I'M GONNA GIVE A LITTLE CIVIC, UH, LESSON, JUST A LITTLE BIT ABOUT COMPREHENSIVE PLANS.

THEN I'M GONNA DELVE INTO SOME OF THE DETAILS, UH, THAT ARE BEING PROPOSED IN THE DRAFTS.

AND THEN THERE WILL BE AN OPPORTUNITY FOR YOU ALL TO ASK ME SOME QUESTIONS.

SO, UM, HERE'S SPECIFIC LESSON.

SO, THE, UM, COUNTY HAS A COMPREHENSIVE PLAN.

UH, ANY OR ANY LOCALITY THAT HAS A ZONING ORDINANCE MUST HAVE A COMPREHENSIVE PLAN.

THE COMPREHENSIVE PLAN IS A POLICY GUIDE.

IT IS NOT A, UM, UH, THE ORDINANCE IS, IS ACTUALLY THE LAW.

UM, BUT THIS DOES, UM, IT IS A PUBLIC DOCUMENT THAT GETS APPROVED BY THE BOARD OF, UM, SUPERVISORS, REQUIRES PUBLIC HEARING.

SO IT IS A PUBLIC DOCUMENT THAT HAS BEEN, UM, UM, APPROVED, EMBEDDED THROUGH THE COMMUNITY.

SO, UM, WHAT IT, WHAT IT ACTUALLY DOES

IS GIVES GUIDANCE TO BOTH, UH, UM, THE PLANNING COMMISSION AS WELL AS THE BOARD OF SUPERVISORS ON LAND USE MATTERS.

SO THAT'S KIND OF THE, THE QUICK CIVIC LESSON.

SO, UM, WE CURRENTLY HAVE THE 2035 COMPREHENSIVE PLAN THAT IS, UH, WAS ORIGINALLY, UH, ADOPTED BACK IN 2015 AND HAS BEEN UPDATED PERIODICALLY.

UM, AS I MENTIONED, WHAT THE, THE PURPOSE OF THE, UH, PLAN IS TO GIVE GUIDANCE.

UM, SO ONE OF THE KEY, UH, VALUES, I GUESS WE COULD SAY IN, UM, THE COMPREHENSIVE PLAN IS THAT THERE'S A LAND USE, UH, RECOMMENDATION TO KEEP 85% OF THE COUNTY'S LAND USE RURAL, AND TO DEVELOP THE, THE OTHER 15%.

THAT'S WHERE WE WOULD ENCOURAGE, UM, YOU KNOW, COMMERCIAL AND, AND, AND HIGHER DENSITY RESIDENTIAL TO OCCUR.

UH, THE PLAN BACK IN 2035 DOES, UM, IDENTIFY GROWTH AREAS.

AND THOSE ARE, UM, THE TWO VILLAGES.

UH, THE MAJOR VILLAGES ARE THE COURTHOUSE AND THE CENTERVILLE.

UM, WE'RE GOING THROUGH A PLANNING PROCESS NOW, IF THOSE ARE ADOPTED, UM, THEY WOULD REPLACE THE EXISTING, UM, LAND USE MAP AND POLICIES THAT ARE, UM, THAT ARE CURRENTLY IN PLACE FOR THOSE TWO, UM, THOSE TWO VILLAGES.

AND THEN FORTHCOMING ANY, UM, ORDINANCE AMENDMENTS, UH, TO ACTUALLY MAKE THOSE LAND USES ALLOWABLE WOULD THEN FOLLOW.

SO WHY ARE THESE PLANS NEEDED? SO, UM, THE COUNTY IS EXPERIENCING EX UM, SIGNIFICANT GROWTH, UM, PARTICULARLY IN THE TWO VILLAGE AREAS.

UH, KIND OF OBVIOUS IN THE CENTERVILLE VILLAGE, THE SHORT PUMP AREA IS REACH THE, REACH THE COUNTY LINE.

AND, UH, I CAN SAY, I'M SURE SARAH GETS THE SAME PHONE CALLS.

WE GET CALLS ALL THE TIME.

I GET 'EM CUZ WE WANT TO PUT APARTMENTS.

WE COULD BUILD, WE COULD FILL THE ENTIRE VILLAGE WITH APARTMENTS IF, UH, IF WE WOULD ALLOW IT.

UM, THEN HERE AND IN THE CENTER, I MEAN, EXCUSE ME, IN THE, UM, COURTHOUSE, IT SAYS CENTERVILLE THERE TWICE.

THE SECOND ONE IS MEANT TO BE, UM, COURTHOUSE.

WE HAVE RECENTLY HAD A LOT OF RESIDENTIAL DEVELOPMENT.

THERE'S BEEN, UM, MOST RECENTLY RURAL HILL, UM, WAS APPROVED FOR 170 LOTS IN REED MARSH JUST A COUPLE YEARS AGO AND HAS ALREADY UNDER CONSTRUCTION FOR 64 LOTS.

UM, WE'VE CONTINUED TO GET PHONE CALLS.

UH, THERE IS AN ACTIVE CASE OVER ON FAIR GROUNDS ROAD.

SO WHEN THESE, UM, WHEN THESE PLANS WERE ORIGINALLY ADOPTED, UM, ONE OF THE THINGS THAT WE LOOK AT WHEN WE ARE MAKING THESE LAND USE RECOMMENDATIONS, UM, IS THE INFRASTRUCTURE.

DO, ARE THERE UTILITIES ARE THERE, UM, YOU KNOW, THE, THE PROPER, UH, SERVICES TO GO ALONG WITH THIS.

BACK IN 2015, UM, THERE WAS LIMITED, UM, CAPACITY IN CENTERVILLE AND THERE WAS, UH, LIMITED, UM, ABILITY TO PUT UM, UH, UH, SEWER WATER HERE IN THE, UM, IN THE COURTHOUSE.

SINCE THEN, THINGS HAVE CHANGED.

WE DO HAVE THE CAPACITY TO DO IT IN BOTH VILLAGES.

UM, WE GET OUR, UM, UH, WATER FROM, UH, THE, UM, WATER AND SEWER FROM THE DEPARTMENT OF, UH, CORRECTIONS.

SO IT HAS GIVEN, UM, THE BOARD AND THE PLANNING COMMISSION KIND OF A TOUGH TIME CUZ PEOPLE ARE COMING IN AND SAYING, WE WON'T, YOU KNOW, WE CAN DO THIS NOW.

THIS WAS HOW IT WAS DONE.

THESE LAND USE DESIGNATIONS WERE DONE IN THE PAST, WE'RE READY TO MOVE FORWARD AND WE WANT TO DO IT.

SO EVERY CASE THAT COMES BEFORE THEM IS INCONSISTENT WITH THE COMPREHENSIVE PLAN.

AND SO, YOU KNOW, THEY'RE FORCED TO, YOU KNOW, YOU KNOW, GRAPPLE BACK AND FORTH.

IT MAKES IT SO MUCH EASIER AND, AND MUCH, MUCH BETTER, UM, PROCESS IF THE VETTED COMPREHENSIVE PLAN IS CURRENT.

AND, YOU KNOW, YOU CAN JUST POINT TO THE PLAN AND SAY, UNLESS YOU GIVE ME A REALLY GOOD REASON, YOU KNOW, WE NEED TO STICK WITH THAT, WHICH WE HAVE ALREADY ADOPTED BASED ON COMMUNITY INPUT.

UH, SO THE LAND USE PLAN, THESE TWO PLANS, UM, THEY'RE GOING TO TAKE ON, UM, YOUR, UM, NORMAL, UH, LAND USE DESIGNATIONS.

AND IT, IT'S ALSO GONNA DO A DEEPER DIVE.

THAT'S KIND OF LIKE THE, THE PURPOSE OF THESE SMALL AREA PLANS.

THE, THE LARGE DOCUMENT THAT WE HAVE THAT ACTUALLY LEFT IN THE CARMEN BRING IT IN.

ANYBODY WANTS TO SEE IT, I CAN BRING IT OUT.

UM, REALLY TALKS ABOUT THE HIGH OVERVIEW OF, YOU KNOW, THIS IS, THIS SHOULD BE, UH, THE GROWTH AREA, BUT IT DOESN'T REALLY GET INTO THE DETAILS OF HOW AND WHY.

SO THAT'S KIND OF WHERE WE ARE NOW.

UH, LAND USE DESIGNATIONS, TRANSPORTATION WALKABILITY, UM, DESIGN GUIDELINES ARE SOME OF THE HIGH, UM, HIGHLIGHTS OF WHAT TO EXPECT OUT OF THE PLANTS.

SO A LITTLE BIT ABOUT THE PLANNING PROCESS AND HOW WE GOT TO WHERE WE ARE TODAY.

UM, THIS KICKED OFF, UH, ALMOST A YEAR AGO WITH

COMMUNITY MEETINGS.

UM, WE ARE RUNNING THESE TWO PLANS CONCURRENTLY, BUT THEY ARE BEING DEALT, UM, AS SEPARATE PLANS.

THEY ARE VERY DIFFERENT AREAS, HAVE VERY DIFFERENT NEEDS.

SO EACH PLAN, EVEN THOUGH THEY MIGHT BE BACK TO BACK THE PLANNING MEETINGS ARE, UM, HELD INDIVIDUALLY.

THEN IN MARCH, UM, THE CONSULTANT HAD ROUND TABLE DISCUSSIONS.

THEY HAD CITIZENS BUSINESSES DEVELOPMENT COMMUNITY HERE IN THE, UM, COURTHOUSE.

WE HAD, UM, CONVERSATIONS WITH, UM, UH, J SAR, SORRY, REYNOLDS COLLEGE, AS WELL AS, UM, CARES AND Y M C A, THE LIBRARY, OTHER STAKEHOLDERS THAT, YOU KNOW, WE ACTUALLY HAVE HERE IN, IN THIS, UM, VILLAGE.

UM, WE ALSO HAD A SURVEY THAT WAS OUT FOR A COUPLE MONTHS.

IT WAS, WE VERY WELL RECEIVED.

I, I LIKE THE BANK, UM, COURTHOUSE.

WE HAD 240 CENTERVILLE 190 RESPONSES.

I WORKED IN A LOCALITY WHERE I PROBABLY SENT OUT 7,000 PLUS, UM, NOTICES FOR PEOPLE TO DO IT.

I GOT LIKE 30 .

SO THIS, THIS IS, I WAS PRETTY PROUD THAT THIS CAME IN HUGELY, DOES NOT.

UM, THEY DEFINITELY PARTICIPATE, YOU KNOW, VOTING PLANS, SO THAT'S VERY GOOD PUBLIC HEARINGS.

UH, SO THEN WE MOVED ON TO MIDWAY MEETINGS BACK IN JUNE AND JULY WHERE, UM, THE CONSULTANTS BASICALLY GAVE A SNAPSHOT OF WHAT THEY WERE WORKING ON.

AND MOST RECENTLY IT WAS CONTINUED, CALLED A FINAL DRAFT COMMITTEE MEETING.

IT ACTUALLY HAD A VERY, UM, THIS WAS INTENDED TO BE THE FINAL DRAFT BEFORE IT WENT TO PUBLIC HEARING.

UM, WE, WE, I'LL GET INTO OUR SCHEDULE AS WE MOVE FORWARD, BUT THAT IS NO LONGER THE CASE.

UM, AND THEN MOST RECENTLY THIS MONTH WE HAD A JOINT WORK SESSION WITH THE BOARD SUPERVISORS AND THE, UH, PLANNING COMMISSION.

UH, THAT, THAT WAS ACTUALLY VERY HELPFUL BECAUSE WE'VE HAD LOTS AND LOTS OF CITIZEN INPUT, BUT IT WAS ALSO GOOD TO HEAR DIRECTLY FROM, UH, THE DECISION MAKERS, UM, THEIR THOUGHTS ON IT AS WELL.

SO, UM, I'M GONNA START WITH THE COURTHOUSE VILLAGE JUST TO SORT OF GO OVER, UM, SOME OF THE CENTRAL TENANTS, THE POOR, UM, VALUES AS PART OF THE PLAN.

I'M ACTUALLY GONNA READ THEM, FORGIVE ME.

UM, THE COURTHOUSE VILLAGE PLAN AIMS TO ASSIST WITH A VISION FOR DEVELOPMENT THAT FITS EXISTING CHARACTER AND HAS A SENSE OF PLACE PURPOSE, AS WELL AS MEETING THE CURRENT AND FUTURE NEEDS OF THE VILLAGE.

UM, AND THEN A CENTRAL FOCUS IS BLENDING USAGE AND HISTORIC PRESERVATION.

SO, AS YOU KNOW, UM, YOU KNOW, THIS VILLAGE, THE COURTHOUSE VILLAGE ALREADY HAS AN IDENTITY, IS, UM, IT'S ESSENTIALLY THE HUB OF THE COMMUNITY AND HAS BEEN FOR A HUNDRED YEARS, UM, OR MORE.

AND THE, UM, YOU KNOW, THAT'S WHERE OUR SCHOOLS ARE.

UM, YOU KNOW, LOCAL GOVERNMENT SHOPPING, THE LIBRARY, THE Y M C A, THE COLLEGE, REALLY A LOT OF THE SERVICES THAT, UM, SERVE THE ATTIRE COMMUNITY ARE HERE IN, UM, UCHIN COURTHOUSE.

UH, SO WHAT WE'RE TRYING TO DO, UM, WHAT WE'D LIKE TO HAVE OUT COME OUT OF THIS IS THAT BLEND, UH, BEING ABLE TO PROVIDE FOR, UM, NEW DEVELOPMENT CUZ OF WHAT, AS I MENTIONED, THE INTEREST IS HERE AND IT'S COMING, UM, TO BE ABLE TO INTERFACE, I GUESS WITH THE HISTORIC PORTION OF, UM, THE COURTHOUSE.

YOU KNOW, THE INFILL DEVELOPMENT NEEDS TO BE, YOU KNOW, SAME SKY, SAME SCALE, WALKABILITY, THINGS ALONG ALONG THOSE LINES.

UM, SO, UM, THE PLAN IS ACTUALLY PRETTY SMALL, BUT I'M GONNA JUST GO THROUGH SOME OF THE THINGS THAT IT IS, UM, REPRESENTING, AS I MENTIONED, THE CORE VILLAGE, UM, THAT IS THE AREA IDENTIFIED IN THE HATCH MARKS.

I DON'T KNOW IF YOU CAN REALLY SEE IT.

UH, I DON'T THINK I HAVE A POINTER, BUT IT'S THE SOUTHERN PART OF ROUTE SIX.

UM, THAT'S KIND OF DOTTED.

SO THAT AREA IS WHERE WE CONSIDERED THE MORE TRADITIONAL CORE, UM, IN THAT AREA.

THERE'LL BE ALLOWANCES FOR COMMERCIAL, UH, MIXED USE, SOME RESIDENTIAL, UM, WITH THE INTENTION OF IT TO BE AT A SMALLER SCALE, MORE WALKABLE.

UM, THEN, UH, AS YOU GO HIGHER TO THE, UH, MIXED USE AREA, THAT WOULD BE A LITTLE LARGER SCALE IS AROUND THE, UM, THE AREA, RIGHT AROUND THE, UM, THE TRAFFIC CIRCLE OR THE, UM, ROUNDABOUT THEY, UM, THAT AREA IS, YOU KNOW, ALREADY A COMMERCIAL.

IT HAS THE FOOD LINES, SOME OTHER, UM, SOME LOCAL, SOME NON-LOCAL, UH, BUSINESSES ALREADY THERE.

WE EXPECT THAT THAT WOULD BE THE AREA WHERE THERE MIGHT BE A HIGHER DENSITY OF, UM, RESIDENTIAL AS WELL AS, YOU KNOW, THAT'S WHERE CHIPOTLE WILL GO.

UM, THE CENTRAL FOCUS IS BLENDY COMMUNITY BALANCE DEVELOP AND GREEN OPEN SPACE.

UM, TYING CENTERVILLE TO ITS RURAL ROOTS, THE GOAL IS TO CREATE A DISTINCT IDENTITY FOR CENTERVILLE THAT IS NOT, THAT NOT ONLY FOSTERS A SENSE OF COMMUNITY, BUT WILL ALSO REPRESENT A BALANCE AND RESPECT FOR THE CORE LAND USE VALUES OF THE COUNTY AND COMPREHENSIVE PLAN.

SO, UH, ANYBODY'S BEEN TO, UM, CENTERVILLE, IT'S A VERY, VERY DIFFERENT PLACE THAN IT IS RIGHT HERE.

UM, THE VILLAGE ITSELF, UM, HAS BEEN IDENTIFIED AS A VILLAGE FOR SOME, FOR MANY YEARS.

UM, SO WHEREAS WE'RE MOVING THE COMMERCIAL WALKABLE PART UP SO IT CAN BE A LITTLE BIT MORE COHESIVE.

WE HEARD A LOT OF PEOPLE SAYING LIKE, HOW CAN YOU HAVE LIKE A QUARTER VILLAGE WHEN YOU HAVE THAT MAJOR ROAD, RIGHT, RIGHT DOWN THE MIDDLE OF IT.

SO I THINK THAT WAS THE WAY TO, TO TRY AND, AND, AND ADDRESS THAT.

UM, UH, SO THE INTENT OF THAT AREA IS AGAIN, UM, HOW IT IS PROPOSING HIGHER DENSITY THAN WHAT MANNEQUIN TOWN WAS APPROVED FOR.

UH, SO THERE, THERE IS THAT ELEMENT OF IT, BUT THE, THE BIG ELEMENT TO A LOT OF WHAT I'M TALKING ABOUT TODAY AND, AND SAYING, OH, HIGHER DENSITY, HIGHER DENSITY, WE, WE CLEARLY KNOW THAT THERE IS A DESIRE FOR IT, UH, BY THE DEVELOPMENT COMMUNITY.

UM, BUT AT THE SAME TIME, YOU KNOW, TAKING INTO ACCOUNT SOME OF THE, THE NEEDS FOR THE CITIZENS, AND THIS IS PARTICULARLY, UM, EVIDENT IN CENTERVILLE.

THERE ARE NO PUBLIC PARKS.

THERE ARE NO PUBLIC BUILDINGS OTHER THAN ONE FIRE STATION.

SO THERE IS A NEED, A NEED TO BE ABLE TO PROVIDE THOSE AMENITIES FOR THE PEOPLE WHO LIVE THERE AND IN THE SURROUNDING AREA WITHOUT THEM HAVING TO COME DOWN TO, TO HEAR FOR EVERY SINGLE THING THAT THEY NEED TO DO, PAY A BILL.

WHETHER IT'S, YOU KNOW, I'M JUST TALKING POSSIBLY A LIBRARY, UM, OFF LIKE LITTLE AREA WHERE THE LIBRARY CAN DELIVER TO OR SOMETHING.

BUT, UM, AND WE HAVE NOT HAD THAT CONVERSATION WITH THE LIBRARY FOR THE RECORD .

THERE'S ONE WHERE YOU, THEY HAVE GRANTS TO GET SITES CHARACTERIZED BETWEEN BEING, UM, IT'S LIKE ONE TO FIVE, ZERO TO ONE IS YOU ARE COMPLETELY GREENFIELD SITE.

YOU HAVE NO WATER AND SEWER ANYWHERE NEAR YOU ARE JUST NOT READY FOR ECONOMIC DEVELOPMENT AT ALL.

FIVE BEING YOU ARE PAD READY OR SHOVEL READY, LIKE YOU HAVE PERMITS IN PLACE, THE BUSINESS JUST HAS TO SHOW UP AND BUY THE LAND.

UM, SO BETWEEN ZERO AND FIVE, YOU CAN RATE EACH SITE ON THAT SCALE.

UM, BASICALLY THE COUNTY HAS TO HAVE AN OPTION ON THE PROPERTY OR THE ED A WOULD'VE TO HAVE AN OPTION ON THE PROPERTY FOR THEM, FOR THE STATE TO PUT MONEY TOWARDS THE SITE TO INCREASE ITS CHARACTERIZATION.

SO THOSE TWO THINGS HAVE REALLY LIMITED OUR ABILITY IN THE PAST TO BE ABLE TO APPLY FOR THIS GRANT MONEY.

UM, ONE OF MY GOALS IS TO IDENTIFY SITES THROUGHOUT THE COUNTY THAT NEED TO BE CHARACTERIZED, CHARACTERIZED, CHARACTERIZED, AND THEN SEE IF WE CAN START THAT PROCESS OF AT LEAST GETTING, MAYBE WE'RE AT, MAYBE WE'RE OVER ONE, MAYBE WE'RE AT A TWO, BUT I NEED TO KNOW WHERE WE ARE.
