SO THIS IS KIND OF COMING HOME AND, UM, I'M EXCITED TO BE HERE AND SERVE.

SO THAT BEING SAID, UH, WE'RE HERE TO DISCUSS THE COURTHOUSE VILLAGE SMALL AREA PLAN.

AND I DO WANNA EMPHASIZE, AND YOU'LL HEAR THAT A LOT TONIGHT, IT IS AN EVOLVING DRAFT, SO IT'S A LIVING, BREATHING DOCUMENT AS WE'RE GOING THROUGH THIS.

AND BY THAT I MEAN, THERE'S STILL A LONG PROCESS TO GO AND WE RECOGNIZE THAT, RIGHT? WE'VE SOLICITED PUBLIC INPUT SO FAR.

WE'VE DONE SURVEYS, WE'VE, UM, HAD COMMENTS UP WHERE FOLKS CAN LEAVE COMMENTS VIA EMAIL FOR MONTHS NOW.

BUT IT'S IMPORTANT TO EMPHASIZE THAT, YOU KNOW, WHAT WE HEAR IN GLEAN FROM YOU ALL TONIGHT AND FROM OUR ONLINE COMMENTS FEATURE WILL ACTUALLY BE, UM, DIGESTED OVER THE MONTH OF DECEMBER AND EARLY JANUARY.

UM, ONCE WE HAVE, FROM THAT, WE'LL HAVE A WORK SESSION WITH THE BOARD OF SUPERVISORS AND PLANNING COMMISSION MEMBERS.

UM, ALSO IN FEBRUARY THERE'S THE PLANNING COMMISSION.

THEY'RE TENTATIVELY LOOKING AT, UM, HAVING A PLAN PLANNING COMMISSION MEETING ON HAVING A PUBLIC HEARING FOR EACH PLAN, AND THEN POTENTIALLY HAVING ADOPTION OF THESE PLANS IN MARCH.

AND AGAIN, THESE ARE TENTATIVE TIMELINES.

UM, THEY'RE BASED ON THE FACT THAT THIS IS WHAT YOU'RE GOING TO HEAR ABOUT A VERY LONG RANGE PLAN.

IT'S A 20 YEAR PLAN TO COMPLIMENT THE EXISTING COMPREHENSIVE PLAN AS AN UPDATE.

SO WE'RE LOOKING AT THAT AS A WAY TO HOW DO WE LOOK AND HAVE A VISION FOR GROWTH AS THINGS MOVE FORWARD.

WE'RE SEEING THE ONE OFF DEVELOPMENTS RECOGNIZING THAT.

SO HOW DO WE, IN A NICE WAY, EMBRACE IT AND MAKE SURE THAT WE KEEP THE CHARACTER IN THE COMMUNITY FIBER VIBRANT LIKE IT IS NOW? SO I DO WANNA EMPHASIZE THAT TONIGHT WE DO HAVE, UH, COMMENTS, QUESTIONS, AND ANSWERS AFTER THE PRESENTATION.

AND FINALLY, BRANDING.

UM, SO WHAT'S IMPORTANT TO KNOW AS WE START OUT IS, UH, THIS PARTICULAR, UH, IDEA, AND THAT'S, THAT OUR PLAN IS REALLY PART OF AN UPDATE OF THE 2015 COMPREHENSIVE PLAN.

UM, AND IN FACT, WHAT WE CALL, WHAT WE CALL WHAT WE'RE DOING FOR OUR, FOR COURTHOUSE VILLAGE IS A, IS A SMALL AREA PLAN, BUT THE COMP PLAN FOR GUC COUNTY WAS WRITTEN, THE MOST RECENT ONE IN 2015.

IT, IT ACTUALLY HAD A REALLY BOLD, UH, IDEA IN IT.

AND THAT WAS THAT 85% OF THE LAND IN THE COUNTY IS SUPPOSED TO REMAIN OPEN IN AGRICULTURE.

THAT'S REALLY BOLD AND REALLY A VISIONARY.

THE REMAINING 15% OF THE LAND WILL BE WHERE THE DEVELOPMENT OCCURS.

AND IT'S, UH, AND SO, UH, SO IT'S, IT'S NOT THAT YOU CAN JUST LET THAT REMAINING 15% JUST DO WHAT IT WANTS TO DO.

IT'D BE SPRAWL.

IT WOULD BE A DISASTER.

IT WOULD BE MESS.

SO THAT REMAINING 15% NEEDS TO BE DONE IN THE GO WAY, NEEDS TO BE THOUGHTFUL, NEEDS TO BE RESPONSIBLE.

AND SO IF YOU LOOK AT THE, UH, THE, THERE WERE THREE VILLAGES THAT WERE ALSO MENTIONED IN THE COMPREHENSIVE PLAN THAT, UH, SHOULD RECEIVE A LOT OF THIS, UH, FORTHCOMING DEVELOPMENT.

AND THEY WERE CENTERVILLE GLAND COURTHOUSE.

AND THERE'S ONE OTHER, RIGHT NOW WE'RE WORKING ON THE TWO VILLAGE PLANS, UH, UH, CENTERVILLE GLAND COURTHOUSE.

AND, AND YOU THINK ABOUT IT, THAT'S THE TWO PLACES WHERE THERE ARE THE MOST UTILITIES.

IT'S WHERE ROADS ALREADY ARE EXIST, AND IT'S, AND IN GENERAL, ESPECIALLY HERE IN GLAND COURTHOUSE, IT'S ALREADY DEVELOPED TO A GREAT EXTENT.

AND SO THE WORK THAT WE'RE GONNA BE PROPOSING IS SUPPOSED TO BE, AND I HOPE THAT YOU'LL AGREE, IT'S RESPONSIBLE IN FIELD DEVELOPMENT.

IT'S, IT'S RESPONSIBLE AND BECAUSE THE INVESTMENT THAT THE COUNTY HAS ALREADY MADE IN PUTTING THE INFRASTRUCTURE IN.

AND IT'S ALSO RESPONSIBLE FOR THIS GENERAL IDEA OF KEEPING THE COUNTY GENERALLY OPEN AND AGRARIAN.

SO IF WE'RE GONNA, IF WE'RE GONNA DO THIS RESPONSIBLE PLANNING, WE REALLY HAVE TO DO IT BASED ON SOME FACTS.

AND THE THREE CATEGORIES THAT WE'LL TALK ABOUT FIRST, WHERE WE LEARN THE FACTS FIRST IS THE ECONOMICS AND DEMOGRAPHICS.

AND YOU'RE GONNA BE PRESENTING THAT.

SO THAT GONNA BE SOME OF THE PUBLIC ENGAGEMENT PIECES, SOME OF THE SURVEYS THAT YOU'VE RESPONDED TO.

AND THEN THIRD, I'M GONNA SHOW YOU SOME THINGS THAT WE'VE JUST LEARNED A LITTLE BIT MORE ABOUT THE LAND IN THE VILLAGE THAT I'LL SHARE WITH YOU.

THEN WE'LL SHOW YOU THE PLAN.

SO, UH, FIRST PART OF THIS WILL BE AARON AND HE'LL EXPLAIN A LITTLE BIT OF BACKGROUND FOR THE DEMOGRAPHICS AND THE MARKET.

OH, SORRY.

SO ALL THE WORK THAT WE DO WITH HILL STUDIO IS MARKET BASED.

SO WE NEED TO HAVE THIS DATA TO INFORM THE REST OF THE PLAN.

UM, AND THAT'S WHAT WE'VE DONE HERE.

SO WE'VE DONE A, A REALLY COMPREHENSIVE MARKET ANALYSIS.

WE'VE LOOKED AT DEMOGRAPHICS, WE'VE ESTABLISHED A TRADE AREA FOR THE COURTHOUSE VILLAGE, AND THAT'S THE MAP YOU SEE UP IN THE TOP CENTER.

AND BASICALLY WHAT THAT IS, YOU CAN SEE THE COURTHOUSE VILLAGE IN THE, THE DARK BLUE OUTLINE.

AND THEN THAT LARGE GREEN AREA IS A 15 MINUTE DRIVE TIME FROM THE CENTER OF COURTHOUSE VILLAGE.

AND THOSE ARE FOLKS THAT, UH, LIVE IN THE AREA THAT CERTAINLY COME INTO TOWN TO WORK, COME INTO THIS AREA TO WORK.

THEY COME INTO PATRONIZE SOME OF OUR BUSINESSES, PERHAPS THEY LIVE IN THE AREA AS WELL.

SO THAT'S THAT OVERALL MARKET AREA.

BUT WE'VE ALSO LOOKED AT HOUSING, WE'VE ALSO LOOKED AT RETAIL AND COMMERCE, AND WE'VE ALSO LOOKED AT EMPLOYMENT AS WELL, ALL OF THAT.

SO REALLY COMPREHENSIVE.

NOW, I COULD SPEND TWO HOURS WITH Y'ALL TALKING ABOUT THIS ANALYSIS, AND IT'S A LOT OF DATA FROM MY DATA NERD STANDPOINT, BUT UNFORTUNATELY WE ONLY HAVE A COUPLE OF MINUTES.

SO I'M GONNA HIT THE HIGH NOTES HERE.

SO THE HIGH NOTES, UH, FOR, FOR WHAT WE LEARNED, SOME OF THE KEY FINDINGS IS FIRST THE COUNTY AS, UM, AS A WHOLE GREW BY 13.9% BETWEEN 2010 AND 2020, THE LAST TWO CENSUSES.

UM, AND JUST AS, AS A, AND THAT'S, THAT'S, YOU KNOW, THAT'S, THAT'S A FAIR AMOUNT OF GROWTH THERE.

UM, TO GIVE YOU A, UH, FRAME OF REFERENCE, THE STATE OF VIRGINIA GREW BY 8% DURING THAT TIME.

THE ROANOKE, EXCUSE ME, THE, UH, RICHMOND METRO GREW BY 11% DURING THAT TIME.

AND THE RICHMOND ARE, HERE I GO AGAIN.

THE ROANOKE METRO, UH, GREW BY 9% DURING THAT TIME.

SO YOU ALL ARE GROWING AT A RATE THAT'S VERY HEALTHY AND, AND, AND REALLY TO SUCCEED IN SOME OF THE AREAS, UM, THAT ARE, THAT APPEAR TO YOU.

YOU'RE STILL RURAL.

YOU'RE ONLY 25,000 PEOPLE.

YOU'RE A SMALL COUNTY STILL, EVEN THOUGH YOU'VE HAD THAT, THAT, THAT FAST

GROWTH.

NOW THE COURTHOUSE VILLAGE ITSELF, THE SMALL AREA THAT WE'RE TALKING ABOUT HERE, THERE'S ABOUT 1,799 PEOPLE THAT LIVE IN THIS AREA, AND THAT'S ABOUT 7% ISH OF THE TOTAL COUNTY POPULATION.

HOWEVER, THAT 15 MINUTE DRIVE TIME THAT I WAS TALKING ABOUT, WHICH SHOULD BE RELEVANT TO THE EMPLOYERS AND THE BUSINESSES THAT EXIST HERE, THAT'S A A LITTLE OVER 10,000 PEOPLE.

SO IT'S A MUCH LARGER AREA.

WE ALSO LOOKED AT HOUSING.

WE LOOKED AT, UM, HOUSING VALUE IN THE COUNTY.

YOUR MEDIUM HOUSING VALUE IN GLAND COUNTY IS $484,000.

THAT'S THE HIGHEST IN THE ENTIRE REGION.

AND AGAIN, AS A FRAME OF REFERENCE, THE RICHMOND METRO IS 296,000.

UH, VIRGINIA ITSELF IS 347,000.

SO AGAIN, YOU ARE HIGHER THAN, THAN BOTH OF THOSE METRICS.

YOU'RE, YOU'RE, YOU'RE, YOU'RE IN A FLUENT COMMUNITY FOR SURE.

IF WE LOOK AT OUR COURTHOUSE VILLAGE ITSELF, OUR DISTRICT, YOUR MEETING HOUSEHOLD INCOME IS ABOUT 400,000.

EXCUSE ME, YOUR MEDIAN HOUSING VALUE IS ABOUT 400,000 IN THAT AREA.

UM, SO A LITTLE BIT LOWER THAN THE COUNTY, BUT STILL HIGHER THAN, THAN THE STATE AND THE METRO THAT HAS ACTUALLY GROWN BY 11% SINCE THE PREVIOUS YEAR.

THAT'S HAPPENING EVERYWHERE ACROSS THE COUNTRY.

IT'S NOT SOMETHING THAT IS UNIQUE TO YOU.

ALL THAT'S JUST HOUSING VALUES THAT'S HAPPENING.

BUT IT DOES POINT TO THE AFFORDABILITY OF THIS COMMUNITY.

AND, YOU KNOW, IF YOU'RE A COUNTY EMPLOYEE, IF YOU'RE A LOCAL EDUCATOR, IF YOU'RE IN, UM, PUBLIC SAFETY, YOU MAY NOT BE ABLE TO LIVE IN GOLAND COUNTY, UM, BY THESE METRICS.

IN FACT, THE NEXT NUMBER SHOWS THAT 18% OF HOMEOWNERS IN THE COUNTY ARE WHAT'S CONSIDERED COST BURDEN.

AND WHAT THAT MEANS IS THAT FOLKS ARE SPENDING MORE THAN 30% OF THEIR INCOME ON HOUSING COSTS.

SO LIKE, UM, MORTGAGE PLUS UTILITIES AND ALL OF THAT.

SO THAT'S A NUMBER THAT'S A LITTLE BIT HIGHER THAN WHAT WE SEE IN OTHER PEER COMMUNITIES.

UM, AND AGAIN, I THINK IT DOES POINT TO TO THAT AFFORDABILITY.

NEXT THING WE LOOKED AT WAS COMMERCE AND RETAIL.

UM, LAST YEAR THERE WAS, AGAIN, WITHIN OUR STUDY AREA, WITHIN OUR TRADE AREA, THE 15 MINUTE DRIVE TIME, THERE WAS 147 MILLION IN RETAIL AND COMMERCIAL LEAKAGE.

THAT MEANS THE PEOPLE THAT LIVE IN THAT GEOGRAPHY WE'RE SPENDING 147 MILLION MORE THAN THE STORES WE'RE SELLING THAT EXIST IN THAT GEO GEOGRAPHY.

THAT MEANS, UM, PEOPLE ARE GOING OUTSIDE THE AREA BECAUSE THAT PARTICULAR GOOD OR SERVICE ISN'T LOCATED IN OUR AREA.

UM, AND WHAT THAT TRANSLATES TO, THAT'S DEMAND.

WHAT THAT TRANSLATES TO IN A VERY CONSERVATIVE SCENARIO WHERE WE LOOK AT KEY CATEGORIES THAT THE COURTHOUSE DEALER COULD SUPPORT UP TO ANOTHER 128,000 SQUARE FEET OF RETAIL AND COMMERCIAL OVER THE NEXT 20 YEARS OR SO.

AND AGAIN, THAT'S A CONSERVATIVE NUMBER, BUT THAT'S BASED ON EXISTING DEMAND.

AND THEN THE LAST THING WE LOOKED AT WAS, WAS, UM, EMPLOYMENT.

IF YOU LOOK AT THE COURTHOUSE VILLAGE ZIP CODE, WHICH IS 20 3063, IT'S A LITTLE BIT LARGER THAN OUR STUDY AREA.

UM, THAT THERE'S ABOUT 2000 JOBS, A LITTLE OVER 2000 JOBS THAT THAT EXIST IN, IN THE AREA.

THAT'S ABOUT 11% OF ALL THE JOBS IN IN IN GLAND COUNTY.

THE INTERESTING THING ABOUT IT IS, WHICH MAKES ALL THE SENSE IN THE WORLD, 60% OF THAT, 59% OF THAT IS IN PUBLIC AND EDUCATION JOBS, AGAIN, YOU'RE THE CENTER OF, OF, UH, THE COUNTY.

AND YOU HAVE THE GOVERNMENT SERVICES HERE AND YOU HAVE THE EDUCATION SERVICES HERE AS WELL.

SO AGAIN, ALL OF THIS DATA IS PART OF A LARGER MARKET ANALYSIS THAT I WOULD INVITE YOU TO LOOK AT ON THE WEBSITE, BUT IT DOES INFORM THE REST OF THE MASTER PLAN.

AND THESE ARE IN DECEMBER ORDER.

THE TOP VOTE GETTER FOR MOST WANTED RETAIL AND RESTAURANT WAS FAMILY FRIENDLY RESTAURANTS FOLLOWED BY COFFEE SHOP, ET CETERA.

UM, MEDICAL SERVICES WERE A BIG WANT AND NEED, UM, IN THE, IN THE VILLAGE.

AND THEN GATHERING SPACES PEOPLE HAD REQUESTED.

THINGS LIKE FARMER'S MARKET PLAZAS, COURTYARDS, ET CETERA.

LIVE MUSIC EVENTS, PASSIVE RECREATION, WHOLE LOT OF, UH, LISTS OF, OF THINGS THAT PEOPLE REQUESTED.

SO THE THIRD PILLAR IS SOMETHING THAT WE, WE WENT AND, AND KIND OF DID ON OUR OWN.

I'VE, UH, I'VE BEEN GREATLY IMPRESSED JUST BY THE EXISTING, UH, VILLAGE THAT'S HERE.

AND THIS ONE, YOU KNOW, I'VE WORKED ALL OVER VIRGINIA, ACTUALLY A LOT OF THE WORLD.

BUT A GOLING COURTHOUSE, UM, VILLAGE IS A, IS A UNIQUE PLACE.

AND THERE'S THE OLD PART, EXCUSE ME, THAT, THAT EVERYBODY KNOWS ABOUT, YOU KNOW, THE COURTHOUSE AND EVERYTHING LIKE THAT.

BUT YOU KNOW, WHEN YOU, WHEN WE'VE REALLY GOTTEN OUT AND, AND LOOKED AT THINGS, THERE ARE A LOT OF NEW ADDITIONS ALSO THAT, AND A LOT OF REALLY, REALLY, REALLY OLD THINGS THAT ARE THERE.

SO YOU, ALTOGETHER, YOU REALLY GOT SORT OF THE QUINTESSENTIAL AMERICAN VILLAGE HERE ALREADY.

THEN YOU HAVE THIS REAL INTERESTING TIGHT CLUSTER GOING DOWN, UH, RIVER ROAD, YOU KNOW, GOING BACK HUNDREDS OF YEARS.

THAT WAS THE TRADITIONAL DEVELOPMENT.

AND THEN YOU'LL SEE OTHER PLACES WHERE YOU SEE, UH, HOUSES AROUND.

UM, THERE ARE, UH, THERE'S ALREADY AN EXISTING NATIONAL REGISTER, HISTORIC DISTRICT AROUND THE COURTHOUSE AND THE POTENTIAL FOR OTHER, UH, DISTRICTS.

IF, IF ANYBODY WANTS TO PURSUE THESE, UM, WITH THE HIGH QUALITY OF, OF THE BUILDINGS AROUND PARTICULARLY, UH, THE HIGH QUALITY OF SOME OF THE, UM, UH, OLDER BUILDINGS ALONG RIVER ROAD.

LOTS OF OPTIONS THERE.

YOU HAVE A REALLY, UH, QUITE DISTINCT AND, UH, AND, AND GOOD, UH, GROUP OF OPEN SPACES OF PUBLIC PARKS IN PARTICULAR IN, IN THE VILLAGE.

UH, ALWAYS VERY HEALTHY.

AND THEN WE STARTED TO LOOK, AND THERE'S SOME MORE MAPS OUT IN THE HALL.

SO THERE DIFFERENT WAYS THAT THE, UH, FOREST AND THE, AND THE, UM, INDIVIDUAL SIGNATURE TREES AND THE FIELDS AND THE FLOODPLAINS ALL WORK IN THE VILLAGE.

AND, UH, YOU KNOW, THIS WAS, UH, THIS, YOU'LL SEE IS ONE OF THE COMMON THEMES OF A LOT OF THE, UM, COMMENTS, IS TO TAKE ACTIONS TO PROTECT THE EXISTING NEIGHBORHOODS IN ENVIRONMENTAL RESOURCES AND CONSERVE THE LANDSCAPES FOR RECREATIONAL AND CULTURAL BENEFIT.

AND I'M GONNA TAKE YOU THROUGH EACH OF THESE BECAUSE I WANNA SHOW YOU WHAT THE INTENT OF THAT DISTRICT IS AND SOME OF THE CHARACTERISTICS.

SO, SO WHEN WE START THIS, UM, THE COURTHOUSE RESIDENTIAL IS THE LIGHT YELLOW.

AND HERE YOU SEE THESE, TIM WOULD BE ON THE OUTSIDE AREA OF THE VILLAGE.

AND THE IDEA WAS TO MAINTAIN THE ROLE AND SCENIC CHARACTER AT THE EDGE OF THE VILLAGE BY PROVIDING GENERALLY LOWER DENSITIES THAT ARE FOUND WITHIN AND TO TRANSITION FROM THE VILLAGE OUT INTO THE ADJACENT COUNTRYSIDE.

SO, UH, THAT'S WHAT THAT PARTICULAR LAND USE IS ABOUT.

AND, AND, UH, AND WHEN, AND YOU CAN LEAD IN THE LAND USE PLAN, THERE'S A LOT MORE DETAIL ABOUT IT, BUT THAT'S THE GENERAL INTENT.

AND, AND SO WITH THIS KIND OF RESIDENTIAL, UH, IT ALLOWS FOR SMALL NEIGHBORHOOD DEVELOPMENT, NEIGHBORHOOD SPECIFIC COMMERCIAL DEVELOPMENT, UH, THAT ARE ALLOWED, FOR EXAMPLE, IN THIS LITTLE SKETCH YOU'LL SEE, YOU KNOW, UH, SORT OF A COMMON AREA.

AND THEN, UH, NEIGHBORHOOD, UH, COMMERCIAL MAY BE ALLOWED ON IN SOME AREAS IN SMALL AREAS.

UM, AND THE COMMON THEME IS THAT THESE ARE THE THINGS THAT PEOPLE WOULD, UH, UH, LISTED IN THE, IN THE SURVEY.

UH, I DID A, A PROPOSED, WELL, ACTUALLY AN EXPERIMENT TO SEE HOW THAT LAND USE MIGHT WORK.

AND WE, EXCUSE ME, TOOK A HYPOTHETICAL PIECE OF LAND IN THE NORTHEAST CORNER OF THE VILLAGE AND TRIED IT, UH, TO SEE IF IT WORK.

AND SO THE GENERAL THINGS, UH, THAT WERE LOOKED AT, AND I BELIEVE I SHOWED YOU THIS LAST TIME I WAS HERE, YOU ALONG SAY IN THIS EXAMPLE, UH, ALONG 5 22, GOING NORTH TO SOUTH, A COUPLE OF IMMENSE FIELDS ARE SPECTACULAR.

BEAUTIFUL.

SO IN THIS CASE, THE P U D TRANSFERS THE, UH, SOME OF THE, UH, HOUSING, UH, UH, POSSIBLE TO, TO BACK INTO THE LANDSCAPE SO THAT THEY CAN REMAIN OPEN.

AND THERE'S THAT LITTLE NEIGHBORHOOD, UH, COMMERCIAL IDEA, EVEN SORT OF LARGE OPEN PLACES TO KEEP TREES.

SO, YOU KNOW, IT WAS JUST, IT WAS AN EXPERIMENT TO WORK WITH THAT LAND USE TO SEE IF IT WOULD WORK.

AND IT SEEMS TO FIT THE, THE LANDSCAPE PRETTY WELL IN OUR OPINION, AS AN EXAMPLE.

UM, WE'RE NOT GONNA REQUIRE ANYBODY TO DO THIS, THIS, IT WAS JUST AN IDEA TO SEE IF THEIR LAND USE WOULD WORK.

SO IF YOU LOOK AT THE VILLAGE, UH, VILLAGE WIDE, UH, THAT WAS THIS AREA THAT WE, UH, DID A HYPOTHETICAL DESIGN ON.

WHEN WE STARTED, WE WERE AT THE 10,000 FOOT LEVEL BACK IN THE SUMMER, HAVING SOME OF THE MEETINGS AND DISCUSSIONS.

SO AS WE WORK TO DRILL DOWN IN THE COMING MONTHS, UM, IN NARROW DOWN THE PLAN AND REALLY FINE TUNE THESE RECOMMENDATIONS, WE'RE GONNA BE WORKING THROUGH THAT AND LOOKING AT OPPORTUNITIES.

TYPICALLY, YOU'LL SEE THAT WHEN YOU START TO HAVE A LITTLE MORE DENSITY AND HOW YOU CAN HAVE SOME MORE PEOPLE IN AN AREA SO THAT THEN THERE'S NOT AS MUCH ACREAGE BETWEEN WE THEN THERE IS A DIFFERENCE IN VALUE.

AND AGAIN, THAT'S WHY YOU'RE LOOKING AT A CORE AREA AS WELL AS A LARGER STUDY AREA WHEN YOU TALK ABOUT THE FOUR MILES AND THEN THE TWO SMALLER, THE SMALLER TWO SQUARE MILES.

SO I DON'T HAVE A DEFINITIVE ANSWER YET.

AND I THINK IT'S IMPORTANT TO NOTE THAT A LOT OF THIS TAKES PLACE WITH PRIVATE LAND.

SO A LOT OF IT WILL, WILL BE DRIVEN BY THE, THE MARKET AND WHAT FOLKS DO WANT TO TAKE ON AS FAR AS DEVELOPMENT AND WITH INVESTMENT AS WELL.

AND IF WE'RE TALKING ABOUT SKINNY UP THE TRAFFIC THROUGH THE COURTHOUSE BY MAKING SHELTERED PARKING AND THINGS OF THAT SORT, YOU KNOW, IT SEEMS LIKE YOU HAVE TWO DIAMETRICALLY OPPOSED CONCEPTS TRYING TO GO FORWARD AT THE SAME TIME, PARTICULARLY IN LIGHT OF THE FUNDING ISSUE.

I MEAN, WITH THE ROUNDABOUT, YOU CAN'T EVEN GET THE CONNECTION FROM FAIRGROUNDS ROAD TO ROUTE SIX BUILT BECAUSE MONEY ISSUES HOW IN THE WORLD WE'RE GONNA FIX FAIRGROUNDS ROAD FROM BROAD STREET TO HERE OR FROM 5 22 WHERE IT COMES INTO THE COUNTY, UH, WEST ON ROUTE SIX.

IT, I, I DON'T UNDERSTAND HOW THE PIECES CAN POSSIBLY FIT TOGETHER.

SO THAT'S A TWOFOLD QUESTION.

SO ONE IS PLAN SPECIFIC AND THEN ONE IS COUNTY TRANSPORTATION PLANNING.

UM, ONE THING THAT WE ARE LOOKING AT WITH THIS PLAN IS NOT JUST THE LAND USE AND GUIDELINES FOR THAT, BUT IT'S HOW DO YOU PLAN FOR FUTURE LAND USE, WHICH THEN INVOLVES A TRANSPORTATION COMPONENT AND THE INTERCONNECTIVITY.

SO YOU'RE LOOKING AT THE MULTIMODAL, WHEN YOU MENTION COMPLETE STREETS AND NOT TO STEEL WEIGHTS, THUNDER, YOU'RE LOOKING AT HOW DO YOU MOVE FOLKS IN AROUND AND ABOUT WITH, UM, PEDESTRIAN BICYCLE VEHICLE AND REALLY ANY MEANS OR MOTIVE OF GETTING AROUND THAT SOMEONE WOULD WANT.

AND SO WHEN YOU LOOK THROUGH THIS, THERE ARE SOME HIGHLIGHTS OF WHERE THE NEW NEW ROADS MAY WEAVE INTO EXISTING ROADS IN A 20 YEAR PERIOD.

IF YOU START TO CONTINUE TO SEE INFILL DEVELOPMENT.

AND ALSO THE COUNTY CONTINUES TO EVOLVE ITS PRIORITIZATION PLAN FOR, UH, EXCUSE ME, TRANSPORTATION AS WELL WITH WHAT IT PRIORITIZES AND PRESSES WITH VDO.

THEY'RE ALREADY ISSUES WITH VDO THINGS, SIMPLE THINGS LIKE PAPERS FOR THE RURAL HILL PROJECT SCOTT ROAD.

I MEAN, JUST, JUST SEEMS LIKE THERE'S A, A LOT OF STUFF GOING ON HERE THAT MAYBE DOESN'T FIT IN THE COMPLETE PICTURE.

I MEAN, I JUST, I DON'T UNDERSTAND HOW YOU CAN DO BOTH WHEN THERE ARE ALREADY ISSUES BEING BROUGHT FORTH BY BDOT AND, AND, UH, YOU KNOW, WE'RE BUILDING, WE'RE ADDING IN EXCESS OF 250 HOMES TO THE AREA IF THE PROJECTS THAT HAVE ALREADY BEEN IMPROVED BUILD OUT WITH THE, AS ATTENDED TRAFFICS INVOLVED WITH THAT.

SO IT JUST SEEMS LIKE THIS BE, YOU KNOW, IT SOUNDS LIKE A REALLY NICE PLAN, BUT YOU LOOK THROUGH THE DETAILS OF IT AND YOU STILL GOTTA GET PEOPLE IN AND GET PEOPLE OUT AND YOU'VE GOTTA GET 'EM IN EFFICIENTLY.

UM, WE ARE ACTUALLY IDENTIFYING SOME MORE UNIQUE NAMES FOR THE VILLAGE AREAS, BUT A LOT OF IT STILL TIES BACK TO EXISTING, UM, LAND USE TYPES IN OUR COMP PLAN THAT WE HAVE.

SO FOR EXAMPLE, YOU'LL SEE SOME THAT ARE, UM, FOR INSTANCE, COURTHOUSE VILLAGE MIXED USE AND IT'S REFERENCED BACK TO A CERTAIN TYPE IN THE COMP PLAN, LIKE FOR EXAMPLE B3.

UM, SO I THINK IT'S TRYING TO ADD THAT ONTO IT, BUT I WILL ALSO REFER TO UM, DAVID OR JAMIE.

SO WHEN YOU TALK ABOUT A FACADE OR YOUR CURB APPEAL, UM, IT DOES ADD TO THAT PIECE FOR YOUR BUSINESSES AND YOUR OVERALL AESTHETIC AS YOU DRIVE THROUGH.

AND TYPICALLY ROAD DIETS ARE PROVEN TRAFFIC CALMING MEASURES TO REDUCE TRAFFIC INSTANCES.
