UH, MY NAME IS SARAH LINDEMAN. I'M A RESIDENT OF LOUISA COUNTY, BUT MY HUSBAND AND I OWN PROPERTY THAT IS DIRECTLY ADJACENT TO THE LUX STONE PROPERTY, WHERE THE PROPOSED VIRGINIA SPORTS PARK IS. UM, SO WE WERE PART OF THE PUBLIC NOTICE. WE'RE DIRECT NEIGHBORS. SO I HOPE THIS IS AN OKAY OPPORTUNITY FOR ME TO SPEAK DESPITE NOT BEING A GOIN RESIDENT. . OKAY, THANK YOU. UM, SO LIKE I SAID, MY HUSBAND AND I OWN AND RESIDE ON PROPERTY ADJACENT TO THE PARCEL WHERE THE SHOOTING RANGE IS PROPOSED. SO WE ARE DIRECT NEIGHBORS. WE SHARE A PROPERTY BOUNDARY WITH THE LOUISA COUNTY PORTION OF THE PROPERTY. UM, WE STRONGLY OPPOSE THE PROPOSED RANGE. WE HAVE SOME SIGNIFICANT CONCERNS ABOUT SAFETY, NOISE, AND TRAFFIC, AND HOW ALL OF THESE ISSUES COULD IMPACT OUR PROPERTY VALUE AND OUR DAILY LIVES. UH, THE APPLICANT HELD THEIR INITIAL PUBLIC HEARING SEVERAL WEEKS AGO AND ONLY GAVE NEARBY RESIDENTS THE MINIMUM NOTICE REQUIRED, WHICH WAS TWO WEEKS. DESPITE SPENDING A LOT OF TIME TALKING ABOUT THE DESIRE IN THIS MEETING TO BE A GOOD NEIGHBOR AND PART OF THE COMMUNITY, WE WERE REALLY DISAPPOINTED THAT THEY DID NOT REACH OUT TO US AND ACTUALLY ATTEMPT TO BE A GOOD NEIGHBOR. WE JUST FOUND OUT AT THE LAST MINUTE, UH, THEY HAD A ROBUST SET OF SUPPORTERS THERE. AND SO IT SHOWS THAT THEY WERE WILLING AND ABLE TO ENGAGE WITH FOLKS WHO SUPPORT THIS OPPORTUNITY AND THIS PROPOSED DEVELOPMENT, BUT NOT THE PEOPLE WHO WOULD BE THE MOST DIRECTLY IMPACTED BY IT. UM, THIS IS REALLY DISAPPOINTING. WE STILL HAVE NOT HEARD DIRECTLY FROM THEM DESPITE SHARING A PROPERTY BOUNDARY, DESPITE INTRODUCING OURSELVES AT THAT MEETING, UM, AND ADDING OUR NAME TO CONTACT INFORMATION LIST. SO THIS IS JUST REALLY DISAPPOINTING. THE APPLICANT HAS CLAIMED THAT THE, THE LUX STONE PROPERTY IS INDUSTRIAL AS PART OF THEIR ARGUMENTS FOR THEIR PROPOSED PROJECT WITH THE COUNTY. UM, THIS IS SILVICULTURE. IT IS OWNED BY LUX STONE AND WE BOUGHT THE PROPERTY KNOWING IT WAS OWNED BY LUX STONE. BUT IN PRACTICE IT IS NOT USED INDUSTRIALLY. IT'S JUST SILVA CULTURE. AND I THINK THAT, YOU KNOW, THERE IS NO CORY PRESENT THIS CLAIM THAT IT'S INDUSTRIAL LAND AND THAT IT'S AN APPROPRIATE PLACE TO CITE THEIR PROPOSED PROJECT. UM, JUST AT BEST IS MISLEADING. AND AT WORST IS THE TOTAL MISREPRESENTATION OF WHAT IT'S LIKE TO LIVE WHERE WE LIVE. UM, IN OUR DAILY LIVES. WE ARE INCREDIBLY CONCERNED ABOUT THE SAFETY OF THE PROPOSED RANGE, UH, FOR NEIGHBORING PROPERTIES. WE'VE SEEN NO INFORMATION FROM THE APPLICANT ABOUT THE MEASURES DESIGNED TO PROTECT NEIGHBORING PROPERTIES. THEY SHARED A LOT OF INFORMATION AT THEIR PUBLIC MEETING ABOUT SAFETY WITHIN THE PROPOSED SHOOTING RANGE, WHICH IS, IS GREAT. WE VALUE THAT. BUT AS A DIRECT NEIGHBOR, I DID NOT FEEL THAT SEEING AN OLD VIDEO FROM THE NRA ABOUT HOW TO USE THE SAFETY SHOT, LIKE SAFETY ON A SHOTGUN IS USEFUL TO ME AS A NEIGHBOR. UM, WHERE BULLETS OR ARROWS ARE GONNA BE FLYING NEXT TO MY PROPERTY. MY HUSBAND HUNTS, WE ARE NOT NECESSARILY AGAINST GUNS OR THE GUN RANGE, IT'S JUST THAT WE ARE DIRECT NEIGHBORS AND WE HAVE SEEN NOTHING ABOUT THE SAFETY FOR NEIGHBORS FROM THE PROPERTY. THIS IS REALLY CONCERNING. UM, THEY HAVE SHOWN WHAT I CONSIDER TO BE BLATANT OVER REGARD. FOR THOSE OF THOSE WHO BE DIRECTLY IMPACTED BY THE SHOOTING RANGE, THE NOISE FROM THE PROPOSED PROJECT WILL MAKE LIVING NEXT DOOR UNBEARABLE. I WORK FROM HOME. THE APPLICANT HAS STATED THAT SHOOTING WILL OCCUR SOMETIME IN THE MORNING UNTIL DUSK, SEVEN DAYS A WEEK. UM, SO LIVING NEXT TO CONSTANT SHOOTING ALL THE TIME IS JUST UNBEARABLE. UM, THEY HAVE NOT PROPOSED ANY NOISE ABATEMENT OR MITIGATION MEASURES THAT WE HAVE SEEN TO DATE. I DON'T BELIEVE THEY'VE CONDUCTED A FORMAL NOISE STUDY. AND IF THEY HAVE, THEY HAVE NOT PROVIDED IT TO NEIGHBORS OR TO THE COUNTY. IF THEY HAVE, I WOULD WELCOME THE OPPORTUNITY TO SEE IT. UM, BUT IT'S HARD TO UNDERSTAND WHAT THOSE IMPACTS WILL BE IF YOU CAN'T QUANTIFY THEM AND YOU CAN'T MITIGATE THEM IF YOU DON'T KNOW WHAT THEY ARE. UM, THIS TYPE OF ASSESSMENT AND POTENTIAL MITIGATION IS REALLY COMMON IN [00:05:01] OTHER TYPES OF DEVELOPMENT. AND I'M REALLY DISAPPOINTED THAT THIS WAS NOT SOMETHING AT THE FOREFRONT OF THEIR PLANNING FOR THIS PROJECT. GIVEN THE NATURE OF A SHOOTING RANGE, UM, WE BOUGHT OUR HOME IN 2020 TO LIVE IN PEACE AND QUIET IN A RURAL COMMUNITY. THE PROPOSED DEVELOPMENT SHATTERS THIS REALITY FOR US AND OUR NEIGHBORS. WE ARE NOT OPPOSED TO SHOOTING RANGE IN GENERAL, BUT WE ARE STRONGLY OPPOSED TO THE CURRENTLY PROPOSED LOCATION. THE APPLICANT HAS NOT PROVIDED ENOUGH INFORMATION TO MAKE US FEEL CONFIDENT THAT A ROBUST ALTERNATIVES ANALYSIS HAS BEEN CONDUCTED TO EXPLORE ALTERNATE SITES THAT ARE NOT SMACK IN THE MIDDLE OF A QUIET FAMILY NEIGHBORHOOD WALTON ROAD. AND THE PROPOSED MAIN ENTRANCE TO THE SHOOTING RANGE REQUIRES TURNING THROUGH A VERY TIGHT INTERSECTION THAT IS ALREADY POORLY MARKED AND MAINTAINED THAT ALSO BELONGS. I BELIEVE THAT PROPERTY IS IN LOUISA COUNTY. SO I HAVE A LOT OF CONCERNS ABOUT WHAT HAPPENS WHEN GLAND COUNTY AUTHORIZES SOMETHING THAT IMPACTS A NEIGHBORING COUNTY. UM, I'VE SEEN THIS HAPPEN IN MY EMPLOYMENT WHERE COUNTIES HAVE SUED OTHER COUNTIES FOR THINGS LIKE THIS. SO IF THAT'S SOMETHING TO CONSIDER, THEN I WOULD POIT THAT AS A CONCERN. MAY I ASK YOU TO YEAH. CONCLUDE JUST BECAUSE SURE. YES. WE'RE OVER FOUR MINUTES. ABSOLUTELY. UM, WE'VE SEE NO INFORMATION ABOUT HOW OUR PROPERTY VALUES WILL BE IMPACTED. I STRONGLY URGE THE EDA TO USE YOUR AUTHORITY TO REQUIRE A COMPREHENSIVE PROPERTY VALUES ASSESSMENT, FORMAL ALTERNATIVE ANALYSIS, NOISE IMPACT STUDY AND TRAFFIC STUDY. THE PROPOSED RANGE WILL MAKE LIVING NEXT DOOR UNBEARABLE AND WILL MAKE SELLING OUR BELOVED HOME AND MOVING AWAY IMPOSSIBLE. THIS IS A GROSS OVERSTATEMENT. VSPS PROPOSED LOCATION IS TWO MILES AWAY FROM I 64 AND THE VAST MAJORITY OF PATRONS ARE GONNA BE COMING ALONG THE I 64 CORRIDOR. THEY'RE GONNA COME, THEY'RE GOING TO INFLICT NOISE ON US FROM 9:00 AM TILL DUSK. THEN THEY WILL GO BACK THE WAY THEY CAME. THE INCENTIVE WILL PROVIDE TAX REV REIMBURSEMENTS UP TO $45,864,691 OVER 20 YEARS. THE TAX REIMBURSEMENTS WILL BE 45% OF THE INCREMENTAL REAL ESTATE TAXES ACTUALLY PAID BY ELI LILLY AND ACTUALLY RECEIVED BY THE COUNTY FOR THE PRIOR CALENDAR YEAR. THE COUNTY WILL RETAIN THAT PORTION OF THE TAX FOR IT TO BE USED TO PAY DOWN THE TCSD SERVICE DEBT. 45% OF BUSINESS PERSONAL PROPERTY TAXES ACTUALLY PAID BY ELI LILLY AND ACTUALLY RECEIVED BY THE COUNTY FOR THE PRIOR CALENDAR YEAR.
