AS YOU GUYS KNOW, OUR TECH SERVICES LLC IS A HEAVY EQUIPMENT REPAIR COMPANY. UM, PROVIDERS RIDE SERVICES, THE BUSINESSES AND THE COUNTY AND REGION. UM, THEY PROVIDE, PROVIDE WELDING FABRICATION SERVICES, UH, CREATE PARTS TO TRUCK REPAIRS, UM, PRETTY MUCH ANYTHING THAT DEALS WITH HEAVY TRUCKS, HEAVY EQUIPMENT, UH, THEY CAN WORK ON. SO THEY PROVIDE A LOT OF SERVICES TO, UH, MANY OF THE EXCAVATION COMPANIES IN, IN THE COUNTY AS WELL AS, AS, UH, ALL THE HEAVY EQUIPMENT THAT COMES AND HAVE QUARRIES AND, AND KIND OF OUR GENERAL CONSTRUCTION CLUSTER THERE. VERY GOOD FIT, UM, FOR THE COUNTY. UH, THEY CURRENTLY HAVE SIX EMPLOYEES AND TWO SUBCONTRACTORS. IT'S NOT INCLUDING, UH, CHRIS ROBERTS, WHO'S THE OWNER WHO, WHO IS HERE. UM, SO PREVIOUSLY OUR, UH, BEFORE I GO INTO THAT, CURRENTLY THEY'RE LOCATED IN LI INDUSTRIAL PARK. UM, AND THEY'RE PREVIOUS PLANS WHEN WE PRESENTED THEM TO YOU BACK IN FEBRUARY WAS THAT THEY WERE GOING TO MOVE TO A, UH, NEW INDUSTRIAL PARK THAT IS, UH, BEING DEVELOPED ON ASHLEY ROAD. UM, THAT INDUSTRIAL PARK IS MOVING, UH, MUCH SLOWER THAN THEY WOULD LIKE. AND SO THEY HAVE, THEY CURRENTLY ENDS IN NOVEMBER OF 26. SO THEY WERE LOOKING TO SPEED UP THE PACE. UM, SO OUR TECH SERVICES, UH, WILL BE PURCHASING A, PURCHASING A 2.77 ACRE LOT, UH, AT THE NEW I 64 INDUSTRIAL PARK ON NEY FARM ROAD IN OILVILLE. UM, AND I MET WITH CHRIS A FEW WEEKS AGO TO TALK MORE ABOUT HIS BUILDING PLANS, UM, BECAUSE WHEN WE MET IN FEBRUARY, THERE'S UH, MORE, THERE'S MORE UNKNOWNS JUST BECAUSE OF THE, UH, SLOW MOVING PROCESS OF THE PREVIOUS DEVELOPMENT HE WAS MOVING TO. AND SO NOW WE HAVE A CONCRETE, UH, BUILDING SIZE, WHICH IS GONNA BE 8,800 SQUARE FEET, UM, WHICH IS LARGER THAN HIS ORIGINAL LARGEST ESTIMATED OF 8,500 SQUARE FEET. UM, THE NEW BUILDING WILL ALLOW 'EM TO PURCHASE A NEW, UH, HYDRAULIC PRESS BRAKE, UH, WITH A VALUE OF AROUND $95,000. UM, THEY WILL HAVE A MUCH LARGER LAY DOWN YARD IF YOU GO TO THEIR, UH, CURRENT SITE. THEIR LAY DOWN YARD IS PACKED WITH EQUIPMENT AND TRUCKS THAT THEY'RE CONSTANTLY WORKING ON AND TURNING OVER AND GETTING TO THEIR, UH, UM, CUSTOMERS. UM, AND IN ADDITION, THEY'LL HIRING, UH, ADDITIONAL EMPLOYEES, UM, WHICH WILL BRING THEIR TOTAL EMPLOYMENT TO EIGHT EMPLOYEES. UM, AND THEY ALSO, LIKE I SAID EARLIER, THEY HAVE TWO SUBCONTRACTORS WORKING FOR THEM. UM, THEY'RE GROWING SO RAPIDLY THAT THEY ARE PROBABLY GOING TO BE HIRING ANOTHER EMPLOYEE LIKE WE DISCUSSED IN THE NEXT MONTH OR SO. UM, AND THEN ONCE THEY GET INTO THE NEW SPACE, THEY PLAN TO HIRE THE, THEIR SECOND ADDITIONAL EMPLOYER, AS I MENTIONED EARLIER. UM, SO A LITTLE BIT ABOUT THE CONSTRUCTION TIMELINE BY PURCHASING A LOT AT THE I 64 INDUSTRIAL PARK. UM, OUR TECH SERVICES CAN NOW MOVE MUCH QUICKER WITH THEIR EXPANSION THAN PREVIOUSLY. AND REMEMBER BACK IN FEBRUARY WHEN WE FIRST PRESENTED THIS CASE, THAT WAS ONE OF THE BIG CONCERNS OF THE BOARD WAS, UH, JUST THE AMOUNT OF TIME IT WAS GONNA TAKE BECAUSE THAT DEVELOPMENTAL NATIONAL ROAD HADN'T EVEN GONE THROUGH, YOU KNOW, ALL THE, UH, RESILIENCE PROCESSES AND EVERYTHING THAT WAS THAT I WAS GONNA HAVE TO GO THROUGH. UM, SO I'VE LAID OUT A LITTLE BIT OF CONSTRUCTION TIMELINE OF, OF KIND OF THE, THE HOPES AND GOALS OF HOW EVERYTHING, UH, SHOULD GO AND HOPEFULLY WILL GO. UM, SO FIRST, UH, THE PLATS FOR THE INDUSTRIAL PART, UM, THE, UH, EXCAVATING GROUND MOVER IS HOPING TO HAVE THOSE PLATS, UH, RECORDED IN, UH, EITHER LATE JULY ARE AUGUST OF 2025. UM, THIS WILL ALLOW OUR TECH SERVICES TO CLOSE ON THE PROPERTY IN AUGUST OR SEPTEMBER OF 25. THEY'LL BE FILING, UH, THEIR POD AND OTHER PERMITS IN THE FALL OF 2025 WITH A GOAL TO HAVE APPROVAL IMPAIRMENTS ISSUED BY Q1 OF 2026. THIS WILL ALLOW 'EM TO BE CON BEGIN CONSTRUCTION IN, UH, EARLY Q1 2026. UM, CHRIS HAS BUILT, UH, SEVERAL HOUSES BEFORE AND HE, HIS ESTIMATE IS, UH, BELIEVE IN CONSTRUCTION CAN BE COMPLETED IN ABOUT EIGHT MONTHS, UM, CONSIDERING IT'S, IT'S, UH, A WAREHOUSE BUILDING AND NOT A HOUSE, WHICH IS WHAT HE'S USED TO BUILDING IN ABOUT EIGHT MONTHS. UH, SO THE CONSTRUCTION SHOULD BE COMPLETED BY Q4 OF 2026 TO GET THEM OUT OF THEIR CURRENT LEASE THAT EXPIRES IN NOVEMBER OF 2026. SO THIS [00:10:01] REALLY MOVES THE, THE PACE UP QUICKER ALLOWS THE EXPANSION TO HAPPEN AND IT PUTS A, UH, AN EXISTING BUILDING THAT WE NOW OUR EXISTING BUSINESS INTO A BRAND NEW INDUSTRIAL PARK. AND THAT'S KIND OF WHAT WE WERE HOPING WITH THIS NEW INDUSTRIAL PARK WAS TO CREATE MORE, UM, INDUSTRIAL SPACE AND INVENTORY FOR BUSINESSES LIKE OUR TECH SERVICES TO GROW IT IN THE COUNTY. UM, SO JUST A QUICK OVERVIEW INVESTMENT, UM, UH, BUILDING INVESTMENT ESTIMATE IS AROUND, UH, 1.4 MILLION. THE BUSINESS PERSONAL PROFIT INVESTMENT HASN'T CHANGED. FOR THE NEW HYDRAULIC PRESS BREAK, THAT'LL BE 95,000. UH, IF YOU LOOK AT THE EDA RETURN ON INVESTMENT, UM, THE ASSESSEE ESTIMATE VALUE WAS, UH, 950,000 FOR THE, UH, ORIGINAL LARGEST BUILDING THAT HE COULD BUILD. AND SINCE HE'S BUILDING LARGER, WE JUST, IT'S ONLY ABOUT 300 SQUARE FEET. WE KEPT THE $950,000 ESTIMATE. UM, AS YOU CAN SEE, THE UH, UH, PERSONAL PROPERTY WOULD COME OUT TO AROUND JUST OVER $5,000 A YEAR OF TAXES FROM THEM. AND THEN BELOW THAT IS THE BUSINESS PERSONAL PROPERTY. UM, THE COUNTY WOULD, UH, GET THEIR, WOULD BREAK EVEN AND YOU THREE FOR THEIR ROI, UM, WHEN YOU INCLUDE BOTH THE BUILDING PLUS THE NEW BUSINESS PERSONAL PROPERTY. AND THEN I JUST SPREAD IT OUT TO FIVE YEARS, UM, JUST TO SHOW YOU THAT AFTER FIVE YEARS, THE COUNTY SHOULD COLLECT, UH, $32,000 IN TAX REVENUE. SO THAT'S KIND OF THE QUICK HIGH LEVEL OVERVIEW OF, OF THE PROJECT AND KIND OF CHANGES THAT HAVE OCCURRED. UM, FEEL FREE TO ASK QUESTIONS. I KNOW SARAH HAD SOME TALKING POINTS TO, TO DISCUSS. THEY THEY'RE PAYING TAXES ON NO, BECAUSE THEY DO NOT OWN THEIR PROPERTY. SO THEY LEASE THEIR CURRENT BUILDING, BUT THEY PLAN PAY BUSINESS PERSONAL PROPERTY TAXES. YES. CORRECT. BUT THIS THE NEW INVESTMENT, THIS WILL BE NEW INVESTMENT TAXES. I'M ASKING WHAT'S THE INCREASE IN THEIR TAX LIABILITY TO THE COUNTY GOING TO BE. SO HOW MUCH MORE MONEY IS THE COUNTY GOING TO GET VERSUS WHAT FIRST YEAR? SO WHAT'S $7,000 AND SOME CHANGE? NO, , THEY'RE CURRENTLY PAYING. SAY THEY'RE CURRENTLY PAYING A HUNDRED DOLLARS IN TAXES TO GOLAND, YOU WOULDN'T SUBTRACT THAT A HUNDRED DOLLARS FROM THAT. AND THAT'S HOW MUCH MORE TAXES THEY'RE PAYING AND WHAT THEY'RE ALREADY PAYING. NOTHING CHANGED. THAT'S WHAT I'M TRYING TO FIGURE OUT. HOW MUCH MORE IS THE COUNTY GONNA GET? RIGHT? SO THEY DON'T CURRENTLY PAY ANY REAL ESTATE TAX, RIGHT? SO THEY'LL BE PAYING 5,000 MORE DOLLARS IN REAL ESTATE TAX, RIGHT. THAT $2,000 REPRESENTS NEW INVESTMENT THAT THEY DON'T CURRENTLY PAY THE PIECE OF EQUIPMENT THEY DON'T CURRENTLY HAVE. SO IT'S JUST FOR THAT PIECE OF EQUIPMENT, NOT TOTAL EQUIPMENT THEY ALREADY OWN. SO SOMETIMES, UM, INCENTIVES WILL, MOST TIMES INCENTIVES WILL COME IN THE COUNTY WOULD AGREE. THE EDA WOULD AGREE THERE WOULD BE IN AN ANNOUNCEMENT, AND THEN THEY STILL HAVE TO FILE A POD GOES TO THE BUILDING PERMIT PROCESS, GOES THROUGH THE CONSTRUCTION. SO THERE'S ALWAYS THAT TIME GAP BETWEEN WHEN AN INCENTIVE IS AWARDED AND WHEN ACTUAL RETURN STARTS TO HAPPEN. WE'VE HAD SOME, UH, DISCUSSION. UM, SO THEN WE MOVED INTO WHAT EXACTLY IS A TECHNOLOGY OVERLAY DISTRICT? IT IS A, UH, SPECIALIZED ZONING OVERLAY THAT SUPPLEMENTS AND OVERLAYS AND UNDERLYING ZONING. IT PERMITS TARGETED USES SUCH AS DATA CENTERS AND ADVANCED MANUFACTURING. AND ALSO VERY IMPORTANT TO NOTE THAT THOSE USES ARE SUBJECT TO, UM, VERY STRINGENT DEVELOPMENT STANDARDS SUCH AS SETBACKS AND BUFFERS AND DESIGN CRITERIA TO ENSURE THEY, UH, MAINTAIN COMPATIBILITY WITH ADJACENT PROPERTIES THAT COULD BE OUTSIDE OF THE TECHNOLOGY OVERLAY DISTRICT. UM, WE WENT INTO SOME OF THE BENEFITS OF HAVING A TECHNOLOGY OVERLAY DISTRICT. WE TALKED ABOUT, UM, HOW GOLIN IS A VERY SPECIAL PLACE TO BE AND THAT WE WANNA KEEP IT THAT WAY. UM, AND WE BELIEVE THAT THESE AMENDMENTS WILL HELP US PROTECT LAND THAT IS OUTSIDE OF THE DESIGNATED GROWTH AREAS BY DIRECTING INVESTMENT TO THE AREAS WHERE WE WANT THE KIND OF GROWTH. UM, ONE TYPE OF PROTECTION THAT WE, UM, ARE RECOMMENDING IS MORE STRATEGICALLY LIMITING THE TYPES OF INCREASED USES THAT ARE GONNA BE ALLOWED. AND IT'S A CALCULATED MOVE TO ENSURE THAT WE'RE TARGETING THE HIGHEST REVENUE PRODUCERS IN OUR PRIME ECONOMIC DEVELOPMENT AREAS. AND THEN, UM, THE TECHNOLOGY OVERLAY DISTRICT WILL PROVIDE ADDITIONAL SECURITY FOR ADJACENT RESIDENTIAL ZONE PROPERTIES THAT WOULD NOT OTHERWISE EXIST. THIS IS THE, UM, THE COMPLEMENTARY ORDINANCE THAT PERTAINS TO INCENTIVES FOR TECHNOLOGY COMPANIES. AS YOU CAN SEE ON THE MAP, IT'S THE EXACT SAME PIECES OF PROPERTY. SO THERE ARE COMPLEMENTARY TO EACH OTHER. UM, YOU ALL KNOW THAT IT'S COMMON PRACTICE TO INCENTIVIZE BUSINESSES TO EXPAND OR TO LOCATE IN GLAND. I DID GIVE, UM, A AN EXAMPLE OF THE RESIDENTS INN WHEN THEY RECEIVED AN INCENTIVE FROM THE COUNTY. THEY GOT $200,000 IN REBATED, UH, REAL ESTATE FOR BUSINESS PERSONAL PROPERTY. AND THEY HAVE ACTUALLY, UM, HAVE GIVEN OVER 400,000 BACK TO THE COUNTY SINCE THAT TIME. SO, UM, SO IT'S A GOOD INVESTMENT ON THE COUNTY. UH, SO WHAT WE'RE PROPOSING WITH THE TECHNOLOGY ZONE IS A LITTLE BIT DIFFERENT IN THAT IT WILL ALLOW THE COUNTY THE ABILITY TO REIMBURSE BUILDING AND UTILITY, UH, CONNECTION FEES FOR TECHNOLOGY BUSINESSES THAT LOCATE IN THE ZONES. UM, SO FOR EXAMPLE, A HIGH WATER USER COULD HAVE A UTILITY CONNECTION FEE OF $2 MILLION AT WRIGHT. AND SO WE COULD LOOK AT THAT AND SAY, OKAY, YOU KNOW, THEY'RE GONNA BE PAYING X AMOUNT OF TAXES, THEY'RE GONNA BE USING X AMOUNT OF WATER, WE'RE GONNA HELP US PAY DOWN THIS TCSD. I THINK THAT MAYBE WE SHOULD REDUCE THAT TO $1 MILLION WHERE THE COUNTY'S STILL RECEIVING A BENEFIT. UM, SO IT JUST HELPS US HAVE A LITTLE BIT MORE ROBUST INCENTIVE PROGRAM. UM, WE TALKED ABOUT TECHNOLOGY BUSINESS VERY SIMILAR. UH, THE ONLY REAL DIFFERENCES IS THAT, UM, UNDER THE TECHNOLOGY ZONE, THE BUSINESS HAS TO BE FOR PROFIT TO BE ABLE FOR US TO BE ABLE TO INCENTIVIZE 'EM. UM, WE ALSO TALKED ABOUT HOW WE WILL DO A RETURN ON INVESTMENT CALCULATION TO MAKE SURE THAT IT MAKES GOOD FINANCIAL SENSE. UM, AND THEN THE INCENTIVE REQUIREMENTS, UM, FOR BOTH EXISTING TECHNOLOGY AND NEW TECHNOLOGY BUSINESS, WE WANNA MAKE SURE THAT, THAT IF WE HAVE A TECHNOLOGY BUSINESS IN THE COUNTY THAT LOCATES HERE AND THEY WANNA EXPAND THAT THEY CAN ALSO TAKE ADVANTAGE OF THESE, UM, INCENTIVES FOR THEM. AND, UM, ANTICIPATED NEXT STEPS WOULD BE THE PLANNING COMMISSION HEARING IN AUGUST. AND THEN THE BOARD HEARING IN OCTOBER, UM, WE, THERE WAS ABOUT 40, MAYBE 50 CITIZENS THAT WERE THERE. UM, AND THEN ON THE BACK YOU CAN SEE, UM, THE AREA WHERE THEY USE A ITINERARY MERCHANT, UH, PERMIT, WHICH ARE FOR VENDORS WHO ARE COMING FROM OUTSIDE THE COUNTY TO SELL IN THE COUNTY. UM, AND SO I THINK A LOT OF THOSE WOULD BE KIND OF AT THE FESTIVALS, LIKE THOSE GO LIKE THE GOON DAY, UM, BADGES THAT JANET WAS REFERENCING. UM, AND YOU CAN SEE THAT THEY, THEY CANNOT PURCHASE A ONE DAY PERMIT FOR $25 OR AN ANNUAL PERMIT FOR, UM, A HUNDRED DOLLARS. UM, THEY DO NOT PUT THEIR SALES, UM, MADE UNDER THE IT MERCHANT PERSON TO GIVE YOU COUNTY. SO I JUST WANT TO GIVE YOU GUYS THAT QUICK OVERVIEW AND, AND PROVIDE YOU WITH THIS, UM, SEE IF YOU GUYS HAVE ANY ADDITIONAL QUESTIONS.
