AND THERE IS A VERY SMALL PORTION ALONG THE EASTERN BOUNDARY THAT IS DESIGNATED AS SINGLE FAMILY RESIDENTIAL MEDIUM DENSITY. BUT THE BULK, AS YOU CAN SEE IN BROWN HERE, IS SEMI-PUBLIC. SO THE USES OF THE SUBJECT PROPERTY HAVE EVOLVED OVER TIME FROM AN ORIGINAL MONASTERY AND RETREAT FACILITY USE TO NOW INCLUDING MONASTERY, A CHAPEL EDUCATIONAL CAMPUS FOR THE BENEDICTINE BOYS HIGH SCHOOL, AS WELL AS THE ST GERTRUDE'S GIRL, HIGH GIRLS HIGH SCHOOL, AND THEN RELATED FACILITIES TO SUPPORT THOSE USES. PRIOR ZONING CASES ISSUED IN GLAND COUNTY GO BACK AS FAR AS 1993. AND THE REQUEST IN FRONT OF YOU TONIGHT IS TO AMEND A CONDITION OR CONDITIONS RELATED TO THE FOURTH AND MOST RECENT PERMIT IN THAT SERIES OF PERMITS THAT HAVE BEEN ISSUED FOR CONDITIONAL USES SINCE, UH, THE EARLY 1990S. TO PROVIDE SOME ORIENTATION ON HOW THE SITE IS LAID OUT, I'D LIKE TO NOTE THAT NORTH IS, UH, TO THE, TO THE RIGHT OF THE SITE PLAN. SO THE, THE SITE PLAN HAS BEEN KIND OF TURNED 90 DEGREES HERE, AND WHAT I'D LIKE TO POINT OUT IS SOME KEY CAMPUS FEATURES. THERE IS ONE ACCESS POINT OFF OF RIVER ROAD INTO THE SITE. SO RIVER ROAD WOULD PARALLEL THE NORTH SIDE HERE, AND THERE ARE MULTIPLE ATHLETIC FIELDS SPREAD THROUGHOUT THE SITE AS WELL AS THE BENEDICTINE BOYS HIGH SCHOOL BUILDING, WHICH IS LOCATED TOWARDS THE MIDDLE OF THE PROPERTY HERE. AND THE ST. GERTRUDE'S HIGH SCHOOL BUILDING LOCATED TOWARDS THE SOUTHERN PORTION OF PROPERTY, WHICH IS MAP LEFT, AS WELL AS, UH, GYMNASIUM NEAR THE WESTERN BOUNDARY, WHICH IS MAPPED TOP AND ASSOCIATED PARKING AND RELATED INFRASTRUCTURE SUPPORTING ALL THOSE USES, THE MAJORITY OF WHICH IS LOCATED FAIRLY CLOSE TO BUILDINGS ON THE SITE. THE SPECIFIC REQUEST, UH, THAT IS IN FRONT OF YOU TONIGHT IS TO MODIFY CONDITIONS RELATED TO THE PERMIT, WHICH IS STILL IN, IN EFFECT TODAY. THERE ARE 16 CONDITIONS IN TOTAL, AND THE REQUEST, THE, THE KEY REQUEST IN FRONT OF YOU TONIGHT IS TO AMEND CONDITION FOUR, WHICH RELATES TO OCCUPANCY LIMITS. FOR CONTEXT, OCCUPANCY LIMITS REFER TO THE NUMBER OF PEOPLE WHO CAN BE ON SITE AT ANY ONE TIME. SO THE EXISTING CONDITION NUMBER FOUR, WHICH IS SHOWN IN THE LANGUAGE AT THE TOP OF THIS SLIDE, ESTABLISHES A MAXIMUM OCCUPANCY LIMIT OF 550 STUDENTS, 115 TEACHERS AND FULL-TIME EMPLOYEES. THAT WOULD BE INCLUDED IN THE 115 NUMBER 20 MONKS AND 250 SEATS WITHIN THE CHURCH. SO TAKEN TOGETHER, THE CURRENT PERMIT THAT'S IN EFFECT TODAY ESTABLISHES AN OCCUPANCY LIMIT OF 935 PEOPLE. THE REQUEST IN FRONT OF YOU IS TO MODIFY THAT IN TWO WAYS. NUMBER ONE IS TO INCREASE THAT TO 1500 AND THEN HAVE IT, UH, TOTAL CAP WITHOUT THE SUBCATEGORIES TO PROVIDE MORE FLEXIBILITY FOR THE BUSINESS TO HAVE STUDENTS, TEACHERS, WHATEVER THE, THE USE REQUIRED FOR CONTEXT. I MENTIONED THERE ARE 16 CONDITIONS, AND THIS IS A VERY BRIEF SUMMARY OF THOSE 16 CONDITIONS AND OF THE GENERAL NATURE OF THESE CONDITIONS, AND THE, ALL OF THE CONDITIONS ARE REFLECTED IN THE RESOLUTION. SHOULD THE PLANNING COMMISSION DECIDE TO RECOMMEND APPROVAL, MANY OF THESE CONDITIONS WERE CARRIED FORWARD FROM THE PRIOR PERMIT WITHOUT AMENDMENT. THE MEETING WAS ATTENDED BY FIVE CITIZENS AS WELL AS SUPERVISOR LYLE AND PLANNING COMMISSION CHAIRMAN COSBY QUESTIONS RAISED AFTER THE PRESENTATION RELATED TO UNDERSTANDING HOW THE ADDITIONAL POPULATION BEING REQUESTED WOULD BE SERVICED ON SITE BY THE EXISTING INFRASTRUCTURE. QUESTIONS ABOUT THE WATER AND, AND SEWAGE CAPACITY ON SITE. AND THEN, UH, YOU KNOW, QUESTIONS REGARDING ANY POTENTIAL IMPACTS THAT, UH, ADDITIONAL SEWAGE, UH, MIGHT HAVE ON THE ADJOINING PROPERTIES THAT WOULD NEED TO BE, UH, SERVED FOR THE POPULATION INCREASE. THE SECOND IS CLARIFYING THAT THE USES THAT ARE PERMITTED ON THE PROPERTY INCLUDE WHAT'S LISTED HERE, A MONASTERY RELIGIOUS FACILITY FOR MEETINGS AND RETREATS, INCLUDING THE EXISTING GIFT SHOP AND MUSEUM. AND THE REFERENCE TO A MUSEUM HAS BEEN ADDED TO REFLECT CURRENT SITE CONDITIONS AS I UNDERSTAND IT. SO IT'S FOR RECORD KEEPING PURPOSES. AND THEN THE CHAPEL IS A SMALL PARISH. NOW THE, THE NUMBER OF FULL-TIME RESIDENTS IS, CONTINUES TO BE LIMITED TO 20. THAT WAS A CONDITION THAT'S BEEN CARRIED OVER FROM THE PRIOR PERMIT AND OBVIOUSLY THE USE OF THE PROPERTY FOR SCHOOLS CONDITION THREE ESTABLISHES A FINANCIAL OBLIGATION FOR THE PROPERTY OWNER TO CONTRIBUTE TO TRANSPORTATION INFRASTRUCTURE IMPROVEMENTS. AND, UH, I CAN GO THROUGH HERE IF ANYONE HAS ANY QUESTION, BUT IT'S THE GENERAL NATURE. NO CHANGES, NO, NO MEASURABLE CHANGES TO THIS CONDITION. THE CONDI CONDITION FOUR, THIS IS SORT OF THE, THE PRIMARY ASK OF THIS APPLICATION IS INCREASING THE OCCUPANCY LIMIT TO 1500, AS I MENTIONED, AND THEN REMOVING THE INDIVIDUAL CATEGORIES. IF YOU LOOK AT SIMILAR HOMES, RIGHT? CONSTRUCTION, UH, SQUARE FOOTAGE, UH, ET CETERA, BUILDING MATERIALS IN THE MEADOWS AND ASHWOOD, WHICH ARE, YOU KNOW, KIND OF COMPLIMENTARY COMMUNITIES, THEY'VE SEEN A 30 TO 40% INCREASE IN THE PROPERTY VALUES DURING THAT SAME PERIOD OF TIME. SO, YOU KNOW, I THINK, YOU KNOW, JUST BY THAT ONE DATA POINT, A CASE CAN BE MADE THAT [00:40:01] THE SCHOOLS CERTAINLY AREN'T HARMING PROPERTY VALUES, UH, IN THE NEARBY AREA. AND YOU MIGHT BE ABLE TO MAKE THE CASE THAT THEY'RE ACTUALLY IMPROVING IT. AND I THINK YOU, IF YOU COULD MAKE THAT CASE, IT'S BECAUSE WE'VE PUT $90 MILLION OF CAPITAL DEVELOPMENT INTO THAT PROPERTY IN THE LAST FIVE YEARS. UM, NEXT SLIDE. PLEASE SUPPORT CAPABILITIES, RIGHT? IT RECOMMENDED ONE IMPROVEMENT OR REQUIRED ONE IMPROVEMENT FOR THE SCHOOL TO DO, WHICH WAS EXTEND THE LEFT BOUND TURN LANE ON RIVER ROAD. WE DID THAT. UH, IT ALSO REQUIRED THAT WE PUT UP, WELL, IT WAS PART OF THE CUP, THE BOND FOR, UH, POTENTIAL IMPROVEMENTS TO, UH, TO PATTERSON AVENUE.
