AND I'VE IDENTIFIED SOME PRIORITY SITES THAT I THINK THAT WE SHOULD BE LOOKING AT INTO MORE DETAIL TO DOING.

ABOUT FURTHER ADO.

UM, WHAT IS IMPORTANT TO COMPANIES AND SITE SELECTORS WHEN THEY'RE LOOKING FOR A NEW SITE? SO, WORKFORCE, AS WE TALKED ABOUT A BIT EARLIER, IS ALWAYS IMPORTANT.

TYPICALLY, THAT THING, WORKFORCE IS ANALYZED BEFORE THEY'RE, THEY EVEN MAKE INITIAL CONTACT WITH US.

THEY'VE LOOKED AT THE AREA, THEY DETERMINED THAT THEY CAN GET THE WORKERS THAT THEY NEED IN A GENERAL AREA.

SAME THING, KIND OF WITH SUPPLY CHAIN AND LOGISTICS.

SO IT HAS TO MAKE SENSE FOR THE COMPANY, UM, TO, TO WANNA OPEN UP A LOCATION THERE OR MOVE THEIR HEADQUARTERS TO A SAID LOCATION.

WHERE IT KIND OF COMES INTO PLAY, UM, IS AFTER THEY'VE KIND OF NARROWED DOWN TO A, A STATE OR A REGION OR AN AREA OF INTEREST SITES, COLLECTORS, UM, AND COMPANIES WILL START LOOKING AT POTENTIAL SITES.

SO THEY CAN GO ON THESE SITES AND THEY CAN PULL DOWN AND THEY CAN LOOK AT THEM AND SAY, OKAY, WELL THIS, THIS SITE IS A TIER FIVE OR TIER FOUR, LIKE IT'S READY TO ROCK AND ROLL.

THIS SITE IS LIKE A TIER TWO, MAYBE A ONE.

IT'S GOT SOME, SOME THINGS, IT'S GONNA TAKE SOME TIME FOR ME TO BE ABLE TO GET, TAKE POSSESSION OF THAT SITE AND GET MY BUILDING BUILT.

SO FOR A SITE SELECTOR AND FOR A COMPANIES TIME EQUALS MONEY, RIGHT? SO THEY'RE LOOKING TO REDUCE THEIR RISK.

SO ANYTIME THAT THEY CAN LOOK AT A SITE AND SAY, HEY, YOU KNOW, THIS SITE HAS ALREADY BEEN UM, PERMITTED, IT'S ALREADY HAS THIS WETLANDS ON IT, THAT JUST REDUCES THEIR RISK FOR THEM.

UM, THEY'RE ALSO LOOKING AT WHETHER THEY HAVE A WILLING SELLER AND, UM, WHETHER THEY HAVE TO DO ANY DUE DILIGENCE ON THE SITE.

SO IT ALSO CAN HAPPEN VERY, VERY FAST.

SO HERE'S JUST AN OVERVIEW.

UM, I STOLE THIS SLIDE FROM TIM'S GROUP, DID A PRESENTATION AT ONE OF MY PAST, UM, UH, TRAINING SESSIONS, UH, CONFERENCES THAT I WENT TO.

AND, UM, THEY'VE GIVEN US TIMELINE FOR PROJECT ANNOUNCEMENT.

SO YOU'LL SEE THAT LEGO WAS BASICALLY, UM, INITIAL CONTACT TO ANNOUNCEMENT SIX MONTHS.

THAT'S FAST.

THAT'S FAST BECAUSE THEY KNEW WHERE THEY WANTED TO BE.

THEY SAW A SITE, THE SITE WAS IN GOOD SHAPE, AND THEY KNEW THAT THEY COULD MAKE THE DEAL FAST.

SO THAT'S, THAT'S HOW FAST IT CAN HAPPEN.

UM, SO YOU CAN KIND OF SEE RANGE IS ANYWHERE BETWEEN TWO TO NINE MONTHS.

AND THIS IS UP AND DOWN KIND OF THE SOUTHEAST, UM, OF THE UNITED STATES.

SO THIS MIGHT BE A LITTLE DIFFICULT TO SEE, BUT, UM, HERE ARE THE STEPS, IF YOU WILL, FOR SITE READINESS.

THEY GOT THE SITE READINESS ROADMAP.

SO IF YOU LOOK UP HERE, TIER ONE IS THE LOWEST YOU CAN BE RAW LAND, YOU DO HAVE A WILLING SELLER, THERE'S NO CONTROL OVER THE SITE.

UM, AND IT GOES DOWN TO A TIER FIVE, WHICH IS BASICALLY YOU HAVE YOUR PERMITS FOR A BUILDING IN HAND, AND THAT THEY CAN, THE COMPANY CAN LITERALLY TAKE CONTROL OF THE SITE AND START BUILDING CONSTRUCTION.

UM, FOR COMPARISON, WEST CREEK HAS TURNED, CURRENTLY ZONED TO TIER TWO.

SO IT IS, IT HAS ITS ZONING.

IT DOES HAVE M ONE ZONING, IT IS IN CONFORMANCE WITH A COMP PLAN.

THERE'S BEEN SOME MEMO, MINIMAL DUE DILIGENCE DONE, BUT THERE'S STILL, YOU KNOW, THERE'S STILL WETLAND AREAS THAT HAVEN'T BEEN, UM, IDENTIFIED AND THOSE KIND OF THINGS.

UM, COMPARISON SOME OF OUR COMPETITION.

SO THIS IS THE BIG BERRY HILL SITE THAT YOU MIGHT HAVE HEARD OF DOWN IN SOUTHWEST VIRGINIA.

UM, IT'S A MEGASITE, IT'S ONE OF THE FEW MEGA SITES THAT THE STATE HAS.

IT'S A TIER FOUR WHITE OAK.

UM, AND HENRICO IS A TIER FOUR.

UM, HOLLAND TECH IS IN HANOVER.

THAT'S A TIER FOUR, JAMES RIVER AND MEADOWVILLE AND CHESTERFIELD.

AND THEY'RE ALL, UH, TIER FORCE.

SO, UM, YOU COULD KIND OF SEE WHY OUR COMPETITION GETS A LITTLE BIT MORE SOMETIMES ANNOUNCEMENTS, UM, FROM THESE COMPANIES.

SO THE PROCESS IS YOU HAVE TO GET A SITE.

YOU TAKE THIS SITE THAT HAS NEVER BEEN CHARACTERIZED BEFORE, AND YOU GET IT CHARACTERIZED.

AND WHAT THAT ENTAILS, IT'S A ENGINEERING REPORT.

THEY'LL GO OUT, THEY WILL DO ALL SORTS OF ANALYSIS ON IT, AND THEY WILL PRODUCE A REPORT.

AND I HAVE AN EXAMPLE OF IT THAT WE CAN PULL UP, UM, THAT, THAT WILL SHOW WHERE THIS SITE IS ON THE SCALE AND THINGS THAT WE COULD DO TO INCREASE THE TIER.

SO THE NEXT STEP IS YOU DO THOSE THINGS TO ENHANCE THE TIERS.

SO JUST BECAUSE YOU START OUT AT A TWO DOESN'T MEAN YOU HAVE TO PERMANENTLY STAY AT A TWO.

YOU CAN PUT MONEY INTO THE SITE TO DO THE THINGS THAT NEED TO BE DONE TO ENHANCE THE TIER TO GET HERE.

UM, SO THAT'S THE GENERAL PROCESS.

THE FIRST ONE IS WE'VE RECEIVED SOME FEEDBACK THAT WE NEED TO BREAK DOWN WEST CREEK IN THE SMALLER CAMPUSES FOR INDIVIDUAL CHARACTERIZATIONS.

SO WHEN SOMEBODY'S LOOKING AT TRYING TO CHARACTERIZE WEST CREEK AT 3,500 ACRES, IT'S ALMOST IMPOSSIBLE TO DO IT.

IT'S JUST TOO BIG.

SO THEY SAID PICK OUT SOME, SOME PRIME AREAS IN WEST CREEK AND THEN GET THOSE CHARACTERIZED, AND THEN YOU CAN THEN MOVE THOSE INDIVIDUAL SITES HIGHER ON THE TIERS, IF, IF YOU SO CHOOSE, UM, PRIORITIZE POTENTIAL SITES AND THEN OBTAIN LANDOWNER'S PERMISSION TO PURSUE SITE CHARACTERIZATIONS AND THEN FUND THE CHARACTERIZATION.

SO THOSE ARE KIND OF THE STEPS THAT I'M IN THE PROCESS OF DOING NOW, AND WE'LL SEE EXACTLY WHERE WE ARE IN A FEW MINUTES.

AND WHEN YOU SAY CHARACTERIZATIONS, THAT'S JUST LIKE, UM, EXPLAIN WHAT THAT, UH, YEAH.

UM, AND THEN FUTURE LOOKING FORWARD INTO THE FUTURE, HOW DOES A COUNTY AND THE ED OWN THEIR OWN LAND? SO THEN WE CAN START PUTTING MONEY INTO OUR OWN LAND TO GET OUR OWN SITES UP, RIGHT.

UM, SO, UH, SOME OF THE IDEAS THAT WE'VE HAD IS TO RETAIN A BROKER TO IDENTIFY POTENTIAL SITES IN THE COUNTY.

SO THERE MIGHT BE SITES THAT MAYBE COULD GO ON THE MARKET THAT WE DON'T KNOW ABOUT, THAT, YOU KNOW, MAYBE THEY'RE INTERESTED IN SELLING TO THE COUNTY VERSUS SELLING PRIVATELY.

UM, MAYBE THERE'S OPTIONS THAT WE CAN BE PUT ON SITES THAT WAY IF THEY DO SELL, WE HAVE AN OPTION TO, TO PURCHASE THEM.

AND THEN HOW DO WE FUND THAT? WHAT DOES THAT LOOK LIKE? SO, AND YOU'RE NOT TALKING NECESSARILY ABOUT WEST CREEK IN THAT REGARD? NO.

THERE COULD BE SOME, UH, PHASE ONE, YOU KNOW, BUT THERE HASN'T BEEN A PHASE ONE DONE ON IT.

SO IT'S, THERE'S SOME THINGS THAT IF MO IF WE COULD GET IT CHARACTERIZED AND THEN FIND OUT EXACTLY WHAT NEEDS TO BE DONE, WE MIGHT BE ABLE TO, UH, MARKET THIS SITE BETTER.
