AFTER THE REDISTRICTING PRECINCT 4 0 2, CENTERVILLE NOW HAS OVER 4,000 REGISTERED VOTERS IN ORDER TO DECREASE THE WAIT TIME AND PROVIDE BETTER SERVICE TO VOTERS.
THE GENERAL REGISTRAR AND THE ELECTORAL BOARD HAVE ASKED THE BOARD OF SUPERVISORS TO CREATE A NEW ELECTION PRECINCT IDENTIFIED AS PRECINCT 4 0 3 WEST CREEK.
THE POLLING PLACE WOULD BE WITHIN THE AVERY POINT, SENIOR LIVING COMMUNITY.

THE NEXT ITEM, THE BOARD HAS REQUESTED TO ADOPT A RESOLUTION REQUESTING THAT THE VIRGINIA DEPARTMENT OF TRANSPORTATION ACCEPT 0.72 MILES OF CERTAIN ROADS IN OAK HILL CORRIDOR DEVELOPMENT INTO THE SECONDARY SYSTEM OF STATE HIGHWAYS FOR MAINTENANCE.
THIRD ITEM, THE BOARD IS REQUESTED TO APPROVE TRANSPORTATION PRIORITIES FOR THE SECONDARY SIX YEAR PLAN FOR FISCAL YEAR 25 TO 30, AND TO AUTHORIZE THE COUNTY ADMINISTRATOR TO EXECUTE ANY NECESSARY DOCUMENTS RELATED TO THE SSYP.

UM, YOU ALL ARE VERY FAMILIAR WITH THE FACT THAT FIVE OF THE EXISTING, UH, FIRE RESCUE STATIONS ARE, UH, OWNED BY THE ASSOCIATION.
AND YOU HAVE, UH, GRACIOUSLY LOANED, UH, MONEY RECENTLY TO, UM, PROMOTE THE RENOVATIONS, UH, AT STATION ONE AND NOW THE LARGER RENOVATION THAT'S OCCURRING AT, UH, STATION FIVE.
AND SO IN LOOKING, UH, LOOKING AT THAT, UH, ABOUT EVERY FIVE YEARS, WE NEGOTIATE, UH, OR LOOK AT THE NEW MOU.
AND TYPICALLY WHAT OCCURS IS, UM, A FEW MORE EXPENSES, UH, GET PASSED ALONG TO THE, UH, THE COUNTY AND TAKING OFF THE, THE PLATE OF THE, UH, ASSOCIATION.

UH, THERE'S ROUGHLY 63 PER CAREER FIREFIGHTERS THAT ARE ASSIGNED, UM, OVER THREE SHIFTS THAT WORK THROUGHOUT THE COUNTY.
AND SO THINGS LIKE, UH, WASHING MACHINES AND APPLIANCES AND SO FORTH, UH, WE'RE USING THOSE THINGS EVERY DAY, NOT JUST OCCASIONALLY.
AND SO THEY DO, THEY DO WEAR OUT.
UM, SOME OF THE, UH, THINGS THAT, THAT ARE NEW TO THE

AS FAR AS THE BUILDING'S CONCERNED, YOU KNOW, SOME OF THE FIRE STATIONS HAVE THE HOOD SYSTEMS IN THE KITCHEN.
THEY HAVE TO BE INSPECTED EVERY YEAR.
AND SO THEREFORE WE HAVE, UH, THERE'S INSPECTIONS AND FIRE EXTINGUISHERS THAT ARE ON THE WALL OF THE STATIONS.
AND CERTAINLY WE, UH, OUR OPERATING BUDGET HAS IN THE PAST COVERED SOME OF THAT, BUT NOT IN A CONSISTENT MANNER.
UM, OPERATIONAL UNIFORMS AND PPE IS NOT A NEW ITEM.
UH, I THINK IT WAS AN OPPORTUNITY TO PUT IT IN THE, UH, NEW MOU FOR 30 YEARS.
UH, PLUS, UM, YOU KNOW, THE, THE COUNTY BUDGET HAS PROVIDED FOR TURNOUT GEAR AND, UM, UNIFORMS AND SO FORTH FOR ALL PERSONNEL, YOU KNOW, VOLUNTEER AND, AND CAREER IN RECENT YEARS SINCE 2009.

HELLO, I'M MICHELLE GARMAN, 4,003 RURAL VIRGINIA LANE, AND I'VE BEEN HERE THE LAST TWO MONTHS.I'VE HAD SOME COMMUNICATION WITH MR. CARPENTER SINCE I WAS HERE IN APRIL, AND I SENT HIM A COPY OF THE VIRGINIA HUNTING AND TRAPPING REGULATIONS THAT ADDRESSED THE ISSUE WITH HUNTERS GETTING TO CLOSE TO PROPERTIES.
AND SPECIFICALLY I WAS TALKING ABOUT REGULATION NUMBER 78, WHICH READS, IT SHALL BE UNLAWFUL FOR ANY PERSON TO ENGAGE IN HUNTING WITH A FIREARM OR TO DISCHARGE A FIREARM WITHIN 100 YARDS OF A DWELLING HOUSE OR OCCUPIED BUILDING, NOT HIS OR HER OWN.
AND THAT'S A REGULATION THAT I WOULD LIKE TO SEE ADDED TO THE CURRENT REGULATIONS HERE IN GOOCHLAND COUNTY.
UM, I KNOW I'M IN DISTRICT ONE, BUT I'M SURE ALL YOUR OTHER DISTRICTS HAVE SUBDIVISIONS AND MAY BE EXPERIENCING THE SAME ISSUE AND MAYBE PEOPLE DON'T KNOW ABOUT THESE REGULATIONS AND THEREFORE THEY'RE NOT HERE SUPPORTING GETTING THAT IN THERE.

AND THEN THERE'S AN AERIAL THAT SHOWS SPECIFICALLY WHERE IT IS.
SO SHANNON HILL ROAD IS THE MAIN ROAD OUT IN THE WESTERN PORTION OF THE COUNTY WHERE SKY ROAD DOES, UH, CONNECT TO SKY ROAD.
UH, EXCUSE ME, SKY LANE IS THE PARCEL, UH, IS THE ROAD WHICH THE PARCEL IS LOCATED, LOCATED.
THE PROPERTY IS ZONED AGRICULTURALLY, UH, AS ARE ALL THE SURROUNDING PROPERTIES.
AND THE RURAL ENHANCEMENT AREA IS WHAT THE COMPREHENSIVE PLAN DESIGNATES THE PROPERTY AS IS ALL THE SURROUNDING PROPERTY IN THE AREA.
SO JUST A LITTLE SUMMARY OF THE CASE.
UM, THE, UH, SUBJECT PROPERTY IS APPROXIMATELY 18 ACRES.
UM, THEY WISH TO CREATE ONE NEW ACRE BY DIVIDING, UM, UH, TO KEEP THE EXISTING DWELLING AND THEN TO CUT OFF A FI APPROXIMATELY FIVE ACRE SITE FOR A FUTURE DWELLING FOR, UM, FOR ONE OF THEIR CHILDREN.
BOTH LOTS WOULD SHARE THE SAME DRIVEWAY ONTO SKY LANE, UH, BECAUSE IT IS ONLY, UH, CUTTING ONE LOT OFF, THERE IS NO IMPACT THROUGH THE CAPITAL IMPACT MODEL AND, UH, NO CASH PROFIT WOULD BE OFFER, UH, BEING THAT THE, UH, PROPERTY WOULD NOT BE ABLE TO BE SPLIT AGAIN BASED ON SIDE, THE APPLICANT HAS OFFERED NO ADDITIONAL OR NO PROFFERS WITH THIS REQUEST.
SO SKY LANE IS APPROXIMATELY, UH, 0.16 MILES FROM SHANNON HILL, AND THEN IT BECOMES AN EASEMENT.
AND YOU CAN SEE THE, THE, THE PUBLIC ROAD IS ACTUALLY IN YELLOW ON BOTH OF THE EXHIBITS ON THE, UM, ON THE SCREEN.
AND THEN THE RED KIND OF SHOWS, SHOWS WHERE THE LOCATION ON THE PLAT, WHERE THE EXISTING EASEMENT IS THAT RUNS THROUGH THE PROPERTY.
UH, THE PROPOSED PARCEL IS TOWARDS THE BACK PART OF THE PROPERTY.
UM, SO WHERE THE, UM, THE EASEMENTS GOES, IT DOES CONNECT TO, UH, A PROPERTY THAT IS, YOU MAY KNOW AS THE, THE GOLD MINE, WHERE IT WAS MOST RECENTLY A CONDITIONAL USE PERMIT.
IT DOES NOT HAVE ANY PRIMARY ACCESS THROUGH THIS PROPERTY.
SO JUST A LITTLE SUMMARY OF HOW WE GOT TO THIS REQUEST.
UM, A REZONING TO A RESIDENTIAL DISTRICT REQUIRES, UM, UH, THE PROPERTY TO BE SUBDIVIDED.
SO WE NEED TO BE IN A RESIDENTIAL ZONING DISTRICT.
THIS IS BECAUSE, UH, NO REMAINING PARCELS, UH, REMAIN ON THE PARENT TRACT.
AND BECAUSE AS I HAD MENTIONED THAT THEY PLAN TO, UM, HAVE THEIR SON LIVE ON THE PROPERTY NEXT TO THEM, IT WOULD NOT BE ELIGIBLE FOR A FAMILY SUBDIVISION EITHER.
SO JUST TO KIND OF, UH, EXPLAIN WHAT THAT MEANS, A PARENT TRACK, UH, IS SOMETHING THAT WAS, UH, IN 1975, EACH PARCEL IN THE COUNTY WAS IDENTIFIED AS A PARCEL TRACK AND GIVEN RATES TO DIVIDE, UH, THEY COULD DIVIDE PARCELS, UM, UP TO FOUR, UM, PARCELS UNDER 20 ACRES, 20 ACRE PARCELS.
THEY COULD GET TWO OF THOSE IN AS MANY 40 ACRE PARCELS AS THEY CAN.
AS YOU CAN SEE ON THE, UM, EXHIBIT, THE KIND OF SHOWS WHAT'S ALREADY BEEN CUT OUT OF THAT PARCEL.
AND, UM, THE, UH, THE NEW FIVE ACRE LOT WOULD NOT BE ALLOWED BY WRIGHT.
AND TO TALK A LITTLE BIT ABOUT FAMILY SUBDIVISIONS, AS I MENTIONED, THEY, THEY WANT TO BE ABLE TO, TO, UM, SUBDIVIDE THE PROPERTY TO GIVE TO THEIR CHILD.
UM, AS A FAMILY SUBDIVISION, YOU CAN HAVE AS MANY SUB UH, DIVISIONS OF THE PROPERTY AS YOU WANT, PROVIDED THAT THE LOTS MEET THE ZONING AND ACCESS REQUIREMENTS.
UM, AND THAT IS TO YOUR IMMEDIATE FAMILY.
UM, SO ESSENTIALLY YOUR, UM, IMMEDIATE FAMILY, UM, GRANDCHILDREN, SIBLINGS, CHILDREN, UM, BUT IT SHOULD BE NOTED THAT A FAMILY SUBDIVISION, ONCE A A PARENT TRACT HAS CUT A PIECE OF PROPERTY FOR A NON-FAMILY MEMBER.
THEY'RE NO LONGER ELIGIBLE FOR A FAMILY SUBDIVISION.
SO TO CONTINUE THE DISCUSSION, UM, WITH RURAL RESIDENTIAL, THE INTENT OF THAT DISTRICT ACTUALLY AS, AS IT'S OUT OF THE ZONING DISTRICT, UM, INTENT OF THE ZONING DISTRICT STATES THAT IT IS INTENDED TO PROVIDE LIMITED RESIDENTIAL DEVELOPMENT IN AREAS OF THE COUNTY DESIGNATED ON THE COMPREHENSIVE PLAN AS RURAL ENHANCEMENT AREA.
IT GOES ON TO, TO EXPLAIN A LITTLE BIT MORE ABOUT WHAT THAT MEANS, BUT THAT'S ESSENTIALLY WHY IN THE PAST AS A, UM, KIND OF A, AN ESCAPE PATCH FOR THIS, UM, THIS PROCESS.
YOU KNOW, THE, UM, YOU KNOW, THE APPLICANTS HAVE BEEN GUIDED TOWARDS THIS ZONING DISTRICT AS A RELIEF TO NOT BEING ABLE TO HAVE ANY MORE, UM, DIVISIONS OFF THE PARENT TRACK OR FOR THE INABILITY TO DO A, UM, A PA A FAMILY SUBDIVISION.
AS FAR AS THE COMPREHENSIVE PLAN GOES, UM, IT'S GENERALLY CONSISTENT WITH THE RURAL ENHANCEMENT AREA DESIGNATION.
AND THEN I JUST SORT OF DESCRIBED AGAIN WHY THE, UM, IT IS CONSISTENT WITH THE FIVE ACRES.

SO THERE WAS A COMMUNITY MEETING HELD BACK IN DECEMBER.UM, THERE WERE QUESTIONS ABOUT THE REZONING AND THE SUBDIVISION PROCESS.
UH, SOME OF THE ATTENDEES IN, IN, UH, ATTENDANCE, UH, UH, EXPRESS SUPPORT AT THE PLANNING COMMISSION MEETING BACK IN MARCH.
UH, THE, THEY RECOMMENDED APPROVAL OF THIS REQUEST WITH A FIVE ZERO VOTE AND NOBODY SPOKE AT THE PUBLIC HEARING.
THE APPLICANTS ARE HERE IN THE AUDIENCE, AND I AM HAPPY TO ANSWER OF YOUR QUESTIONS AS WELL.
THIS, SINCE THIS HAS NO, UH, ACCESS WILL BE THROUGH AN EXISTING PIECE OF PROPERTY, IS THIS A REQUIREMENT THAT THERE BE A DEEDED RIGHT OF WAY OR IS THAT BY THIS ACTION GOING TO PROVIDE THAT FIVE ACRE OWNER? 'CAUSE IN 50 YEARS, IT'S VERY POSSIBLE.

OUR, OUR ORDINANCES RIGHT NOW DON'T ALLOW FOR ANY SORT OF PROTECTION TO HAVE THIS PE TO PEOPLE MOVE IN, SPLIT UP LAND AND, AND, AND MOVE ON.
AND I'M NOT SAYING THAT'S THIS CASE WHATSOEVER.
UM, I'M LOOKING AT, UH, THE FACT THAT WE HAVE RIGHT NOW TO TOMORROW BECAUSE OF PREVIOUS ZONING CASES, GOING BACK AS FAR AS I CAN SEE ALL THE WAY TO 2007.
UM, WE HAVE 2,888, 2,887 HOUSES THAT COULD BE BUILT TOMORROW WITHOUT COMING TO THIS BOARD THAT HAVE ALREADY BEEN REZONED.
UM, AND I HEARD LOUD AND CLEAR FROM MY CITIZENS, UM, AND CITIZENS THROUGHOUT, WHICH IS WHEREVER I GO, IS THAT WE'VE ASKED TO KEEP IT RURAL THAT I'VE SAID, WELL, I'LL KEEP IT RURAL BY MAKING SURE THE GROWTH IS IN THE DESIGNATED GROWTH AREAS.

UM, THE PORTION OF THE BUILDING THAT HE WILL BE OCCUPYING IS ABOUT APPROXIMATELY HALF THE BUILDING, 2,400 SQUARE FEET.
UM, AS YOU CAN SEE ON THE EXHIBIT A, THE SITE PLAN THAT'S ON THE SCREEN, THE YELLOW IS THE OUTLINE OF THE PART OF THE BUILDING THAT WE'LL USE.
AND THEN THERE WILL BE SEVEN PARKING SPACES, UH, THAT HE WILL BE LEASING AS PART OF, UM, HIS, UM, I GUESS HIS LEASE.

SO, JUST A QUICK SUMMARY OF THE REQUEST.
UM, THERE IS AN 11, APPROXIMATELY 11 ACRES, UM, ON THE SUBJECT PROPERTY AND THEY WANT TO SPLIT IT INTO TWO, UH, UH, KEEPING ABOUT SIX ACRES, SIX AND A HALF ACRES FOR THE EXISTING DWELLING, AND FIVE ACRES FOR A FUTURE DWELLING AGAIN FOR ONE OF THEIR CHILDREN.

SO THE RR ZONING DISTRICT, UM, AS PART OF THE INTENT IN THE ORDINANCE OR ORDINANCE DOES INDICATE THAT IT IS APPROPRIATE FOR LIMITED RESIDENTIAL DEVELOP IN THE RURAL ENHANCEMENT AREAS.
AND, UM, FOR THE COMPREHENSIVE PLAN, IT IS GENERALLY CONSISTENT.
UM, THIS USE AS A LARGER LOT RESIDENTIAL SUBDIVISION, UH, LARGER LOT SUBDIVISION, SUBDIVIDED LOT.
UH, THERE WAS A COMMITTEE MEETING HELD IN JANUARY.
THERE WERE, UH, FOUR ATTENDEES.
UM, THE ATTENDEES DID EXPRESS OPPOSITION TO THE, UH, SUBDIVIDING OF THE PARCEL BACK IN MARCH.
IT WAS HEARD AT THE PLANNING COMMISSION.
UH, IT WAS RECOMMENDED APPROVAL WITH A FIVE OH VOTE.
TWO CITIZENS DID ACTUALLY SPEAK IN OPPOSITIONS.
THEIR CONCERNS INCLUDED ADDITIONAL SUBDIVIDED SUBDIVISIONS OF THE PROPERTY OFF OF A PARENT TRACK.
UM, UM, ISSUES WITH AN EXISTING ACCESSORY STRUCTURE THAT, UM, YOU KNOW, AT ONE POINT WAS A, UH, AN ACCESSORY DWELLING, THE, UM, AND AN, UH, INOPERABLE VEHICLE ON THE SITE.
IT SHOULD BE NOTED THAT WE HAVE, UM, INSPECTED THE PROPERTY AND THE VEHICLE IS GONE.

THAT THE TWO OPERATE, UH, THE TWO OWNERS OF EACH PROPERTY WOULD BE RELATED AS DEFINED BY STATUTE.
THEY COULD SELL THE PROPERTY TOMORROW.
