UM, LOOKING AT THE ARROW PHOTO, YOU CAN SEE THAT THERE IS SOME SORT OF LOW DENSITY, UH, RESIDENTIAL DEVELOPMENT, ESPECIALLY ALONG CARSWELL ROAD, THAT AS YOU MOVE, UH, AWAY FROM CARSWELL ROAD TO NORTH AND SOUTH, THE AREAS ARE, UM, PREDOMINANTLY, UM, MATURE TREE STANDS UNDEVELOPED, UM, AND NOTING ON THE SUBJECT PROPERTY, UH, THAT ALSO INCLUDES, UM, MATURE TREE STANDS.
UH, WHAT I'LL REFER BACK TO IN A FEW MINUTES WHEN WE TALK ABOUT BUFFERING THE TOWER ON THE PROPERTY.

THE PROPOSAL BEFORE YOU IS TO CONSTRUCT A SELF-SUPPORT OR LATTICE STYLE TOWER UP TO 199 FEET HEIGHT OF THE TOWER.
AND THE EQUIPMENT AT THE BASE OF THE TOWER WOULD BE LOCATED WITHIN A 5,600 SQUARE FOOT LEASE AREA.
UM, AND IT WILL BE DESIGNED ORIGINALLY, UH, TO HOLD FOUR CARRIERS.
ONE OF THOSE WOULD BE VERIZON AND THE TOWER WILL NOT BE LIT.

UM, AS MENTIONED EARLIER, THE, THE, THE PARCEL IS FORESTED.

LOOKING AT THE SITE PLAN, THE, THE BLUE LINE ON THERE SORT OF HIGHLIGHTS WHERE THE ACCESS ROAD WOULD COME IN OFF CARSWELL ROAD.THERE'S A CEMETERY ON THE SITE, WHICH IS, UH, HIGHLIGHTED WITH THE RED, UH, SQUARE THAT IS OUT OF THE WAY OF THE TOWER AND OUT OF THE WAY OF THE ACCESS TO THE TOWER.
UM, THE ACCESS IS OF CARVAL ROAD AND THE BLUE CIRCLE SORT OF SHOWS THAT THE FALL ZONE OF THE TOWER IS LOCATED IN HIS TY.
ON THE SUBJECT PARCEL, THE APPLICANT DID COLLECT, CONDUCT A BALLOON TEST IN DECEMBER.
UM, THERE WAS ONE, BOTH THE BALLOONS OR BOTH OF THESE PHOTOGRAPHS WERE TAKEN FROM CARTERVILLE ROAD.
ONE OF THEM WAS LOOKING SOUTH TOWARDS THE TOWER.
ONE OF THEM WAS LOOKING SORT OF NORTHEAST TOWARDS THE TOWER.
UM, AT THE ONE THAT'S LABELED 1734 CARTERVILLE ROAD.
UM, YOU CAN SEE WHERE THE, THE BALLOON WAS FLOATED, AND THAT'S THE, WHAT THE, THE PICTURE BALLOON LOOKS LIKE.
THEN THEY'VE DONE A PHOTOS SIM, A PHOTO SIMULATION OVERLAYING WHAT THE TOWER WOULD LOOK LIKE WITH THE OTHER ONE.
THE RED BALLOON REALLY WASN'T VISIBLE FROM THE PICTURE, BUT YOU CAN SEE FROM THE PHOTOS SIM WHAT THE, THE TOWER WOULD LOOK LIKE OR THE PHOTO SIMULATION OF THE TOWER LOOKS LIKE.

AND AS WE LOOK INTO THE CONDITIONS FOR THE TOWER, THESE ARE TYPICAL.
THESE IS WHAT WE GENERALLY CONSIDER THE STANDARD CONDITIONS FOR A TOWER.
UM, THE FIRST ONE WOULD ALLOW THE TOWER TO, UH, I MEAN, ERECTED AT THIS LOCATION.
THE SECOND ONE WOULD REQUIRE 'EM TO ADHERE TO THAT CONCEPTUAL PLAN THAT I SHOWED YOU EARLIER.
UM, THE THIRD ONE WOULD RE REQUIRE THAT THE TOWER COULD NOT GO ACTIVE UNTIL IT GOT ALL THEIR, THEIR SITE PLANS AND PERMITTING APPROVED.
UH, NUMBER FOUR WOULD LIMIT THE HEIGHT OF THE TOWER TO 199 FEET.
UH, NUMBER FIVE WOULD REQUIRE THEM TO ADHERE TO THE APPROPRIATE FEDERAL REGULATIONS.
UH, NUMBER SIX WOULD REQUIRE THEM TO HAVE A FENCE AT THE BASE OF THE TOWER FOR SECURITY PURPOSES.
UH, NUMBER SEVEN WOULD PROHIBIT ANY INTERFERENCE WITH ANY OTHER COMMUNICATION SYSTEMS. UH, NUMBER EIGHT WOULD REQUIRE THE TOWER TO BE KIND OF A NON-REFLECTIVE, NEUTRAL COLOR.
UH, NUMBER NINE WOULD BE A BUFFER.
AS MENTIONED EARLIER, THE SITE IS A SUBSTANTIALLY TREE.
SO WE WOULD TAKE A LOOK AT LANDSCAPING.
UM, WHEN THEY, WHEN THEY SUBMIT THEIR PUD, UM, WITH THIS APPLICATION, IT'S LIKELY THAT THE MATURE TREES ON THE PROPERTY WOULD SUFFICE FOR THE BUFFERING.
WE'LL TAKE A CLOSER LOOK AT THAT.
WHEN THEY FOLLOW SITE PLANS ON NUMBER 10 DOES ALLOW THE COUNTY TO PROVIDE THEIR OWN.
THEY HAVE A, A, A SAY IS IT TERMED A PERMANENT, PERMANENT PETROL RIGHT TO LOCATE THEIR EQUIPMENT ON THE TOWER, UH, AND WORK IN COOPERATION WITH THE TOWER OWNER.
UH, NUMBER 11, THAT DOES REQUIRE THEM TO CONSTRUCT THE TOWER WITHIN TWO YEARS OF THE CEP APPROVAL.
UH, NUMBER 12 WOULD REQUIRE THEM TO BUILD AN INTERNAL ACCESS ROAD THAT MEETS THE COUNTY STANDARD.
UH, NUMBER 13 WOULD REQUIRE THEM TO REMOVE THE TOWER, UH, WITHIN 90 DAYS IF IT'S CEASED BEING USED AS A TOWER.
AND THE LAST ONE WOULD BE THE STANDARD TRANSFER OR LEASE, UM, OF THE CEP.
IF THE PROPERTY, IF THE PROPERTY SOLD OR, OR LEASED, UM, THEY WOULD'VE TO MAKE THAT NEW PROPERTY OR LESS THE AWARE OF THE CEP AND THE CONDITIONS.

SO THEY'RE, IF THERE WERE EVER TO BE, YOU KNOW, A STRUCTURAL FAILURE, THEY COLLAPSE DOWNWARDS.
THEY JUST DON'T, SO THEY DON'T ACTUALLY FALL OVER ANYMORE.

THERE WOULD BE AN ACCESS GATE AT THE OFF OF ZO ROAD.
UM, AND THEN THERE WOULD ALSO BE, THE WHOLE COMPOUND WOULD BE FENCED OFF AND LOCKED.
THESE SITES NOW ARE ALL BASICALLY REMOTELY CENSORED.
UM, SO THEY GET INSPECTED FROM MAINTENANCE CREW ON A PERIODIC SCHEDULE, BUT OTHERWISE THEY'RE REALLY PASSIVE USE ON THE PROPERTY.
THE CONSTRUCTION TIME IS REALLY MINIMAL.

SO THE, THE, WE CHECK THE SITE TWICE A YEAR FROM, FROM A, A DEVELOPMENT STANDPOINT TO MAKE SURE THAT THE ROADWAY IS IN GOOD CONDITION.
UM, THERE'S NO OVERGROWTH THAT THE FENCE IS STILL STANDING.
THE CARRIERS, UM, THEIR TECHS WILL VISIT THE SITE TO INSPECT THEIR GROUND EQUIPMENT.

THE BATTERY PACKS RUN FOR ABOUT 10 TO 12 HOURS.
WHEN THEY GET LOAD, THE GENERATOR WILL KICK ON, RECHARGE THEM, IT'LL KICK OFF.

THE, THE MAIN GOAL OF TOWER DEVELOPMENT NOW IS TO MAKE SURE THAT THE COMMUNICATIONS ARE RELIABLE JUST AS A LANDLINE WOULD BE 'CAUSE SO MANY MORE PEOPLE ARE USING MOBILE COMMUNICATIONS FOR EMERGENCY COMMUNICATIONS.
SO WE LOOK AT IT AS SOMEONE WANTS TO PICK UP A CELL PHONE TO MAKE AN EMERGENCY CALL, WE WANNA MAKE SURE THAT THEY HAVE THE SAME RELIABILITY AS A LANDLINE.

THE PROPERTY IS LOCATED WITHIN THE SANDY HOOK CROSSROADS AREA, WHICH IS IN THE, UH, NEAR THE INTERSECTION OF WHITEHALL AND SANDY HOOK ROADS.
THE PROPERTY IS ZONED AGRICULTURAL LIMITED, WHICH REQUIRES A CONDITIONAL USE PERMIT, UH, FOR A SMALL CONTRACTOR STORAGE BUILDING.
THE COMPREHENSIVE PLAN DESIGNATES THE PROPERTY AS COMMERCIAL AND IS LOCATED WITHIN THE SANDY HOOK CROSSROADS AS DESIGNATED BY THE COMPREHENSIVE PLAN IN 2023.
THE USE OF CONTRACTOR STORAGE SMALL WAS ADDED TO THE ORDINANCE IN AGRICULTURAL LIMITED AND AGRICULTURAL GENERAL ZONING DISTRICTS.
THE NEED WAS IDENTIFIED BY THE DEPARTMENT OF ECONOMIC DEVELOPMENT TO HELP SMALL CONTRACTORS GROW TO MID-SIZE BUSINESSES.
IT'S MEANT TO FILL A GAP BETWEEN THE SMALL BUSINESSES AND THOSE READY TO CONDUCT THEIR BUSINESS, UH, AND THOSE WHO ARE READY TO CONDUCT THEIR BUSINESS IN COMMERCIAL OR INDUSTRIAL PROPERTY.
SO BEFORE THEY MOVE ON TO THAT NEXT LEVEL.
SO FOR CONTRACTOR STORAGE, UH, THERE IS A NEED FOR THE CONDITIONAL USE PERMIT.
THERE'S ALSO NEEDS, UH, THE ORDINANCE BUILDS IN USE STANDARDS.
THE USE STANDARDS ADDRESS THINGS SUCH AS THE SIZE OF THE PROPERTY AND BUILDING THE TYPE AND NUMBER OF VEHICLES ON THE PROPERTY.
THESE ARE IMPOSED TO MINIMIZE THE IMPACT, UH, AND THE OF THE USE ON THE ADJACENT PROPERTIES.
STANDARD 12 GIVES THE BOARD OF SUPERVISORS THE AUTHORITY TO GRANT EXCEPTIONS TO THE STANDARDS.
THROUGH A CONDITIONAL USE PERMIT.
YOU WILL BE RECOMMENDING APPROVAL BASED ON WHAT HE IS REQUESTING.
SO MR. DANDRIDGE IS REQUESTING A CONDITIONAL USE PERMIT FOR A SMALL CONTRACTOR STORAGE BUILDING FOR THE EQUIPMENT ASSOCIATED WITH HIS LANDSCAPING BUSINESS.
CURRENTLY THERE HE HAS A HOME OCCUPATION BUSINESS, WHICH DOES, UM, AT, FOR THE REQUIREMENTS OF THAT LICENSE, YOU'RE NOT ALLOWED TO HAVE OUTDOOR STORAGE OR CONSTRUCT YOUR OWN BUILDING TO PUT YOUR, UM, EQUIPMENT IN FOR, SOLELY FOR YOUR OWN BUSINESS.
SO LOOKING AT THE SITE, THE PROPERTY IS 1.87 ACRES.
THERE IS AN EXISTING, UH, STORAGE SHED ON THE PROPERTY RIGHT NOW THAT'S CIRCLED IN BLUE.
AND THE PROPERTY IS ACCESSED FROM SANDY HOOK ROAD, WHICH IS THE ORANGE.
IT'S ALSO LOCATED ADJACENT TO THE FUTURE STATION EIGHT FIREHOUSE IT THAT'S IDENTIFIED IN RED.
AS I MENTIONED, THERE IS A BUILDING CURRENTLY ON THE PROPERTY.
THERE IS PARKING AREA ASSOCIATED WITH THE BUILDING, AND IT'S MADE OF GRAVEL.
THERE IS NO ELECTRICITY OR WATER IN THE BUILDING, AND THE BUILDING WILL NEED TO, UH, GET ALL THE NECESSARY BUILDING PERMITS.
SO THERE ARE A NUMBER OF REQUESTED EXCEPTIONS AS MS. MORTON STATED IN THE NOTICE.
UH, THE FIRST ONE IS A REQUEST FOR THE PROPERTY TO BE LESS THAN THREE ACRES.
THE SUBJECT PROPERTY IS CURRENTLY, OR, OR IS, UM, 1.87 ACRES.
UH, THE SECOND EXCEPTION IS TO REQUEST THE MINIMUM SETBACK, UH, UH, REQUEST AN EXCEPTION TO THE, UH, BUILDING SETBACK OF A HUNDRED FEET.
SO AS YOU CAN SEE ON THE AERIAL TO THE WEST, THE PROPERTY IS APPROXIMATELY 75 FEET FROM THE PROPERTY AND TO THE EAST, APPROXIMATELY 80 FEET FROM THE PROPERTY.
THE APPLICANT IS REQUESTING NOT TO PROVIDE ANY SCREENING, UM, STATING THAT THERE ARE SECURITY CONCERNS.
THE, THE STANDARD REQUIRES THE BUILDING AND PARKING AREA TO BE SCREENED WITH DENSE VISITATION.
AN OPAQUE SOLID FENCE, OR A COMBINATION OF BOTH STAFFS HAS CONCERNS WITH THIS REQUEST BECAUSE

AS YOU CAN SEE IN THE AERIAL, UM, WHAT STAFF IS SUGGESTING IS MAYBE A SERIES OF TREES TO BREAK UP THE PASSERBY ON THE ROAD, BUT ALSO TO LEAVE IT OPEN ENOUGH TO MAYBE, UM, MITIGATE SOME OF MR. DRE'S CONCERNS.
UM, HE'S ALSO REQUESTING A, UM, AN EXCEPTION TO THE NUMBER OF VEHICLES AND TRAILERS.
THE APPLICANT HAS THREE VEHICLES CURRENTLY ON SITE THREE T TRAILERS, AND THE TRAILERS DO EXCEED THE, UH, THE LENGTH, UH, STANDARDS AS WELL AS THE NUMBER OF AXLES.
UM, SINCE THERE'S BEEN NO COMPLAINTS, UH, THE VEHICLES ASSOCIATED WITH THE BUSINESS MAY IN FACT BE APPROPRIATE AND SHOULD BE, BUT SHOULD BE MAXED OUT AT THE EXISTING SO AS NOT TO, UM, BECOME ANY MORE INTRUSIVE TO THE AREA.
UM, HE'S ALSO REQUESTING THAT SECURITY LIGHTING BE ALLOWED AND WE HAVE NO, UH, UH, CONCERNS WITH THAT AS WELL.
THERE WAS A COMMUNITY MEETING HELD BACK IN OCTOBER.
UH, THERE WERE TWO ATTENDEES THAT WERE FROM THE AREA.
THEY HAD QUESTIONS JUST ABOUT WHAT WAS BEING PROPOSED.
UM, THERE WAS NO OPPOSITION OR ANY, ANY, UH, ANYTHING STATED AT THE COMMUNITY MEETING.
AND, UM, ALTHOUGH THE, UM, BOTTOM LINE SAID THERE WERE, THERE WERE NO ADDITIONAL COMMENTS.
UM, AFTER I HAD ALREADY SUBMITTED THIS PRESENTATION, WE DID RECEIVE AN EMAIL THAT WAS SHARED WITH THE COMMISSION, BUT JUST FOR THE, UM, PUBLIC RECORD, WE DID GET A, UH, AN EMAIL FROM A CITIZEN CONCERNED THAT THERE ARE TRAFFIC ISSUES, UM, AS WELL AS VISUAL ISSUES THAT COULD BE ASSOCIATED, THAT ARE ASSOCIATED WITH THIS USE.
AND THEY DID STATE THAT IF, UH, THIS IS RECOMMENDED FOR APPROVAL TO, TO, UM, THEY'RE REQUESTING THAT ALL THE STANDARDS BE IN PLACE.
SO FOR THE COMPREHENSIVE PLAN, AS I HAD MENTIONED, IT IS DESIGNATED AS COMMERCIAL AND IS LOCATED WITHIN THE SANDY HOOK, UH, RURAL CROSSROADS.
UH, THE CROSSROADS STILL MAINTAIN, UH, THEIR, THE, THE INTENT IS OF THE CROSSROADS IS FOR THEM TO STILL MAINTAIN THE RURAL CHARACTER AND SHOULD BE REFLECTIVE OF THE EXISTING CHARACTER IN THE AREA.
SO PROPERLY DESIGNED WITH THE ASSOCIATED CONDITIONS IMPOSED WITH THE CONDITIONAL USE PERMIT.
THIS, UM, REQUEST IS CONSISTENT WITH THE COMPREHENSIVE PLAN.
SO, JUST REAL QUICKLY FOR, UM, THE CONDITIONS, IF YOU ALL DO, UH, RECOMMEND THIS, THESE ARE THE FOLLOWING CONDITIONS THAT ARE RECOMMENDED.
THERE'S GONNA BE A SERIES OF CONDITIONS THAT I IDENTIFY THAT IF YOU WERE TO, UM, GRANT THE FULL EXCEPTION, THAT'S HOW THE, UM, THE CONDITION READS.
HOWEVER, YOU DO HAVE THE OPPORTUNITY TO AMEND THOSE AS YOU DID WITH THE LAST CASE.
SO, NUMBER ONE ALLOWS FOR THE SMALL CONTRACTOR STORAGE BUILDING NUMBER TWO SAYS THAT THE, UM, THE AREA MUST CONFORM TO EXIST, UM, UH, TO THE SITE PLAN, WHICH IS EXHIBIT A.
THAT'S ONE OF THE, UH, EXHIBITS THAT I SHOWED YOU.
THAT ROAD REQUIREMENTS THE APPLICANT MUST PROVIDE THE COUNTY WITH WRITTEN PERMISSION FROM THE PROPERTY IN WHICH THE ACCESS IS FROM, IF THERE'S NO EASEMENT IN PLACE TO GET, UH, A LEGAL EASEMENT TO IT.
AND THEN ALSO TO PROVIDE A MAINTENANCE AGREEMENT SO THAT THERE'S A UNDERSTANDING AS TO WHO IS ACTUALLY MAINTAINING THAT ROAD.
UM, BUILDING INSPECTIONS APPROVAL.
UH, THE BUILDING WILL NEED TO, UH, GET IN FULL COMPLIANCE WITH ANY BUILDING CODE, UH, THAT IS, UH, THAT, UM, THEY NEED TO, TO APPLY FOR.
AND THAT IS WITHIN SIX MONTHS OF, UM, APPROVAL OF THE CONDITION.
SO NUMBER 5, 6, 7, AND EIGHT ARE ALL RELATED TO THE EXCEPTIONS THAT HE IS REQUESTING.
NUMBER FIVE, UH, MINIMUM ACREAGE.
AS I HAD MENTIONED, THREE ACRES WERE IDENTIFIED THROUGH THE PROCESS WHEN WE WERE WRITING THE ORDINANCE.
AGAIN, WITH THE UNDERSTANDING THAT HE DOES NOT HAVE THAT, I'M NOT SURE THAT COULD BE ACHIEVED.
AND AS I MENTIONED, THERE, UH, HAVE BEEN NO COMPLAINTS ON THE PROPERTY.
UM, THE BUILDING IS ALREADY IN PLACE AND DOES NOT MEET THE, UH, THE SETBACKS.
SO, UM, AGAIN, WITH NO COMPLAINTS THIS MAY BE APPROPRIATE.
ON THE OTHER HAND, UH, THE WAY THE THE CONDITION DOES READ IS THAT HE WOULD BE ALLOWED TO, UM, UH, BE EXEMPT FROM THE SCREENING, BUT HE WOULD HAVE TO, TO SCREEN HIS DUMPSTER.
AS I MENTIONED, STAFF DOES HAVE CONCERNS WITH THAT IN THE AERIAL THAT, I MEAN, IN THE PHOTO THAT I SHOWED YOU, THERE WERE SOME OPPORTUNITIES FOR THERE TO BE SOME, UH, LANDSCAPING PUT IN PLACE THAT WOULD NOT BE SO ONEROUS AS TO COMPLETELY BLOCK THE SITE AND, UM,

BECOME A SECURITY RISK.SO NUMBER EIGHT, UM, THIS IN, UM, THE, WHAT HE'S REQUESTING IS A, AN EXCEPTION FROM THE NUMBER OF VEHICLES, UH, WHICH IS LIMITED TO TWO.
MR. DANDRIDGE ALREADY HAS THREE VEHICLES, SO YOU KNOW, AGAIN, WITH NO COMPLAINTS THAT MAY BE APPROPRIATE.
UH, HE IS ALSO REQUESTING THE LIMIT AND THE SIZE OF THE TWO TRAILERS.
THERE ARE TWO TRAILERS THAT, UM, HE IS LIMITED THROUGH THE STANDARDS.
MR. DANDRIDGE HAS THREE, ALL THREE OF THEM DO EXCEED THE LENGTH, AND HE DOES HAVE MORE THAN ONE AXLE ON THOSE.
UM, I DID LEARN, UM, THROUGH MY DISCUSSIONS WITH MR. DANDRIDGE AND OTHERS THAT THE TYPE OF EQUIPMENT THAT HE DOES CARRY AND THE SIZE OF HIS TRAILERS, THAT ONE AXLE WOULD PROBABLY NOT BE, UH, SAFE.
SO THE TWO AXLES, IF YOU WERE TO ALLOW HIM TO KEEP THE, UM, EXISTING VEHICLES AND TRAILERS ON THERE, THE TWO AXLES WOULD BE APPROPRIATE.
AGAIN, LIMITING THEM TO THE THREE TRAILERS AND VEHICLES SO AS NOT TO GROW TOO LARGE FOR THIS TYPE OF USE.
SO NUMBER EIGHT WAS AN ORIGINAL REQUEST THAT MR. DANDRIDGE HAD.
UM, AS FAR AS THE NUMBER OF VEHICLES, UH, AND TALKING WITH HIM, HE NO LONGER, UH, WISHES THAT EXCEPTION.
SO HE WOULD BE LIMITED TO THE 10 VEHICLES ON, ON THE SITE AT ANY GIVEN TIME.
AND THEN ANY EMPLOYEES THAT HE HAS TO PARK DURING THE, UM, ACTIVE HOURS OF HIS BUSINESS.
UH, HE IS ALSO ASKING FOR A LIGHTING EXCEPTION.
UM, THIS IS, UM, HE JUST WANTS TO HAVE SOME SECURITY LIGHTING AS IT IS NOW.
HE DOESN'T EVEN HAVE ELECTRICITY ON IT, SO IT WOULD PROBABLY BE SOME SORT OF SOLAR, UM, MOUNTED ON OFF SECURITY LIGHT, WHICH IS STAFF SPINES THAT ACCEPTABLE.
AND THIS IS A FIVE YEAR RENEWAL, SO HE WOULD HAVE TO COME BACK AND GET THE CEP RENEWED IN FIVE YEARS, WHICH IS JULY 20, 29.
AND THEN OUR LAST IS OUR STANDARD TRANSFER LEASE.
ESSENTIALLY, IF HE WERE TO LEASE THE PROPERTY OR TO SELL THE PROPERTY, HE WOULD HAVE TO TELL THE COUNTY, AND THEN HE WOULD ALSO HAVE TO NOTIFY THE LEASE OR THE PURCHASER THAT THESE ARE THE CONDITIONS THAT ARE IMPOSED WITH THE, WITH THE USE.
UH, BUT HE DIDN'T WANT, UH, SO THERE'S A COUPLE THINGS.
UH, THE, THE UP TO 10 WAS IN REFERENCE TO HOW MANY VEHICLES COULD BE PARKED THERE AT ONE TIME.
HE HAS THREE VEHICLES AND THREE TRAILERS.
UM, HE WAS NOT WANTING TO BE LIMITED TO THOSE.
HE DID NOT COME UP WITH A SPECIFIC, UH, NUMBER THAT HE WANTED TO HAVE.
BUT STAFF RECOMMENDS THAT IF YOU WERE TO GRANT THAT, TO LIMIT IT TO THE THREE SO THAT, YOU KNOW, IN FIVE YEARS IF HE FINDS THAT HIS BUSINESS IS GROWING AND THERE HASN'T BEEN ANY COMPLAINTS AND WANTS TO DEMONSTRATE HOW HE COULD OPERATE WITH MORE VEHICLES ON THAT SITE, THAT WOULD BE AN OPTION.
BUT I, I WOULD, UH, RECOMMEND IT BEING CAPPED AT THREE, UM, AS A FIRST TIME.
WHAT IF HE DETERMINES THAT IN SIX MONTHS HE COULD COME BACK AND MAKE THAT REQUEST? OKAY.
SO THE DIFFERENCE BETWEEN THE 10 AND THE THREE, I THINK THE THREE IS OVERNIGHT PARKING OR, SO THE THREE IS VEHICLES ASSOCIATED WITH THE CUP USE.

SO WHAT YOU SEE IN THE, IN THE BACKGROUND IS THE MEDICAL OFFICE THAT HAS BEEN DEVELOPED ON THE NORTH SIDE OF BROAD STREET.
UM, SO THIS IS AGAIN IN IN PRIVATE ECONOMIC DEVELOPMENT.
AND THAT IS EXACTLY WHAT THIS DEVELOPMENT IS.
THIS REPRESENTS APPROXIMATELY A $20 MILLION INVESTMENT IN THE COUNTY.
AND THAT IS IN ADDITION TO THE INDIRECT BENEFITS THAT COME WITH THIS.
UM, IT ALSO PROVIDES FOR, UH, SERVICE TO THE COMMUNITY.
SO THESE ARE HEART DOCTORS THAT ARE, UM, BUILDING THIS BUILDING.
UM, SO THEY HAVE A VARIETY OF SERVICES, BUT FOCUSED ON PULMONARY CARE SURGERY, UM, AS WELL AS CARDIOLOGY.
IT IS IN THE CENTERVILLE OVERLAY DISTRICT.
AS MR. CASH MENTIONED, THIS IS JUST AN UPDATED RENDERING, UM, THAT THEY'RE LOOKING AT.
SO THIS, IF I GO BACK THIS, THAT VIEW IS SORT OF FROM THE ENTRANCE AREA RIGHT HERE.
SO JUST TO GIVE YOU A, A DIFFERENT VISUAL HERE.
UM, BUT THAT WOULD GO THROUGH THE COA PROCESS.
UM, AND WE DO BELIEVE THAT THAT WOULD BE ADMINISTRATIVE.
UM, BUT THAT WOULD BE PART OF THE OVERALL PROCESS.
UM, THE ACCESS ROAD IS IMPROVED, AS WAS, AS WAS MENTIONED.
UM, SO THIS ACCESS ROAD IS IMPROVED, SO IT'S ABOUT 30 FEET HERE, AND THEN IT ACTUALLY GETS WIDER JUST SO THAT WE CAN MAKE SURE WE'RE STILL ACCOMMODATING THE USES OF THE NURSERY, UM, JUST BEYOND US, AS WELL AS THAT TURNAROUND THAT THAT WILL BE REQUIRED AND HAS BEEN REVIEWED AND APPROVED BY VDOT AS PART OF OUR OVERALL APPLICATION.
AND WE'LL GO THROUGH THE PERMITTING PROCESS WITH THAT.
UM, IN, WITH RESPECT TO TRAFFIC, WE DID PERFORM A TRAFFIC ANALYSIS AND THAT DID FIND THAT THE, UH, TRAFFIC GENERATED BY THIS DEVELOPMENT, THE ROAD NETWORK COULD HANDLE IT ACTUALLY AT THE SAME LEVELS, LEVELS OF SERVICE THAT CURRENTLY EXIST TODAY.
SO WITH THE DEVELOPMENT WITH BACKGROUND TRAFFIC ADDED PLUS AN ADDITIONAL GROWTH RATE, THE LEVELS OF SERVICE STILL ARE MAINTAINED AT THE SAME LEVEL OF SERVICE.
UM, SO WE DO THINK THAT THIS IS A GREAT OPPORTUNITY FOR THE COUNTY TO PROVIDE HIGH QUALITY COMMERCIAL DEVELOPMENT.
IT IS A SMALL SITE, BUT THIS IS, UM, A LOT OF OPPORTUNITY FOR THIS SITE.
UM, AND WITH THAT WOULD RESPECTFULLY REQUEST YOUR RECOMMENDATION OF APPROVAL.
