UM, THERE ARE ENTRANCE FEATURES THAT INCLUDE EACH ROAD TO INCLUDE THE CONNECTING ROAD WITH TUCKO BRIDGE, A VARIETY OF ROAD IMPROVEMENTS, UM, IN FRONT OF THE PROPERTY, AS WELL AS IMPLEMENTING THE RECOMMENDATIONS OF THE VDOT ROCKVILLE ROAD SAFETY STUDY ELEVATIONS AND MATERIALS, WHICH HAS BECOME A COMMON PROFFER, UM, IN OUR RESIDENTIAL DEVELOPMENTS THESE DAYS.
UM, WHAT'S UNIQUE TO THIS ONE IS ADDITIONAL PROFFER REGARDING RESIDENTIAL FIRE SUPPRESSION SYSTEMS IN EACH DWELLING UNIT AND NOW IS A RELATION TO, UM, UH, RELIEF TO THE REMOTENESS.

IT DOES EQUATE TO, UM, A DEVELOPMENT WHERE LOTS HAVE AN AVERAGE LOT SIZE OF ONE ACRE.
THIS DEVELOPMENT IS PROPOSING LOTS THAT HAVE, UH, COMPLETE DENSITY.
IS THE DEVELOPMENT ITSELF, IS IT A DENSITY OF ONE LOT PER ACRE? THAT'S BECOME PRETTY COMMON WITH DIFFERENT RPDS WE'VE SEEN OVER DIFFERENT YEARS TO INCLUDE.
TUCKO BRIDGE ITSELF IS A, UM, DEVELOPMENT THAT HAD THE SAME COMPREHENSIVE PLAN DESIGNATION AND IT HAS 98 LOTS ON 98.225 ACRES.
SO AGAIN, A DENSITY OF ONE LOT PER ACRE.
WE HAD THREE COMMUNITY MEETINGS FOR THIS DEVELOPMENT STARTING, UM, BACK IN JANUARY OF 2024.
UM, 117 RESIDENTS THE FIRST TIME THAT WERE THERE.
UM, THERE WAS COMMENTS RELATED TO DEVELOPMENTS IMPACT ON THE EXISTING SCHOOLS AND ROADS.
UM, YOU KNOW, THE WHAT IMPROVEMENTS NEED TO BE DONE ON ROCKVILLE, THE CONNECTIVITY, UH, STATUS OF ROCKVILLE ROAD AND THE ASHLAND ROAD INTERSECTION, BUFFERS, LOTS, SIZES, OUT SIZES, AND A VARIETY OF OTHER TYPE THINGS.
UH, THERE WERE CONCERNS ABOUT THE USES OF OTHER VACANT LANDS IN THE AREA.
SHOULD BE NOTED, THIS ORIGINAL MEETING CAME FORWARD WITH 199 LOT PROPOSAL LATER IN THE YEAR IN APRIL.
THE APPLICANT DID COME BACK WITH A PROPOSAL AT 138 LOTS.
UH, THE COMMENTS AT THAT TIME, UH, CONTINUED TO BE SIMILAR TO WHAT WERE DONE BEFORE, BUT QUESTIONS ABOUT SCHOOLS, FIRE SERVICES, ROADS, UM, WHAT IMPROVEMENTS WERE BE DONE, WHAT'S THE IMPACT ON TUCKO BRIDGE SECTION TWO ITSELF.
UM, BUFFERS AND AND COMMENTS REGARDING THE EXISTING INTERSECTION OF, OF ROCKVILLE ROAD AND NORTH TUCKO BRIDGE, WHICH WAS A CONCERN AT THAT TIME AND, AND IS ONGOING.
AND THEN A THIRD MEETING WAS HELD IN JANUARY OF THIS YEAR.
UM, THE APPLICANT HAD MADE THEIR APPLICATION IN DECEMBER, THEY WANTED TO HAVE ONE MORE COMMUNITY MEETING WITH THE, WITH THE COMMUNITY TO GO OVER AND HAVE A CHANCE TO SEE IF THERE WAS OTHER CHANGES THEY COULD MAKE.
UM, AT THAT TIME THERE WAS SUBMITTED ADDITIONAL IMPROVEMENTS FOR ROCKVILLE ROAD DISCUSSION REGARDING THE POTENTIAL CLOSURE OR TEMPORARY CLOSURE OF ROCKVILLE ROAD.
UM, UPDATED, UH, TRAFFIC IMPACT ANALYSIS.
UM, AGAIN THEN SIMILAR CONCERNS, UM, THAT WE HAD IN REGARDS BEFORE CONCERNING OVER DENSITY, UM, STYLE OF HOUSING AND, UH, THE, YOU KNOW, DESIRE TO TRY TO GET, UM, SOME SORT OF TURN AT THE SOUTHERN ENTRANCE OR THE EXISTING ENTRANCE TO TUCKO BRIDGE.
SO WHAT WE HAVE ON THE SCREEN IS THE CON IS THE CONCEPTUAL PLAN SUBMITTED BY THE APPLICANT.
UM, SHOULD BE NOTED THAT THERE ARE THREE ENTRANCES INTO THE PROPERTY.
THERE ARE TWO ON ROCKEFELLER ROAD AND

THERE'S AN ADDITIONAL ONE THAT'S AN EXISTING STUB ROAD.UM, OSBORNE ROAD, I BELIEVE IS THE NAME OF IT THAT IS ALREADY EXISTING INSIDE OF CHUCK BRIDGE.
THAT IS A REQUIRED CONNECTION, UM, FOR PUBLIC ROADS.
UM, I THINK THAT WE TALKED ABOUT MAYBE SOMETHING THE STAFF REPORT REALIZED THAT IT DOESN'T MEET SPACING.
BOTH HIS ENTRANCES ON ROCKVILLE ROAD DO MEET THE REQUIRED SPACING.
UM, IN ADDITION, ALONG ROCKVILLE ROAD, THERE IS A HUNDRED FOOT BUFFER THAT'S CONSISTENT WITH THE BUFFER.
THAT'S ALONG TUCKO BRIDGE, I MEAN ALONG ROCKVILLE ROAD.
FOR TUCKO BRIDGE, THE ORDINANCE ONLY REQUIRES A 50 FOOT BUFFER.
THERE'S ADDITIONALLY 150 FOOT BUFFER ALONG I 64.
TYPICALLY IN OUR PUD BEING A PERIMETER BUFFER, THERE WOULD BE A 35 FOOT BUFFER ALONG I 64.
THERE ARE GENERALLY LARGER LOTS IN THE WESTERN HALF OF THE SUBDIVISION.
UM, AND THE LOTS ADJACENT TO TUCKO BRIDGE, WHICH ARE THE LOTS DOWN HERE.
THEY HAVE THE SAME LOT WITH IN GENERAL, SAME LOT AREA SIZE AS THOSE.
WITHIN TUCKO BRIDGE, THERE IS AN EXISTING BUFFER WITHIN TUCKO BRIDGE OF 35 FEET.
THAT IS A REQUIRED BUFFER WHEN YOU HAVE AN RPUD ADJACENT TO AN AGRICULTURAL PROPERTY.
IN THIS CIRCUMSTANCE, UM, THE PROPOSED HIGH FIELD DEVELOPMENT IS GONNA BE ADJACENT TO AN RPUD.
IT DOES NOT HAVE TO HAVE A BUFFER, UM, BETWEEN THE TWO, BUT THE APPLICANTS HAVE PROPOSED A LANDSCAPE, UM, EASEMENT, UH, OF 35 FEET WITHIN THAT AREA SHOULD ALSO BE NATIVE.
NOTED THAT IF YOU SEE THESE GREEN AREAS, THOSE ARE THE FLOODPLAIN.
THERE IS A SIGNIFICANT FLOODPLAIN AREA TO THE WESTERN PART OF THE PROPERTY.
THE APPLICANTS HAVE PROFFERED, UM, WHICH HAS BECOME TYPICAL THAT WE SEE A DEVELOPMENTS THIS TO TRY TO EXCLUDE THE FLOODPLAINS WITHIN THE LAP BOUNDARIES.
UM, EXHIBIT B OF THE PROFFERS DOES SHOW THAT THERE'S GONNA BE ENTRANCE FEATURES, UM, AT EACH ROAD CONNECTION TO INCLUDE THE ONE AT TECO BRIDGE SUBDIVISION.
UM, AND YOU KNOW, WHEN WE HAVE THESE TYPE ENTRANCE FEATURES, IT IS A, IT'S A QUALITY IMPROVEMENT FOR DEVELOPMENTS TO HELP GIVE DIRECTION, UM, AND DOWN AT GIVE NEIGHBORHOOD IDENTITY FOR THOSE.
IT ALSO ACTS AS A QUA, AS A TRAFFIC CALMING MEASURE WHERE YOU START SEEING MORE VISIBILITY WHERE PEOPLE SEE THESE ENTRANCES.
THE RAIL DEMARCATED IN THIS CASE, THERE WILL ADDITIONALLY HAVE A LIGHTING FOR THOSE.
AND THEN THERE ISN'T A FEATURE BETWEEN THE TWO DEVELOPMENTS.
I KNOW AT ONE TIME THERE WAS CONCERN ABOUT POTENTIAL SPEED THROUGH THAT AREA.
UM, THIS AREA DOESN'T HAVE HOUSES, UM, FRONTING IT.
THEY HAVE HOUSES THAT ARE ABUTTING IT ON THE SIDE FOR THE STU ROAD WHEN YOU HAVE THE TRAFFIC, YOU KNOW, THE SIGNAGE, EVERYTHING LIKE THAT UP SERVE NOTICE ABOUT YOU'RE ENTERING A NEW AREA.
THERE ARE ADDITIONAL, UM, OFFSITE ROAD IMPROVEMENTS WITH THIS APPLICATION.
THERE ARE IMPROVEMENTS, UH, TO ROCKVILLE ROAD ALONG THE FRONTAGE OF THE SUBJECT PROPERTY.

THERE IS ADDITIONALLY CONCERN DURING THE PUBLIC HEARINGS ABOUT VISIBILITY AS YOU COME OFF OF I 64 AND, AND GENERALLY IN ROCKVILLE IN THE AREA, MUCH OF THE RIGHT OF WAY IS OVERGROWN.
UM, IT'S HARD TO TELL WHERE RIGHTWAY STARTS WHEN, WHEN YOU'RE JUST DRIVING DOWN THAT ROAD.
THE RIGHT OF WAY GOES A GOOD DISTANCE OFF OF ROCKVILLE ROAD ITSELF.
SO ON THE OPPOSITE SIDE OF THE PROPERTY, THEY'RE PROPOSING THE ADDITIONAL CLEARING OF TREES PRUNING AND, AND ADDITIONAL CLEARING TO HELP IMPROVE THAT VISIBILITY AS YOU HEAD UP TO AND FROM 64 CROSSING 64.
SO THE APPLICANT IS ALSO, UM, PROFFERED TO FILL AND CUT PORTIONS OF THE ROAD ALONG THE FRONTAGE OF THE SUBJECT PROPERTY AND A PORTION IN FRONT OF THE TUCKO BRIDGE SUBDIVISION THERE IS IN THIS ROADWAY,

WHICH PART OF IT WAS WHAT LED TO SOME OF THE, THE CONCERNS AND IMPROVEMENTS IN THE TUCKO BRIDGE.ITS DEVELOPMENT ITSELF IS SOME SITE VISI, UM, SITE LINE VISIBILITY ISSUES.
UM, WHAT THEY'RE PROPOSING TO DO FOR THIS IS ACTUALLY TO GRADE DOWN, UM, PORTIONS OF THE PRO OF THE ROCKVILLE ROAD ITSELF TO TRY TO SMOOTH OUT THOSE, THOSE ISSUES, THOSE BUMPS THAT ARE CAUSING THE SITE DISTANCE ISSUES.
IT'S A STRANGE CIRCUMSTANCE WHERE PART OF IT, YOU KNOW, AND IF YOU'RE LOOKING FAR OUT AND LOOKING AT THE CAR FAR AWAY, YOU SEE IT, YOU LOSE IT AS YOU GET CLOSER IN, IN THERE BECAUSE OF THESE SMALL BUMPS WHERE SMALLER CARS COULD DISAPPEAR WITHIN THAT VISIBILITY, THEY'RE PROPOSING TO GRADE THAT SECTION DOWN TO DO THAT UNFORTUNATELY WILL REQUIRE WOOD CLOSURE TEMPORARILY OF, UM, OF ROCKVILLE ROAD TO DO SO.
AND THOSE IMPROVEMENTS OF THE AREAS OF WHERE THEY'RE DOING THESE REPAIRS IS, IS LINED UP IN THIS BOX HERE.
AS I MENTIONED BEFORE, THE APPLICANT DID PROPOSE ELEVATIONS ALSO BECOME A STANDARD PROFFER WITH OUR RESIDENTIAL TYPE OF DEVELOPMENTS.
AS PART OF THESE ELEVATIONS PROPOSED, THERE IS A LIMITATION ON THE MATERIALS THAT CAN, UM, BE PRO PROPOSED.
THE ANTENNA IS GENERALLY MORE DURABLE MATERIALS, UM, SOMETHING THAT CONSIDERED BRINGS A AN ELEMENT OF QUALITY TO THAT LONG TERM FOR THE DEVELOPMENT, UM, THAT ARE, AND THEY'RE LISTED UP ON THE SCREEN HERE.
SO AGAIN, REVISITING THE PROFFERS OF WHERE WE ARE.
UM, THERE'S THE CONCEPTUAL PLAN.

UM, AGAIN, THE A HUNDRED FOOT BUFFER ALONG ROCKVILLE, UM, 150 FOOT BUFFER ADJACENT TO I 64 ENTRANCE FEATURES AS WE WENT THROUGH THE ROAD IMPROVEMENTS.
IN ADDITION TO THE ROAD IMPROVEMENTS THAT WE TALKED ABOUT, THEY'RE ALSO GONNA IMPLEMENT THE RECOMMENDATIONS OF THE VDOT ROCKVILLE, UM, ROAD SAFETY STUDY, WHICH REALLY RELATED TO SIGNAGE IN CERTAIN AREAS, SOME SIGNAGE RELATED TO SPEED AND SOME OTHER, UM, IMPROVEMENTS.
UM, AGAIN, THESE ARE ALL EYESIGHT IMPROVEMENT OFFITE IMPROVEMENTS BEING DONE BY THE APPLICANT.
ALL ROADS IN DEVELOPMENT WILL BE 56 FEET IN THE RIGHT OF WAY.
THAT IS OUR CURRENT ACCESS MANAGEMENT REQUIREMENTS THAT ALLOWS FOR PARKING ON BOTH SIDES OF THE ROAD.
THAT STANDARD ACTUALLY EXCEEDS THE BASE FEED STANDARDS FOR PUBLIC ROADS IN RESIDENTIAL DEVELOPMENT, UM, AND ALSO MEETS OUR FIRE CODE.
UM, THE ONLY PART OF THIS THAT, THE REASON THEY DID THE PROFFER IS BECAUSE THAT EXISTING CONNECTOR ROAD BETWEEN TUCKO BRIDGE AND THE NEW DEVELOPMENT IS AT 50 FEET RIGHT OF AWAY CURRENTLY BECAUSE TECO BRIDGE WAS DEVELOPED BEFORE UNDER A DIFFERENT STANDARD, YOU CANNOT, WITHIN A SAME SEGMENT OF ROAD HAVE TWO VARIANT RIGHT OF WAY WIDTHS OR PAVEMENT DESIGNS.
SO THAT SECTION WILL HAVE TO REMAIN 50 FEET.
UM, THE OTHER, WE TALKED ABOUT ELEVATIONS, WE TALKED ABOUT THE RESIDENTIAL FIRE SYSTEMS. UM, THE LOT WITH, SO WHEN WE START TALKING ABOUT CONSTRUCTION TIMING HERE IS THE APPLICANT HAS PROFFERED THAT THERE WOULD BE NO CONSTRUCTION OF NEW DWELLING UNITS UNTIL AFTER JANUARY 1ST, 2027.
UM, AND THE REFERENCE TO THE FLOOD PLAINS OUTSIDE LIGHT AND AGAIN THE CLASH PROFFER.
SO WE HAVE A FEW OUTSTANDING CONCERNS IN ADDITION TO WHAT'S UM, YOU KNOW, HAS BEEN SHARED, UH, BY THE CHIEF, UM, FIRE CHIEF REGARDING HIS CONCERNS ABOUT, UM, THE OVERALL SAFETY OF THE ROCKVILLE ROAD AREA.
UM, THERE HAVE WAS A REQUEST FOR A TURN LANE WAIVER AND AS YOU KNOW, AS WE WENT THROUGH THIS LAST YEAR, AND WE'VE SEEN IN SEVERAL CASES OUR ORDINANCE DO DOES REQUIRE FOR A MAJOR SUBDIVISION THAT YOU WOULD HAVE BOTH LEFT AND RIGHT TURN LANES AT ENTRANCES.
UM, THE APPLICANT HAS PROFFERED, UM, THE IMPROVEMENTS TO ROCKVILLE ROAD, WHICH WOULD INCLUDE CONSTRUCTING A RIGHT TURN LANE ACCESS AT THE SOUTHERNMOST ENTRANCE INTO THE PROPERTY.
AND AGAIN, THAT'S THE ONE THAT'S UP CLOSEST TO TUCKO BRIDGE.
UM, THEY'VE REQUESTED A WAIVER THROUGH THE PROFFER TO THAT TURN LANE REQUIREMENT, WHICH IS AN EXPECTATION IF YOU'RE ASKING FOR RELIEF.
UM, THEY'VE OFFERED IN THAT PROFFER AND THIS GETS A LITTLE CONFUSING.
THEY'RE ASKING FOR A WAIVER, BUT THEY DO SAY THEY WOULD CONSTRUCT THAT LEFT TURN LANE IF THEY CAN ACQUIRE THE ADDITIONAL RIGHT OF WAY.
NOW TYPICALLY IN A SCENARIO WHEN AN APPLICANT WANTS TO REQUEST ADDITIONAL RIGHT OF WAY SAY AND SAY THEY CAN'T DO IT BECAUSE OF RIGHT OF AWAY WE SAY, THEN YOU NEED TO GO FIND THE RIGHT OF WAY OR ASK FOR THE WAIVER.
AND THIS SITUATION, TUCKO BRIDGE ACTUALLY HAS A HUNDRED FOOT BUFFER AS WELL.
UM, FOR THAT AND THE EXISTING RIGHT OF WAY THAT WOULD BE NEEDED, UM, TO GET THAT IMPROVEMENT, WHICH IS GENERALLY TO CARRY THE IMPROVEMENTS ALL THE WAY DOWN TO TUCKO BRIDGE ENTRANCE ITSELF.
UM, THEY WOULD HAVE TO OBTAIN THAT RIGHT AWAY, UM, FROM THE TUCKO BRIDGE DEVELOPMENT COULD BE THROUGH THE HOA OR WHATEVER THE TIMING IS UNFORTUNATELY WITH THAT ZONING CONDITION, WHICH IS A PROFFERED 100 FOOT UH, BUFFER

UM, SO THIS IS A DA LITTLE BIT DIFFERENT CIRCUMSTANCE THAN WHAT WE OFTEN SEE WHEN, UH, THERE'S A REQUEST, A LEFT TURN LAYER LEFT, LEFT TURN LANE.
SO I THOUGHT I'D EXPLAINED A LITTLE BIT MORE THAN A STANDARD REQUEST.
UM, ADDITIONALLY THERE IS, IF YOU IN THE STAFF REPORT, STAFF DOES OUTLINE SOME CONCERNS, UM, ABOUT THE LANDSCAPED AREA, A PRESERVED LANDSCAPE AREA THAT'S BEING PROPOSED AND THERE'S LOTS ADJACENT TO TUCKO BRIDGE.

UM, THIS AREA WOULD BE MAINTAINED BY THE HOA, BUT STAFF DOES HAVE CONCERN WHEN YOU IMPOSE CERTAIN CONDITIONS ON PRIVATE LOTS BECAUSE THAT AFFECTS PEOPLE'S USABILITY OF THEIR PROPERTY THEY'RE PAYING FOR.
UM, AS WELL AS, UM, FROM MY EXPERIENCE, THAT'S ALSO A VERY DIFFICULT ENFORCEMENT ACTION, UM, UH, TO TAKE CONVINCE INDIVIDUAL HOMEOWNERS FOR SOMETHING THAT'S REALLY A SHARED COMMUNITY ASSET.
UH, THE OTHER THAT WE REFERENCED IN THE STAFF REPORT AND HAD BEEN CONCERNED BEFORE THAT HAVE BEEN DISCUSSED IN COMMUNITY MEETING IS REALLY WHAT'S THE, THE TIMING AS REFERENCED BEFORE, WE RECOGNIZE THAT THE DWELLING UNITS WON'T COME BEFORE JANUARY 1ST, 2027.
THAT DOES NOT PRECLUDE THE DEVELOPMENT OF THE ONSITE AND POTENTIALLY OFFSITE DEVELOPMENTS, I MEAN IMPROVEMENTS THAT NEED TO BE DONE TO PREPARE FOR THE HOME BUILDING.
UM, SO YOU KNOW, THAT'S GONNA BE MADE TO TAKE INTO CONSIDERATION AS THEY TALK ABOUT ESPECIALLY THE OFFSITE ROAD IMPROVEMENTS.
WE'RE LOOKING AT POTENTIAL CLOSURE OF ROCKVILLE ROAD.
UM, AND YOU KNOW, THE TIMING OF THAT CAN'T BE PRECISE AND SO WE DON'T KNOW EXACTLY WHEN THE CONSTRUCTION WOULD START RIGHT IN 2027 FOR THE NEW HOMES OR IT COULD BE DELAYED.
UM, PART OF THAT IS, UH, VDOT AND GLAND COUNTY ITSELF.
WE'LL HAVE TO TAKE A LOOK AT IS WHEN THIS THE CORRECT TIME FOR THE CLOSING OF UM, ROCKVILLE ROAD IN THAT AREA.
AND THAT'S GONNA BE A DECISION BASED UPON A LOT OF OTHER PROJECTS AND ACTIVITY THAT'S OCCURRING WITHIN THE AREA.

UM, THERE WAS SOME MINOR SIGNAGE AND SPEED, UH, CONCERN, UM, SPEED ADJUSTMENTS FOR THE AREA OF THE TUCKO BRIDGE ENTRANCE THAT WERE DONE LAST YEAR.
UM, WHEN THERE WAS A PROBLEM RECOGNIZED WITH THAT.
THE VDOT SAFETY STUDY ITSELF, UM, HAS SOME DIFFERENT RECOMMENDATIONS, BUT AGAIN, NONE OF THOSE ARE RELATED TO EXPANDING PAVEMENT, CHANGING SPEED LIMIT, UM, OVERALL THE ROAD OR ANYTHING LIKE THAT.
UM, SO I DON'T NOT ANTICIPATE ANY IMPROVEMENTS IN THIS ROAD AREA FOR QUITE SOME TIME FOR VDOT.
UM, YOU KNOW, AND, AND YOU KNOW, LIKE WE'VE SEEN WITH OTHER DEVELOPMENTS RECENT YEARS, SUCH FAIRGROUNDS

THE PROPERTY IS LOCATED WITHIN THE TUCKAHOE CREEK SERVICE DISTRICT AND WITHIN THE CENTERVILLE VILLAGE.
THE COUNTY'S COMPREHENSIVE PLAN IDENTIFIES CENTERVILLE VILLAGE AS A DESIGNATED MAJOR GROWTH AREA AND MAJOR VILLAGE, AN AREA WHERE UTILITIES ARE AVAILABLE AND NEW DEVELOPMENT SHOULD BE ENCOURAGED AND CONCENTRATED.
THE PLAN DIRECTS NEW DEVELOPMENT TO THESE AREAS IN ORDER TO PRESERVE THE RURAL CHARACTER OF THE COUNTY FOR THIS PROPERTY, SINGLE FAMILY RESIDENTIAL MEDIUM DENSITY IS RECOMMENDED WITH PRIME ECONOMIC, INDUSTRIAL AND OTHER NON-RESIDENTIAL USES ALONG THE EASTERN LINE OF ROCKVILLE TOWARD THE HANOVER COUNTY LINE.
WE STARTED PLANNING AND DESIGNING HIGHFIELD NEARLY THREE YEARS AGO.
PAUSING AT STAFF'S REQUEST DURING THE SMALL AREA PLANNING PROCESS, WE INITIALLY PRESENTED A NEIGHBORHOOD OF 199 DETACHED HOMES WITH A SINGLE ENTRANCE ON ROCKVILLE ROAD.
THE TWO BIGGEST COMMENTS WE HEARD FROM THE COMMUNITY AT THAT MEETING WERE KEEP THE DENSITY CONSISTENT WITH THE COMP PLAN AND MAKE ROCKVILLE ROAD SAFER FIRM.
BASED ON THIS FEEDBACK, OUR NUMBER OF HOMES NOW ALIGNS WITH THE COMP PLAN'S RECOMMENDED DENSITY AS CONFIRMED BY STAFF.
THE 21 LOTS IN THE WESTERNMOST PORTION OF THE SITE ARE BETWEEN ONE AND THREE ACRES IN SIZE, COUPLED WITH THE WIDE UNDISTURBED FLOODPLAIN, THEY PROVIDE A SMOOTH TRANSITION TO THE RURAL ECO RURAL ENHANCEMENT AREA TO THE WEST.
ALL OF OUR NEW HOMES WILL INCLUDE FIRE SUPPRESSION AND WE'VE PROFFERED HIGH QUALITY ARCHITECTURAL MATERIALS AND STYLE WITH CRAFTSMAN OR TRADITIONAL DETAILING AND DESIGN ELEMENTS.
ENTRY FEATURES ALONG ROCKVILLE AND AT THE OSBORNE RIDGE ROAD TRANSITION HAVE ALSO BEEN PROFFERED AND INCLUDE BRICK COLUMNS AND BLACK SPLIT RAIL FENCING.
THE ENHANCED LANDSCAPING AGAINST LOTS IN TUCKAHOE BRIDGE NORTH.
UM, WIDER RIGHTS OF WAY ALLOWING PARKING ON BOTH SIDES OF THE STREET HAVE ALSO BEEN PROFFERED.
NO HOME WILL BE CONSTRUCTED UNTIL 2027 WITH ONLY 40 BUILDING PERMIT APPLICATIONS SUBMITTED IN ANY CALENDAR YEAR.
THE CONSTRUCTION ENTRANCE FOR DEVELOPMENT WILL BE FROM ROCKVILLE ROAD.
THE BIGGEST CHANGE TO THE INTERNAL LAYOUT WAS THE ADDITION OF A SECOND POINT OF ACCESS ON ROCKVILLE ROAD.
THIS ACCESS POINT IS NOT REQUIRED.
AS CONFIRMED BY VDOT AND COUNTY STAFF IN APRIL OF 2024, IT WAS IMPORTANT TO THE COMMUNITY.
IT'S CURRENTLY DESIGNED WITH RIGHT AND RIGHT OUT ACCESS ONLY A LEFT TURN LANE IN FROM ROCKVILLE ROAD DOES IN FACT MEET SPACING STANDARDS.
BUT WHAT WE DON'T HAVE IS THE ADEQUATE RIGHT OF WAY WIDTH, ADDITIONAL RIGHT OF WAY WIDTH IS NEEDED FROM THE TUG AHOE BRIDGE, 100 FOOT BUFFER ALONG ROCKVILLE ROAD.
AND AS MR. CASH NOTED, BECAUSE THIS BUFFER WAS PROFFERED WITH THAT REZONING CASE, AN AMENDMENT TO THAT CASE IS NEEDED TO REDUCE THE BUFFER.
WE'VE PROFFERED THAT IF THE NECESSARY AREA AND THE COUNTY APPROVALS TO CONSTRUCT THE TURN LANE ARE SECURED, WE WILL BUILD IT WITH OUR OTHER ROADWAY IMPROVEMENTS.
WE ARE ALREADY PURSUING THIS WITH A PROPERTY OWNER BUT HAVE NOT RECEIVED A RESPONSE.
WE'VE CREATED MORE INTERNAL CONNECTIVITY WITHIN HIGHFIELD AND MORE DIRECT, MORE EFFICIENT ROUTING THROUGH OUR OWN NEIGHBORHOOD TO ROCKVILLE ROAD.
WE REDESIGNED THE REQUIRED CONNECTION TO THE OSBORNE RIDGE ROAD STUB.
THE NEW LAYOUT IS DESIGNED SO OSBORNE RIDGE ROAD IS SIMPLY A SHORT LINK BETWEEN TWO SEPARATE THROUGH ROADS WITHIN EACH NEIGHBORHOOD ACHIEVING THE CONNECTIVITY REQUIRED BY VDOT AND COUNTY, BUT ALSO MINIMIZING THE POTENTIAL FOR UNNECESSARY THROUGH TRAFFIC BETWEEN NEIGHBORHOODS.
THE COUNTY'S CAPITAL IMPACT MODEL HAS CALCULATED OUR PROFFER TO BE $9,810

PER DWELLING, WHICH WE HAVE VOLUNTARILY PROFFERED.ROCKVILLE ROAD IS LISTED IN THE COUNTY'S MAJOR THOROUGHFARE PLAN AS A MINOR COLLECTOR ROAD WITH A RECOMMENDED UPGRADE TO A MAJOR COLLECTOR ROAD.
OUR PROFFERED IMPROVEMENTS TO ROCKVILLE INVOLVE THE OVERALL CORRIDOR, NOT JUST ALONG OUR FRONTAGE, IMPROVING SITE DISTANCE, WIDENING THE ROADWAYS, INSTALLING TURN LANES, IMPLEMENTING VDO T'S SAFETY RECOMMENDATIONS, AND MOST SIGNIFICANTLY THE REGRADING AND RECONSTRUCTING OF ALMOST HALF A MILE OF ROCKVILLE ROAD.
ONE OF THE BIGGEST IMPACTS TO IMPROVING SITE DISTANCE AND SAFETY ON ROCKVILLE IS OUR COMMITMENT TO REGRADE THE SHOULDER AND CLEAR TREES ALONG THE NORTHERN LINE OF ROCKVILLE SOUTH OF THE INTERSTATE.
THIS IS NOT ON THE HIGH FIELD SIDE.
WE HAVE AN AGREEMENT WITH THAT PROPERTY OWNER TO BE ABLE TO TO DO THAT WORK.
THIS IMPROVEMENT WILL OPEN UP THE LINE OF SIGHT ALL THE WAY FROM THE INTERSTATE BRIDGE TO THE HIGH FIELD ENTRANCE MOTORISTS ON ROCKVILLE ROAD COMING OVER THE BRIDGE WILL BE ABLE TO SEE THE FULL EXTENT OF THE CURVE AND MOTORISTS EXITING.
HIGHFIELD WILL BE ABLE TO SEE ANY ONCOMING TRAFFIC ALL THE WAY TO THE BRIDGE.
THIS IS ROCKVILLE ROAD TODAY COMING OVER THE INTERSTATE LOOKING TOWARD HIGHFIELD.
THE TREES THAT YOU SEE ON THE LEFT HAND SIDE ARE THE TREES THAT WILL BE CLEARED OPENING UP THE LINE OF SIGHT ALL THE WAY TO THE HIGHFIELD ENTRANCE.
SO THIS IS REALLY THE BEFORE PICTURE AND THIS IS A RENDERING OF THE AFTER PICTURE WIDE OPEN LINE OF SIGHT ALL THE WAY FROM THE ENTRANCE TO THE BRIDGE.
THE ENTRANCE LOCATION WILL BE FOUR LANES WIDE DUE TO TURN LANE CONFIGURATIONS, PLUS A PAVED SHOULDER PLUS A 100 FOOT BUFFER.
THIS CREATES A MUCH WIDER CLEAR RECOVERY ZONE WITH NO TREES ON THE OUTSIDE OF THE CURVE.
THE IMAGE ON THE TOP SHOWS THE EXISTING CONDITIONS ONCE YOU'VE CROSSED OVER THE BRIDGE HEADING TOWARD ASHLAND ROAD NARROW PAVEMENT WITH STEEP, NARROW SHOULDERS AND LARGE TREES ON BOTH SIDES OF THE ROAD.
THE IMAGE ON THE BOTTOM SHOWS THE IMPROVEMENTS WE ARE PROPOSING.
YOU HAVE A MUCH WIDER PAVEMENT SECTION AS WELL AS THE PAVED SHOULDER.
THE A HUNDRED FOOT BUFFER ALONG ROCKVILLE WILL INCLUDE A BLACK RAIL FENCE PUSHED BACK OFF THE ROAD WITH THE LANDSCAPING SETBACK EVEN FARTHER.
THIS OPENS UP THE VIEW SHEDS PROVIDING A FLAT WIDE RECOVERY ZONE.
THESE IMPROVEMENTS ARE CARRIED THROUGH BEYOND OUR PROPERTIES FRONTAGE AND WILL TIE INTO THE TUCKAHOE BRIDGE.
THIS IS A VIEW AT OUR MAIN ENTRANCE SHOWING A PAVEMENT WITH AGAIN OF FOUR LANES PLUS THE PA PLUS THE PAVED SHOULDER AND THE 100 FOOT BUFFER AND FURTHER DOWN AS UH, ROCKVILLE ROAD.
HERE'S A VIEW BETWEEN OUR TWO ENTRANCES ON ROCKVILLE.
SO AS, AS I MENTIONED, THE MOST SIGNIFICANT IMPROVEMENT IS OUR COMMITMENT TO REGRADE AND RECONSTRUCT NEARLY A HALF MILE OF ROCKVILLE ROAD TO REMOVE THE TWO KNOLLS AND FILL THE CORRESPONDING SAG, CREATING ONE GENTLE SMOOTH HILL AND ELIMINATING THE ROLLERCOASTER EFFECT.
SO THE ORANGE AREAS ARE THE TWO KNOLLS WE'RE REMOVING AND THE GREEN SHADED AREAS IS WHERE WE'RE FILLING THIS RECONSTRUCTION.
ALSO GREATLY IMPROVED SITE DISTANCE FOR MOTORISTS TURNING LEFT INTO TUCKAHOE BRIDGE.
THE SITE DISTANCE AT THE ENTRANCE TO TUCKAHOE BRIDGE NORTH IS IMPROVED FROM 815 FEET SHOWN BY THE RED LINE TO 1000 FEET SHOWN BY THE BLUE LINE.
THIS ROAD RECONSTRUCTION IS ESTIMATED TO TAKE THREE TO FOUR MONTHS.
THE STAFF REPORT NOTES THAT THE TIMING OF THIS ROAD CLOSURE SHOULD BE CONSIDERED IN RELATION TO THE HOCKETT ROAD REALIGNMENT AND THE ASHLAND 64 PROJECTS.
OUR ROAD IMPROVEMENTS ARE PROFFERED TO BE DONE BEFORE ANY HOME CONSTRUCTION WILL START AND WE ANTICIPATE AND ARE ON TRACK CURRENTLY FOR THE IMPROVEMENTS TO BE COMPLETED NEXT SUMMER IN 2026.
THE HOCKETT ROAD REALIGNMENT PROJECT IS SCHEDULED TO START CONSTRUCTION IN 28 2 YEARS AFTER OUR IMPROVEMENTS ARE COMPLETE AND THE ASHLAND ROAD 64 INTERCHANGE PROJECT IS SCHEDULED TO START CONSTRUCTION IN THE FALL OF 26.
AFTER OTHER IMPROVEMENTS HAVE ALREADY BEEN COMPLETED.
OUR IMPROVEMENTS HERE SHOWN IN YELLOW WILL NOT OVERLAP WITH ANY OF THE CONSTRUCTION PHASES OF THE OTHER ROADWAY PROJECTS IN THIS CORRIDOR AND WILL OCCUR AFTER VARIOUS ASHLAND ROAD IMPROVEMENTS HAVE ALREADY BEEN COMPLETED WITH NO BUILDING PERMIT APPLICATIONS SUBMITTED UNTIL 27 AND A LIMIT OF 40 BUILDING PERMIT APPLICATIONS SUBMITTED IN ANY CALENDAR YEAR.
THIS WILL PREVENT A RUSH OF NEW HOMES AND INSTEAD SLOWLY ADD RESIDENTS AND THE ASSOCIATED VEHICULAR TRIPS.
THE STAFF REPORT CONFIRMS THAT THIS PROJECT COMPLIES WITH THE FIRE CODE.
THERE IS A CONCERN ABOUT THE DISTANCE BETWEEN OUR TWO ENTRANCES IF A SITUATION WERE TO ARISE WHERE THEY ARE BOTH BLOCKED IN THIS EVENT.

OUR TRAFFIC ENGINEERS STUDIED TRAVEL TIMES AND FOUND THAT IT'S SIGNIFICANTLY QUICKER FOR ALL BUT MAYBE FIVE OF THE HIGHFIELD LOTS TO UTILIZE THE HIGHFIELD MAIN ENTRANCE TO GET TO THEIR HOMES.
PUBLIC SAFETY COMMENTS IN THE STAFF REPORT EMPHASIZED THE NEED FOR IMPROVEMENTS TO ROCKVILLE ROAD, SPECIFICALLY CITING BLIND CURVES, LIMITED SHOULDERS AND A BLIND HILL TO THE NORTH OF THE TUCKAHOE BRIDGE ENTRANCE.
AS WELL AS THE ACCIDENT HISTORY NOTING THAT NEARLY HALF OF THE TRAGEDIES ON ROCKVILLE ROAD HAVE OCCURRED IN THE VICINITY OF HIGHFIELD AND ITS MAIN ENTRANCE.
ROAD IMPROVEMENTS ARE NECESSARY TO ADDRESS SAFETY CONCERNS.
WHILE THE MOST RECENT TRAGEDY OCCURRED OVER 10 YEARS AGO, ACCIDENTS CONTINUE TO HAPPEN ON ROCKVILLE ROAD.
THE BLIND CURVE COMING OFF THE INTERSTATE BRIDGE IS STILL A BLIND CURVE.
IT STILL HAS NARROW AND STEEP SHOULDERS LINED WITH LARGE MATURE TREES AS VDOT CALLS THEM FIXED OBJECTS.
THE BLIND HILL TO THE NORTH OF THE TUG AHOE BRIDGE ENTRANCE IS STILL A BLIND HILL.
SO WHAT IS THE PLAN TO IMPROVE THE SAFETY OF ROCKVILLE ROAD? THERE IS NO PLAN.
THE ONLY PLAN FOR REAL, TANGIBLE, EFFECTIVE IMPROVEMENTS IS THE PLAN THAT WE ARE PROPOSING THIS EVENING.
OUR PLAN FOCUSES THE IMPROVEMENTS TO THE AREA THAT HAS BEEN CITED BY OUR FIRE CHIEF AND BY THE COMMUNITY AS BEING THE MOST CRITICAL.
THAT BLIND CURVE WILL BE NO MORE AS WE'VE SHOWN VIEWS WILL BE WIDE OPEN.
THE NARROW STEEP SHOULDERS WILL BE REGRADED AND THE LARGE TREES ON BOTH THE INSIDE AND THE OUTSIDE OF THE CURVE WILL BE REMOVED.
THAT BLIND HILL THAT IS SPECIFICALLY REFERENCED NORTH OF THE TUCKAHOE BRIDGE ENTRANCE WILL BE NO MORE.
WE ARE CUTTING IT DOWN BY THREE FEET, FILLING THE SAG AND CUTTING DOWN THE NEXT HILL AS WELL.
OPENING UP SIGHT LINES BY JUST ABOUT 200 FEET ELSEWHERE ALONG THE CORRIDOR.
WE'RE IMPLEMENTING EVERY SINGLE ONE OF VDO T'S RECOMMENDED IMPROVEMENTS TO THE ROCKVILLE ROAD RIGHT OF WAY IN THEIR 2024 SAFETY STUDY.
FROM ASHLAND ROAD ALL THE WAY TO PCY TRACK ROAD, NOT JUST IN FRONT OF OUR PROPERTY.
WE'RE ALSO REGRADING THE RIGHT OF WAY AT THE CORNER OF ST.
MATTHEWS IN ROCKVILLE TO ALLOW GREATER SIGHT DISTANCE THERE.
WE HEARD IT LOUD AND CLEAR FROM THE COMMUNITY AS WELL AS FROM OUR FIRE CHIEF ROCKVILLE ROAD IN ITS PRESENT CONDITION IS NOT SAFE.
THAT'S WHY WE'VE COMMITTED TO IMPROVING THE ENTIRE CORRIDOR AND WE ARE NOT ASKING FOR A SINGLE HOME OVER THE RECOMMENDED DENSITY IN ORDER TO DO IT.
OTHER BENEFITS TO THE COUNTY AND ITS RESIDENTS INCLUDE THE EXTENSION OF 5,000 LINEAR FEET OF OVERSIZED 16 INCH WATER LINE TO OUR SITE FROM ASHLAND ROAD.
THIS UNLOCKS PUBLIC UTILITIES TO THE PRIME ECONOMIC DEVELOPMENT SITE ACROSS ROCKVILLE CHECKING THAT BOX FOR THE MARKETING AND FUTURE DEVELOPMENT OF THAT KEY PROPERTY.
THIS NOT ONLY PROVIDES THE ACTUAL INFRASTRUCTURE, BUT ALSO GENERATES ADDITIONAL TCSD TAX REVENUE BY DEVELOPING VACANT PROPERTIES ALREADY LOCATED IN THE TCSD.

AND YOU DO THE MATH ON THAT, IT GIVES YOU 330 PEOPLE.
AGAIN, WE'RE NOT IN THE TRAFFIC BUSINESS, UM, FROM THE STANDPOINT OF ROADS AND

TALKING ABOUT FIRE SUPPRESSION, I THINK WE'VE COVERED THAT.
UM, TWO, TWO ROADS ARE NOT REQUIRED WHEN YOU HAVE SPRINKLERS IN EVERY SINGLE HOME.
UM, SO WE COMPLY WITH THE VIRGINIA FIRE CODE.

UM, YES, A RECONSTRUCTION OF ROCKVILLE ROAD WILL MAKE YOUR TRIP TO THE GROCERY STORE TAKE LONGER.

SHE INDICATED THAT THE SCHOOL BUSES DON'T GO INTO TUCKER BRIDGE NORTH RIGHT NOW BECAUSE IT'S A CONSTRUCTION ZONE, NOT BECAUSE THEY DON'T PLAN ON GOING IN.
SHE SAID THAT ONCE THE SCHOOL BUSES, ONCE THE CONSTRUCTION IS COMPLETE SCHOOL BUSES, IT'S FULLY INTENDED FOR THEM TO GO INTO THE NEIGHBORHOOD.
UM, MEETING WITH HER WAS VERY INSTRUMENTAL IN LEARNING MORE ABOUT SCHOOL ENROLLMENT NUMBERS, UM, AND HOW THEY LOOK AT WHERE TO PUT BUS STOPS.
