UM, THIS IS LOCATED IN THE WESTERN PART OF THE COUNTY.

UM, LOOKED AT THE ARROW PHOTO, CAN SEE, SEE THAT THE SUBJECT PROPERTY, UH, AND MANY OF THE OTHER PROPERTIES ARE EITHER UNDEVELOPED OR EXHIBIT A RURAL CHARACTER.

UM, THIS PROPERTY IS LOCATED ABOUT A MILE EAST OF OLD FREDERICKSBURG ROAD OR THE HAYDENVILLE CROSSROADS VILLAGE.

UM, THE SUBJECT PROPERTY AND ALL THE SURROUNDING PROPERTIES ARE DESIGNATED AS A RURAL ENHANCEMENT AREA IN THE CONFERENCE OF PLAN AND ARE ZONED AGRICULTURALLY.

JUST A BRIEF SUMMARY OF THE PROPERTY IS CURRENTLY UNDEVELOPED.

UH, THE APPLICANT DID PURCHASE THE PROPERTY IN OCTOBER OF 2023 WITH THE INTENT TO RELOCATE HER FAMILY TO THIS PROPERTY AND TO DEVELOP A FACILITY FOR THE INDOOR TRAINING OF DOGS IN THE SPORT OF FLYBALL.

NOW I'LL DEFER TO THE APPLICANT TO EXPLAIN A LITTLE BIT MORE TO YOU ABOUT WHAT THE SPORT OF FLYBALL IS, BUT, UM, IT DOES INVOLVE THE CONSTRUCTION OF A BUILDING ABOUT 6,000 SQUARE FEET.

I'LL GIVE YOU A LITTLE MORE DETAIL ON THAT IN A MOMENT.

AND SOME PARKING.

UH, THERE WOULD NOT BE ANY OUTDOOR DOG RUNS OR SIMILAR OUTDOOR STRUCTURES FOR THE DOGS.

UM, LOOKING AT THE EXCEPTIONAL PLAN, I DID WANNA POINT OUT A COUPLE THINGS.

UM, THAT THIS PROPERTY, UM, IS NOT LOCATED ON BROAD STREET.

THERE IS A PROPERTY BETWEEN THE SUBJECT PROPERTY AND BROAD STREET ROAD.

THEY WILL SHARE AN ACCESS AND I'VE SORT OF HIGHLIGHTED THAT IN GREEN ON HERE.

UM, AND THE SUBJECT PROPERTY WOULD, UM, EXCUSE ME, THE OTHER PROPERTY, UH, BETWEEN THE SUBJECT PROPERTY AND BROAD WOULD ALSO HAVE TO UTILIZE THAT SAME ACCESS.

BY RIGHT, BUT THE CUP IS REQUIRED TO, TO BUILD AND OPERATE THE COMMERCIAL KENNEL AT, ON THIS PROPERTY, UH, JUST AS SOME OF THE OPERATIONS, THIS IS INFORMATION THAT WAS PROVIDED BY THE APPLICANT AND OUR APPLICATION.

UM, THE ACTIVITIES ARE PRE-SCHEDULED, SORT OF APPOINTMENT ONLY TYPE ACTIVITIES.

THE MAXIMUM WOULD BE ABOUT 50 DOGS, ABOUT 40 PEOPLE.

UM, SOME CLIENTS DO HAVE MULTIPLE DOGS.

UM, SO THEY'RE ON AVERAGE MIGHT BE MORE DOGS AND PEOPLE THERE.

UM, THERE'S THREE TYPES OF ACTIVITIES, UH, CLASSES WHICH WOULD OCCUR WEEKLY.

AND THESE ACTIVITIES WOULD TYPICALLY OCCUR ABOUT TWO TO THREE TIMES A WEEK.

UM, THE CLASSES COULD BE UP TO ABOUT 10 DOGS OR ABOUT 10 PEOPLE.

THEY'RE BOOT CAMPS THAT WOULD BE A LITTLE BIT LARGER.

THAT WOULD HELP MONTHLY.

THAT WOULD BE UP TO ABOUT 18 DOGS OR ABOUT 18 PEOPLE.

AND THEN A SCRIMMAGE, WHICH IS THE LARGEST EVENT THAT SHE'D INDICATED THAT THEY WOULD HOST, WOULD BE ONE TO TWO TIMES PER YEAR.

THAT COULD BE UP TO 50 PEOPLE OR UP TO, EXCUSE ME, UP TO 50 DOGS OR ABOUT 40 PEOPLE.

TYPICALLY, THERE ARE NO SPECTATORS HERE AND NO DOGS WILL BE STAYING AT THIS FACILITY OVERNIGHT.

THOSE COMMUNITY MEETING HELD IN NOVEMBER, THERE WERE EIGHT PEOPLE THERE.

THEY HAD A COUPLE QUESTIONS ABOUT, UH, THE NUMBER OF CARS WOULD BE, UM, VISITING THE SITE, OUTDOOR LIGHTING, HOW SHE OPERATES, HER DOG TRAINING THAT WAS OPERATION AND THE SETBACK OF THE FACILITIES FROM THE PROPERTY LINES.

UM, THE TWO ATTENDEES DID, UH, VOICE THEIR SUPPORT FOR THE APPLICATION AT THAT COMMUNITY MEETING.

UM, PROPERTY REGULATED BY CEP CONDITIONS, UH, CONDITION USE, UH, WOULD BE GENERALLY CONSISTENT WITH THE ROLE ENHANCEMENT AREA LAND USE DESIGNATION.

JUST BRIEFLY GO THROUGH, UM, THE CONDITIONS.

THE FIRST CONDITION WOULD ALLOW THE COMMERCIAL DOG KENNEL FOR THE TRAINING AT THIS LOCATION.

UH, THE SECOND ONE WOULD BE TO ADHERE TO THE CONCEPTUAL PLAN, UH, THAT I SHOWED YOU EARLIER.

UM, THE THIRD ONE WOULD REQUIRE ALL NECESSARY APPROVALS INCLUDING SITE PLANS, BUILDING PLANS, ET CETERA.

ALL OF THOSE TO BE OBTAINED BEFORE BEGINNING OPERATIONS.

UH, THE FOURTH ONE IS FOR PARKING WAIVER.

UM, EXCEEDING 10, UM, SPACES.

THE CODE REQUIRES PAID PARKING.

THERE IS PROVISION TO WAIVE THAT, TO ALLOW GRAVEL PARKING, UH, CONSISTENT THAT WE, WE OFTEN DO IN, IN THE RURAL AREAS TO SORT OF HELP RETAIN MORE OF THE RURAL CHARACTER.

BUT IT DOES REQUIRE A WAIVER, UM, TO BE APPROVED.

UM, FOR THAT, THAT PARKING WAIVER.

HANDICAP PARKING SPACES HAVE TO BE PAVED.

THERE IS NO WAIVER OF THAT.

UM, THERE ACCESS ROAD I MENTIONED THAT SHOULD ROAD, THAT ACCESS ROAD THAT WOULD CONNECT THIS PROPERTY, UM, TO BROAD STREET ROAD THAT WOULD WOULD'VE TO MEET THE REQUIREMENTS OF FIRE RESCUE AND THE DEPARTMENT OF DEVELOPMENT.

THE HOURS OF OPERATION WOULD BE LIMITED FROM 9:00 AM TO 9:00 PM DAILY.

UM, THERE WOULD BE A MAXIMUM OF 50 DOGS AT THE FACILITY AT ONE TIME, OR 49 PEOPLE AT THE FACILITY.

BOTH MAXIMUMS WOULD, UH, BE IN PLACE.

THERE WOULD BE NO OUTSIDE FACILITIES FOR DOGS HERE.

UM, NUMBER 10 ABOUT ODOR.

UM, THEY WOULD BE RESPONSIBLE FOR MANAGING THE ODOR IF, IF ANY RESULTS FROM THE WASTE PRODUCED ON THE SITE TO MAKE SURE THAT DOESN'T IMPACT ANY ADJACENT PROPERTY OWNERS.

UH, NUMBER 11, THEY ARE REQUIRED TO MAINTAIN A 30 FOOT BUFFER VEGETATED BUFFER AROUND THE PERIMETER OF THE SITE.

UH, NUMBER 12, THEY ARE ALLOWED TO HAVE ONE DETACHED SIGN.

THIS DOES COME WITH A RECOMMENDATION FOR FIVE YEAR APPROVAL IF THE PLAN COMMISSION RECOMMENDS APPROVAL.

AND THEN LAST ONE IS OUR STANDARD, UH, UH, CONDITION AS IT RELATES TO THE TRANSFER OR LEASE OF THE PROPERTY.

UM, FLYBALL TRAINING IS A FAMILY SPORT, SO AS SOON AS A KID CAN WALK, LIKE THEY'RE PICKING UP BALLS OR THEY'RE PITCHING IN, AND THEN ONCE THEY GET A LITTLE OLDER, THEY GET TO RUN A DOG.

UM, SO IT'S SUPER FAMILY FRIENDLY.

UM, SO I'M REALLY EXCITED THAT MY KIDS GET TO GROW UP AROUND THAT.

AND THEN HOPEFULLY THEY'LL PLAY WITH ME.

WE'LL SEE , UM, ALL THE DIFFERENT OUTDOOR ACTIVITIES THAT YOU GUYS HAVE, ALL THE FESTIVALS I'VE BEEN FOLLOWING FOR THE LAST YEAR AND ALL MY FRIENDS THAT ARE ALREADY HERE ARE LIKE, DON'T FORGET, PUT THIS ON YOUR CALENDAR.

AND THEN MY HUSBAND'S FAMILY ARE IN SOUTHERN MARYLAND, SO WE'RE GONNA BE A LOT CLOSER TO OUR SUPPORT NETWORK.

I'VE BEEN PLAYING IN TRAINING FLYBALL FOR OVER 15 YEARS.

SO PRECISION ITSELF HAS OFFICIALLY BEEN IN PLACE FOR TWO YEARS, BUT I'VE BEEN TRAINING LOW-KEY FOR OVER 15 YEARS.

UM, I LAST, UH, LAST FALL I FINISHED MY YEAR LONG CERTIFICATION THROUGH NC STATE TO BECOME A CANINE STRENGTH AND CONDITIONING COACH.

SO IT'S KIND OF LIKE A FITNESS TRAINER FOR DOGS.

UM, BECAUSE IT IS A SPORT, WE WANNA MAKE SURE THAT OUR ATHLETES ARE IN AS BEST SHAPE AS POSSIBLE.

SO WE KIND OF FOCUS ON THAT.

UM, I'VE BEEN ON ESPN TWO ABOUT FOUR TIMES FOR FOUR DIFFERENT EVENTS, AND I HAVE TAUGHT STUDENTS IN SEX ED SEVEN CONTINENTS.

OKAY, SO HERE IS THE FIRST VIDEO AND AS IT'S PULLING UP, I'LL GIVE YOU A HEADS UP.

SO FLYBALL, IF YOU HAVEN'T SEEN THIS CRAZY VIDEO YET, YOU CAN, YOU CAN START PULLING IT UP.

UM, IT IS A RELAY RACE MIXED WITH DRAG RACING.

SO THEY GO DOWN OVER FOUR HURDLES AND THEY HIT A BOX AND THEY GRAB A TENNIS BALL AND THEY CARRY IT BACK AND THEN THE NEXT DOG GOES AND IT'S FAST AND IT INVOLVES HANDLING, TAKES A LITTLE BIT OF SKILL.

SO THAT'S THE CRAZINESS OF FLYBALL .

SO IT'S A LOT OF FUN.

UM, AND THAT PARTICULAR EVENT HAD ABOUT 150 DOGS CRATED INDOORS.

UM, SO YOU COULD KIND OF TELL IN THE BACKGROUND LIKE IT HAD A BUNCH OF BARKING, IT WAS LOUD, IT WAS AMPED UP AND CHARGED.

THAT IS NOT WHAT I'M DOING IN THIS FACILITY.

SO THAT IS A COMPETITION.

THAT'S WHERE WE ALL TAKE OUR TEAMS. WE TRAVEL, WE MEET UP THERE AND WE COMPETE AND IT'S LOUD AND WILD AND WE LOVE IT.

UM, TRAINING, HOW DO WE GET TO THAT LEVEL? SO THAT'S ON A MUCH SMALLER SCALE.

I HAVE A BUNCH OF DIFFERENT ONLINE PLATFORMS THAT I'LL USE SO THAT I CAN HELP TRAIN ANYONE IN THE WORLD.

SO THE 40 PEOPLE EVENT, WOULD THAT BE LIKE ON A, ON A WEEKEND OR DURING THE WEEK? YEAH, IT WOULD BE ON THE WEEKEND.

'CAUSE THOSE WOULD BE TOO BIG TO SO YOU WOULD HAVE A JUST A FEW PEOPLE THERE ON MONDAY? YES, MONDAY THROUGH FRIDAY.

IF I DID TWO CLASSES, LIKE A MORNING CLASS AND AN AFTERNOON CLASS, THAT'D BE EIGHT IN THE MORNING AND EIGHT AT NIGHT.

UM, SO NO SUBSTANTIAL IMPACT ON, ON TRAFFIC ON, I WOULD HOPE NOT MONDAY THROUGH FRIDAY.
