UM, I CAME BECAUSE, UM, I WANTED TO SPEAK IN FAVOR OF ADDING TO THE EDUCATION BUDGET FOR THE THREE INTERVENTIONISTS.

AND I UNDERSTAND THAT'S NOT YOUR JOB TO DETERMINE WHAT'S GOING TO BE, UM, PAID FOR BY THE MONEY THAT YOU ALLOT EDUCATION.

UM, BUT I ALSO THOUGHT THAT, UM, I NEEDED TO DO MY PART AND SPEAK UP FOR THOSE KIDS.

RIGHT? UM, SO THEN I SPOKE WITH MR. LYLE AND, UM, I THINK MAYBE THERE IS SOME MONEY AND NOW IT'S UP TO THE SCHOOL BOARD AND I DO PLAN TO GO TO THEM.

UM, BUT I, I DO WANNA, YOU KNOW, TALK A LITTLE, SINCE I DO HAVE MY THREE MINUTES, UM, I WANNA SAY THAT I, I DID WATCH YOUR WORKING SESSIONS.

I WANTED TO SEE, I WANTED TO INFORM MYSELF.

'CAUSE AS YOU KNOW, RIGHT NOW, IT'S A, IT'S, UM, ROUGH WATERS OVER THERE WHEN YOU BRING UP THE SCHOOL BOARD.

AND THERE'S ISSUES ABOUT WORDING ABOUT THIS THAT, UM, I WANTED TO LEARN FOR MYSELF.

SO I WATCHED THE WORKING SESSIONS, UM, AND ALTHOUGH IT DOES SEEM LIKE MAYBE YOU GUYS SPOKE A LITTLE BIT MORE ON THE ISSUE AND I WASN'T ABLE TO SEE THAT, UM, DURING THE SESSION, I DID FEEL LIKE THE INTERVENTIONIST WAS PUT OFF A LITTLE.

THERE WAS A LOT OF BRAINSTORMING ON HOW YOU COULD SUBSTITUTE FOR THAT AND MAYBE COME UP WITH A LESS EXPENSIVE WAY TO DO THAT WORK.

BUT IT'S A REALLY, REALLY IMPORTANT THING.

AND I DO WANNA THANK YOU ALL FOR AT LEAST ALLOTTING THE MONEY SO THAT WE CAN NOW TAKE OUR VOICES TO VOICES TO THE SCHOOL BOARD.

I DO APPRECIATE THAT.

Resolution authorizing the County to file a Proffer Amendment Application to RZ-2018-00004 to remove access requirements for four lots identified as 58-16-0-2-0, 58-16-0-3-0, 58-16-0-4-0 and 58-16-0-5-0 on Pond View Lane, appointing the Director of Community Development as the County's Agent for the application, and referring the application to the Planning Commission]

ITEM, AS YOU SAID.

AND THIS IS A, UM, RESOLUTION AUTHORIZING THE COUNTY TO FILE A PROFFER AMENDMENT APPLICATION FOR THE REZONING CASE, RZ 20 18 0 0 0 4.

AND THIS IS TO REMOVE ACCESS REQUIREMENTS FOR FOUR LOTS.

UM, I WILL READ THOSE, UH, ON POND VIEW LANE.

UH, SO THIS IS BASICALLY APPOINTING THE DIRECTOR OF COMMUNITY DEVELOPMENT TO, UM, REFER THIS ITEM TO THE PLANNING COMMISSION FOR THEIR REVIEW AND VOTE.

AND WHAT IT, WHAT IT IS, IS WHEN THE UM, APPLICATION WAS ORIGINALLY COMPLETED, THERE WAS SUPPOSED TO BE TWO DRIVEWAYS WITH, FOR FOUR HOUSES.

THE FIRST DEVELOPER, THE FIRST BUILDER BUILT TWO HOUSES EACH WITH A DRIVEWAY.

SO IF THEY CONTINUE TO BUILD THE OTHER TWO HOUSES, THEY WOULD BE IN VIOLATION OF THIS PROFFER.

SO BY REMOVING THE PROFFER, WE MAKE 'EM WHOLE.

AND IT'S, UH, I THINK WE ALL OF YOU AGREED AND TWO BY TWOS THAT IT WAS THE RIGHT THING TO DO SINCE IT WAS OUR MISTAKE TO ALLOW THE, UM, TWO DRIVEWAYS FOR THE TWO HOUSES IN THE FIRST PLACE.

RESOLUTION ADOPTING TAX RATES FOR THE 2025 CALENDAR YEAR, MS. KAY? YES.

HELLO.

WE HAVE HAD A LOT OF DISCUSSION ON THE BUDGET UP TO THIS POINT.

UM, WE'VE REACHED A 148 AND A HALF MILLION DOLLARS BUDGET IS WHERE WE HAVE LANDED.

AND WE NEED FOUR MOTIONS FROM YOU ALL TO ADOPT THE COUNTYWIDE BUDGET TO INCLUDE SCHOOLS, CIP, SOCIAL SERVICES, ALL OF OUR DEPARTMENTS, AS WELL AS, UM, OUR TAX RATES AND OUR FEE ORDINANCE CHANGES.

SO THOSE ARE GONNA COME BEFORE YOU.

THE FIRST STEP IS TO ADOPT THE 2025 TAX RATES.

WE HAVE IMPLEMENTED ZERO CHANGES IN ANY TAX RATES FROM 2025 YEAR.

SO THOSE ARE ALL BEFORE YOU.

AND THE MOTION IS AT THE BOTTOM.

UNLESS YOU HAVE ANY DISCUSSION.

NOW, UH, THE, ANY OF YOU WOULD LIKE TO DISCUSS ANY ASPECTS OF THIS? YOU'RE LOOKING AT ME.

YOU AGREE? UH, YEAH.

UH, YEAH, MR. CHAIRMAN, UH, I, I AM GOING TO VOTE IN FAVOR OF THIS, AND I'M DOING SO KNOWING I'M VOTING FOR A TAX INCREASE.

UH, I SUBMIT EVEN FIVE WEEKS.

AND MS. CAVE, THANK YOU VERY MUCH.

YOU HAVE, UH, LABORED IN THE VINEYARD AND, AND HUMORED ME WELL, WHEN I'VE ASKED MY QUESTIONS, BUT I FEEL MORE INFORMED AS TO WHY THESE TAX RATES, EVEN INCLUDING THE TAX INCREASE, UH, IS SOMETHING THAT I THINK OUR, I BELIEVE I'VE HEARD OUR CITIZENS WANT US TO DELIVER.

SO, UH, I AM VOTING TO INCREASE MY OWN TAXES.

MY TAXES, NOT THAT ANYBODY CARES BUT ME, BUT IT WILL BE $1,500 MORE THAN IT WAS THREE YEARS AGO.

AND, AND THAT'S BECAUSE OUR INCREASE IN SERVICES AND WHAT WE ARE GETTING FOR THAT, WHAT ARE WE GETTING FOR THAT? WE'RE GETTING MORE FIRE RESCUE, WE'RE GETTING MORE SHERIFF DEPUTIES.

WE'RE GETTING INCREASED COMPENSATION FOR OUR DISPATCHERS.

UH, WE'RE GETTING BETTER SCHOOLS, I BELIEVE.

SO THERE'S, THERE'S, THERE'S VALUE IN WHAT WE ARE PAYING FOR.

UH, SO, UM, AS MUCH AS I DISLIKE VOTING FOR A TAX INCREASE, UH, WE NEED TO SERVICE OUR DISTRICT, OUR, OUR CITIZENS IN OUR DISTRICTS.

AND, AND IT TAKES RESOURCES.

AND, UH, EVEN SO, WE ARE A WELL MANAGED TAX RATE COUNTY.

SO 53 CENTS IS STILL ADMIRABLE, LOWEST IN THE REGION.

I THINK WE ALL AGREE WITH YOU.

UM, ANY FURTHER? YES, MR. EY? YES.

UM, SO I, I DON'T WANT TO, I WON'T, MR. LYLE MADE A LOT OF MY POINTS AND THERE WAS A LOT OF CONVERSATION.

AND IT'S INTERESTING FOR AS MANY PEOPLE THAT I'VE ASKED FOR TAX RELIEF, I'VE HAD AS MANY PEOPLE ASK FOR TAX INCREASES TO INCREASE SERVICES.

AND MY CONVERSATION WITH THEM REVOLVES AROUND THE ROLE OF GOVERNMENT.

AND, UM, SO IT'S INTERESTING TO HEAR BOTH SIDES.

AND, UM, THE ONE THING I WANNA REMIND FOLKS, BECAUSE IT HAS BEEN INTERESTING TO ME, AND WE HAVE MADE SIGNIFICANT CHANGES TO OUR TAXES, UM, IN, IN, IN THE POSITIVE FROM CITIZENS, MEANING KEEPING IT MORE IN YOUR POCKETS.

WE'VE LOWERED PERSONAL PROPERTY TAX RATES DOWN, UM, TO $2 99 CENTS FROM, I THINK IT WAS 3 75 2 YEARS AGO.

SO SIGNIFICANT.

AND WE CAME VERY CLOSE ON OUR BUDGET THAT YEAR.

UM, AND WITH THE UNCERTAINTY, UM, AND WITH JUST NOT, IT SEEMS LIKE EVER SINCE I'VE GOT ON THIS BOARD, YOU KNOW, MONTH, MONTH TWO AND A HALF WAS COVID.

SO EVER SINCE THEN, IT'S BEEN UNCERTAIN.

UM, BUT THE ONE THING I WANNA REMIND PEOPLE THAT I DON'T KNOW HOW LONG EVERYBODY'S LIVED HERE, I'VE LIVED HERE 23 YEARS, BUT IN 2007 WAS 2007, 2008, MY ASSESSMENT WENT DOWN 35 40%.

THEY DIDN'T RAISE THE TAX RATE, 35, 40% BECAUSE THEY WERE, WELL AT THE TIME, WE WERE WELL MANAGED AND WE'RE ABLE TO, UH, HAVE THE FUNDS TO COVER THAT, THAT GREAT, THEY CALL THE GREAT RECESSION.

SO THERE, THERE IS, UM, A STRATEGY TO THIS AND WE, WE ARE COMMITTED AND I AM COMMITTED TO KEEPING AS MUCH OF YOUR MONEY IN YOUR POCKET.

'CAUSE YOU SPEND IT BETTER THAN I DO.

AND I, AND I TRULY BELIEVE THAT.

I WILL STRESS THIS AGAIN AND 'CAUSE I CAN'T STRESS IT ENOUGH, IS WHEN WE MAKE THESE DECISIONS REGARDING TAX RATES, WE OFTEN TAKE IT ON THE CHIN BECAUSE PEOPLE WRITE THAT CHECK AT THE TREASURER'S OFFICE.

UM, BUT IT IS US MANAGING THE BEST THAT WE CAN.

MANY FEDERAL AND STATE POLICIES THAT WEIGH ON US ON A DAILY BASIS.

THE PRINTING OF MONEY MAKES EVERY SINGLE THING THAT WE HAVE TO PAY FOR, UM, IN ORDER TO MAKE OUR SCHOOLS RUN, IN ORDER TO PROVIDE OUR PUBLIC SAFETY GO UP.

THE, UM, WITH INFLATION COMES HIGHER PAY.

AS SCHOOLS HAS MENTIONED, SALARIES ARE THE BIGGEST PART OF THEIR BUDGET.

AND I THINK IT'S THE SAME FOR, UM, UM, OR AT LEAST ONE OF THE BIGGEST FOR OUR PUBLIC SAFETY AS WELL.

UM, THESE ARE THINGS THAT BECAUSE THEY'RE WE'RE CLOSER TO HOME BECAUSE IN MANY WAYS WE'RE SEEN AS BOOTS ON THE GROUND, UH, FOR GOVERNMENT.

AND UNFORTUNATELY, WE'RE NOT NAMELESS AND FACELESS LIKE A LOT OF OUR REPRESENTATIVES IN WASHINGTON OR IN RICHMOND.

UM, THESE ARE CHALLENGING, UH, TIMES TO MANAGE THROUGH.

SO THEY CURRENTLY AND HAVE BEEN EXISTING ON THAT PROPERTY FOR, UM, QUITE A WHILE.

UH, THE COMPANY FABRICATES AND SELLS EARTH MOVING AND DEMOLITION EQUIPMENT, UH, ATTACHMENTS.

IN 2021, THEY EXPANDED THEIR BUSINESS TO THE SUBJECT PROPERTY IDENTIFIED, UM, IN THE MAP.

UM, AND, UH, THAT WAS THROUGH A CONDITIONAL USE PERMIT TO ALLOW, UM, THE EXPANSION WITH THE SAME USES THAT THEY ARE CURRENTLY ALLOWED.

THE 2021 CEP APPROVAL INCLUDED ONE BUILDING, UM, UH, THE ABILITY TO DO METAL PRODUCT ASSEMBLY, CUTTING AND FABRICATION, AS WELL AS OUTSIDE STORAGE.

IN 2023, A FIRE DESTROYED A LARGE PORTION OF THE EXISTING BUSINESS, SO A WELDING SHOP WAS MOVED TO THE SUBJECT PROPERTY FOR THEM TO BE ABLE TO CONTINUE BUSINESS, UH, TO ALLOW FOR THE ACTIVITIES ASSOCIATED WITH THE EXPANSION APPROVED.

IN 21, THE APPLICANT IS REQUESTING TO ADD AN ADDITIONAL BUILDING.

UH, THAT BUILDING IS, UM, ON EXHIBIT A, WHICH IS PART OF THIS APPLICATION AND IS IDENTIFIED IN RED WITH THE IMPOSED CONDITIONS.

THIS USE IS CONSISTENT WITH THE COMPREHENSIVE PLAN.

THERE WAS A COMMUNITY MEETING HELD BACK IN OCTOBER OF 2024.

THE ONLY CHANGES, UH, TO THIS CONDITIONAL USE PERMIT WERE, UM, UH, THE, UH, REFERENCE TO EXHIBIT A AND ADDING THE SECOND BUILDING.

QUESTIONS FROM THE ATTENDEES WERE RELATED TO THE USE OF THE PROPERTY FOR THE BUSINESS, WHETHER THE ACTION REZONED THE PROPERTY TO COMMERCIAL AND IF THE APPLICANT WOULD HAVE SHORT TERM RENTAL.

UM, AS PART OF THE DWELLING UNITS ON THE PROPERTY, STAFF DID RECEIVE OTHER EMAILS REGARDING THIS APPLICATIONS, AND THOSE COMMENTS WERE RELATED TO REQUESTING, UM, ADDITIONAL BUFFERS ALONG THE SUBJECT PROPERTY LINE BOUNDARIES.

UH, REQUEST FOR A BOARD FENCE TO BE PROVIDED ALONG THE NORTHERN PROPERTY TO SCREEN THE PROPERTY FROM, UM, UH, AND PREVENT, UH, TRESPASS AND A REQUEST FOR, UM, CONDITIONS TO BE IMPOSED IN CLEANING UP DEBRIS MATERIAL RESULTING FROM THE BUSINESS ON SONGBIRD LANE.

AT THE DECEMBER 19TH, 2024 MEETING, THE PLANNING COMMISSION RECOMMENDED APPROVAL OF THIS APPLICATION WITH A FIVE ZERO VOTE.

NOBODY SPOKE AT THE PUBLIC HEARING.

UM, THE APPLICANT HAD DID REQUEST A COUPLE OF DEFERRALS BEFORE THIS EVENING.

UM, THEY REQUESTED A DEFERRAL, UM, FROM FEBRUARY TO MARCH OF THIS YEAR, AND THEN, UH, 'CAUSE THE APPLICANT COULD NOT ATTEND FOR HEALTH REASONS.

AND THEN THERE WAS ANOTHER REQUEST, UM, FROM THE MARCH 4TH TO TONIGHT.

UM, FOR ALL THOSE DEFERRALS, UH, THE BOARD DID VOTE FIVE ZERO, UM, TO, UH, APPROVE THOSE REQUESTS.

SO THESE ARE THE, UH, SUMMARY OF THE CONDITIONS.

I DO HAVE THE FULL CONDITIONS IF YOU HAVE QUESTIONS, BUT, UM, JUST TO KIND OF SUMMARIZE, UM, FOR THE ACCESSORY FAMILY DWELLING UNIT, UH, THEY WERE UPDATED TO MAKE, MATCH ALL OF OUR EXISTING, UH, CURRENT, UM, STANDARD CONDITIONS THAT YOU HEAR IN FRONT OF THE BOARD, UH, REGULARLY.

AND THEN WE ALSO REMOVED THE SIZE LIMITATIONS OF THE PREVIOUS APPROVAL.

UM, AS I MENTIONED BEFORE, WE DON'T HAVE THAT AS PART OF OUR STANDARD CONDITIONS.

TO MY KNOWLEDGE, I DON'T THINK WE'VE DONE THAT ON ANY OTHER APPLICATION FOR THE HOME-BASED BUSINESS.

UM, THERE'S A REQUIREMENT FOR THAT NOT TO BE OPEN TO THE PUBLIC AND THAT THE ONSITE ACTIVITY IS LIMITED TO OFFICE AND STORAGE OF BUSINESS EQUIPMENT, UH, AND VEHICLES WITHIN THE AREA DESIGNATED ON EXHIBIT A, WHICH I SHOWED YOU DURING THE PRESENTATION.

AND EMPLOYEES WERE LIMITED TO COMING AND GOING TO THE PROPERTY, MEANING THAT THERE'S NO REPAIR OR ANY, UM, ANY ACTIVITY ASSOCIATED WITH THE BUSINESS AND THE EMPLOYEES, THEY BASICALLY DROP OFF THEIR CARS AND THEY LEAVE.

UM, BUSINESS RELATED VEHICLES AND TRAILER TYPES, UM, ARE, UH, NUMBERED AND LISTED.

WE, WE HAVE A LIST OF THOSE TO BE MAINTAINED ON THE PROPERTY.

UH, BUSINESS RELATED PARKING IS NOT PERMITTED WITHIN 35 FEET OF A PROPERTY LINE.

SIGNAGE FOR THE BUSINESS IS LIMITED TO NINE SQUARE FEET.

UH, BUSINESS ACCESS FOR THE FUTURE STUB ROAD IS NOT PERMITTED.
