UM, I'M HERE TO EXPRESS CONCERNS REGARDING INFORMATION I RECEIVED THROUGH A FREEDOM OF INFORMATION ACT REQUEST.
MY FOYER REQUEST REVEALED THAT A BOARD OF SUPERVISOR MEMBER ARRANGED VIA TEXT TO MEET WITH ANOTHER BOARD MEMBER, OUR TWO LIBRARY BOARD TRUSTEES AND A PRIVATE CITIZEN KNOWN TO BE HOSTILE TO THE PUBLIC LIBRARY SYSTEM TO DISCUSS THE LIBRARY, PROVIDE INPUT AND SUPPORT TO THE LIBRARY TRUSTEES, STATING THE LIBRARY TRUSTEES WERE ON THE FRONT LINES.
THE LIBRARY TRUSTEES RESPONDED, WE NEED ALL THE SUPPORT WE CAN GET.
I'M WONDERING SUPPORT FOR WHAT THE TRUSTEES ARE TASKED WITH SUPPORTING AND ENHANCING OUR LIBRARY FOR THE BENEFIT OF ITS CITIZENS.
WHY WAS THIS CITIZEN HOSPITAL TO THE A LA IN LIBRARY? SUPPORTERS INVITED ODD.
I EMAILED MY SUPERVISOR ON FEBRUARY 1ST TO EXPRESS CONCERNS ABOUT THE DIRECTION OUR LIBRARY BOARD OF TRUSTEE MEMBERS WERE TAKING CENSORSHIP, OVERREACH, MICROMANAGEMENT, AND THE VILIFICATION OF THE A LA AND LIBRARIANS WORRIED ME.
IN A LETTER TO THIS BOARD FROM VET VOICE FOUNDATION, THE VETERANS GROUP WROTE THE ATTEMPTS TO IMPOSE BOOK BANS WITHIN OUR EDUCATIONAL INSTITUTIONS AND LIBRARIES.
NOT ONLY CONTRAVENE THE CONSTITUTION, BUT ALSO THREATEN TO IMPOVERISH THE INTELLECTUAL AND MORAL FABRIC OF OUR SOCIETY.
THEY EXPRESS THEIR FRUSTRATION AT THEY'RE HAVING RISK THEIR LIVES FOR THIS COUNTRY'S VALUES ONLY TO COME HOME AND SEE OUR PUBLIC AND SCHOOL LIBRARIES, THE INSTITUTIONS PROMOTING THOSE, PROMOTING THOSE VALUES UNDER ATTACK.
I'M HERE TO PLEAD THAT YOU STOP ATTACKING OUR INSTITUTIONS, IN THIS CASE, OUR LIBRARIES, LIBRARIANS, AND OUR LIBRARY DIRECTOR.
THIS IS AN ATTEMPT TO WHITEWASH HISTORY, ERASE THE STORIES AND VIEWS YOU MAY PERSONALLY OBJECT TO, AND TO ERASE THE RIGHTS OF PARENTS TO FREELY PARENT THEIR OWN CHILDREN AND BE BEYOND WONDERING WHY THIS BOARD AND THE LIBRARY BOARD OF TRUSTEES MAY BE SQUEAMISH AROUND CERTAIN SUBJECT MATTER OR FIND NEW IDEAS, SCARY AND DESTABILIZING.
THE REST OF US SHOULD NOT HAVE TO SUFFER FOR IT.
WHEN LEADERSHIP NEEDS TO BE CODDLED BY THOSE THEY REPRESENT, SOMETHING IS OUT OF WHACK.

THIS BOARD APPOINTS THE P**N REGIONAL BOARD OF TRUSTEES, THE PRL.
BEING A PART OF THE PRL AFFORDS US ACCESS TO MORE LIBRARIES, ONLINE BOOKS, ET CETERA.
A STANDALONE, STANDALONE LIBRARY DOES NOT.
THE RESULT OF THIS MICROMANAGING IS THE HOBBLING OF OUR LIBRARIANS AND OTHER PROFESSIONAL STAFF.
THE GLAND LIBRARY TRUSTEES ARE ATTEMPTING TO LIMIT WHAT WE CAN SEE AND READ.
THEY'RE INTERFERING WITH A PARENT'S RIGHT TO PARENT, AND FOR ALL OF US TO ACCESS A WIDE VARIETY OF VIEWPOINTS AND IDEAS.
THIS IS ABOUT THE FEAR OF NEW IDEAS AND WAYS OF BEING AND THINKING.
WE AS CITIZENS HAVE NO ABILITY TO DO ANYTHING ABOUT THIS, BUT ONE, WE CAN VOTE OUT THOSE WHO WOULD HARM OUR LIBRARIES AND ELECT INSTEAD, GOOD PUBLIC SERVANTS WHO SUPPORT OUR SCHOOLS, LIBRARIES, AND OTHER INSTITUTIONS WHO LISTEN TO ALL OF THE CITIZENS WHEN IT COMES TO RESPONSIBLE GROWTH AND PUBLIC SAFETY AND WHO PROVIDE WHAT WE NEED AND WHAT OUR TAXES PAY FOR.
I LOOK FORWARD TO THE ELECTIONS OF 2027 AND HOPE IN THE MEANTIME, ANY DAMAGE DONE BY THIS AND OTHER BOARDS, IT APPOINTS IS REVERSIBLE.

SO THE STEPS WE'VE GONE THROUGH TO COMPLETE IT.
THE FIRST IS TONIGHT, NUMBER ONE, WE ADOPT THE 2024 TAX RATES.
UH, THERE ARE NO CHANGES IN THE TAX RATES, UH, FROM PREVIOUS YEARS.
SO WE REMAIN AT 53 CENTS PER A HUNDRED DOLLARS FOR REAL ESTATE.
UH, WE REMAIN AT $2 AND 99 CENTS PER A HUNDRED DOLLARS FOR PERSONAL PROPERTY.
UH, THE $3 AND 75 CENTS PER HUNDRED DOLLARS FOR PERSONAL PROPERTY, GENERAL RATE FOR BUSINESSES.
UM, THE, AGAIN, THE PERSONAL PROPERTY FOR FIRE RESCUE, UH, WHICH ESSENTIALLY GIVES THEM ONE VEHICLE AT NO EXPENSE TO THEM.
FOR TAXES, UM, A VEHICLE MODIFIED FOR HANDICAP USE $2 PER 100.
PERSONAL PROPERTY FOR DATA CENTERS, 40 CENTS PER 100 COMMON CARRIERS, $1 PER 100 MACHINERY TOOLS, $1 AIRCRAFT 3 75, AND THE TUCKO CREEK SERVICE DISTRICT AT VALOR OF 32 CENTS PER $100.

YOU, UH, I MOVE TO GUC COUNTY BOARD OF SUPERVISORS ADOPT BY RESOLUTION, THE PERCENTAGE OF PERSONAL PROPERTY TAX RELIEF FOR QUALIFYING VEHICLES OBTAINING CITIZEN OF THE COUNTY DURING TAX YEAR 2024.

UM, THESE FEE CHANGES WILL ONE, INCREASE THE WATER AND SEWER VOLUME AND SERVICE FEES FOR RESIDENTIAL CUSTOMERS BY 3%.
INCREASE WATER AND SEWER VOLUME AND SERVICE FEES FOR NON-RESIDENTIAL CUSTOMERS BY 1%.
IMPLEMENT A TWO-TIER WATER AND SEWER RATE STRUCTURE FOR NON-RESIDENTIAL CUSTOMERS.
WOULD ALSO INCREASE THE ADOPTION RATE OF CATS REGARDLESS OF GENDER TO $75 EACH.
AND THE INCREASE THE ADOPTION RATES FOR DOGS REGARDLESS OF GENDER TO $90 EACH.

BUDGET TWO WEEKS AGO OF CHANGES THAT HAD COME TO THE STAFF.AND TONIGHT AS WELL, WE'LL BE PRESENTING SOME MORE AMENDMENTS.
SO WE START BY THE AMENDMENTS THAT I PRESENTED ON APRIL 2ND.
UH, WE, UH, ADDED, UM, THE INCREASE OF HEALTH INSURANCE, UM, ADDED POSITIONS, UM, THAT HAD BEEN LEFT OUT BY MISTAKE BY STAFF IN THE ORIGINAL, UM, UH, PREPARATION OF THE BUDGET.
UH, WE ADDED SOME INCREASES, UH, FOR, UM, FIRE AND RESCUE SUV THAT WE HAD LEFT OUT, AS WELL AS DECREASED SOME EXPENSES THAT WE KNEW, UH, WERE NOT GOING TO, UH, ACTUALLY BE COSTING US.
UH, THE NET CHANGE TO THE BOTTOM LINE FROM WHAT WAS PRESENTED ORIGINALLY, UH, AT THE APRIL 2ND AMENDMENTS, WAS NO CHANGE TO THE BOTTOM LINE.
I NOW PRESENT TO UNITED A SUMMARY OF AMENDMENTS THAT STAFF IS REQUESTING CONSIDERATION FOR, UH, THE ADDITION OF FIVE NEW SHERIFF'S DEPUTIES EFFECTIVE JANUARY 1ST, 2025, THE ADDITION OF FIVE ADDITIONAL SHERIFF'S VEHICLES, ALSO FOR A JANUARY 1ST TIMEFRAME, A DECREASE IN THE COUNTY ATTORNEY'S POSITION, A DECREASE IN THE SHERIFF'S JAIL FUNDING, DECREASE IN THE COUNTY ADMINISTRATORS PROFESSIONAL SERVICE LINE ITEM, AND A DECREASE IN NON-DEPARTMENTAL EMPLOYEE RETENTION.
AGAIN, THESE CHANGES HAVE NO NET IMPACT TO THE BOTTOM LINE WHEN YOU SEE THE BOTTOM LINE.
THE BUDGET ITSELF, AGAIN, THE BUDGET AS ORIGINALLY PRESENTED, IS STILL $134,056,574, WHICH IS STILL A NET DECREASE FROM LAST YEAR'S BUDGET.
AND IT DOES INCLUDE, UH, THE ADDITIONAL POSITIONS IN PUBLIC SAFETY, UH, FOR FIRE AND RESCUE FOR OUR NINE ONE ONE CALL CENTER.
UM, AS WELL AS FOR OUR NEW SHERIFF'S POSITIONS THAT I'M REQUESTING CONSIDERATION FOR TONIGHT AS WELL.
SO, MR. CHAIRMAN, I WOULD LIKE TO, UM, UM, ASK FOR A MOTION TO ADOPT AS AMENDED THE BUDGET THAT I PRESENTED TO THE BOARD TONIGHT.

KMAR, UH, MS. WHITE, HAVE ALSO BEEN ACTIVE CONVERSATIONALISTS IN THIS BUDGET PROSPECT, AND I APPRECIATE THAT DIALOGUE VERY, VERY MUCH.
AND MOST IMPORTANTLY, THE CITIZENS, UH, THEY'VE CALLED AND WEIGHED IN AND BEEN PARTICULARLY, I PARTICULARLY APPRECIATE THAT I'VE GOTTEN YOUR COMMENTS.
I'VE HAD 43 EMAILS, VOICEMAILS, AND PHONE CALLS THESE PAST THREE WEEKS.
UH, BUT THIS BUDGET IS NOT PERFECT.
UH, NO BUDGET I'VE EVER WORKED ON IS PERFECT, BUT THEY'RE POSITIVES AND I THINK THEY'RE WORTH NOTING.
UH, IT'S BALANCED, UH, NOT BAR.
THERE'S NO BORROWING IN THIS BUDGET EXCEPT THOSE THAT WERE APPROVED BY THE VOTERS IN REFERENDUM.
WE AS A COUNTY ARE LIVING WITHIN OUR MEANS.
WE'RE NOT GONNA BE WORRIED WHEN THE AMERICAN EXPRESS BILL COMES NEXT MONTH.
UH, THE BUDGET FOCUSES ON PEOPLE.
UH, EVERY ORGANIZATION IS ONLY AS GOOD AS THE PEOPLE IN THAT ORGANIZATION.

UH, BUT EVEN WITH THE FOCUS ON PEOPLE, THE REALITY OF THAT GLIN IS NOT THE LEADER IN PUBLIC EMPLOYEE PAY SCALE OR IN STAFFING LEVELS.
UH, THE RESULT IS THAT PEOPLE WHO ARE PART OF GLIN TEAM ARE HERE FOR MORE THAN JUST A PAYCHECK.
UH, THEY'RE INVESTING IN OUR COUNTY, UH, THROUGH TIME AND ENERGY AS WELL AS, UH, THEIR COMPENSATION.
BUT EVEN SO, UH, WE'RE GONNA LOSE TEAM MEMBERS.
UH, IN ONE PERSPECTIVE, WE'RE AKIN TO A MID-MAJOR COLLEGE BASKETBALL TEAM.
WE HAVE, UH, TALENT THAT DEVELOPS AND BLOSSOMS HERE.

I WANNA MAKE A SPECIAL COMMENT OF APPRECIATION TO CHAIRMAN FODDERS, UH, RECENTLY, AND HE HAS INITIATED CONVERSATIONS ON ADDING ADDITIONAL DEPUTIES.
AS MANY OF YOU MAY KNOW, LOCALITIES NOT GLIN HAVE MADE CHANGES IN THEIR POLICING PROTOCOLS, AND THAT HAS CREATED SOME OPPORTUNITIES THAT MAY BE UNINTENDED AND IMPACT GLIN NEGATIVELY.
UH, I THINK IT'S PRUDENT THAT WE BE PROACTIVE IN ANTICIPATING ISSUES THAT MAY ARISE INSTEAD OF BE REACTIVE.
UH, THOSE CONVERSATIONS WERE, I THINK WE COULD SAY ANIMATED, UH, DYNAMIC AND UNEXPECTED.
BUT I THINK THAT THE END RESULT IS, IS A POSITIVE.
UH, THE SCHOOLS HAVE ALSO BEEN, UH, FUNDED AT A HISTORIC HIGH, AND THE REQUEST FROM THE SCHOOL BOARD AND, UH, SUPERINTENDENT TO ADDRESS RECRUITING AND RETENTION ISSUES IS ACTIVELY BEING WORKED ON.
I'M BOLDLY CAUTIOUS THAT, UH, THOSE CONTINUING CONVERSATIONS WILL HAVE POSITIVE OUTCOMES AS MR. CARPENTER AND DR.
THIS BUDGET ALSO DOES NOT CHANGE THE EXISTING TAX RATES.
THE PERSONAL PROPERTY TAX RATE WAS CUT SIGNIFICANTLY LAST YEAR FOR THE 18TH YEAR, I BELIEVE MY MATH RIGHT, UH, IN A ROW, GLAND'S REAL ESTATE TAX RATE REMAINS AT 53 CENTS.
THE TCSD RATE HAS ALSO BEEN MAINTAINED AT THE SAME 32 CENTS TAX RATE.
THERE IS A BENEFIT TO CONSISTENCY SUCH AS THAT, BUT AS I MENTIONED, IT'S NOT A PERFECT BUDGET.
THIS BUDGET DOES NOT CUT TAXES IN ANY SIGNIFICANT WAY.
WHILE THE REAL ESTATE TAX RATE REMAINS FLAT AT 53 CENTS, PROPERTY VALUES AND ASSESSMENTS MEAN THE MAJORITY OF GOOSE AND RESIDENTS ARE GOING TO HAVE AN INCREASE IN HER TAXES.
I STARTED MY BUDGET CONVERSATION WITH MR. CARPENTER BY ASKING CAN WE CUT TAXES? AND HE SAID, SURE.
WHAT DO WE NOT WANT TO FUND? EVERY PENNY OF THE 53 CENT TAX RATE REPRESENT ABOUT $860,000 IN, UH, TAX REVENUE.
SO 1 CENT TAX, TAX CUT IN THE RATE MEANS $860,000 LESS IN, UH, THE BUDGET.
SHOULD WE PRETEND THAT INFLATION IS NOT AT AN UNCOMFORTABLE HEIGHT.
FUEL COSTS ARE HIGHER, INSURANCE IS HIGHER REPLACEMENT VEHICLE AND TECHNOLOGY COSTS ARE HIGHER.
UNFUNDED MANDATES FROM WASHINGTON AND RICHMOND STILL OCCUR.
SHOULD WE HAVE FEWER 9 1 1 DISPATCHERS? NOT AS MANY DEPUTIES, NO AMBULANCE STATION IN SANDY HOOK, NO PROBATE OFFICER IN THE CLERK'S OFFICE, SHORTENED DMV HOURS IN THE COMMISSIONER'S OFFICE.
THE CALLS, EMAILS, AND VOICEMAILS I RECEIVED WERE NOT ADVOCATING THOSE CUTS, BUT THEY DID ASK IF WE COULD CUT TAXES.
SO THAT'S, IT'S, IT'S NOT A PERFECT BUDGET.
UH, THIS ALSO, THIS BUDGET ALSO DOES NOT REFLECT SIGNIFICANT GROWTH IN THE COUNTY'S BUSINESS TAX BASE.
I BELIEVE GOING FORWARD, THAT TO LESSEN THE TAX BURDEN ON HOMEOWNERS, UCHIN HAS GOT TO GROW ITS BUSINESS TAX BASE.
SPECIFICALLY, I HAVE BEEN ADVOCATING AND WILL CONTINUE TO ADVOCATE WITH MY FELLOW BOARD MEMBERS THAT WE GET BUSINESS TO COME TO WEST CREEK.
IT HAS FOUR LANE DIVIDED ROADS.
IT SITS ASIDE, IT SITS A STRIDE 2 88.
I HOPE THAT WE WILL CUT AND POLISH IT THIS YEAR.
A BILLION DOLLARS IN NEW BUSINESS IN WEST CREEK COULD CONTRIBUTE MILLIONS TO THE COUNTY'S TAX BASE.
NO DEMAND ON SCHOOLS, MINIMAL FIRE AND RESCUE CALLS.
AT LEAST I THINK THE CHIEF HAS TOLD ME THAT.
AND, UH, I HOPE THE FUTURE BUDGETS WILL SHOW GROWTH IN THE COMMERCIAL TAX BASE.
THERE ARE OTHER POINTS THAT COULD BE SAID.

SO IF YOU ATTENDED THE WORK SESSION, THIS BOARD MADE A COMMITMENT TO BE VERY INTENTIONAL ON WHAT WE DO AND BE THOUGHTFUL ABOUT WHAT WE DO.

SO, AS I MENTIONED, UH, THIS IS, UH, TWO REQUESTS FOR CONDITIONAL USE PERMITS FOR AN ELECTRONIC MESSAGE BOARD BOARD SIGNS.
THE FIRST ONE IS IN DISTRICT ONE, BIRD ELEMENTARY, WHICH IS LOCATED ON HAYDENVILLE FIFE ROAD.
AND THEN FOR THE NEW GLIN ELEMENTARY SCHOOL ON BULLDOG WAY, BOTH ARE ASKING FOR THE SAME EXCEPTIONS.
THE FIRST ONE HAS TO DO WITH THE AMOUNT OF TIME BEFORE THE CHANGING OF THE MESSAGE.
THEY'RE REQUESTING 15 SECONDS BEFORE EACH, UH, MESSAGE CAN CHANGE.
THE STANDARD, WHICH IS ELIGIBLE FOR AN EXCEPTION IS ACTUALLY ONE MINUTE.

UM, AND THEY'RE ALSO REQUESTING THAT THE SIGN TURN ON AT EITHER 6:00 AM OR SUNRISE, WHICHEVER IS EARLIER THE STANDARD IS SUNRISE.SO THOSE ARE THE TWO EXCEPTIONS.
SINCE 2022 WHEN WE ADOPTED THE REWRITE OF THE ZONING ORDINANCE, WE'VE HAD FOUR ELECTRONIC MESSAGE BOARD SIGNS THERE IN FRONT OF YOU.
AS YOU CAN SEE, UM, THERE ARE THREE OF THE FOUR WERE GRANTED, UH, THE 15 SECONDS CHANGE BETWEEN EACH SIGN.
AND, UM, THE TOMMY'S CAR WASH DID NOT MAKE THAT REQUEST, WHICH THEY HAD THE BASIC STANDARD.
THERE'S ALSO SOME GRANTING OF EXCEPTIONS FOR THE TIME THAT THEY ARE TURNED OFF.
AS YOU CAN SEE, TWO OF THOSE SIGNS ARE FROM ALSO APPLICANTS WERE THE, UM, GLAND COUNTY SCHOOL BOARD.
SO JUST A REAL HIGH LEVEL OVERVIEW OF WHAT THE ORDINANCE SAYS.
THERE ARE STANDARDS THAT, UM, APPLICANTS CAN MAKE REQUESTS FOR EXCEPTIONS.
THERE'S GENERAL REQUIREMENTS, DISPLAYED REQUIREMENTS, AND THEN BRIGHTNESS, COLD CONTROL REQUIREMENTS.
UM, ALSO IMPORTANT TO NOTE THE CODE DOES SPECIFICALLY STATE SEVEN DIFFERENT, UM, CONSIDERATIONS FOR THE BOARD AND PLANNING COMMISSION TO TAKE AS FAR AS EVALUATING THE APPLICATION.
SO BOTH HAVE THE PROPOSED EXCEPTION OF NUMBER ONE, WHICH IS DISPLAY.
UH, SO THAT STATES THAT THEY CANNOT CHANGE MORE THAN EVERY ONE MINUTE, ONCE EVERY MINUTE.
AND THEN, AS I HAD MENTIONED, THEY'RE REQUESTING 15 SECONDS.
THE APPLICANT IS MAKING THIS REQUEST TO PROVIDE GREATER EFFICIENCY OF MESSAGING AND WILL ALLOW THOSE SLOWING DOWN TO TURN INTO THE SCHOOL TO RECEIVE MORE INFORMATION.
THAT APPLIES TO BOTH OF THE REQUEST.
AS YOU'LL SEE WHEN I GET INTO THE PRESENTATION, THE LOCATION OF BOTH OF THOSE SIGNS DO BACK THAT UP.
AND THEN ALSO THE SECOND EXCEPTION IS FOR BRIGHTNESS CONTROL.
UM, SO THE SIGNS ARE REQUIRED TO HAVE AN AUTOMATIC DIMMER AND BE TURNED OFF AT 11:00 PM OR AS LATE AS THE BUSINESS IS OPEN.
SO WHEN SCHOOL CLOSES AND THEY'RE ALLOWED TO COME BACK ON AT, AFTER SUNRISE, THE APPLICANT IS ACTUALLY REQUESTING THAT 6:00 AM THEY BE ALLOWED TO TURN THE SIGNS BACK ON.
THEY WOULD STILL TURN 'EM OFF AT CLOSE OF BUSINESS OR 11:00 PM UM, THEY SAID THAT, UM, OFTENTIMES WHEN, UH, PEOPLE ARE EITHER DRIVING BY OR HEADING TO THE SCHOOL, AND IT'S NOT QUITE LAID OUT YET.

SO, UH, THE ELEMENTARY SCHOOL IS LOCATED HERE, OR THE FUTURE ELEMENTARY SCHOOL IS LOCATED HERE IN GLAND COURTHOUSE.
AND AS YOU CAN SEE ON THE AERIAL, UH, THE RED LINE ACTUALLY OUTLINES THE ENTIRE SCHOOL PROPERTY, UM, PARCEL.
SO THERE IS THE ELEMENTARY SCHOOL AT, I MEAN, EXCUSE ME, MIDDLE SCHOOL, HIGH SCHOOL COMPLEX UP HERE AND ACROSS THE STREET.
THIS IS WHERE THE PROPOSED LOCATION OF THE SCHOOL IS GONNA BE.
AND I'LL LATER SHOW YOU WHERE THE SIGN, UH, WILL BE LOCATED.
HOLLAND HILLS IS THE SUBDIVISION TO THE WEST.
SO THE PROPERTY IS ZONED A TO AGRICULTURAL LIMITED, WHICH DOES REQUIRE CUP FOR THIS TYPE OF SIGN.
AND, UH, THE COMPREHENSIVE PLAN DOES HAVE THIS AS PUBLICLY OWNED INSTITUTIONAL.
SO THEY ARE REQUESTING THE MESSAGE, BOARD SIGN.
AND SO HERE IS A PORTION OF THE, UH, PROPOSED SITE PLAN AS YOU'VE BEEN, IF YOU'VE BEEN BY THE SCHOOL, IT'S, IT'S, WELL ON ITS WAY TO BEING COMPLETED.
BUT, UH, THIS IS A SKETCH OF WHERE THE LOCATION IS.
SO IT'S GOING TO BE LOCATED AT THE FAR, UM, I GUESS IT'S SOUTHERN PART OF THE SCREEN.
UH, WHERE THE LITTLE BLUE INSERT IS, IS WHERE THE SIGN WILL BE LOCATED.
THIS IS A, UH, AN IMAGE OF WHAT THE SIGN IS PROPOSED TO LOOK LIKE.
UM, THESE STANDARDS ARE BASED ON WHAT THE BOARD SHOULD CONSIDER WHEN MAKING THEIR DECISION FOR APPROVAL.
NUMBER ONE, THE PORTION OF THE SIGN FACE, IT IS APPROXIMATELY SIX, UH, 20%, EXCUSE ME, OF THE SIGN FACE IS, UM, WHAT THEY'RE PROPOSING.
AS YOU CAN SEE, THERE ARE MOSTLY LARGE LOT EITHER RESIDENTIAL OR FARMLAND IN THE AREA.
AND AS FAR AS THE DISTANCE TO, UH, RESIDENCES, THERE ARE, YOU KNOW, THE CLOSEST HOUSE IS APPROXIMATELY 725 FEET FROM THE SIGN.
OTHER FACTORS, UH, IS ARE THEY PROVIDING ANY LANDSCAPING? NONE AS CURRENTLY PROPOSED.
AND THE SPEED LIMIT OF THE ROAD, A BULLDOG WAY, IS A TWO LANE

ROAD CLASSIFIED AS A LOCAL ROAD.AND THIS SPEED LIMIT IS 40 MILES PER HOUR DURING REGULAR TIME.

THERE WAS A COMMUNITY MEETING HELD BACK IN JANUARY.
NO CITIZENS WERE IN ATTENDANCE AND STAFF HAS RECEIVED NO ADDITIONAL COMMENT ON THIS REQUEST.
SO, AS MENTIONED, MR. VADDER MENTIONED THAT THIS IS AN, UH, AN EFFORT TO COMBINE ALL CONDITIONAL USE PERMITS THAT ARE LOCATED ON ONE PROPERTY.
AND SINCE THIS DOES INCLUDE BOTH THE HIGH SCHOOL MIDDLE SCHOOL, UH, IN A RATHER LARGE SITE, IT DOES INCLUDE, UM, THE NEW, UH, GOOCHLAND COUNTY ELEMENTARY SCHOOL, UM, AND THE ASSOCIATED CONDITIONS.
THERE IS A CELL TOWER THAT WAS PLACED ON THE PROPERTY AND THE CONDITIONS THAT ARE ASSOCIATED WITH THAT.
AND THEN LASTLY, THE, THE SIGN FOR THE GLIN MIDDLE SCHOOL HIGH SCHOOL, UM, WHICH IS AN ELECTRIC ME MESSAGE, BOARD SIGN.
UM, STANDARD CONDITIONS, THEY ACTUALLY HAD THREE EXCEPTIONS, UH, BECAUSE THE IS REPRESENTING TWO SEPARATE SCHOOLS, THERE WERE TWO SIDE FACES.
AND THE WAY THE STANDARD SAYS THAT THE, UM, EACH SIDE MUST BE THE SAME, BUT SINCE THE WAY THEY'RE LOCATED, AS WELL AS IT REPRESENTS TWO SCHOOLS, THE BOARD DID GRANT THAT EXCEPTION AND THEIR SIGNS ACTUALLY TURN ON AT 7:00 AM.
SO, UM, FOR THIS ACTUAL, UH, NEW PART OF THIS APPLICATION, UM, THE USES, UH, THE CONDITIONS INCLUDE THE USE OF AN ELECTRONIC MESSAGE BOARD SIGNED FOR THE SIGN TO APPEAR.

IT IS A TWO LANE ROAD CLASSIFIED AS A MAJOR COLLECTOR, AND THE SPEED LIMIT DURING REGULAR TIME IS 45 MILES PER HOUR.
AS I MENTIONED BEFORE, IT CAN BE DEGREES DURING SCHOOL HOURS.
THERE WAS A COMMUNITY MEETING HELD BACK IN JANUARY, ONE CITIZEN ATTENDED.
UH, SINCE THAT TIME, STAFF HAS RECEIVED ONE EMAIL SUPPORTING THIS REQUEST AS WELL.
