAS COMING ABOUT, WHEN I SAY SMALL, I MEAN AS FAR AS POPULATION LARGE IN LAND, UH, RICH IN LAND, POOR IN OTHER RESOURCES.
UM, WHAT IS THE RETURN INTO THE TAX ROLLS FOR THAT SOLAR ENERGY FACILITY VERSUS WHAT OTHER USES COULD BE ON THEIR PROPERTY OR FARMING USES.
UM, AND A LOT OF THE RURAL HAS ALSO FELT A, A CHALLENGE.
AND I THINK MAYBE THERE IS SOME CONCERN IN THIS LOCALITY, WELL, ABOUT CHANGING OR, OR DRIVING AWAY THE FARMING, UH, USE OR THE FALL, THE SMALL FARMER, UM, TYPE OF ABILITY.
UM, I KNOW A FEW YEARS AGO BEFORE, UM, WHAT'S COME ABOUT WITH THE, THE ABILITY TO GET REVENUE SHARE, THERE WAS A LOT OF CONCERN TO SMALLER LOCALITIES CUZ BASICALLY ALL THEY WERE GETTING WAS, UH, RENTAL, REAL ESTATE TAX, NOT MUCH OF THAT ON LARGE AGRICULTURAL PARCELS.
UM, WHEREAS SOME OF THE MORE SUBURBAN COUNTIES, THAT WASN'T MUCH OF CONCERN WITH THEM CUZ YOUR LAND TAX VALUE WAS, WAS SO MUCH HIGHER, UM, FOR THAT.
BUT, YOU KNOW, THERE'S A LOT OF THE VARIETY OF CONCERNS I THINK THAT HAVE RISEN IN THIS POLICY.
AND WHAT YOU'VE HEARD RECENTLY WITH OUR NEIGHBOR LOUISA, UM, THESE STANDARDS HAVE SORT OF BEEN, UH, BECOME COMMON PRACTICE ACROSS THE COMMONWEALTH.
YOU KNOW, IF YOU TAKE A 90 ACRE PIECE OF PROPERTY LIKE THE ONE WE JUST REZONED FOR 20 LOTS MM-HMM.
AND THAT'S ONE OF THE THINGS THAT NEEDS TO BE CONSIDERED, ACTUALLY SAY IT'S BETTER FOR THE COUNTY.
AND THAT'S SORT OF LIKE THE, THE CHALLENGES I THINK A LOT OF THE AWARDS HAVE HAD TO FACE TO DO THAT.
UM, YOU KNOW, FOR US WE ARE A LITTLE BIT MORE OF AN AOUS THAN SOME OTHER LOCALITIES BECAUSE WE ARE NEAR A METROPOLITAN AREA.
SO WE, OUR LAND VALUES ARE ANTICIPATED.
PEOPLE WANT TO CREATE THAT RESIDENTIAL ENVIRONMENT.
OTHER LOCALITIES, THERE'S JUST A, IT'S A LOT OF LAND AND NOT A LOT OF THE, THE PRESSURES THAT WE'RE FACING.
UM, SO IT IS A BALANCE THAT HAS TO BE CONSIDERED IS WHAT'S YOUR RETURN ON THE LAND.
JUST LIKE YOU SAID, FROM A TAX, A TAX PERSPECTIVE, INFRASTRUCTURE AND THOSE TYPE OF THINGS.
AS THOUGH I'LL TELL YOU, IT'S LIKE, WELL, IT'S NOT SCHOOL CHILDREN, BUT IT IS.
UH, THERE IS SOME IMPACTS ON OUR, ON OUR COMMUNITY.

BUT AT THE SAME TIME, WHY NOT PUT IT IN INDUSTRIAL? CAUSE IF, YOU KNOW IT MAKES SENSE AND THEY CAN MAKE THE NUMBERS WORK, PUT IT IN INDUSTRIAL.
UH, WE GOT A COUPLE OF QUARRIES.
I THINK THAT SOMEDAY, MAYBE NOT IN MY LIFETIME, ARE GONNA GET EXHAUSTED, NOT GONNA BE QUARRIES ANYMORE.
AND SOME OF THE WAY THIS IS PHRASED, IT MIGHT BE THAT ONLY 10% OF THAT LAND COULD BE USED FOR A SOLAR COLLECTION FACILITY, WHICH IS WHAT WE REFER TO 'EM AS.
THE WORD FARM IS COWS, PIGS, HOGS, VEGETABLES, I MEAN HAY.
I MEAN THESE ARE COLLECTION FACILITIES.

SO IT COULD HAVE FINANCIAL IMPACT IF, IF WE DON'T KNOW WHAT WE'RE DOING AND GETTING INTO, AND AGAIN, I'M, I'M GETTING EDUCATED, SO DEFERRING IT TO ALLOW THE REST OF US TO GET EDUCATED.

UH, WHETHER WE LIKE IT OR NOT, SO MANY FOLKS IN YOUR SEATS ARE GETTING CRASH COURSES AND ALL THINGS SOLAR ENERGY ACROSS THE STATE.
THERE'S A LOT TO LEARN, THERE'S A LOT TO KNOW.
IT'S IMPORTANT THAT WE GET THIS POLICY RIGHT.
UM, ACTUALLY I HAD THE CHANCE TO BE WITH YOUR BOARD OF SUPERVISORS IN THIS ROOM IN APRIL OR MAY EARLIER THIS SPRING, INTRODUCING MYSELF AND WHAT WE'RE UP TO.
UM, SHARED A COUPLE OF THOUGHTS ON WHAT WE THOUGHT IS GOOD ORDINANCE LANGUAGE AND WAS VERY HAPPY TO SEE A LOT OF THAT INCLUDED HERE.
UH, APPRECIATED THE MENTION OF THE VIRGINIA ENERGY PLAN ENERGY, RIGHT.
YOUNGIN'S ADMINISTRATION WITH SOME CONSTRUCTIVE FEEDBACK ON HOW WE CAN BUILD SOLAR AND OTHER ENERGY SOURCES RIGHT BY RURAL COMMUNITIES.
UM, RECENTLY GOVERNOR YOUNGIN ALSO APPOINTED ME TO THE VIRGINIA SOLAR ENERGY AND ENERGY STORAGE AUTHORITY.
EXCITED TO CONTINUE THAT WORK IN A NEW WAY.
UM, COUPLE OF AWESOME THINGS ABOUT YOUR ORDINANCE.
UH, FIRST, THE DECOMMISSIONING LANGUAGE.
PEOPLE ARE TALKING ABOUT THAT ALL THE TIME.
WE WANNA RETURN THIS LAND TO ITS RENEWAL STATE OR BETTER AT THE END OF ITS USEFUL LIFE.
YOU WILL JOIN BY MY COUNT, UH, THE 27 OTHER COUNTIES ACROSS VIRGINIA THAT HAVE STRONG DECOMMISSIONING LANGUAGE AND FINANCIAL ASURITY SO THAT THE MONEY IS THERE, SET ASIDE FOR DECOMMISSIONING WHEN THAT TIME COMES.
BUFFERS AND SETBACKS ARE BOTH VERY IMPORTANT.
WE WANT THESE TO BE OUTTA MIND AND OUT OF SIGHT.
I PERSONALLY AM A NEIGHBOR IN CHESTERFIELD COUNTY TO A 50 SOMETHING MEGAWATT PROJECT THAT'S, UH, UNDER DEVELOPMENT AND BEING CONSTRUCTED.
WE THINK IT'S A PHENOMENAL LAND USE AS A NEIGHBOR, MUCH BETTER THAN A ANOTHER SUBDIVISION.
FOLKS ASK WHAT THE BENEFITS ARE TO THE COMMUNITY.
WHILE THESE THINGS PAY A WHOLE LOT OF TAX REVENUE WITHOUT CAUSING STRAIN ON OTHER COUNTY SERVICES, UM, WE WANT THESE PROJECTS TO BE BUILT THE RIGHT WAY.
WE WANT THEM TO BE GOOD NEIGHBORS.
AS A CONSERVATIVE ORGANIZATION, WE TALK A LOT ABOUT PROPERTY RIGHTS, AS MR. LYLE SAID, YOUR RIGHT TO USE YOUR LAND, HOW YOU SEE FIT SO LONG AS YOU'RE NOT ADVERSELY AFFECTING YOUR NEIGHBOR.
THERE'S A COUPLE ITEMS IN THE ORDINANCE, I THINK COULD, THAT COULD BE STRENGTHENED TO HELP PROTECT PROPERTY RIGHTS.
AND I'LL GO THROUGH THEM QUICKLY.
TWO MILE SEPARATION BETWEEN PROJECTS.
I'VE SEEN SEVERAL LOCALITIES IMPLEMENT SOMETHING LIKE THIS, FIVE MILES, TWO MILES, ONE MILE, HALF MILE, AND THEN WALK THAT BACK.
YOU'RE ESSENTIALLY PUTTING A LAND USE IN ONE SPACE AND TELLING EVERYBODY WITHIN TWO MILES THAT THEY'RE NOT ALLOWED TO USE THEIR LAND IN THAT WAY.
UH, IT'S HURTING THE PROPERTY RIGHTS OF NEIGHBORS

A TYPICAL LANDOWNER MIGHT NOT KNOW WHAT THEIR SOILS ARE, AND I THINK WE'RE ALSO NEEDING TO ENTER INTO THESE CONVERSATIONS A LOT ABOUT VOLTAIC, UH, CLOSE VERY QUICKLY, BUT THERE'S GRAZING OPERATIONS TAKING PLACE UNDER PANELS, WHICH WOULD MAKE USE OF YOUR HOPEFULLY NEW SLAUGHTERHOUSE NOT, UH, FAR FROM NOW.
