UM, ALSO THE FOOTPRINT, UM, OF THE BUILDING IS A LITTLE SMALLER, A LITTLE HARDER TO TELL, BUT CERTAINLY THE OVERALL LAND AREA OF LAND DISTURBANCE IS SUBSTANTIALLY SMALLER IN THE 2023 PLAN THAT WAS APPROVED IN 2022.
UM, I DO WANNA POINT OUT BOTH PLANS DID, UM, ALLOW FOR SOME ADDITIONAL EXPANSION, UM, OF THE, THE, THE FACILITIES THAT ARE SHOWN ON THE SCREEN
BUT WITH THE, UH, PROPOSED FACILITIES, THEY WOULD INCLUDE INDOOR TENNIS COURTS, LOCKER ROOMS, OFFICES, FOOD SERVICE, AND I MENTIONED EARLIER AREAS FOR FUTURE EXPANSION.

AND THEN THIS IS A UTILITY EASEMENT THAT REALLY BISECTS THE ENTIRE PROPERTY, WHICH ALSO MEANS YOU'RE NOT ALLOWED TO ACTUALLY BUILD ANYTHING ON IT.
THEY'RE PROPOSING A, A PARKING LOT THAT IS CROSSOVER, BUT TO HAVE ANY KIND OF STRUCTURE IS NOT ALLOWED.
AND ACTUALLY THERE'S LIMITED, UM, LIMITED OTHER THINGS THAT YOU CAN DO BESIDES THE STRUCTURE.

SO, UM, THROUGH THE CONCEPTUAL PLAN, AND THERE IS A PROFFER THAT ALSO, UM, TALKS ABOUT WHAT OUR CODE SECTION SAYS.
SO THERE IS A CODE SECTION IN, UM, THE ZONING ORDINANCE THAT DOES ALLOW FOR A DEVIATION IN A BUFFER REQUIREMENT.

SO BETWEEN A COMMERCIAL USE AND A NON-COMMERCIAL USE, THE, UH, ZONING ORDINANCE SAID THERE SHOULD BE A 30 FOOT LANDSCAPE BUFFER.
SO, UM, THE PROPERTY OVER IN HENRICO IS A MIXED USE DEVELOPMENT.
SO THERE IS RESIDENCE ON THE OTHER SIDE OF THE, UM, UM, PROPERTY LINE.
SO THAT IS WHERE THAT DEVIATION WOULD COME FROM.
SO THEY'RE PROPOSING THE DRIVE AISLE TO BE LOCATED IN THE SAME LOCATION AS IT WAS BACK IN 2015.

UH, SO WE WENT THROUGH THE, THE TYPICAL, UH, TRAFFIC STUDY REVIEW AND APPROVAL PROCESS, BOTH WITH COUNTY STAFF AND VDOT, UM, VDOT, AS MS. SHERRY MENTIONED, WE DID HAVE TO GET, UH, TO A WAIVER FOR EACH OF THE DRIVEWAYS DUE TO THE PROXIMITY TO THE TRAFFIC SIGNAL, BUT THAT'S NOT UNUSUAL.
UH, WE DO DOZENS OF TRAFFIC STUDIES A YEAR, AND I'D SAY ABOUT HALF OF 'EM REQUIRE SOME SORT OF ACCESS WAIVER.
UH, IN TERMS OF THE, THE DRIVEWAYS THEMSELVES, UH, BASED ON VDOT FEEDBACK, WE RESTRICTED THE EAST DRIVEWAY TO WRITE IN ONLY, UH, THERE'LL BE NO OUTBOUND MOVEMENT THERE.
AND IT'S WIDE ENOUGH TO ACCOMMODATE, YOU KNOW, ALL THE VEHICLES THAT WOULD COME INTO THE SITE.
THE WEST DRIVEWAY WOULD BE RIGHT IN AND RIGHT OUT BOTH MOVEMENTS.
AND IT'S DESIGNED TO BE WIDE ENOUGH SO THAT THE, UH, THE LARGEST VEHICLES, THE CAR CARRIERS COULD GET IN AND OUT WITHOUT INTERFERING WITH OTHER TRAFFIC.
AND, UH, ONE OF THE CONCERNS, UM, I THINK IT WAS MR. BREWER BROUGHT IT UP AT THE LAST HEARING, UH, WAS ABOUT THE TRUCK ACCESS AND THE CONCERN ABOUT THE, UH, CAR CARRIERS POTENTIALLY MAKING, UH, A U-TURN MOVEMENT ON BROAD STREET OR, OR OTHER LEFT TURN MOVEMENTS TO GET TO OR FROM THE SITE.
SO WHAT WE'VE PREPARED HERE IS AN EXHIBIT SHOWING HOW THE TRUCKS WILL BE ROUTED TO AND FROM THE SITE.
SO THE, THE GREEN LINES REPRESENT THE INBOUND MOVEMENTS.
SO BASICALLY THE TRUCKS WILL BE ROUTED TO COME IN OFF OF 2 88 FROM WHICHEVER DIRECTION THEY'RE COMING FROM.
UH, TAKE THIS LOOP AND THEY'LL BE ABLE TO MAKE A RIGHT TURN IN AND THEN LEAVING THE SITE TO GO IN ANY DIRECTION.

SO THE, THE, THE SEWER EASEMENT THAT RUNS THROUGH THE PROPERTY AND BISECTS THE PROPERTY IS A HENRICO COUNTY, UM, SEWER EASEMENT.
BUT OBVIOUSLY WE'RE CONSTRAINED BY THAT.
AND SO IT SIGNIFICANTLY NARROWS THE FOOTPRINT.
UM, UH, AS FAR AS BUILDING AREA.
SO WHAT WE'VE PROPOSED IS, IS A FENCE ALONG THE BORDER, UM, WHICH WOULD AT LEAST PROVIDE SCREENING, UH, FROM GROUND LEVEL PEOPLE, YOU KNOW, WHO MAY BE PARKING BEHIND THEIR, THEIR UNITS OR WALKING BACK THERE, YOU KNOW, THERE WOULD BE A FENCE THERE.

AND THE TRAFFIC STUDY SHOWS THAT, UM, YOU KNOW, VDOT REQUIRED US TO STUDY THE SIGNAL AT BON SECOUR AND GATEWAY SQUARE, AS WELL AS THE TRAFFIC SIGNAL DOWN AT THE WAWA AND, UH, WILKES RIDGE PARKWAY.
WE STUDIED BOTH OF THOSE INTERSECTIONS, ADDED OUR TRIPS IN, AND BOTH INTERSECTIONS WILL STILL OPERATE ACCEPTABLY.
THE, UH, DELAY AT BOTH INTERSECTIONS INCREASES BY LESS THAN ONE SECOND WITH THE ADDITION OF OUR TRIPS.
SO, UH, IT WILL NOT CREATE A TRAFFIC NIGHTMARE IN ANY WAY.

UM, IN THE MEANTIME, ONLINE THERE IS A, UH, FORM THAT ANYBODY WHO IS UM, HAS AN INTEREST CAN, UH, PER, UM, RECOMMEND AMENDMENTS TO THE EXISTING DRAFT.
THE DRAFT IS ALSO ONLINE SO PEOPLE CAN REVIEW THAT AND THEN MAKE SPECIFIC AMENDMENT REQUEST.
UM, THAT IS FORM HAS BEEN AVAILABLE FOR A COUPLE WEEKS NOW AND WILL BE AVAILABLE UNTIL SEPTEMBER 15TH.
UM, UH, THE BOARD OF SUPERVISORS WILL BE HOLDING A WORK SESSION ON THE 24TH OF OCTOBER.

UH, THAT WILL BE HELD AT NINE O'CLOCK IN THE MORNING.UM, AT THAT TIME THEY WILL BE REVIEWING, UM, THE CONSULTANT WILL TAKE THE RESULTS OF THOSE, UM, RESPONSES AND COMPILE THEM AND PREVENT, PRESENT THEM TO THE BOARD OF SUPERVISORS.
AS I MENTIONED, UH, ACTION WILL HAVE TO BE TAKEN PRIOR TO THE 22ND OF DECEMBER.
SO SOMETIME BETWEEN THE WORK SESSION AND CHRISTMAS TIME, THERE WILL BE A PUBLIC HEARING.
