UM, MS. BETTY REEVES NOBLE WASN'T ABLE TO MAKE THE TRIP TODAY, BUT WE DO HAVE, UM, KEN BROWN HERE WITH US, WHO IS, UH, RETIRED GLAND FIRE CHIEF.

UH, AND HE'S WORKING WITH OUR AGENCY NOW, SO WE WANTED TO RECOGNIZE HIM AS WELL.

UH, I THOUGHT I'D START BY JUST GIVING YOU THE BACKGROUND ON THIS AWARD.

UM, MANY OF YOU MAY OR MAY NOT KNOW, BUT THE GOVERNOR'S FIRE SERVICES AWARDS WERE ESTABLISHED IN 2002, TWO AS A MECHANISM TO FORMALLY RECOGNIZE VIRGINIA'S FIRE SERVICE AND THE EXCELLENCE THAT IS IN THE FIRE SERVICE HERE.

THESE AWARDS ARE PRESENTED ANNUALLY DURING THE VIRGINIA FIRE AND RESCUE CONFERENCE, DURING OUR VIRGINIA BEACH CONVENTION CENTER OR OUR, OUR FIRE CHIEFS CONFERENCE, UH, AT THE CONVENTION CENTER IN IN VIRGINIA BEACH EACH FEBRUARY.

BUT UNFORTUNATELY THIS YEAR, FOR THE FIRST TIME IN MEMORY THAT, UH, THAT CONFERENCE HAD TO BE CANCELED BECAUSE OF SNOW.

UH, SINCE THE AWARDS PROGRAM INCEPTION, MEMBERS OF THE VIRGINIA FIRE SERVICES BOARD AND OUR AGENCY, THE DEPARTMENT OF FIRE PROGRAMS, HAS BEEN RESPONSIBLE FOR REVIEWING NOMINATIONS AND FORWARDING RECOMMENDATIONS TO THE SECRETARY OF PUBLIC SAFETY AND HOMELAND SECURITY FOR FINAL SELECTION.

TWO, INDEPENDENT MEMBERS OF THE PUBLIC ARE ALSO INCLUDED IN THIS PROCESS.

EACH APPLICATION IS SCREENED THROUGH TWO ROUNDS IN A HIGHLY COMPETITIVE PROCESS BEFORE BEING RECOMMENDED TO THE GOVERNOR.

SO THIS YEAR, THIS, THE RECIPIENT OF THE GOVERNOR'S AWARD FOR EXCELLENCE IN VIRGINIA'S FIRE SERVICE IS GLAND FIRE AND RESCUE GLAND RECENTLY COMPLETED A CONSTRUCTION OF A $1.2 MILLION LIVE FIRE TRAINING STRUCTURE.

THIS GROUNDBREAKING FACILITY ENHANCES LOCAL AND REGIONAL TRAINING CAPABILITIES AND ADDRESSED PREVIOUS CHALLENGES IN CONDUCTING LIVE FIRE TRAINING EXERCISES, GLAND'S, LEADERSHIP IN FIRE TRAINING INNOVATION, ENSURES FIREFIGHTERS IN THE REGION ARE WELL PREPARED TO EFFECTIVELY SERVE THIS COMMUNITY.

CONGRATULATIONS TO GLAND FIRE AND RESCUE.

UH, IF YOU'RE NOT FAMILIAR WITH OUR, UH, ORGANIZATION, WE ARE A LOCAL LAND TRUST THAT SERVES THE GREATER RICHMOND REGION.

UH, WE'VE BEEN IN EXISTENCE SINCE 2005.

SO, UM, SO THE CAPITAL REGION LAND CONSERVANCY WAS FOUNDED IN 2005, AND WE HAVE BEEN SERVING GLAND EVER SINCE THAT DAY.

UM, WE ACTUALLY MERGED WITH ANOTHER LAND TRUST CALLED THE GLAND LAND ALLIANCE IN 2014.

AND THAT WAS ESTABLISHED BY LOCAL RESIDENTS IN GLAND COUNTY WHO WANTED TO PUT PERMANENT CONSERVATION ON THE LAND HERE IN THE COUNTY.

UM, SO IN OUR ORGANIZATION'S HISTORY, WE HAVE HELPED TO CONSERVE NOW OVER 15,000 ACRES IN OUR REGION.

OUR MISSION IS TO CONSERVE THE NATURAL AND HISTORIC RESOURCES OF VIRGINIA'S RICHMOND REGION

FOR THE BENEFIT OF PEOPLE AND NATURE.

WE'VE PUT EQUAL ATTENTION TO THE NATURAL RESOURCES AS WELL AS THE HISTORIC RESOURCES SINCE WE ARE BLESSED WITH SUCH AN INCREDIBLE HISTORY IN OUR REGION, BUT ALSO BALANCING BETWEEN THE NEEDS OF NATURE AND THE, THE THE NEEDS OF PEOPLE.

OUR SERVICE AREA ENCOMPASSES ALL OF GLAND COUNTY.

IT ENCOMPASSES ALL OF THE AREA FOR PLAN RVA, BUT WE DECIDED THAT WE WOULD ALSO EXPAND IT FROM AN OPERATIONAL PERSPECTIVE.

SO WE WILL SERVE ANYWHERE WITHIN AN HOUR'S DRIVE OF OUR OFFICE THAT NOW PICKS UP MOST OF LUVANA.

IT PICKS UP A LOT OF LOUISA AND IT PICKS UP CUMBERLAND COUNTY.

A LOT OF THOSE PORTIONS, UH, SURROUND THE WESTERN PART OF GLAND COUNTY.

THIS MAP ALSO SHOWS YOU WHAT OUR VISION FOR CONSERVATION IN THE REGION WOULD LOOK LIKE, AND IT IS CONSISTENT WITH ALL OF THE LOCAL COMPREHENSIVE PLANS WHERE WE'VE TAKEN YOUR COMPREHENSIVE PLAN, WORKED WITH YOUR PLANNING STAFF, AND SAID, WHERE IS CONSERVATION MOST APPROPRIATE? AND WE'VE COME UP WITH THIS VISION AND YOU CAN SEE THAT IT REALLY CREATES SOMEWHAT OF A GREEN BELT AROUND THAT CITY OF RICHMOND.

THIS, THIS IS A KIND OF CONCEPT THAT GOES BACK THOUSANDS AND THOUSANDS OF YEARS WHERE YOU HAD YOUR, YOUR INNER CITIES, AND THEN YOU NEEDED TO HAVE AN AGRICULTURAL BELT AROUND TO PROVIDE FOOD SUSTENANCE FOR THE PEOPLE WHO LIVED IN YOUR AREAS.

UM, BUT THAT IS OUR VISION AND WE'RE VERY PROUD TO SEE GOLAND.

MOST OF YOUR WESTERN HALF OF THE COUNTY IS, IS, UH, PART OF OUR VISION.

THIS IS WHERE CURRENTLY THERE ARE CONSERVATION EASEMENTS IN OUR REGION.

YOU WILL SEE THAT THIS INCLUDES STATE PARKS, NATIONAL PARKS, LOCAL MUNICIPAL PARKS, BUT ALSO A LOT OF PRIVATE LAND THAT HAS BEEN PLACED INTO CONSERVATION, PERPETUAL CONSERVATION EASEMENTS THAT THE PRIVATE LANDOWNER STILL RETAINS THEIR INTEREST IN THE LAND CAN SELL IT IF THEY WANT TO.

WHAT THEY HAVE DONE, HOWEVER, IS TO EXTINGUISH CERTAIN DEVELOPMENT RIGHTS AND ADDED PROTECTIONS THAT HELP WATER QUALITY AND AIR QUALITY BUFFERING OUR STREAMS AND WATERS.

CAPITAL REGION LAND CONSERVANCY, AS I MENTIONED, WE'VE BEEN AROUND SINCE 2005 AND WE'VE PROTECTED ABOUT 15,000 ACRES.

THIS IS JUST AN EXAMPLE OF SOME OF WHAT WE HAVE DONE.

WE CURRENTLY HOLD THREE EASEMENTS IN GLAND COUNTY, AND WE HAVE IN THE LAST FEW YEARS BEEN PARTNERING WITH THE MONON SOIL AND WATER CONSERVATION DISTRICT TO CO HOLD EASEMENTS.

UH, MONON DISTRICT AS A PUBLIC BODY IS AUTHORIZED UNDER THE OPEN SPACE ACT, CAPITAL REGION.

LAND CONSERVANCY AS A NONPROFIT IS AUTHORIZED UNDER THE CONSERVATION EASEMENT ACT.

AND WHEN WE DO AN EASEMENT FOR BOTH OF US HOLDING IT, IT BRINGS THOSE TWO SECTIONS OF THE STATE CODE TOGETHER.

A FEW OF THE PROJECTS THAT WE'VE DONE, UH, MOST NOTABLY, WE PURCHASED MALVERN HILL OUT IN EASTERN HENRICO, 870 ACRES, AND TRANSFERRED OVER 400 ACRES TO THE NATIONAL PARK SERVICE THERE.

WE WORKED WITH CHESTERFIELD COUNTY AND BOUGHT ABOUT 50 ACRES ON THE APPOMATTOX RIVER AT THE FALL LINE, UH, DOWN THERE.

AND, UH, THAT LAND IS BEING OPENED UP AS A PUBLIC PARK.

UH, WE'VE WORKED IN NEW KEN COUNTY, HAMANI RIVER, UH, AND A LOT OF OTHER AREAS, INCLUDING GLAND, WHICH WE'RE PROUD OF.

THIS PICTURE I LIKE TO SHOW THIS IS GLAND.

THIS IS RONNIE KNUCKLES FARM, WHICH IS ALSO PROTECTED UNDER A CONSERVATION EASEMENT HELD BY THE VIRGINIA OUTDOORS FOUNDATION.

SO THE CAPITAL REGION LAND CONSERVANCY IS A LOCAL LAND TRUST.

THE VIRGINIA OUTDOORS FOUNDATION IS A STATEWIDE AGENCY THAT DOES PRETTY MUCH THE SAME WORK THAT OUR ORGANIZATION DOES LAND CONSERVATION NATIONWIDE.

CURRENTLY, THE COUNTRY HAS ABOUT 13% OF ALL OF ITS LANDS PERMANENTLY PROTECTED UNDER A CONSERVATION EASEMENT OR UNDER SOME OTHER TYPE OF, UH, OF DEED COVENANT THAT IS PERMANENT.

IN OUR REGION, HOWEVER, WE ARE AT ABOUT 6%, AND THAT IS LARGELY 'CAUSE WE'RE AN OLDER AREA THAT HAS HAD A LOT OF DEVELOPMENT, RIGHT? ONCE YOU HAVE ALL THIS FRAGMENTATION OF THE LANDSCAPE, IT'S VERY HARD TO PUT LARGE LANDSCAPE SCALE CONSERVATION INTO PLACE.

HOWEVER, IT'S NOT, UH, UN UNCOMMON TO DO LARGE PARCELS THESE DAYS IN TERMS OF GLAND COUNTY.

HOWEVER, UM, THE COUNTY IS AT ABOUT FOUR POINT A HALF PERCENT OF ITS LAND AREA UNDER PERMANENT CONSERVATION.

THE COUNTY DOESN'T HAVE BIG STATE PARKS, DOESN'T HAVE NATIONAL PARKS, DOESN'T HAVE THESE KIND OF LARGE LANDSCAPE PROJECTS THERE.

SO MOST OF THIS HAS ALL BEEN DONE THROUGH PRIVATE LAND OWNERSHIP, AND YOU CAN SEE QUITE A BIT OF IT DOWN ON THE RIVER, THE JAMES RIVER, AS WELL AS SOME, UH, ALONG THE, THE ROUTE SIX RIVER ROAD CORRIDOR.

PART OF THE CHALLENGE IS WE'VE GOT A BALANCE BETWEEN GROWTH NEED FOR JOBS, NEED FOR HOUSING, BUT ALSO WHERE ARE WE FEEDING OUR PEOPLE? WHERE ARE WE HAVING OUTDOOR RECREATIONAL OPPORTUNITIES? UH, IN THIS STATISTIC, I FIND TO BE RATHER, UM, JUST EYE-OPENING EVERY 30 SECONDS, WE ARE LOSING A FOOTBALL FIELD WORTH OF AMERICA'S NATURAL AREAS TO SOME SORT OF CONVERTED USE EVERY 30 SECONDS, YOU KNOW, THE DURATION OF THIS MEETING, HOW MUCH LAND WILL HAVE BEEN CONVERTED, AND AT WHAT POINT IS THERE NO MORE LAND

TO CONVERT? WHAT HAPPENS TO THOSE NATURAL RESOURCES? THIS IS A, A MODEL THAT THE STATE DEPARTMENT OF CONSERVATION AND RECREATION HAS PRODUCED CALLED A DEVELOPMENT VULNERABILITY MODEL.

AND YOU CAN SEE HERE THAT IN GRAY, UH, THE AREAS HAVE ALREADY BEEN DEVELOPED AND WHAT IS SHOWN IN ORANGE.

AND THEN YELLOW IS A PREDICTION THAT THE STATE HAS FOR THE LIKELIHOOD OF THE LAND TO BE CONVERTED TO A DIFFERENT USE.

UH, THE ORANGE BEING A 50% CHANCE OF BEING CONVERTED IN THE NEXT FIVE YEARS.

THAT'S HOW FAST LAND IS BEING CONVERTED IN THE RICHMOND REGION.

CLEARLY, GLAND KNOWS, UH, YOU'RE ONE OF THE FASTEST GROWING LOCALITIES IN THE WHOLE COMMONWEALTH OF VIRGINIA.

THIS IS WHAT'S HAPPENING TO OUR AGRICULTURAL LANDS.

AS A RESULT, A LOT OF OUR FARM LAND IS BEING CONVERTED, INCLUDING PRIME AG SOILS AND PRIME AG SOILS BEING THE MOST PRODUCTIVE.

UH, VIRGINIA HAS RANKED NUMBER EIGHT IN TER, UH, EIGHTH IN THE NATION IN TERMS OF ACTUAL LOSS OF ACRES BEING CONVERTED OF FARMLAND TO SOME OTHER USE, AND AS A PERCENTAGE 11 IN THE NATION.

JUST TO GIVE YOU AN EXAMPLE, FOR GLAND COUNTY, IN THE US AGRICULTURAL CENSUS BETWEEN 2017 AND 2022, GLAND LOST 28% OF ITS FARMLAND IN FIVE YEARS.

THAT WAS AT A TIME WHEN THE POPULATION GREW 15%.

SO YOU CAN BEGIN TO SEE WHAT'S HAPPENING WITH THE, THE CONVERSION.

AND I KNOW THAT FROM YOUR COMPREHENSIVE PLAN THAT THERE'S A GOAL FOR THE 85 TO 15 TRYING TO KEEP 85% OF THE COUNTY IN A RURAL STATUS.

THIS IS JUST WHERE YOUR PRIME AG SOILS ARE TODAY.

AND, UM, AND SO THAT BECOMES A HIGH PRIORITY FOR US IN TERMS OF AGRICULTURE, BECAUSE AGRICULTURE IS STILL VIRGINIA'S TOP INDUSTRY.

NUMBER TWO IS TOURISM.

NUMBER THREE IS FORESTRY.

ONE IN EVERY 11 JOBS IS TIED TO EITHER AGRICULTURE OR FORESTRY ACROSS THE COMMONWEALTH OF VIRGINIA.

SO WHAT IS, UH, LAND TRUST AND WHAT ARE CONSERVATION EASEMENTS? CONSERVATION EASEMENTS ARE PERPETUAL DEEDS THAT A LANDOWNER VOLUNTARILY GIVES TO A LAND TRUST.

IT HAS TO COMPLY AND CONFORM WITH THE LOCAL COMPREHENSIVE PLAN.

IT BECOMES RECORDED IN THE COURTHOUSE.

IT RUNS WITH THE LAND PART OF THE TITLE OF THE LAND, UH, AND IT MUST PROTECT SPECIFIC CONSERVATION VALUES.

THESE ARE IDENTIFIED, UH, SPECIFICALLY FOR EACH PROPERTY THAT IS UNIQUELY IDENTIFIABLE, UM, FOR THE PUBLIC.

THERE'S A LOT THAT COMES FOR THIS, BUT WE HAVE A LOT OF WATER QUALITY IMPROVEMENT.

OUR DRINKING WATER IS NEEDS SURFACE WATER TO, TO REPLENISH.

AND SO BY PUTTING CONSERVATION EASEMENTS, IT HELPS OUR DRINKING WATER.

IT'S PROTECTING SOME OF THE MOST UNIQUE LAND THAT WE HAVE BECAUSE OF THE CULTURAL AND HISTORIC RESOURCES.

UH, IN GOOCHLAND IS, IS, UM, REALLY, UH, AN INCREDIBLE HISTORICAL COUNTY.

GENERATIONS AND GENERATIONS OF FAMILIES TRY TO KEEP THE FARM IN THEIR FAMILY, BUT DEVELOPMENT PRESSURES AND THE COST OF THAT REAL ESTATE GOING UP MAKE IT MORE DIFFICULT.

A CONSERVATION EASEMENT, EXTINGUISHES A LOT OF THOSE DEVELOPMENT RIGHTS AND THEREFORE MAKES IT MORE AFFORDABLE FOR THE FAMILY TO KEEP OPERATING.

UH, AND THEN IT PRESERVES OPEN SPACE AND THE QUALITY OF LIFE.

I KNOW MANY OF Y'ALL UNDERSTAND, YOU KNOW, KEEP GLAND RURAL.

THAT'S WHAT THE QUALITY OF LIFE IN GLAND IS LIKE.

THAT'S WHAT PEOPLE WANT.

AND CONSERVATION EASEMENTS HELP TO DO THAT.

LANDOWNERS GET A LOT OF DIFFERENT BENEFITS, AND IN VIRGINIA, WE'RE VERY FORTUNATE TO HAVE SOMETHING, UH, CALLED THE LAND PRESERVATION TAX CREDIT.

SO THEY WILL ACTUALLY BE COMPENSATED FOR DONATING A CONSERVATION EASEMENT, AND THEY WILL GET 40% OF THAT VALUE ISSUED AS A STATE TAX CREDIT THAT COULD THEN BE SOLD AND TRANSFERRED.

AND THAT CAN BE SUBSTANTIAL WHEN YOU START LOOKING AT, UH, REAL ESTATE VALUES.

UM, WE WORK VERY CLOSELY WITH YOUR PLANNING DEPARTMENT TO MAKE SURE THAT OUR CONSERVATION EASEMENTS CONFORM WITH THE LOCAL COMPREHENSIVE PLAN.

SO THIS IS CALLED THE WILDLIFE CORRIDOR, AND IT GOES RIGHT THROUGH WESTERN GOOCHLAND.

THIS IS WHERE THE, THE STATE HAS SAID, LET'S DO LAND CONSERVATION.

THIS WILDLIFE CORRIDORS CONNECTS THE GREAT DISMAL SWAMP ALL THE WAY TO THE BLUE RIDGE PARKWAY, RIGHT? SO HOW DO WE MAKE SURE THAT WILDLIFE HAS SAFE PLACES TO TRANSPORT AND HAVE FEWER INCIDENTS INVOLVING HUMANS IN, IN VEHICULAR TRAFFIC? UM, AND HERE'S JUST ANOTHER WAY OF SHOWING THAT ON THE MAP AND HOW IT CONNECTS THROUGH OUR REGION.

UH, I'M ALMOST DONE WITH THE PRESENTATION, BUT I'LL JUST SIMPLY SAY, WITH PARKS AND ACCESS FOR THE PUBLIC, THERE'S ALSO MODELING THAT CAN BE DONE, BUT IT CAN ONLY BE DONE RIGHT NOW BASED ON URBANIZED AREAS ACCORDING TO THE US CENSUS, WHICH GLAND COUNTY DOES NOT HAVE ANY QUOTE UNQUOTE URBANIZED AREAS.

BUT I SHOW YOU SOME EXAMPLES THAT INCLUDE SHORT PUMP AND TUCKAHOE THAT ARE TO YOUR EASTERN BOUNDARY.

AND THIS IS WHAT IS CALLED THE, UM, THE 10 MINUTE WALK MODEL.

THIS IS, PEOPLE SHOULD HAVE THE ABILITY TO GET TO SOME SORT OF PUBLIC LAND WITHIN A 10 MINUTE WALK OF AN URBANIZED AREA.

AND YOU CAN SEE IN, UH, SHORT PUMP, ONLY ABOUT 30% OF THE POPULATION CAN GET TO A PARK WITHIN A 30 MINUTE WALK.

THE GOAL WOULD BE TO INCREASE THAT.

THERE'S ALSO NEW STUDIES OUT ABOUT OUR TREE CANOPY AND THE LOSS OF OUR TREE CANOPY.

UH, CHESAPEAKE BAY PROGRAM HAS A GOAL TO INCREASE TREE CANOPY IN THE BAY WATERSHED HELPS WITH WATER QUALITY, ET CETERA.

AND YOU CAN SEE, ACCORDING TO THIS REPORT FROM THE US, UM, UH, DEPARTMENT OF FORESTRY, THAT, UH, GLAND COUNTY HAS HAD A NET LOSS OF 542 ACRES OF TREE CANOPY, UH, OVER THE PERIOD OF TIME SINCE 2017.

SO THERE'S A LOT OF DIFFERENT MODELS THAT WE LOOK AT AND PUTTING CONSERVATION EASEMENTS HELP TO SUPPORT, UH, MANY OF THE, THE COUNTY'S PLANS AND ITS GOALS FOR WHAT IT WANTS TO BE IN THE FUTURE.

AND PERMANENT CONSERVATION HELPS TO MAKE SURE THAT WHERE YOU WANT GROWTH CAN BE DIRECTED THAT WAY, WHERE YOU WANT CONSERVATION CAN BE DIRECTED THAT WAY.

IT'S ALL IN A BALANCE IN A RELATIONSHIP.

UH, AND SO WE ARE HERE TO HELP LANDOWNERS AND WORK WITH THE COUNTY THROUGH THAT PROCESS.

WE'RE REALLY PLEASED TO BE HERE AND CONTINUE TO SUPPORT THE WORK THAT YOU ALL HAVE BEEN DOING, AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE.

ANOTHER STRUCTURE, FOR EXAMPLE, MAY BE PUT ON IT, OR SOME OF THE AGRICULTURAL ACTIVITY MIGHT BE EXPANDED.

SO IT'S NOT A SNAPSHOT OR A STATUS QUO WHERE IT CAN NEVER CHANGE.

IS THAT CORRECT? SO THE DEED OF EASEMENT IS PERPETUAL.

THE DEED OF EASEMENT, HOWEVER, IDENTIFIES WHAT RESERVED RIGHTS THE LANDOWNER KEEPS AND WHAT THEY'RE GIVING UP.

SO TODAY YOU MIGHT HAVE 200 ACRES WITH ONE HOUSE ON IT.

THE LANDOWNER MAY SAY, WELL, I'D LIKE TO HAVE A SECOND HOME AT A LATER DATE.

I'D LIKE TO DIVIDE THAT SECOND HOME OFF FOR A SECOND PARCEL.

AND THE CONSERVATION EASEMENT COULD BE WRITTEN IN SUCH A WAY TO PERMIT THAT TO OCCUR ON A FUTURE DATE.

THERE ARE, DEPENDING ON GRANT FUNDING, 'CAUSE SOMETIMES WE WILL GET GRANT FUNDING, BUT, UH, LAND USE CONVERSION BETWEEN FORESTRY ACTIVITIES AND AGRICULTURAL ACTIVITIES, UH, ARE CERTAINLY APPROPRIATE.

A LOT OF PEOPLE WILL PUT A CONSERVATION

EASEMENT ON AHE LAND TO FIRST EXTINGUISH DEVELOPMENT RIGHTS, BUT THEN THEY MIGHT COME BACK WITH ECOLOGICAL SERVICES SUCH AS WETLANDS OR NUTRIENT BANKS AND THE LIKE, AND TO THEN ADD THAT.

AND THAT WOULD BE A LAND USE CONVERSION, BUT IT, IT CAN BE DESIGNATED AS BEING FLEXIBLE.

OKAY.

UM, JUST A FURTHER AMPLIFICATION.

SO WHEN A LAND PIECE PARCEL GOES INTO A CONSERVATION EASEMENT, MOST TIMES IT'S NOT GONNA SEE RESIDENTIAL OR COMMERCIAL DEVELOPMENT.

AND SO THE TAX BASE WILL BE DIMINISHED BECAUSE THE LAND VALUE IS GOING TO BE OPEN.

BUT IS IT ALSO FAIR TO SAY WE'RE NOT GONNA HAVE A DEMAND FOR SERVICES ON THAT LAND? WE AREN'T GONNA BE LOOKING FOR KIDS TO GO INTO THE SCHOOLS.

WE'RE NOT GONNA LOOK FOR DEMANDS, SAY ON THE AQUIFER OR WATER OR A NEED FOR MORE ROADS BECAUSE TRAFFIC WON'T BE INCREASING ON THAT.

SO THERE WAS A, A STUDY DONE IN NEW KENT, CHARLES CITY AND JAMES CITY COUNTIES.

UH, AND THAT STUDY PRODUCED, UH, TWO FACTS.

ONE THAT IT, UH, CONSERVATION EASEMENTS HAD A FISCAL IMPACT FOR THE GOOD FOR THOSE LOCALITIES.

IT BROUGHT IN TAX BASE, BUT IT DID NOT HAVE THE SAME LEVEL OF EXPENSES.

SO THEY ENDED UP WITH A SURPLUS, A A, A POSITIVE FISCAL IMPACT.

IT ALSO HAS A POSITIVE ECONOMIC IMPACT BASED OFF OF ALL THE BUSINESSES THAT ARE DRIVEN THERE.

AND THE AUGMENTING, UM, UH, ECONOMIC IMPACT PRIMARILY THEY WERE LOOKING AT OUTDOOR RECREATION, UH, THAT CAME AS A RESULT.

BUT YOU ARE ABSOLUTELY RIGHT.

UM, AND MY UNDERSTANDING, AND, AND FORGIVE ME, UM, AS NOT A GLAND COUNTY RESIDENT, BUT YOUR TAX BASE ON A MILLION DOLLAR HOME WOULD BE ABOUT 50,000.

UH, I MEAN 5,000, UH, YEAH, THANK YOU.

50% DO, DO NOT GIVE THE AUDIENCE 50 CENTS THANK 50 CENTS ON THE DOLLAR, BUT IT WOULD BE $5,000 OF INCOME ON A MILLION DOLLAR HOME.

BUT THAT YOUR SCHOOL DISTRICT, YOU KNOW, IT COSTS MAYBE 13, $14,000 TO EDUCATE A STUDENT.

AND SO WHAT THEN IS THE FISCAL IMPACT OF A MILLION DOLLAR RESIDENTIAL HOME? RIGHT? IT'S GONNA HAVE A NET, UH, A DEFICIT IN THAT INSTANCE.

SO, UH, BEING ABLE TO CONTROL YOUR GROWTH AND YOUR POPULATION THROUGH CONSERVATION EASEMENTS IS CERTAINLY SOMETHING THAT THE OTHER LOCALITIES HAVE BEEN LOOKING AT.

ANYTHING ELSE? YES, SIR.

UM, JUST, UH, QUESTION FROM MY PERSONAL EXPERIENCE.

I WENT TO A UNIVERSITY IN AN URBAN AREA, AND ONE THING THAT THEY DID THAT I THOUGHT WAS VERY CREATIVE WAS AS THE STUDENT BODY GREW, YOU HAD TO HAVE A TREE FOR EVERY SINGLE MEMBER OF THE STUDENT BODY.

AND IN AN URBAN AREA, IT ACTUALLY ENSURED THAT RATHER THAN A CONCRETE LOOKING CAMPUS, YOU MAINTAINED A, UM, WOODED, YOU KNOW, WOODED SPACES AND A LOT OF TREES.

HAVE YOU EVER SEEN THAT EMPLOYED IN A SUBURBAN AREA? WE, I KNOW WE DON'T HAVE ANY URBANIZATION IN OUR COUNTY, BUT WE DO HAVE AREAS THAT ARE GROWING MM-HMM .

AND YOU DO SEE, YOU KNOW, SOMETIMES HUNDREDS OF ACRES CUT DOWN FOR THAT GROWTH.

AND, YOU KNOW, I, I'M NOT SAYING STOP IT ALTOGETHER, BUT AT LEAST, UM, FIND WAYS TO SAY, OKAY, THE COUNTY IS NET, YOU KNOW, NOT LOSING ANY OF THIS IMPORTANT, UH, TREE COVER COVERAGE AND ALL THE BENEFITS WE GET.

HAVE YOU, HAVE YOU SEEN THAT FROM EXAMPLES? SO THERE WAS, UH, A BILL THAT, THAT WAS PASSED BY THE GENERAL ASSEMBLY THIS YEAR THAT WOULD ALLOW FOR EACH LOCALITY TO ESTABLISH A FUND WHERE DEVELOPERS COULD PAY INTO THE FUND FOR, FOR CUTTING DOWN TREES FOR DEVELOPMENT.

AND THAT THAT WOULD THEN ALLOW FOR THE LOCALITY, THEN PLANT TREES ELSEWHERE.

UM, I BELIEVE THAT PASSED THE GENERAL ASSEMBLY.

I DON'T KNOW, FROM MY UNDERSTANDING, THE VETOES, THE GOVERNOR DIDN'T VETO THAT PARTICULAR BILL, UM, ON THE STUDENT BASIS.

HOWEVER, UM, INTERESTINGLY, HENRICO COUNTY IS WORKING ON AN ENVIRONMENTAL EDUCATION CENTER AS PART OF THEIR HENRICO COUNTY PUBLIC SCHOOL SYSTEM OUT AT WILTON ON THE JAMES RIVER.

AND THEY HAVE IN THEIR, UH, THEIR PLANS FOR THAT PROPERTY THAT THE STUDENTS, ALL THE STUDENTS WHO WOULD GO THROUGH THAT WOULD END UP PLANTING THEIR OWN TREE AND THAT THEY WOULD BE ABLE TO COME BACK AND, AND SEE THE TREES AS THEY GROW AND DEVELOP AS A WAY OF CONNECTING THEM TO THE LANDSCAPE.

MY PARENTS, WE HAVE A FARM IN NELSON COUNTY, IT'S 200 ACRES, AND WE PUT IT INTO A CONSERVATION EASEMENT 20 YEARS AGO, AND WE GOT THE TAX CREDITS AND MY DAD, MY BROTHER, WE ALL MADE THE DECISION TOGETHER.

WHAT THAT TAX CREDIT HAS BEEN ABLE TO BE USED FOR BY TAKING THE CAPITAL OUT OF THE LAND AND GETTING CASH AND APPLYING IT ELSEWHERE HAS BEEN VERY BENEFICIAL FOR THE FAMILY AND FOR THE FARM.

RIGHT? THAT'S THE VISION OF IF YOU DON'T HAVE ANYTHING TO DO DIFFERENTLY, IF YOU WANT TO PASS THIS LAND TO THE NEXT GENERATION TO CONTINUE TO FARM, IT IS THE TOOL TO USE CERTAINLY FOR THAT PURPOSE.

UM, AND SO THE TAX CREDITS ARE GREAT, AND WE'RE VERY FORTUNATE IN VIRGINIA, WE'RE ONLY ONE OF THREE STATES IN THE WHOLE COUNTRY THAT ALLOW YOU TO SELL YOUR TAX CREDITS.

WE FOUND OUT TO OUR SURPRISE THAT WHEN THE INDUSTRIAL PARK WAS SUBDIVIDED, THAT DEVELOPERS PROFFERED THAT THERE WOULD BE SCREENING OF OUTDOOR STORAGE.

EVEN IN M TWO WHERE IT'S PERMITTED BY WRIGHT, I COULD NEVER HAVE EXPECTED THAT THE APPROVED AND INSPECTED POD ON A PARCEL THAT WE PURCHASED ISN'T EVEN COMPLIANT WITH THE PROFFERS.

I STARTED A DIALOGUE WITH STAFF AND SOME BOARD MEMBERS ABOUT IT.

IT SEEMS THAT STAFF HAS BEEN NEGLECTFUL IN EITHER REQUIRING SCREENING DURING THE POD APPROVAL PROCESS OR ENSURING IT WAS ACTUALLY INSTALLED DURING THE INSPECTION.

TO BE CLEAR, I DON'T BELIEVE THAT A SINGLE POD APPROVED IN THE PAST 20 YEARS MET THE PROFFER REQUIREMENTS.

I STAND HERE TODAY AS A CITIZEN LANDOWNER AND BUSINESS OWNER IN THE COUNTY FOR MONTHS.

I'VE BEEN PLEADING FOR THE COUNTY TO BE PART OF SOLVING THIS COMMUNITY ISSUE, NOT TO LEAVE US BUSINESS OWNERS IN THE INDUSTRIAL PARK WITH THE RISK OF A ZONING VIOLATION OR MY COMPANIES FEELING LIKE WE'RE SINGLED OUT AND BEING REQUIRED TO INSTALL SCREENING THAT HAS NOT BEEN REQUIRED FOR ANYONE ELSE TO INSTALL.

SO FAR, STAFF HAS CREATED THIS PROBLEM BY FAILING OVER AND OVER AGAIN TO ENFORCE THE PROFFERS AT VARIOUS PHASES OF THEIR INVOLVEMENT.

I'M NOT IMPLYING THE STAFF WAS MALICIOUS, IT WAS HUMAN ERROR.

WE ALL MAKE MISTAKES.

THIS WAS FAILURES DURING THE PROCESS THAT STAFF IS INVOLVED WITH.

IT IS A REVIEW AND INSPECTION ISSUE, NOT AN ENFORCEMENT ISSUE.

STAFF'S ACTIONS HAVE CREATED A SITUATION OF SELECTIVE ENFORCEMENT.

IT IS AN ABJECT FAILURE OF GOVERNMENT TO DO WHAT THEY'RE SUPPOSED TO DO, ENFORCE THE LAW EQUALLY AND WITHOUT PREJUDICE OR PREFERENCE.

THE ISSUE IS STAFF'S INABILITY TO APPROVE OR DENY A SCREENING MATERIAL THAT THEY'VE HAD IN FRONT OF THEM SINCE SEPTEMBER 13TH OF LAST YEAR, ALMOST NINE MONTHS.

THE GENERAL RESPONSE RECEIVED SO FAR IS A SLAP IN THE FACE OF THE BOARD'S DESIRE TO BE BUSINESS FRIENDLY.

IT IS THE COMPLETE OPPOSITE OF THAT, TO BE HONEST.

I PURCHASED THIS LAND TO RESOLVE ZONING VIOLATIONS, GROW OUR GLAND BASED BUSINESS AND CREATE NEW JOBS IN THE COUNTY, NONE OF WHICH I'VE BEEN ABLE TO DO BECAUSE OF THIS SITUATION.

I ALSO FIND IT MILDLY IRONIC THAT THE SITUATION BOILS OVER TODAY OR THIS MONTH OF ALL MONTHS BUSINESS APPRECIATION MONTH.
